i'm kate larson in sacramento, where a police officer was shot and killed on duty yesterday. tonight, her department granl wa -- graduated dozens was honored tonight as her department graduated a new plas of recruits.

>> the bay area native was shot and killed last night while responding to a domestic violence call in north sacramento. >> kate larson was at the ceremony and joins us live from sacramento. kate? >> reporter: the graduation ceremony took place here at the memorial auditorium in downtown sacramento. of course, it took on a completely new meaning, because it took place just 24 hours after officer o sullivan shot just three miles from here. 56 new hi graduated police officers, smiling, shaking hands with new uniforms and badges, proudly pinned on by family members. but those shiny new badges are koefred by a black band. these new recruits are thinking of their colleague, officer tara o'sullivan, shot and kill in the north sacramento on wednesday night. >> tarra is surely with us here

tonight. >> reporter: officer o'sullivan was 26 years old, originally from the bay area. six months ago, she graduated from this same academy. sacramento police chief daniel hahn told me he knew her well. >> i don't think there's a person on this earth that would say she wasn't a perfect police officer. >> reporter: officer tom is a new graduate who trained with officer o'sullivan. >> she communicate and think on her feet. >> reporter: his father still supports his son as he begins his career. >> he wants to make a commu difference. i told him just be safe. >> reporter: the chief told me he saw officer o'sullivan a week ago. he said that she showed up on her own and ranned uphill for five miles with the recruits, just to show her support,

because that's the kind of oficer that she was. live in sacramento, kate larson, "abc7 news." >> kate, thank you. and san jose's police chief took a moment to honor the officer today in welcoming new cadets at the police academy. >> they have a fallen officer right now. but you know what? they have to have officers going out on the street again today. their officers right now are taking the criminal element off the street again. why? because they're special. and because you are special. >> officer tarra o'sullivan graduated from college park high school in 2011. the school yearbook shows her posing with the school soccer team. after high school, she attended college classes before transferring to sacramento state. one neighbor told us she was a joy to be around and was shocked when she learned what hand. >> very outgoing, happy kid.

area. santa cruz is the least affordable city in the nation for educators. amanda del castillo takes a look at what's being done to address the issue. >> reporter: the city of santa cruz tops the list no city wants to lead. >> it's a bad number one, we're the least affordable place for educators to leave. >> reporter: casey carlson says the problem is lack of state funding made worse by the lack of affordable housing. >> it's harder to attract and maintain teachers when they can't get salary that's enough to pay the rent. >> reporter: mid career educa r educatoeducato educators earn a salary of about $63,000, meaning most must pay 2/3 of their income to pay for rent. >> a big income is to pay for rent. >> reporter: daniel bigham says he pays half of his paycheck to live next to school, but many have chosen to commute to cut
