♪ just because it's ove ove ove mean it's really over ♪ good morning, america. thank you guys for joining us on this thursday morning. a lot of excitement about that "the avengers" news. >> and speculation about what they're adding. >> i'm wondering myself. we have that breaking news, robin, this morning. >> we want to get right to it. the u.s. confirming iran shot down an american drone. our chief global affairs correspondent martha raddatz starts us off with the latest. good morning, martha. >> reporter: good morning, robin. this is a significant and dangerous provocation. there have been a spate of attacks blamed on iran in recent weeks, but this is a direct attack on a u.s. military asset. this drone is one of america's most sophisticated unarmed surveillance aircraft. the u.s. says the drone was operating in international airspace over the strait of hormuz, that narrow but vital oil shipping waterway when it was struck by an iranian surface to air missile. iran does not deny shooting down the u.s. aircraft, but claims it was in iranian territorial airspace.

the commander of the revolutionary guard saying our borders are a red line. any enemy that violates them will not return and will be destroyed adding that iran does not intend to engage in war with another country, but saying iran is ready, robin. >> you say that they're claiming that their border is the red line. what can the u.s. do about that? >> reporter: well, you've heard president trump downplay the attacks on the oil tankers but, again, this is a u.s. military asset. but the u.s. also has to be careful not to overreact. the iranians may want a retaliatory strike to garner support at home and from allies in the region but this will be urgently discussed here at the highest level, robin. >> martha, thank you. we'll bring in our contributor, colonel steve ganyard for more on this. what is your take on all that we are reporting this morning, steve? >> robin, unfortunately, the u.s. and iran are getting very close to war. a country's sovereign airspace goes out to 12 nautical miles. if this u.s. drone was outside

that 12 nautical miles, it had every legal right to be there and the iranian shootdown was completely illegal. so it's a very tense situation and the u.s. is going to have to respond in some way. >> i know we're claiming it's international airspace but as you alluded to it's a very defined and small area. is there any chance that it may have wandered into that territory? >> it's possible. it's possible, robin. the u.s. navy and u.s. military forces are going to have to confirm that this drone didn't inadvertently stray into iranian air space or over iranian territory. if we have that confirmation, we know what the iranians did was illegal. >> so what happens next, steve? >> the iranians are putting on a brave face right now saying, we're ready for war. they are completely overmatched by u.s. military might. the question is did they make a mistake and inadvertently shoot it down or did they do it deliberately in an attempt to goad the u.s. into military

response? >> people want to know. all right, steve, thanks so much. michael? now to a terror plot targeting a pittsburgh church thwarted by the fbi. a syrian refugee is under arrest, and our chief justice correspondent, pierre thomas, is in washington with all the details. good morning, pierre. >> reporter: good morning, michael. the fbi lays out a chilling case, accusing a young syrian man of plotting to ignite a religious war by attacking a house of worship in the name of isis. the target, this small pittsburgh church and the alleged plot to detonate an explosive device strong enough to destroy the church and a blast so powerful, it would likely kill many people in the residential area surrounding this house of worship. >> it's devastating, but that's the time that we live in. >> reporter: overnight, the fbi descending on the home of mustafa mousab alowemer, a 21-year-old refugee from syria who came to the u.s. in 2016. >> it was actually like really scary. if this would actually go through and happen, that would have been more detrimental than

i can ever imagine. >> reporter: according to the fbi alowemer did surveillance on the church after considering a number of targets in the pittsburgh area. the alleged plan called for an attack in the upcoming month of july. authorities claim that alowemer purchased bombmaking components including batteries and chemicals, as well as materials for shrapnel. the plan was to take the bomb toto the church and then detonating them remotely. according to a transcript of him speaking to an fbi undercover operative, he said, when we have a goal we can leave a book bag or something and like we blow it up from someplace. i'm looking for a way to leave. i don't want to get caught. the fbi identified the suspect in part because he was allegedly obtaining large amounts of isis propaganda. the justice department claims at one point alowemer reached out to what he thought was an isis radical based overseas. it turns out it was a covert employee of the fbi posing as an isis sympathizer online, michael.

>> good thing he was caught. and the fbi have been on high alert for these plots. >> reporter: that's right. this is the same community that saw the tree of life synagogue massacre last october and i was recently at an fbi briefing where a senior fbi official warned that the agency is experiencing a higher tempo of terrorism cases than they've seen in a long time. he said there are roughly 5,000 open terrorism investigations internationally and here at home. this includes 1,000 isis cases, 850 domestic terrorism cases, some involving white supremacists and 1,000 so-called homegrown extremists. >> all right. thank you so much, pierre thomas. david? now to that dangerous weather on the move this morning. 52 million americans at risk all the way from illinois to new jersey. overnight flash flooding stranding drivers from philadelphia and ginger is tracking it all. >> these images coming in just within the last hour. you have to see how some people are waking up just east of philadelphia in vincentown, new jersey. those are homes underwater. people are being rescued as we speak because there has been so much rain.

on interstate 295, four inches in three hours. that's a month's worth of rain in just three hours. this is a huge deal, and we still have flood alerts stretching anywhere from indiana right through dayton, ohio, toledo, ohio, over through pennsylvania. parts of new jersey down into r west virginia under flood alert. the storms come with wind a lot of times too. up to 70-mile-per-hour winds in little rock, arkansas, where you had damage there. more than 100,000 folks without power and in greenville, texas, possible tornado. look at the damage to that church. who gets the damaging winds and tornados today? it's an area, a large area part in the midwest and plains but really from scranton down to atlanta, charlotte, raleigh, winston-salem, greensboro with that area that could see tornadoes, wind and hail. guys? >> like you said, such a large area. ginger, thank you. now to a stunning turn in that david ortiz shooting. dominican authorities say the former red sox star was not the

intended target of the shooting and that this was a case of mistaken identity. victor oquendo is in santo domingo with the latest. good morning, victor. >> reporter: good morning, robin. despite being one of the most recognizable people in the dominican republic, a beloved icon here, prosecutors say david ortiz was shot by mistake. now the hunt is on for the alleged mastermind. [ speaking a foreign language ] >> reporter: in a shocking twist, dominican authorities say the intended target was a man sitting at the same table as david ortiz, sixto david fernandez, dressed in similar fashion to the former slugger. the attorney general believes the plot's orchestrater is victor hugo gomez, last seen in the u.s. where he's wanted on charges including a feared drug cartel. gomez and fernandez believed to be the intended target are related and prosecutors say gomez was upset with fernandez. he believed he ratted him out years ago resulting in him going to prison. this new surveillance video allegedly shows several suspects

meeting at a nearby gas station before two of them ride on a motorcycle to the nightclub just moments before big papi was shot. one of the suspects taking this photo of the intended target, but authorities say the hitman simply shot the wrong person simply shot the wrong person, confusing ortiz and fernandez because of their attire. moments after the shooting, watch as investigators say another suspect supervising the hit stays on scene holding on to his beer sipping it and making a call while everyone else flees. 11 suspects have been arrested so far including 25-year-old rolfy ferreyra cruz who police say pulled the trigger. last week the chief of police hez s the ten-time all-star is still in intensive care at a massachusetts hospital and has recently been upgraded to good condition. three suspects are still at large including the alleged mastermind. the dominican republic has

reached out to american authorities for help. david? >> victor, thank you. now to the race for 2020 this morning and new backlash against former vice president joe biden. he is refusing to apologize as he faces growing criticism over comments he made about being able to work with others in washington, but his examples were segregationist senators 40 years ago. abc's mary bruce is in washington with much more on this. mary, good morning. >> reporter: good morning, david. well, joe biden says he was trying to make a point about civility and seeking common ground but instead he's now facing some of his harshest criticism yet and this morning instead of apologizing joe biden is now doubling down. this morning, joe biden defiant. >> apologize for what? >> reporter: refusing to apologize for touting his ability toheagreed with, even segregationists. >> the point i'm making is you don't have to agree. you don't have to like the people in terms of their views, but you just simply make the case and you beat them. >> reporter: biden is facing

sharp criticism for recalling his work with two staunch segregationists. at a fund-raiser tuesday biden describing senator herman talmadge of georgia as one of the meanest guys i ever knew, but adding, well, guess what? at least there was some civility. we got things done. and recalling senator james eastland of mississippi, biden said he never called me boy. he always called me son. biden's 2020 rival senator cory booker demanding an apology. >> somebody running for president of the united states, somebody running to be the leader of our party should know that using the word boy in the way he did can cause hurt and pain. vice president biden shouldn't need this lesson. >> reporter: other candidates also slamming biden's comments as tone deaf. >> for the vice president to somehow say that what we're seeing in this country today is a function of partisanship or a lack of bipartisanship completely ignores the legacy of

school shootings are not rare, but in this case, authorities are doing something we don't see much, going after the parents of an alleged gunman for not doing more to keep their son from taking their handgun, the same gun police say he used to open fire on fellow students. this morning, a new twist in a new mexico high school shooting. >> where is the student at?ter: allegedly firing at three students last february but missing, dropping the gun in the hallway and running outside. >> stop right there. stop. turn around, face the mountain. >> reporter: minutes later officers arresting the 16-year-old sophomore they say intended to kill his ex-girlfriend and others. >> do me a favor. drop down to your knees. >> reporter: now the alleged gunman's parents, dale and tamara owen have been charged with contributing to the delinquency of a minor. police say almost a year before the shooting they were warned their son was hearing voices telling him to shoot up his school, but allegedly failed to

lock up a handgun their son brought to campus. >> this potentially opens the door to a lot of people who may not know they would be liable for this kind of inability to predict future behavior. >> reporter: now in the last 20 years, only a handful of adults, about four, have been charged in similar cases. the accused gunman's parents have not entered a plea and their son has not been formally charged. he's in custody waiting for mental health treatment, and last month was found incompetent to stand trial. guys? >> all right, clayton sandell, thanks. certainly is a new twist in these cases. we shift to big news at the box office. looks like the release of "avengers: endgame" wasn't really the end. what? the blockbuster is about to be re-released with new scenes and chris connelly has all the details. now all the speculation is, which scenes? >> reporter: exactly, david. good morning to you. three hours, two minutes and still just not enough. very soon there's going to be even more to love of "avengers:

endgame" as the marvel blockbuster looks to delight fans with bonus footage and maybe make box office history too. marvel's "avengers: endgame" is getting an even longer ending. >> i like this one. >> reporter: kevin feige master of the marvel cinematic universe, declaring that the "endgame" now in theaters will soon get a beefed up back end. he said the additional material will include what he's calling a few surprises. >> i know i said no more surprises, but i was really hoping to pull off one last one. >> reporter: "endgame" was the first marvel cinematic universe film without an end credit scene. the new stuff figures to augment the movie's already substantial 182 minute running time and it's already way more than substantial box office grosses for some big-time bragging rights that could be in play. right now, it has made about $832 million in the u.s. it needs a little more than $100 million plus to outdo "star wars:the force awakens," and

apartment tragically killing his fiancee. marcus moore sat down with him and joins us now from dallas. good morning, marcus. is a terrible scene here. thatra is still resting on the apartment building where it sliced through about two weeks ago and this morning for the very first time we are hearing from the man inside the apartment he shared with his future wife when that crane came crashing down. >> oh, my god, the crane is falling over. oh, my god. >> reporter: this was the moment a family was forever changed. >> oh, my god, you guys. >> reporter: less than two weeks ago eric ridenhour and his fiance 29-year-old kiersten smith were spendsing a lazy sunday together in their dallas apartment when a severe thunderstorm hit with 70 mile per hour winds. >> it happened that quick. >> reporter: eric was making lunch in the kitchen. kiersten sitting just ten feet away when that giant tower crane outside their apartment window five-story apartment building

kiersten and i don't know how many times i said her name. i was screaming her name and i could not find her. >> reporter: eric survived the accident but kiersten did not. and as firefighters were rushing eric to safety he managed to grab what he now will cherish forever. >> the one thing i was able to get was our engagement picture. i found it laying somewhere and i was able to toss it to one of the firemen before i got on the ladder to get out. >> reporter: this morning authorities are still investigating what went wrong and why. the family hiring a team of attorneys who are planning on their own investigation once osha allows them access to the site. >> we're going to use that as an opportunity to find some answers and then we'll determine what we need to do. and rigging released a statement offering condolence saying they are fully cooperating with investigators. >> there's no bringing back my baby. i feel if somebody is at fault,

experts say that more people are coming out to the beach. that's one. but also we have warmer waters and more sharks are coming in. a california surf competition coming to a halt after state park officials spotted this shark just off the coast captured on tape by surf line. in south carolina friday one photographer capturing these jaw-dropping photos from her hotel balcony, a shark in knee-deep water just feet away from swimmers. >> i thought, my goodness, i'm getting ready to catch a shark attack on camera. >> reporter: and in new jersey, a 16-foot great white feasting on a bag of bait before swimming away. the spike in close encounters is something scientists are taking seriously. >> when a white shark bites a person it is a mistake because it thinks that that person is a seal. >> reporter: researchers on cape cod are now zeroing in on the hunting and feeding patterns of great whites after a 26-year-old

investigation this morning into joe biden's son hunter and questions about money he made from foreign business dealings while his father was vice president. our chief national affairs correspondent tom llamas traveled to ukraine to try to get some answers. tom, what did you find? >> dave, good morning to you. this is an issue joe biden has been dealing with since 2014, but it's come up again because he's now running for president. republicans including president trump are trying to hammer biden over this. at issue, was hunter biden profiting off his dad's work as vice president and did joe biden allow it? we're talking about millions of dollars in at least two countries. >> mr. vice president, tom llamas with abc news. got a quick question for you. >> reporter: it's a question we tried to ask repeatedly. >> can we ask you about ukraine and china? >> reporter: but kept getting blocked. questions about foreign deals his son hunter biden pursued. >> my father, joe biden. >> reporter: in countries where joe biden was working as america's top diplomat. in 2014 ukrainians sick of corruption revolted.

vice president joe biden went to kiev to help the new government. >> you have to fight the cancer of corruption. >> reporter: but then something strange happened. just three weeks later a ukrainian natural gas company accused of corruption appoints hunter biden, seen here in their promotional videos, to their board of directors paying his firm more than a million dollars a year. hunter, a lawyer, just discharged from the navy reserves for testing positive for cocaine. >> mr. hunter biden -- >> reporter: he served on other boards but had no known experience in ukraine or natural gas. we went to kiev and found even among joe biden's supporters in ukraine, hunter's hiring was troubling. how do you judge what hunter biden was doing? >> i think that hunter biden did a very bad thing and he was very wrong. he allowed his name to be abused.

>> reporter: ukraine wasn't the only country where hunter biden's business and his father's diplomacy as vice president intersected. it also happened in china. this video shows chinese diplomats greeting vice president biden as he arrived in december of 2013. right by his side, his son hunter. less than two weeks later, hunter's firm had business creating an investment fund involving the bank of china with reports they hoped to raise $1.5 billion. hunter still plays a role in the fund. his lawyer says his stake is worth about half a million dollars. both hunter and his lawyers say he never discussed any of this overseas work with his father. even a critic of the current president and his children anticipate business dealings says this. >> he should have encouraged his son to not take these positions. >> reporter: biden's campaign team told us that the vice president acted at all times in

a manner consistent with well-established executive branch ethics standards. one person who did not want to talk about it, joe biden. >> mr. vice president, what's your take on that? was there a conflict of interest there? was there a clear conflict of interest? >> now in response to our questions, the biden campaign for the first time is announcing if he's elected he will invoke a new ethics policy to monitor any types of conflicts of interest. hunter did not want to comment on camera and said he was brought into the ukrainian company to help with its transparency and corporate responsibility. so far no charges have been brought against burisma, so far. >> these questions aren't going to go away. is he still on the board for that company in the ukraine? >> it's a good question, david. the same month joe biden announces he's going to run for president hunter biden tells us his term on the board expired. he says due to the current political climate he's decided not to renew. >> tom llamas investigating this
