once again, no ace train service at all this morning due to major gas leak in livermore. so make plans accordingly. get over to a bart station if you can. if you make your way on west 580. you'll find yourself in that slow and go traffic bridge. >> thank you. bart ridership is down. one board member plans to put forward a new solution to freeze fare increases. >> there is a problem. the next increase has already been approved. abc 7 news reporter live at the station for us. good morning. >> good morning. natasha, the bart budget includes a 5.4% increase in ticket prices. that can generate $25 million. but board member deborah allen says that bart should focus on increasing customer satisfaction before increasing ticket prices. according to the "san francisco chronicle," allen says that if bart keeps ticket prices as is and works to make improvements

to bart that, could increase ridership which would offset the cost for a need for a price hike. by bart's own accord, they have seen a drop in ridership over the past three years. some of it is due to a big increase in complaints from passengers around issues like cleanliness and security. but critics of allen's proposal say that many of bart's capital projects like buying new bart cars are all tied to fare increases. revenue they need to pay for the improvements. the rate increases being proposed for 2020 through 2028 are expected to bring in $400 million. some bart board members also say that small increases as they're being proposed would be better for riders than a big price hike that bart has done in the past. bart board moeets at 9:00 a.m. >> thank you. we're just under 13 hours away from the final warriors game at oracle arena. >> i'm wearing my other yellow

to italy. the 31-year-old is there for the first time since acquitted in the murder of her british roommate. she spent four years in an italian prison before released. knox and her former boyfriend were convicted of murdering her then roommate. both had convictions overturned. she wrote a message on instagram saying she is returning to italy as a free woman. she is traveling there to raise awareness for those wrongly convicted. 5:22. a bill to reauthorize the 9/11 victim compensation fund until the year 2090 is heading to the floor. they umentsly passed the bill yesterday. it is expected to pass the house and then head to the senate. the committee vote comes a day after former late night host jon stewart made his emotional plea. this bill was administeror said there wasn't enough none pay all of the claims. >> danger in the water. a dozen people stung despite a warning from lifeguards. also, watching out

third story apartment window. this happened yesterday at this home, 14th and valencia streets. abc 7 news spoke with a neighbor that said the windows were likely open because of the heat wave. >> i heard people screaming outside. we checked out the window. we saw when the little boy was lying on the ground. and people were trying to help him get up. >> another neighbor says the boy's grandmother was watching him play when he tumbled out of the window. there was no screen or bar on the window. the boy was taken by ambulance to san francisco general hospital. in oakland, bart officials are expected to vote on the budget for the next fiscal year before. that happened, they'll consider stalling a fare increase that's been approved. ticket prices are set to rise r board member wants to pull the fare increase from the budget. director allen says that bart should focus on improving
