hayward. good morning, amy. >> reporter: good morning, natasha. this came from a state audit. it was very critical of california state university system. it found the university has been keeping a big secret from students and state legislators and staff, that it has $1.5 billion in savings, but the price of parking has gone up, tuition has gone up, compile com employees say their wages have stayed the same. in 2008 it was $3,048. tuition went up in 2017 to $5,742. the chancellor has responded to this audit saying he doesn't consider this a surplus. he says this is for economic uncertainty, and it's also for short-term expenses like maintenance. csu also said its finances are transparent and they're always available for anyone to review.

rules in court. the federal appeals court says the rules can take effect while the state appeals the lower court rulings. teachers and the challenges they face have been a focus of abc 7 news as part of our effort to help build a better bay area. a new study finds something pretty interesting, that santa cruz is the least affordable city in the nation for educators. abc 7's amanda decastillo takes a look at what's being done to address it. >> unfortunately it's a bad number one, that we're the least affordable place for educators to live. casey carlson says the problem is lack of state funding made worse by the lack of affordable housing. >> it's harder to attract and maintain teachers when tety ca a salary that's enough pay there. a sedan. one of those victims died at the scene. the crash happened overnight on the 10th street on-ramp to northbound 280. the fire department says three people who survived were taken to the hospital with serious injuries. all were conscious and talking with rescuers. chp is now investigatingtion the cause of the crash. all lanes were back open as of about 2:00 a.m. developing news out of san mateo county. the suspect accused in two deadly stabbings is now booked in jail. >> he's also officially charged for the murders that happened earlier this week on that same stretch of skyline boulevard. abc 7 use's reporter unser huston live at the san mateo jail. >> reporter: good morning. late last night, a statement was released to confirm that malik dosouqi was booked into county jail, dpasing eight charges including two counts of murder. the other charges he faces are two counts of use of a deadly weapon, two counts of inflicting great bodily injury and two

counts of special circumstances. now, dosouqi was hospitalized with injuries after crashing his car attempting to flee the scene of the second stabbing on tuesday night. deputies shot at dosouqi who allegedly drove his car towards them as they were treating john pekipaki who was screaming for help. his family says he was a tow truck driver called out to tow a vehicle in the area. the first stapping happened monday night. the victim was 32-year-old abdul malek nasher. he was a taxi driver. his family says he was called out to the area possibly to pick up or drop off a passenger. they also believe nasher may have known dosouqi. both men were attacked in a rural stretch of skyline boulevard in san mateo county. the sheriff's office is still trying to investigate a motive and to see if the two stabbings

are linked. >> answer, thank you. this morning a sacramento police officer killed in the line of duty is being remembered as a natural born leader. >> last night officer tara o'sullivan was honored at the grade graduation. she grew up in the bay area and just graduated from the same academy just six months ago. last week she actually showed up at the new recruit's physical final and ran uphill for five miles with them to show her support. >> she had already done that test six months earlier. she didn't need to come out. nobody would have known she was not there. she's only one of a couple people from previous academies that come out and run, but she did it because she wanted to support the officers you saw tonight. nobody asked her to, nobody told her to. she just did it. >> 36 graduates were sworn in to the sacramento police. the other 20 go to other departments. >> officer tara o'sullivan lived

in martinez, graduated from college park high school in pleasant hill in 2011. she attended diablo valley college before transferring to sacramento state. a neighbor tells us she was a joy to be around. >> very outgoing, very outgoing, happy kid. i was laying in bed. what do you do when you wake up, you put facebook on and there it was. i could not believe it. >> officer o'sullivan joined two police explorer programs as a teen. shooting suspect adele sambrando ramos is scheduled to appear in court. records show he has a long criminal history including multiple sliens and battery cases. his es straengd wife tells the sacramento bee ramos was a good man and a good father. an official page has been set up for a memorial fund. we have a link on our website,

we'll have temperatures in the mid to upper 70s for most of the peninsula. 80, just about spot on for your average in redwood city. near 70 in downtown south san francisco and sausalito. low to mid 80s through the north bay. warm in santa rose. mid to upper 70s along the east bayshore. as you move inland, brentwood at 88. expect temperatures in the 50s again tomorrow morning. look at that quick warming, into the 80s and 90s around the bay and inland. again sunday it starts to taper monday and we're below average by wednesday. alexis? >> good morning, mike. overall looking at a friday light commute. we're certainly not complaining here. one minor issue, we have reports of a two-car collision on the bay bridge, somewhere between the metering lights and treasure island off-ramp. i'm guessing it's probably on the incline or close to that. however, i'm not seeing any delays through that area. they said it was already off on the shoulder.

hopefully that won't turn into any big issue. as we can see, the entire drive across the bay bridge looks great once you make it through the toll plaza. metering lights flipped on at 5:23. we'll take a quick look at drive times, westbound 580 tracy to dublin in the yellow, 46 minutes. 16 minutes between dublin and mission boulevard. part of building a better bay area means making public transit work for everyone. b.a.r.t. got a major boost to help improve your experience. the federal transit administration announced b.a.r.t. will get $300 million to help increase the number of trains that can run in the transbay tube. the agency posted a message on twitter from its general manager. >> i just got a call from jane williams, the acting administrator from the federal transit administration, we got the grant. we're going to be let into engineering.
