>> we lost a hero. we lost a leader. we lost sloid somebody who we love. >> dark days. i'm dan ashley. >> i'm kristen sze. thanks for joining us. tara o'sullivan was helping on the front lawn for nearly 45 minutes. the suspect eventually surrendered. >> identified as adel sambrano ramos. he has a long criminal history including multiple domestic violence and battery cases. >> his estranged wife tells the sacramento bee he was a good man and good father. he is being held without bail on a murder charge. >> tara grew up in the east bay and went to college park high school and diablo valley college both in pleasant hill. >> we have team coverage tonight. eric thomas is in pleasant hill with more on tara's bay area connections. >> we'll begin with wayne freedman in sacramento with the

impact she had there. >> reporter: good evening, dan. because of those connections this story resonates across northern california. in concentrate and in the east bay. officer o'sullivan was described as the best, the brightest and the toughest of the newest. yellow police tape and blue tape in tribute, detectives working long hours in a neighborhood crime scene. and downtown at headquarters a flag at half-staff. each element an indication of tragedy. >> i don't know why he would have done it. over a domestic dispute. >> reporter: last night sacramento police officer tara o'sullivan was trying to help a woman collect her belongings before moving out of a home. then suspect adel sambrano ramos shot at her. as she remained on the ground he fired at other police to keep them fromcuing her. that may have made the ditches between life and death. >> she was living her values

even in this tragedy and for that, has the highest honor and respect in my mind. >> i'm tara. >> reporter: she grew up in the east bay. this is video from when she attended sacramento state university's law enforcement candidate scholars program where today, they remembered a bright young woman who graduated from their first class. officer o'sullivan made an impression here. >> today is one of the saddest days i've ever had. i feel like i lost a daughter. >> strong, she was kind. she wanted to communicate with others and bid that sense of like belonging with everyone. rte is bn 20 years , very a police officer to gunfire. that feels like a long time around here. that officer o'sullivan was so young makes it even harder because they say she had so much potential, now lost. >> the service that she gave to the community and the difference that she made in her time, it

was profound. >> reporter: so profound that sacramento state plans to establish a scholarship in her name. and an academic chair. they plan a vigil, time and date not announced. wayne freedman, abc7 news. >> thank you. flags are flying at half-staff all over the bay area. sunnyvale's police chief tweeted out this image. >> abc7 news anchor eric thomas continues team coverage live in pleasant hill tonight where o'sullivan went to high school. eric? >> reporter: college park high school in fact here in pleasant hill. a 2011 graduate and then coincidentally she enrolled in diablo valley college which is right across the street. people here didn't want to go on camera but described her as dedicated, passionate and someone who knew where they were going. late this afternoon, a classmate who was also in law enforcement tearfully left a bouquet at the

base of the pole where the flag is flying at half-staff. he didn't want his face on camera but was clearly devastated. tara was a 2011 graduate of college park geun-hye and was a member of the soccer team. she was also a member of the police explorer program run by the martinez and pleasant hill police departments. they would not go on camera either but one lieutenant told me she was passionate, dedicated and knew what she bwanted to do at an early age. her neighbor agrees. >> very outgoing. very outgoing, happy kid. >> reporter: she grew up in this quiet close knit martinez neighborhood. this neighbor who didn't want to be on camera says tara and kids would play in his yard. he would make hockey sticks for them in his garage. this neighbor says it wasn't a surprise that she became a cop. >> i was just really happy to see that she went into law enforcement because she was that type of person. >> reporter: after high school, tara attended classes at diablo valley college before

transferring to sacramento state. she had her whole life and whole career ahead of her. that's what makes her loss so terrible. >> i was laying in bed and what do you do when you wake up? you put facebook on and there it was. it was just i could not believe it. >> reporter: law enforcement officer you saw at the top of our story says he intends to go to the funeral for tara o'sullivan and also said it was really painful because he also attended the funeral for natalie corona, the officer in davis shot to death. having the two of them so close together was painful. live in pleasant hill, eric thomas, abc news. >> thank you. this is the second time this year a sacramento area police officer has been killed in the line of duty. 22-year-old davis oic natalie corona was responding to a car accident and shot to death in january. first responders here and across the nation are sharing condolences on twitter and you can share yours on line by

sharing this badge on social media. >> the federal government today awarded b.a.r.t. the first part of a billion dollar grant mint to ease overcrowding and buy new trains after 1 months of lobbying by b.a.r.t. including comparing passengers to sardines. it also comes on the same day b.a.r.t. held a twitter town hall to petition the federal transit administration for the money. more from dion lim. >> reporter: as the town hall got under way at noon today, b.a.r.t. tweeted out the breaking news from the general managering. > we got the grant. i want to thank speaker pelosi and senator feinstein for working with the administration to make this happen. >> reporter: which opened the floodgates to all the questions from twitter users and riders which we posed to board member beavan. >> after a year and a half of claiming the commission was slowing down grant approval to

improve your commute, b.a.r.t. is $300 million closer to their request of $1.25 billion in funding. > this was a huge piece which is going to support us on an order of 306 additional new trains, contribute to the new train control system. >> reporter: when ride areas asked about alleviating this sardines like cramming on cars, b.a.r.t. suggesting reverse commuting and that they're talking to large employees to get them to move away from downtown san francisco. >> we're looking for led quarters in oakland right now. we're part after the reverse commute that would help even things out. >> reporter: we asked london breed breed what she thought of the idea. >> the right thing to do is to invest in our system to, make it safer and more efficient. >> reporter: one of the major questions can you will on twitter was wait times. this one coming from jeff saying b.a.r.t., what is the timeline to get 12-minute headways. is that enough. >> we're having 20-minute wait times late at night on the

weekends. that does deter ridership. with the new trains, we're going to have a much more robust fleet. >> as you can see from the one of b.a.r.t.'s tweets they are still celebrating that new money from the federal transportation administration but they do warn passengers to be patient before they see any change. in the studio, dion lim, abc7 news. >> santa clara bus drivers andlight light rail operators are one step closer to a strike. the union voted against a new contract offer by the vta. the contract asked them to contribute more of their check to their pension. if workers strike, they have to give vta a 72-hour notice. vta contacted the governor's office to suggest a seven-day cooling period so the strike could happen by the first week of july. >> in the last hour, and the san francisco district attorney's office announced the police officers involved in deadly shooting will not face charges. the da says the officers were

acting in self-defense. body cam video shows that shooting last march. the officers were searching for a suspect after an attempted armed robbery. that's when they discovered the suspect sitting in the back of a barber shop on the corner of geneva avenue and london street. aid opened fire striking an officer and three other people including a teenager. officers returned and hit him. he died on the way to the hospital. >> happening now in el sobrante, neighbors holding a vij to protest one homeowner's lawn display. a giant was tick cag. we first told you about the story earlier this month. lisa as mean ga lesiis there li >> x people are here with their flags, signs and their flowers. take a look behind me. you can see is the towle local groups are sponsoring the event. the swastika about three miles away from here and it's meathey

to unify this community. of about three dozen people arrived an hour ago to protest what's on steven johnson he's property. it's placative swastika. we first told but it june 4th when neighbors were offended by the symbol. most notably used by the nazis during world war ii. > we're really concerned about the roois rise in hate, hate groups and members of the groups. so to have it come this close with such a vile message to the community is really not okay. >> i ain't got nothing against nobody. people put anything they want in their yards. it don't bother me. >> a spoke with johnson earlier this month at his home. he insisted it wasn't meant to

firnths inside the warehouse two years before the deadly 2016 fire. one of them claims to have seen two firefighters dancing. that same witness called the front stairs of the warehouse makeshift. abc7 news reporter laura anthony has the rest of today's testimony. >> reporter: attorneys for ghost ship defendant max harris finished their case by put agoakland firefighter on the stand who attended a christmas party at the warehouse two years before the fire that killed 36 people. salvador garcia told the jury he went to a pott luck with his wife who worked at the same school attended by derek's daughters. he spent the majority of his time on the second floor and never saul anything that concerned him. despite his experience conducting fire inspections. "there was nothing there when i was there that made me feel >>id not realize that there was any safety issues. he went up the stairs.

he thought that it was safe. he wasn't learned as a firefighter. >> later, former ghost ship resident olivia prank testified she saw three oakland firefighters inside the building. talking with almena after a small arson fire outside in 2014 and a woman who operated a salon in the building adjacent entto the ghost ship testified aid fire exit in her unit was always blocked, an ishii said the owners of the building refused to address. this woman began to cry. i was worried about not being able to escape if there was a quake or fire. family members of those who died in the ship spoke outside of court. >> she wants to take the chance she may die. she's taking that will for herself. the same as the people that are in the ghost ship. if we want to live like hobbits, that's nice for them. >> derek el men na's wife is expected to take the stand next

week followed at some point almena himself. laura anthony, abc news. >> firefighters were able to lift a tractor that lolled over and pin aid man underneath. sky 7 was over the scene where firefighters were working to stabilize the tractor. the operator was apparently mowing vegetation when it happened. no word on his condition. >> the california state university system is accused of hiding $1.5 billion most of it student tuition money. the state auditor released a report today saying the money was stored in outside accounts between 2008 and 201. that's around the time student tuition was nearly doubled. by not revealing the surplus, the auditor says csu undermined state law that requires public universities to discuss tuition plans with students. csu's chancellor said today the money is for rainy day fund and that it is irresponsible to
