coming up at 6:00 a.m., good morning on this tuesday june 25th. >> hope you're doing well and you're never more than seven minutes away from the accuweather forecast. hi, let's take a look at what's going on with our breezes. they're a little bit faster. fairfield, about 18, 12 in concord. you can see a little bit of an increase in the sea breeze. it's pretty dry. hardly any clouds. most are high. look at how calm the bay is at pier 15. 3:00 this afternoon, it's going to get quite choppy as a somewhsmall craft advisory will be effect. we'll jump to 76 to 79 around the bay and inland. near 60 by the coast. we don't warm much this afternoon and then we drop back into the low to mid 70s. good morning. we are doing okay. kind of feeling like a holiday here. we have had so few incidents on the board this morning.

we have one issue at southbound 680 before vargas road. it sounds like it was not a crash, it was a vehicle that somehow caught fire and that is off on the shoulder right now. as far as i understand, that's what chp is saying. no lanes are blocked but everyone is slowing down to take a look at that. the backup has reached state road 84, so you're not at a complete standstill but plan on anywhere from eight to ten minutes added to your commute. bay bridge toll plaza, metering lights at 5:20 this morning. in an effort to build a better bay area we've been tracking san francisco's homeless problem. in two years, the city has seen a 17% increase in people without reliable housing. >> a new controversial homeless shelter is supposed to go up along the embarcadero. today the board of supervisors could seal the deal but it will not stop the fight in that neighborhood. amy hollyfield is live along the

embarcadero for us. >> reporter: yeah, people who live around this patch of land here in san francisco will take their case to the board of supervisors today. they do not want a homeless center here. this is underneath the bay bridge, we're on the embarcadero right at bryant street. meetings have been heated. it will be interesting to see what happens today. at this one in april, the mayor was shouted down and almost left. she went to the meeting to explain why she wants to build a shelter here. >> what i am trying to do is to address what we know is the biggest challenge we have in the city. on the one hand, you can't be upset about homelessness and then when i propose a real solution that's going to make a difference, then you're upset about it. >> reporter: this would be the seventh navigation center in the city. it would have 200 beds and would

provide not only shelter but services and guidance for people to try and get their lives back on track. residents worry that it will bring drug use and crime to the area. now the port commission has approved the shelter. today residents will ask the board of supervisors to overturn that decision. they have hired an attorney. they have promised to fight for this until the end. the mayor is hoping to have a center built here and open by the end of the year. thank you. on to this developing news. police believe the four victims and the suspect in sunday night's murder suicide in san jose were all family members. >> the motive for the shooting remains unclear. this happened on on cramer's circle. one neighbor tells abc 7 news he heard six gunshots coming from next door. that's when he, his wife and their 5-year-old son hid in their bedroom and moments later the gunman's wife appeared inside their home.

>> the wife jumped the fence and ran into my house and then she locked the door in my kid's room. i was upset, because what are you doing? >> police say there is no documented history of domestic violence between the suspect and his relatives. san francisco police want to find the driver who slammed into a lyft and took off. police say the driver of a silver mercedes was speeding on third street and ran a red light on early sunday. that mercedes collided with a lyft, killing the driver and passenger. two people in the mercedes were also hurt. the driver ran off. you can see a gofund me page to help the family transport the driver's body and belongings back to india. starting early next year inmates in san francisco jails may be able to make phone calls for free.

the mayor and sheriff have proposed eliminating two kinds of fees for inmates. phone call feels and commissary markups. items at the commissary have an added cost. the mayor's budget proposal includes funding for that proposal. the city of oakland could be the next city to ban public agencies from using facial recognition technology. the public safety committee will discuss the ban at its meeting tonight. supporters say the technology is toxic because the systems rely on biassed data that's inaccurate. if it's approved, it will go to the full city council in two weeks. berkeley will also consider a similar ban next month. last month san francisco became the first city in the country to ban the technology. if all goes as planned today, san francisco will become the first city in the country to ban the sale of e-cigarettes. the board of supervisors will take a final vote on an ordinance banning retailers from selling flavored tobacco products and e-cigs not are not fda approved.

supervisors already passed the ordinance during last week's meeting. today's vote is considered a formality. the livermore city council took its first step towards banning e-cigarettes. the council approved an ordinance last night banning the sale of the devices and flavored products. the ordinance would require stores to have a special license. a second reading is needed before that ban can take effect. in lafayette, the city is getting close together r to reo fire station. the deputy fire chief said he was optimistic the station will be ready to go in august. it's been closed since 2013. it was supposed to be ready in april, but then disagreement over the placement of a meter led to the delay. >> this neighborhood along with others in contracosta county have a profile similar to those

we saw in napa and sonoma county. that's one of the reasons we're reopening the station. >> pg&e is apologying for the del delays and is working with officials are. this morning a desperate search for a missing university of the utah student. she was last seen when a lyft driver dropped her off at a park park. dozens of boston terriers are looking for mnew homes. adorable. here's a look at what's going on with our winds. they're picking up the small craft advisory, 3:00 this afternoon to 9:00.

shortly afterwards he requested police turn off their body cameras. >> we can turn it off? you're giving us permission to turn it off? >> police say smollett paid two men to stage the attack. the video shows the moment officers arrested the men who were later released. all charges against smollett meanwhile have been dropped. the actor says he did not fake the attack. happening today, cardi b is scheduled tod appear in a new york courtroom. an indictment friday charged her with felony attempted assault. she is accused of throwing bottles and chairs at two bartenders. the rapper is expected to plead not guilty. if you're looking to add a furry member to your family, listen up. a dog rescue group is hosting an event this weekend to find forever homes for a bunch of boston terriers. they're calling it a boston tea party. ♪ ♪

got adopted. a lot to talk about friday. today, let's talk about how great the weather is going to be outside. in fact, no delays at sfo. look at all that sunshine. we're going to have a few high clouds, maybe not quite as thick as it was yesterday. the breezes will temper our temperatures. more clouds for the morning commute the next couple days. it will allow below average temperatures to develop. we'll have seasonal temperatures throughout the weekend. here's a look at the area of low pressure. this is what we spotted yesterday. it's going to bring a cold front with it and it's going to bring us our coolest weather tomorrow and thursday when that cold front comes through. today we're about 80 in san jose. warmest in morgan hill, 85. santa cruz will have 72. up the peninsula, we start in the upper 70s. low to mid 60s along the coast to downtown. 69 in south san francisco. 68 in sausalito. mid 60s along the north bay

coast. along the east bay shore, a lot of mid to upper 70s until you get to oakland and berkeley. you get to 70 and 72. 82 and 88, free air conditioning in the east bay valleys. here's my seven-day forecast. after temperatures in the low to upper 50s wednesday and thursday morning, we'll have highs in the 60s and 70s. we'll get back to average for pride weekend. mid 80s inland. hope you enjoy that. a couple slow spots so far this morning. we'll zoom in on our traffic maps. we have a vehicle fire that's tapped out, 32 miles an hour down to about 19 miles an hour. overall it's not terrible. it's adding ten minutes to your commute. it hasn't been too bad getting out of the central valley this morning. westbound 205 to 580 averaging 14 miles per hour. that entire stretch for tracy

here's a nice story. new at 6:00 a.m., a family near sacramento is being credited with saving a fawn you see struggling there in a lake. it's folsom lake. you see kenny swimming up to that fawn. he was able to pull it onto his boat. he says he was flagged down by a boater after they rescued a different fawn. both fawns were reunited with their mother back on shore. happening now, the search is underway for a missing university of utah student who vanished over a week ago now. mackenzie was last seen on june 17th. she landed at the salt lake city airport after a trip to california. she took a lyft to meet someone at a park in the middle of the night. the driver says he dropped her off at 3:00 a.m. and didn't seem in distress when she met up with another person. mackenzie's best friend telsays she's really worried. >> i feel she's in danger at

westbound 580 tracy to dublin, 50 minutes for you. southbound 680, that is tapped out. dublin to mission boulevard in the yellow at 31 minutes. and south bay is looking good, northbound 85 between highway 101 and cupertino at 20 minutes. the video shows santa clara sheriff deputies investigating a shooting in san jose. this was the scene around 10:30 last night. you can see deputies blocking off the area where shell casings were found. an ambulance was seen leaving the area and two people were in handcuffs. we have a call into the sheriff's office for more information on exactly what happened. we'll bring you an update when new information comes in. and we're still tracking developing news in the murder suicide in san jose that left five people dead. police believe they were family members. >> we're learning details ab

the actions three others took to survive. >> reporter: this is the south bay's deadliest shooting since march of 2009. the big question this morning is why did it happen? police are still searching for a motive right now. investigators are telling us that there was no documented history of domestic violence between the suspect and his family members. police say the suspect killed three women and a man and eventually turned the gun on himself. the family's next door neighbor says he overheard an argument before the gun shots. when he went to shut the doors to the house, he noticed the gunman looking for his wife. >> female is hysterical. said the gunman killed her brother and center. >> reporter: the next door neighbor says the wife also jumped a fence and entered his

home and locked herself in his 5-year-old son's bedroom. the suspect's wife, teen-age daughter and niece were able to escape the shooting. reporting live from san jose police headquarters this morning, abc 7 news. thank you. and overnight while you were sleeping iran slammed the new sanctions announced yesterday by president trump. the country now says the door to diplomacy is permanently closed. meanwhile, president trump says he would not need congressional approval to launch a war with iran. trevor ault is live in washington with the latest. >> reporter: good morning, today john bolton says the u.s. wants to negotiate with iran and all options are on the table and talks aren't all that likely. iran is saying talks are never going to happen. diplomacy is done and they blame the most recent action from the trump administration. overnight tensions rising

between the united states and iran. monday president trump signing an executive order for new sanctions targeting iran's supreme leader, giving the authority to lock up billions of dollars in the ayatollah's assets in hopes of forcing iran to the negotiating table. >> i look forward to discussing whatever i have to discuss with anybody that wants to speak. in the meantime, who knows what's going to happen. i can only tell you we cannot ever let iran have a nuclear weapon. and it won't happen. >> reporter: so far those new sanctions appear to have led to the opposite of their intended effect. overnight iran called the president's order fruitless and saying the sanctions mean the permanent closure of the road of diplomacy. iran's ambassador to the united nations saying the u.s. has no respect for international law and order. >> you cannot start a dialogue with somebody who is threatening you. who is intimidating you. >> reporter: with limited options musicioptio options moving forward the threat of war remains a

possibility. senate democrats are weighing a filibuster on the annual defense policy bill to force a vote on an amendment requiring the president get congressional approv approval. nancy pelosi says the president already needs congress to sign off on a strike, but the president telling the hill he doesn't think so. >> i like the idea of keeping congress abreast but i wouldn't have to do that. >> reporter: and today some inflammatory language from iran's president. he's called the sanctions outrageous and idiotic and said the white house, is quote, afflicted by mental retardation. reporting in washington, trevor ault, abc 7 news. >> that's not something you hear and forget about. definitely sticks in your head. in the east bay, a missing chicken statue is coming home to roost. alameda county sheriff's office tweeted this photo of big red as he's called, which was found in a backyard in hayward. they tweeted a photo of big red

with his owner. we told you here on abc 7 news someone stole the 7 1/2 foot bird from a driveway on crow canyon road. the owner says big red won't be back on display until he's locked down and a camera is installed. violent crime on b.a.r.t. has doubled since 2014 according to the san francisco chronicle. robberies increased 128% from 153 in 2014 to 349 last year. aggravated assaults went up by 83% from 71 to 130 over the same time period. the worst year was 2018, overall crime spiked 16%. that information was reletased n a grand jury report from alameda county. it shows it siphons millions of dollars that could be used for

security. >> interesting. these numbers. yikes. b.a.r.t. is trying to determine why one of its new trains broke down, forcing hundreds of riders to evacuate. a came to a stop in the tunnel between the 12th street and lake merrit stations yesterday morning. riders complained it took about 30 minute before they were told what was going on. the disabled train was pulled to a yard. the breakdown caused system wide delays that lasted into the afternoon. stanford made a promise to improve housing. you're looking at the big board of the new york stock exchange, down 33 points this morning. another update coming up next. the singing seals helping scientists possibly unlock new treatments for people with speech disorders. >> and he finishes his song -- >> he's out. >> peace. >> back to the water. you're never more than seven minutes away from your accuweather forecast. sea lions? >> so hard to know.

putting a shelter here. that decision was made back in april. and at that meeting there were a lot of people there to talk about their opinion on this. people who supported it and people who are against it. >> it basically created a low barrier shelter. it was pretty lenient. it met me where i was at and i was able to get my life back on track. >> people who are drug are allowed to live there. they'll be doing drugs outside in the neighborhood itself. >> reporter: meetings about this issue have been very heated. check out this one back in april. the mayor was there to explain why she thinks there should be a homeless shelter here. she was shouted down, so much so she almost left the meeting. so it will be interesting to see what happens at the board of supervisors today. the group of residents against this, they have hired an attorney. they have promised to fight this until the very end.
