and had no idea what was about to happen. xavier soto had moments to live and brian light helped. >> we have team coverage in the south bay tonight to try to make any sense of this tragedy. let's begin with chris nguyen. >> reporter: and tonight, there is an overwhelming sense of sadness as this community tries to grieve. at this point, police do not believe this was a premeditated shooting. tonight a community is in mourning. >> shattering to the people that lived here to know that these things are happening. >> report of an active shooter. >> reporter: police released new information about the deadly shooting at the ford store in morgan hill. investigators say the gunman 60-year-old steven leet had been fired tuesday afternoon. he returned a short time later

killing two supervisors. 38-year-old xavier soto and brian light before turning the gun on himself. >> we go to work and have an expectation to be able to go home at the end of the shift. >> reporter: police revealing soto was shot at point blank. light tried to fight the gunman but was shot multiple l times. >> there is help available. there is help available through the suicide crisis hot line. there is help available by texting connect to 734741. >> reporter: earlier today the president of the ford dealership released a short statement. we're devastated by this terrible loss. thank you to the morgan hill community who has come together with us during this extremely difficult time. >> we're taking it very hard right now and morgan hill is mourning. >> reporter: the mayor pledging support and assistance to the victims' families. >> we're going to be looking at what happened. if there is anything and any steps we can take as a city to help make our citizen safer. >> reporter: police say the gunman had no prior criminal history and was in legal

possession of his firearms. >> so sad that this happened and we just pray for the families involved. >> reporter: a go fund me page has been set up for the families of the victims. for more information, we've posted a link at our website, abc7news.com. we're in morgan hill tonight, chris nguyen, abc 7 news. >> chris, thank you. the morgan hill ford dealership was closed today as expected while the workers mourn the death of their colleagues. vic lee was there all day and continues our live team coverage now. vic? >> reporter: well, larry, quite a few cars came up today to these locked gates here at the dealership. some were simply curious, others wanted to get theirar serviced but every one we spoke with said they just could not believe what happened last night.

there are several people who came. we saw people probably managers here come in. there were people coming in and out. there were all somber, sad of course. this has been a terrible day for the people here at the dealership as you can imagine. >> i just heard two pops and then they said to go outside. there is a shooter here. >> reporter: this woman was a customer at the dealership when the killings occurred last night. police say the gunman steven leet later shot himself outside his car parked at the ford store. police towed the vehicle early this morning. crime scene cleaners cleaned up the bloody crime scene as soon as police investigatiors left. some of the managers came back this morning. there were hugs and whispered

conversations. flowers were delivered. billy nguyen was one of the first to arrive here just after dawn. he delivers bagels each weekday morning to the ford store. he believes what p happened didt have to end with three deaths. >> there is a lot of job out there. always go find another job. >> reporter: other customers echoed the same thought. jim wanted an oil change. >> you lose your job, you don't come back and shoot the guy. he must have done something wrong to get terminated, right? >> reporter: brandon did not want his last name used. he is a former employ yee wee we to pay respects. >> i wish this was a dream, honestly. it's so surreal. >> reporter: brandon knew xavier souto, one out victims. >> very nice, very friendly. kind hearted. we always had lunch together. >> reporter: brandon also knew the alleged killer who worked in

the parts department. >> he just really kept to himself to be honest with you. >> reporter: some of the employees presumably managers were in the building today as i said earlier. one of the visitors was a grief counselor. vic lee, abc 7 news. >> all right, thank you. the youngest victim xavier souto leaves behind a family. he was killed alongside his mentor brian light who helped save other people. abc 7 news chris ryes continues live team coverage with a closer look at the lives lost. chris? >> reporter: good evening, ama. xavier was a cherished member of the portuguese band that operates behind me. i messaged with his fiancee this morning as you can imagine, she's asking for privacy during this difficult time. we reached out to many friends that want to respect his family's wish for privacy but we read so many messages on social media that just speak to how

loved both xavier was brian were in their communities. this afternoon go fund me page was started by a ford executive. the goal of the page is to raise $500,000 for xavier and brian's family. the page describes xavier as a loved father, husband and son. he was also the main provider for his family. on the page, brian is described as a loved father, he had two boys, ashley who started the page said that brian's heroic actions to disarm the suspect saved many lives. something morgan hill police confirm. >> the actions of mr. light allowed the customers and employees of that business time to get out. that we clearly see on the video surveillance. without that, he would have been right on top of a lot of people. >> reporter: on the page, those who donated wrote about how heart broken they are for the families that xavier was one of the nicest guys you could meet.

that both were hard working employees. the page raised almost $5,000 in less than an hour. at the portuguese band of san jose building, their community flag was at half staff out of respect for xavier. money raised on that page has been climbing steadily just since we've been putting our story together. it's at $11,000. ashley, the organizer of the page reminding everybody brian light and xavier's family need all the help that they can get. in san jose, kris ryes. >> we have had coverage for most of the past 24 hours since it happened. we're using the abc 7 news app to send outbreaking news alert and posting everything we know online. you can follow us on facebook, twitter and abc7news.com to find out the latest information. moving onto the east bay now and a death investigation underway there, as well. two bodies found in a home in

castro valley on forest avenue. lur lora anthony joins us with clues on the case. >> reporter: hi, larry. the crime scene investigation team is still here and we understand the bodies of the victims are still also here, as well in a home, a guest house behind the home we're showing you. the effort we're told is to recreate the crime scene using high-tech equipment to figure out if this was a double-murder or murder duh side. >> the family member had not spoken with the male half in several days. >> reporter: the call came in just after 10:15 this morning from a family member who was concerned about a man who lives in the guest house behind this home on forest avenue. >> when our deputies came to this property, they were able to go down the driveway, look around and then they made their way, there is a detached guest house in the back. they made their way to that

detached guest house. once they were able to look inside, they saw two people down on the ground inside there. >> reporter: according to sheriffs, the bodies appear to have been there for several day with apparent gunshot wounds. it's not clear whether this is a double-murder or murder suicide. investigators are using high-tech laser equipment to recreate a reconstruction of the crime scene. >> we don't know of any threats outside of the crime scene that would cause concern for the community. >> reporter: none of the neighbors we talked with know the occupants of the home but still understandably concerned. >> we're always out here playing. it's pretty good neighborhood. i'm shocked something like this happened over here. >> two lives are gone. sad. possible murder suicide, that's sad to hear. >> reporter: now i'm told this investigation is complicated by the fact that the bodies have been here for so long.

stop fare evaders. melanie woodro is live with a look at whetherist actually making any kind of difference. melanie? >> reporter: ama, bart has been considering different options to address fare evasion from a new perspective, some might argue the civil citation option isn't working but bart interprets it's effectiveness differently. prom limboing under a fare gate to following a paying rider through a fare gate, create ye h yeahtiyeah ti -- creativity. in march they issued civil citations issued so far. $75 for an adult, $55 for a juvenile. >> along with that nearly 1500 have paid. >> reporter: so what about the remaining approximately 12,500? after 28 days and late notices and fees, bart can then send fare evaders to the franchise tax board for collection but only if the fare evader provided

their correct social security number. a franchise spokesperson tells abc 7 news in 2019 they received 541 late accounts to collect. so far they successfully collected on just one account for $95. >> if i'm going to get a civil citation and the bart spokesperson is telling me i can lie about my name or my social security number and the franchise tax board has no way to go after me, why would i pay to ride bart? do you say to those people? >> we say we hear their frustrations loud and clear and we need to do something. this is one example of a program we're looking at and we think it provide as deterrent. >> reporter: for the franchise tax board to collect, the fare evader must have income from tax refunds, lottery winnings or unclaimed property disburseme s disbursements. if they owe child or spousal support thanks is prioritized before the bart debt. still, the spokesperson insists it's not about revenue

collection but detour rans. >> it's about providing a presence in the system to hopefully change the activities of people. >> reporter: no matter how creative they may be. another option that that bart spokesperson says they are considering is potentially bringing in a collection agency to help with this process. in the newsroom, melanie woodro, abc 7 news. >> thank you, melanie. abc 7 news devoted a week to covering bart as part of the commitment to building a better bay area. you can see it on abc7news.com. we also spent a week dicking into the issues that teachers face all over the bay area. we looked at what it takes for them to find housing and now san francisco is offering some help. abc 7 news reporter leeann ma lynn dez -- melendez explains. >> reporter: don is being ex victim evicted from the apartment he's lived in for 30 years. >> i got to find a new home. >> reporter: in 2015, teachers

leaving san francisco listed housing costs as a primary reason for quitting their job. that summer, san francisco unified had to recruit, hire and train 700 new teachers. mar the charter amendment would help keep them here by streamlining the process when it comes to affordable housing. >> we're talking about hundreds and hundreds of apartments that didn't get built. that's thousands of families that could have been helped. >> reporter: sam moss is the executive director of mission housing development corporation. he told me the one thing that has been standing in the way of building more affordable housing is the appeals process. >> anyone could appeal. anyone with about $150 and enough time on their hands could appeal affordable housing. >> reporter: fighting an appeal takes lawyers, staff time, you would have to redraw documents and of course the longer the appeal, the construction costs go up. this amendment would eliminate all of that.

>> if the charter amendment passes, there won't be an appeals process. it will go away. >> reporter: take this affordable housing project in north beach built several years ago. at the time, the builders held meeting after meeting with the community and ended up conforming to their wishes. the project took longer and ended up costing more. >> if this charter passes, what will be different about this? >> this would have been allowed to be another ten feet and they would have just been able to build it done. no appeals not worry. >> reporter: so the mayor wants to get this on the november ballot. for that, she needs six votes and this needs to happen on or before july 25th.yanne melend melendez, abc 7 news. we want to hear your ideas about building a better bay area. share them by joining our group on facebook. >> great to hear everybody weighing in.

>> absolutely. lest tat's talk weather bec it got chilly. >> it was chilly by late june standards. a bit breezy. it's cooler than average and quite breezy. we have guests now up to 28 miles per hour. at fairfield 24 and san francisco and mountain view you can see all around the areas. quite windy. the 24-hour temperature change shows you how much cooler it is now than at this time yesterday. 17 degrees cooler at santa rosa and ten degrees cooler over in livermore. 12 degrees cooler in concord. you get the picture. this is the view looking westward from emeryville you see a look over the bay there. look over the golden gate. those are the words i was trying to capture. looking beyond the golden gate. 62 degrees in san francisco and 67 in oakland and redwood city 69 and san jose 69 and 70 in morgan hill and 59 half moon bay. this is the view above the golden gate. clouds there and blue sky but the low clouds are beginning to push out over the bay.

69 degrees right now in both santa rosa and napa and 72 fairfield and 70 concord and 67 in livermore and the view of blue sky over the bay from our rooftop camera. these are our forecast features, breezy and cool and gradual warming on friday and will continue through pride weekend into early next week. radar and satellite shows you why we have the pattern we have now. area of low pressure is right up along the pacific northwest there and dropping down out of the gulf of alaska the last couple days. counterclockwise circulation is sweeping low clouds towards the bay area and providing a cooling marine influence with fairly strong wind gusts. so overnight, look for increasing low clouds, maybe some coastal drizzle overnight lows will generally be in the low to mid 50s and tomorrow high temperatures of 62 half moon bay and 63 here in san francisco and 68 oakland but other locations around the bay shoreline will be around 70, 71 and mostnd

lotions will not warm up more than 75. on we go to a look at the accuweather seven-day forecast. you can see we'll start to feel a little bit warmer pattern developing on friday. inland highs in the low 80s and get into pride weekend, the warming tonights. sunny skies both days. high temperatures in the mid 80s and looks like it will be lovely here in san francisco on sunday for the pride parade. monday and tuesday continues to get warmer. inland highs in the upper 80s and temperatures will moderate a bit wednesday of next week but looking like a good forecast. we'll see once the warming begins on friday, we'll see temperatures in a more seasonal range, no extremes, no windchill factor. >> that's good. or federal building, you need the real i.d. but it can get complicated and here to help and plain this from the dmv, let's start with letters. some >> you have to provide one identity documented and social security number and two residency. however, when we launched this program, the department of homeland security said dmv, you can go ahead and only accept one residency document when you mail out the i.d. and does not return it, that satisfies the second residency document. last year homeland security said you need to collect that up front. what do you do? we're sending letters through

all right. firefighters want to make sure residents know there is high fire danger even though we had a wet winter. fires especially today is a windy day. you got to be careful and they want to make sure people are prepared. >> eric thomas has information you need to know. >> reporter: a big part of what east bay region park firefighter sean anderson and justin do is monitor the berkeley hills for fire danger and flammable vegetation is cleared away. >> this is an area that gets mowed or grazed every year. >> reporter: firefighters say climate change is creating fires that burn hotter and big fires that burn more frequently driven by dried fuel like this.

that's why firefighters are asking for your help. >> we're asking folks to empower themselves, give them some control of their outcome and to try to harden their homes so that we don't have to be parked right out side their home. >> reporter: more than a half dozen fire departments gathered to employ residents to help by clearing 100 feet of space around their homes. >> the results could be less fire and greater preservation of homes, infrastructure and life. >> reporter: the east bay is no strange tore dangr to dangerous. the grizzly fire required 200 firefighters to control. the much bigger 1991 oakland hills firestorm killed 25 and destroyed 3,000 homes. being ready to evacuate when fires break out is key. >> leave early. leave before you're told to do so. have a plan of where you're going to go. >> reporter: the governor came to pledge state resources and some local fire agencies have their own projects. they hope to start thinning fuel

along a 14-mile stretch from walnut creek in early july. >> fire season is upon us and we need your help to keep our community safe. >> reporter: because it's not a matter of if there will be another fire in the east bay hills, it's a matter of when. in lafayette, eric thomas, abc 7 news. today in the ghost ship trial the wife of co-defendant and ghost ship founder derrick testified. also an oakland firefighter told the jury he had been inside that warehouse and saw no safety issues. the defense very pleased saying their clients should not be held responsible for the deadly fire back in 2016. >> today was one of the best days of the trial for the defense. >> defense attorneys say micah alison was a strong witness for their side. now she acknowledged conditions at the warehouse were kind of rough in the beginning but also said she often saw law enforcement officers inside the ghost ship.

the trial is now on break until after the fourth of july holiday. the last witness is expected to be derrick. >> you're going to be surprised. he's very articulate and poet i can. the heart of him is 100% artist. he doesn't deserve to be in jail. >> testimony resumes july 8th. there are 36 counts of involuntarily manslaughter. the first man was bassed on electric cigarettes and smoke shop owners are fuming. san francisco has some of the toughest restrictions banning menthol and flavored tobacco but vendors question the effectiveness. customers tell them they will be forced to buy the products in neighboring cities. >> the city is working against us. we pay the higher taxes. we pay the property taxes. we pay all this kind of taxes

and then what is the city doing? they are taking the business from us and giving it todayly s -- daily city. >> stores that only close vape products, they are closing shop. a new avenue for lyft leads tonight's bay area business watch. the company has been approved to provide non-emergency transportation in arizona for medicaid patients, which means they can use lyft to get to the doctor. florida and texas just changed laws that could pave the way for ride sharing to be covered by medicaid in those states, as well. glass door, the job and recruiting website that is based in mill valley launched in latin america. it's intergrating with a website called loved months, the leading career community site. apple has bought a self-driving car startup which was set to shut down on friday. the startup is called drive a.i. and it's technology is used in

self-driving vans in texas. apple recently scaled back its own self-driving car division. today apple stock rose closing shy of 200. the dow dipped by 11 and the nasdaq was up 25. bay area tech executives faced extensive growing on capitol hill today. leaders from facebook, twitter and lawmakers focussed on the misinformation and the increased scrutiny comes aztec giants increase safety measures to create false news online targeting this week's democratic presidential debates. more than 500 way fair employees protested against their company selling beds to the federal government for use in border detention camps. today's walkout came after way fair's ceo rejected a petition signed by hundreds of way fair employees. that petition urged the boston base company to stop doing business with immigration

speculation the kevin durant sweepstakes are on as k.d. opted out of the $31.5 million player option for next year with the warriors. he's basically a free agent. the news is not a surprise. we've seen this coming by opting out of next year's contract, he can sign a five-year $221 million deal with the warriors or four-year $164 million deal with any other team. this is even though he's likely going to miss next season with a torn achilles. the warriors can offer the mvp an extra year and more money, $57 million total extra. so maybe they have an advantage heading into the negotiations. k.d. also hot on the list for the knicks and the nets may be the front runner. as much as durant and his camp will keep people guessing, klay thompson and the warriors seem to be on the same offer klay the $191 million max
