war. governor gavin newsom signed the new budget, the history. the governor and legislative leaders have reached a deal to speed up housing construction. under that proposal, local governments who failed to make it easier to build housing will face lawsuits. they could be forced to pay penalties of up to $600,000 a month. stanford's expansion campus is one step closer to becoming reality. the commission voted yesterday to recommend the project to the board of supervisors. stanford wants to build more on campus housing an academic facilities. the university -- b.a.r.t. says hundreds of passengers were stranded after a stall t. glitch causedtwo trains to stop talking to each
