the controversial navigation center planned along san francisco's embarcadero, the next step happening today and why the fight is still expected to continue. good morning, it's tuesday june 25th. >> you're more than seven minutes away from your accuweather forecast. good morning, let's take a look at doppler 7. we don't have many low clouds. here's a look from south bay and you can see it's pretty clear this morning. however, we do have a breeze that will pick up in the afternoon hours. even with more sunshine today, temperatures will tumble a little bit. waking up in the same ballpark, mid to upper 50s at 7:00.

stay near 60 near the coast and then the breezes kick in and we don't warm much in the afternoon hours. 76 to 78 around the bay. and the real comfortable evening on the way. remember, this is the latest the sun sets all year, 8:35. alexis? thank you, mike. we're looking at a lot of green on our traffic map so far this morning. a tiny slow stretch. it looks a lot better than it did a moment ago. southbound 101. we also have that ramp scheduled to be closed until 6:00 this morning. i believe the onramp is still closed for another hour or so. but everything picked up on the main lanes of southbound 101. it looks like the delays have cleared up. richmond side of the bridge, wrapping up roadwork for the day. westbound 580, eastbound 580 is looking good as well.

we'll take a look at drive times coming up next. we've been tracking san francisco's problem with homelessness. in two years the city has seen a 17% increase with people without reliable housing. >> a new homeless shelter is supposed to go up on the embarcade embarcadero. we're live along the embarcadero. amy? >> reporter: reggie, here's the patch of land that's going to be debated today. this is a parking lot. we're on the embarcadero at bryant and right under the bay bridge. this is where the city would like to build a navigation center, a homeless center. the board of supervisors will take up the issue today. the port commission approved building the center here. but a group of residents is unhappy about having it here and has appealed the decision to the board of supervisors. now, the port made that decision back in april and there were people there to speak out both

for and against this homeless shelter. >> it basically creates a low barrier shelter. it was pretty lenient and i was able to get my life back on track. >> people who are drug addicts will be allowed to live there. drugs are not allowed within the center. where do you think they'll be doing it? outside in the neighborhood itself. >> reporter: the meetings over this issue have been very heated, including this one in april where the mayor attended and was shouted down. so much so she threatened to leave the meeting. but she says this homeless center is needed. this navigation center. she's hoping to get it built and open by the end of june. residents have hired an attorney. they have vowed to fight it. it will be interesting today to hear what the board of supervisors has to say. reporting live in san francisco, abc 7 news. >> thank you so much.

police believe the four victims and a suspect in sunday night's murder/suicide in san jose were all family members. >> the motive remains unclear. one neighbor who did not want to be on camera tells abc 7 news he heard about six gunshots coming from next door. that's when he, his wife and their 5-year-old son hid in their master bedroom and moments later the gunman's wife was inside their home. >> he said the alleged suspect's wife ran into their home. >> the wife jumped the fence and ran into my house and then she locked the door in my kids' room. i was upset because what are you doing? >> police say there was no documented history of domestic violence between the suspect and his relatives. san francisco police want to find the driver who slammed into a lyft and then took off. police say the driver of a silver mercedes was spooedieedi 3rd street. that mercedes collided with a

lyft killing the driver and passenger. two people in the mercedes were also hurt. the driver ran off. this is a gofundme page to ho the family of the driver. the city of oakland could be the next city to ban public agencies from using facial recognition technology. the committee will discuss the ban tonight. supporters say it's toxic. if it's approved today it will go to the full city council in two weeks. berkeley will also consider a similar ban next month. last month, san francisco became the first city in the country to ban that technology. and if all goes as planned today, san francisco will become the first city in the country to ban the sale of e-cigarettes. the board of supervisors will take a final vote on an

ordinance banning retailers from selling flavored tobacco products. currently, no e-cig products have no fda approval. supervisors passed the ordinance during last week's meeting. today's vote is considered a formality. the livermore city council took the first step towards banning e-cigarettes there. the council approved an ordinance last night, banning the sale. the ordinance would require stores selling tobacco to have a special license. a second reading is needed before the ban can can take effect. lafayette, the city is getting closer to reopening a fire station on happy valley road. during last night's city council meeting, the deputy fire chief said he was optimistic the station would be ready to go in august. it's been closed since 2013 because of budget cuts and structural issues. it was supposed to be ready in april, but a disagreement with pg&e over the placement of a meter has led to a delay.

police are saying they were all family members. >> we're learning details about the actions that three others took to survive. we're live at police headquarters. >> reporter: good morning, police tell us that three women and one man were shot before the suspect later turned the gun on himself in the side yard of the home there. we're also learning this is the deadliest shooting in the south bay since march of 2009. according to a neighbor shortly after hearing the initial gunfire around 8:40 sunday night. the wife of the gunman jumped a fence and ran into his home. he says she locked the door in his 5-year-old son's bedroom. police received several calls about the gunfire and shots could be heard from nearby streets. >> when they arrived, there was no other shots being fired. officers didn't hear additional shots being fired. they ended up going inside the

residence. eventually they risked their lives to rescue two people, an adult and female victim that were still alive. or so they thought inside the residence. they rescued those two victims. took them to a hospital and they were pronounced deceased at a hospital at a later time. >> reporter: police do not have a motive right now and also say there was no documented history of domestic violence between the suspect and his family members. reporting live from san jose police headquarters this morning. abc 7 news. an east bay city struggling with gun violence has a new goal. richmond wants to reach one year with no homicides. this is video of police investigating a deadly shooting last month. the city council will be presented with two strategies to reduce crime. developing news about the showdown between the u.s. and iran with president trump rolling out new sanctions.

iranian officials say the door to diplomacy is permanently closed. >> this is after the president says he would not need congressional approval to launch a war with iran. >> reporter: good morning. today national security advisor john bolton says all options are on the table. he needs iran to walk through the open door, in his words. iran is saying that's not going to happen because of the latest actions from the trump administration. overnight tensions once again rising between the united states and iran. monday president trump signing an executive order for new sanctions targeting iran's supreme leader, giving the authority to lock up billions of dollars in the ayatollah's assets. >> i look forward to discussing whatever i have to discuss with anybody that wants to speak. in the meantime, who knows what's going to happen.

shared this video with abc 7 news. the plane made a steep turn and started to spin out of control. >> because of the g-forces, we were all pinned, unable to move our bodies. i remember feeling scared, especially remember thinking i was about to die. >> the ntsb blamed pilot error for that incident. authorities say it's the same plane that crashed in hawaii. the plane was leased by bay area sky diving in byron. a new company took over last year, but did not acquire that plane. it's unclear how the aircraft got to hawaii, but sources say it cleared federal inspections before leaving california. in the east bay, firefighters are watching for flare ups from a 17 acre brush fire in the altamonte pass. this is video from the alameda fire department showing an air drop yesterday afternoon. smoke and flames backed up traffic on interstate 580 for about an hour. sparks caused -- flew i should say when a wheel fell off a pickup truck. that's what started the fire.

pg&e customers are worried about the utility's shut off program. it lows the company to cut power to communities if there's a high fire risk. many people voiced their concerns last night. emergency preparedness officials are worried about helping sick and elderly people during a s t shutoff. >> if dialysis machines aren't working, it can be a life threatening emergency. >> staff will go door to door if they need to to keep residents safe. b.a.r.t. is trying to determine why one of its trains broke down, forcing hundreds of riders to evacuate between the 12th street and lake merrit

and transit. stanford is willing to spend $3.4 billion to build 2,200 new housing units. about a quarter of which would be affordable. $1.1 billion would go towards a transit program. critics say the school isn't addressing the impact it would have on the area. finding a fix for muny has led san francisco to establish a task force. braking problems are just a few of the problems that have left riders stuck. >> it's being able to count on the train getting there when it's supposed to. it's getting stuck on the trains when they stop moving. and i think there is, you know, this frustration with some of the transit projects that seem to take forever. >> the supervisor says the task force will go over 20 years of data to figure out what's wrong and what it will take to get
