spokesperson, san francisco mayor london breed said we can't ng n respondedpresident's threa intercede. >> interceding means cutting budgets to help support services to get people off the street. he's within very successful. >> reporter: san francisco now spends $300 million a year on trying to solve the homeless crisis. a phenomenon that mr. trump said started two years ago. we may be wrong about that. but it is true that in the past two years the number of homeless in san francisco has gone up by 17%. as people continue to walk past a problem that will take years to fix. >> reporter: both garsetti and newsom say they welcome any help the trump administration wants to make to try to skoff this problem which they now call a national issue.

abc7 news. a large group of i san francisco today demanding president trump close down immigration detention centers. >> abc7 news was there as the crowd blocked an intersection before marching to the federal building. one of more than a hundred protests planned around the country today. we'll take you to some of the other locations coming up in our 4:30 half hour. the man believed to be responsible for shooting and killing an oakland city council woman's son has been arrested. ivan hernandez is accused of shooting and killing 21-year-old usc student back in march. police say herpnandez was tryin to rob mcelhaney about a mile from usc campus in los angeles. son of councilwoman lint gibson mcelhaney.

the killer is eligible for the death penalty. housing, especially in areas still rebuilding from fire damage. in the north bay, both victims and the government are still rewriting the rules on how to rebuild entire neighborhoods. abc7 from coffee park where concerns are around insurance deadlines. >> let's begin with an interesting cross-section of a neighborhood that represents coffee park and a lot of the region. behind mi a vacant lot and a house under construction. another and another. and over there a third that's finished. what's interesting here is most insurance companies provide living expenses including rent for two years after a fire. and most of the time that would work if it is a case or one or two houses but when there are thousands there is a problem. there is a deadline approaching. that two year deadline in october. larry and sally kaiser put it succinctly today. >> what you are facing now in

latest break. it happened at this small jewelers. owned by a couple. this is not a schan. the good choose it happened at 3:30 in the morning so no one was here. known was hurt. the other good news is there is very good surveillance video. take a look. in the video you see the men break the door with what appears to be a rock. they come in and they get to work on the display cases. trying to break the glass with some kind of a hammer. you can see they had trouble in some case because they had some safety glass but they did get away with some jewelry the owner tells me they didn't get much. most of it had been put away for the night. but they did get some. a witness saw them leaving and a fourth man. possibly the lookout guy. says they all got into a gold mercedes and drove off. this happened last week. but the owner and police are now looking for help to crack the case. >> the owner was upset and

really was hoping we'd get this out to publicize the case. since there are some similars in the bay area. as well as just letting jewelry store owners know to make sure they take all their displa evidence out of their display cabinets every night. >> the men are covered up. hoodie, masks and gloves. it is going to be very difficult to identify them. but it is good video so police do encourage store owners to consider investing in a good camera like this. also consider getting the safety glass on the displays. and again putting the merchandise away at night. officers are looking into whether these are connected to other robberies around the bay area. said they will be checking craigslist and pawnshops to try and find the jewelry. the store has recovered and is own. the biggest hal hassle wassle we glass cleaned up and replaced. amy holyfield, abc7 news.

pretty compelling video. as part of our efforts toae're on sharing solutions to some of the challenges we dpas on a daily basis. in the south bay, major draft-related changes are coming to los gatos. planners hope it will attract more businesses downtown by making a change through the main drag through downtown. this would dramatically impact draft. more on the story here is chris nguyen. >> reporter: we are on santa cruz avenue which is the main drag downtown. if you look behind me you can see the electronic message board alerting drivers that in less than a week four blocks downtown will be converted to one way as the transformation gets under way. starting tuesday july 8th your drive downtown will look different. santa cruz temporarily turns into a one way southbound street

through the end of october. city officials are using the opportunity to reimagine the future of downtown with wider sidewalks which shay say will hopefully lead to santa cruz avenue becoming more of a community gathering place. the owner of the redemption retail downtown is glad the city is thinking outside of the box. >> going around. people are leaving but essentially for us we see it as a chance to evolve. and chance to try attracting business. >> reporter: protected areas converted from parking spaces will provide additional seating. the city is also adding a new bike lane and diagonal parking to insure that no spaces are loss. with traffic already a mess on the weekend since many use downtown to cut through on the way to the beach. ? okay right away some breaking news coming into the abc7 news room on the peninsula. sky7 on the way to the shots at tan fran. in san bruno about 10 miles south of san francisco. bart's just tweeted reports of an active shooter at the mall. as a precaution trains are not stopping at san bruno. the station is closed. we have a crew on the way to the scene and we are working to get more details for you. of course we'll bring them as soon as they come our newsroom. report of an active shooter situation at that tan fran mall. other news, los angeles angels and texas rangers will

terminal. witnesses say a for for for forr accelerated a expi exexpedition accelerated away. two topics that create more anger among drivers than lane splitting by motorcyclists. car drivers say it is unsafe. but bikers say it is safer. we followed one motorcyclist to find out the truth, or as they see it in that moment. here is alexa smith. >> reporter: jimmy has been riding a motorcycle for 18 years and for the past five he's been commuting from the east bay to san francisco and doing this. >> when the traffic is really bad i don't have time to sit behind cars waiting ninety minutes to get to work. when i lane split i get to work in 40 minute. >> reporter: for non motorcycle

drivers it can seem terrifying or irresponsible. >> people love to complain about it. i think it scarce people. >> reporter: an abc employee. he let us follow him on his commute. >> i'm pretty conservative when it comes to lane splitting myself. because it is dangerous and i want to get to where i'm going many one piece. >> reporter: so why do it? why squeeze between vehicles that can switch lanes at any moment. >> for one it is perfectly legal. >> in california it is allowed for riders to split lane. >> reporter: in 2017 california became the only state to make it legal. although it wasn't necessarily illegal before then, there was no law restricting it. it was allowed for safety reasons. yes. safety. it may seem strange but it is safer for a motorcyclist to lane split than follow cars in bumper to bumper traffic. >> stop and go traffic there is a lot of times there is a small fender bender between two vehicles not really a big deal. however if there is a motorcycle in between that could be

catastrophic. >> reporter: stats back it up. 2015 study by uc berkeley found only 17% of motorcycle crashes between 2012 and 2013 involved lane splitting. while state law because not include rules for lane splitting, the california highway patrol has released a set of safety guidelines. >> they should not be going probably no more than 10 malmiles an hour over the speed of the other vehicles. the traffic is 15 miles per hour. they shouldn't be going over 25 miles per hour. >> reporter: just safety recommendations. other recommendations to live by? avoid lane splitting next to big rigs, buses and other vehicles. do it on the far left lanes and don't use the shoulder. that is illegal and not considered lane splitting. and about that engine revving. >> trying to get people's attention so lot of types people are distracted when driving and they just rev the engine.

converged on tha mall that is on el camino in san bruno. fire vehicles as well. the editor of the daily journal is reporting that initial reports came in at 4:00 indicating one victim inside the shopping center near the movie theater and that there is one suspect. there is a movie theater there at tan fran. it is very popular. especially with teens in the area. you can see barns barnes and nobel, a target. a hooters. a big mall with a lot of people there right now. people are being asked to evacuate as they search for an active shooter. in the meantime we have word from bart that bart is not stopping at the san bruno station, which if you know the area is located very close to the tan fran mall. so they are not stopping there. just trains are going through san bruno right now all as a result of a report of an active shooter situation at tan fran. >> as you can see live sky7 zooming out there.

you can see from the vantage point that we have emergency vehicles really surrounding the entire mall and this is a very large shopping complex. you can see in the foreground that sears auto center and what appeared to be police crews and fire emergency officials about a block or two away surrounding the area. while shoppers have been expressing on twitter their concern. they are quite frightened. unsure of exactly what's going on but yes this came out from a bart tweet that we saw getting reports of that active shooter at the tan fran mall outside of the san bruno >> shoppers and employees, also seeing tweets from people saying i work there. my boss called to say don't come in or people saying they are asked to get out right now.

that shots have been fired and according to the san mateo daily journal reporting saying it was near the movie theater, advise were particular. also a food court. lot of students like to hang out there in the summer. frightening, i actually just drove past there today. lot of people go there. target. barnes & noble very popular. right now people are being asked to avoid the area if possible. we hope you are staying safe. check on your loved one if they work inside the mall or if you know they were to be there. about a hundred police more vehicles there now have converged upon the scene due to this report of an active shooter at tanforan mall in san bruno. >> as you can imagine, this being fourth of july week. lots of families out and about.d right there very active in the police active on the ground running past that sears.

we have melanie woodrow tweeting reported active shooter and evacuation of the mall. you can see their guns drawn. dramatic scene right now. running into this shopping c whe variety of shops there. the theater. not to mention what we saw was a sears among others. if you notice we just pulled away because we don't want to share where the police are. what we know is that nobody has been caught yet. so there certainly could be a gunman still inside the mall. so we're going to be very careful not to give away any police positions. you can see they have the entire tanforan mall. and that is the target i was talking about. several floors. they have it surrounded. th h got it evacuated to the extent possible. and traffic-wise is a mess around there as cars are trying to get away from the area, as

at tanforan with a active shooter situation that they are investigating. they have done their best to evacuate where they are able to. people inside the mall. whether they be shoppers or employees. and of course they are adding that people should stay away if they are not a we've bn pointint s thha vy busy area. pola mall with a movie theater. food court but that is kind of at the intersection, coming together. 380. 101, 280 people cross over. leaving work right now. there are also tech headquarters, including youtube not too far away. so it is a traffic nightmare do not go to the area both for your safety and the time factor. if you don't have. and you can see right now a huge police presence and fire engines all there ready to assist. we are also just getting word that san francisco general hospital which is here in the city confirming that they have now been put on alert to expect

victims from the tanforan shooting. san francisco general is the closest trauma center to the shooting in san bruno, which is about 10, 15 miles south of san francisco. but they have been put on alert. >> yeah and we also have just gotten some information from san bruno police saying the media staging area is happening in that parking lot of where the theater is. you can see as we zoom out a little congregation of folks gathering there. we do have multiple crews on the way to the scene. abc7 news reporter melanie woodrow. and others really tackling the situation fob as comprehensive as possible from every angle this active shooter situation that from what we understand potentially originated near that auntie anne's pretzel shop at the mall. as we zoom in more trying to look for some activity, we see that bart sign right there. we originally saw and was

alerted to the situation because of bart. a tweet they had put out earlier saying the bart station there in running.,cautou in a that location. as you can see why. now, as you can see as we zoom in, shoppers have been told to evacuate the mall. but we did hear just from a young girl not too long ago who works at a restaurant inside saying that it was utter chaos. that she didn't know if it was a joke when people started yelling that there was a shooter. she heard a lot of screaming and also was in lock down for a short time. so again we are in the preliminary stages of this breaking news. and the information is coming in minute by minute. as but ae move around the scene we can see the scope of how intense and broad theti aut >>eah and abc7 news just got

new information from the fire department. we're hearing that two victims have now been removed from the mall. and that is consistent with what thejezel, te on video or her friend caught video of one person who was a victim and down from the shooting but they heard there was another one. we understand two victims have been removed from the mall. and there is also some reports that the patient count may be four. we don't have that confirmed. what we do have confirm from san bruno police is there is an active shooter situation. you can see more vehicles coming and police are heavily armed. we saw going into the mall. still a tense situation as they have not apprehended a suspect. or if they have they must think there are more because of the way they are handling there. very cautiously. and with -- you know, i'm -- go ahead and take over. i'm getting a call from south san francisco. so i'm just going to take this.

just about oh about 15 minutes ago or so after reports of this came in. we did speak with a young woman who worked at a restaurant inside. who was really quite shake p. but had gotten her nerves under control to tell us that many stores were in lock down as details were being put into place. but again bart tweeted originally that there were reports of an active shooter. and we had gotten confirmation of this from san bruno police. bear with us as we take a look at some of the details coming in. we know there is a media staging area at the century plaza 10 theater. where two of our reporters are on their way right now. as we >> just have some information here. and just looking at social media tweets there are some who are saying they are kind of worried.

that bart has closed down the san bruno bart station. some are saying we want to get out of area and when you close that station we have no way to get out now. so bear with the situation. everybody is trying to do the best they can from police. to bart. and, you know, leaving that area is not easy at this time of day. certainly around that area anyway. even on a normal day. but right now with hundreds of police vehicles, huge police presence. seeking potential active shooter still in the mall with reports of several people being shot including our friend who called and let us know she saw an video who had been shot. we are -- we are definitely treating t as a very serious situation. and also passing word from san bruno police toavoid the area i possible. and check on your loved ones. and they do have the staging area set up now.

speculation but what we do know is that there has been an evacuation. what we do know is that there are hundreds upon hundreds of shoppers and law enforcement officials on the ground staging, trying to get a hold and make some sense as to the timeline and the details of what happened at this mall apparently outside of or near that auntie anne's pretzel shop inside the mall. what you don't see right now is christen and i are both o mia t much information as we can. the hashtag "tanforan" is trending. and i do remind everybody. if you have loved ones in the area or potentially are able to tweet or share pictures or video safely, we emphasize safely. please use #abc7 now so that way we can use our video and/or pictures on the air. >> sky7 is going to be getting further away.

we are being asked and will respect that of course to get out of that general air space. because of what's happening there and the security needs and police. so we will do that. but we will of course continue to bring you the latest information and developments. you get the picture that they are at the tanforan mall in san bruno right off 380. police there, massive presence due to an active shooter situation. investigation. that is what they are confirming and tweeting out that there is an investigation of a shooter. workers telling us that the mall is on lock down. obviously you would expect nobody's being allowed in right now. except police. and in fact people are being asked to get out. there would have been probably hundreds if not thousands of people in that mall enjoying their afternoon. whether it is at the movie theater in that area where the shooting may have happened or the food court which is also in that same area. shopping, up you can see a sears. barnes & noble. a target there very popular.

several big stores. anchor stores. there are sports memorabilia shops there. clothing, team clothing shops. it is a very popular place to be in the afternoon. and now there are reports that there's been a shooting there with people evacuated. while we don't know exactly how many people may have been hurt or shot. we do know that san francisco general has been put on alert to sf and treat victims from the shooting. patients. we are looking right now once again at tanforan mall where you can see a lot of vehicles still in the parking lot. it is very difficult getting out. but police are saying please don't go there. please stay away due to the active shooter investigation. >> and accessibility is a big issue to contend with.

and as we mentioned a few minutes ago. sky7 had to pull out at the request of law enforcement and the reason why for this is so that we do not interfere with any air efforts by law enforcement. so as you can imagine we do want to respect that. and also touching upon the accessibility for those on the ground. we are dealing with that closed down bart station and also undoubtedly people who are driving. i suppose the silver lining that, you know, it is the middle of the day and perhaps not the majority of shoppers are out because the parking lot does only appear to be less than half full but still. we're talking about hundreds upon hundreds of people. working. shopping. and also the nearby san bruno town center where there is also a lot of retail and a lot of restaurants for this time oaf day. >> i think there is a lowe's there at this center. just got another alert from san francisco bart. they are saying in addition to the station closure at san bruno

which we've told you about. there is no service now beyond san francisco. so that means from south san francisco coming from the north they are not only going to stop at san bruno. you also cannot take the train sri that route to sfo. so you are basically stopped at south san francisco. and then they will have other forms of transportation. saying there is a shuttle train between sfo and milbury. no sfo service on bart due to this shooting investigation at tanforan mall which does present a difficulty for some people who might want to get on at san bruno near the situation to get away and go home and get to safety. but know that that is not an option to you right now due to what bart determines is safest for its riders. >> yeah i think patience is going to be key in this. and i know that adrenaline is running high. perhaps there is some panic

among people on the ground but so often times, you know, we're reminded that often times the best thing to do is to stay in place and wait until you receive more information on which direction to go. we heard from that mall employee who works at a restaurant that some people inside the mall were told to stay in place while a lock down was happening while others were being evacuated. so really making sense of the details that were coming in. who to listen to. as the chaotic scene on the ground during these breaking news situations because there is information coming at you at all angles. we do know right now that it is interesting seeing just twitter and perusing it within the past minute, 20-42 results of people, you know, sharing information. so again trying to make sense of it. trying to confirm that all does take some time. what i can tell you is that our reporter is heading to that

b.j.'s restaurant and will be there within minutes. same with our own melanie woodrow. sky7 on the left side of the screen giving you an idea of the media staging area and for all of you who may not be so familiar. that media staging area is a, think of it as the central nervous system really of where the different agencies convene, get all on the same page. decide their plan of attack how they are going to disseminate information and then push it out to the public. what is the best course of a. often times we have our reporters there also on the scene in order to get the information first and correctly. and i think that is, you know, an extreme. that is of the utmost importance. because we mentioned all of the information that is coming out on twitter, the citizen app. it is not necessarily the best most accurate. so again this is going to take some time as we are looking from sky7 at the media staging area where you can see fire engines

along with gosh, dozens upon dozens of fire vehicles and police vehicles. >> we do not have confirmation and there is no official word at this point with regard to the number of injuries, the number of people who might have been shot but we can tell you that our witness jezebel who had called us who works inside the mall said that there was video and it seemed like somebody was shot and that from the inside they heard that there was at least one other person and we know this to be in that food court movie theater area. so that would be on the second level. >> and we just got some information coming to the newsroom. san francisco general hospital apparently on alert. the hospital telling us they have two patients coming in with gunshot wounds. the conditions we do not know about that. other injured are going to other hospitals. we do not know which hospitals yet. the others may not be gunshot. we do point out perhaps this is a trampling situation in the chaos to get out of the mall.

know. but i think you are looking at that video that we're seeing that. could be from jezebel based on the twitter handle but we don't know. the person we talked to referred to having video of a person who --. that is in fact what that is before we share that with you. based on the police response they are taking this seriously with an active shooter that has not been apprehended to -- not that we know of. and based on the response it does not look like they think that the threat has been contained there at the tanforan mall. >> i think this is very telling what we've learned from the san francisco general hospital. is that there could be a potential trampling situation because of the frantic nature. of course when you are in mall being like black friday except more serious.

but again, two patients incoming with gunshot wounds. we do not know if there are more. but all indications point that there are more injuries, as others have been transplanted to other hospitals. we yet do not know which hospitals those would be. >> as we continue to look at this. yep. that is the mall you are talking about right next door that has a luckies, lowest, u.s. bank. marshalls. best buy. this is the economic hub, if you will, in terms of restaurant, retail. there is a red robins there as well. and outside the b.j.s is where police are now setting up a staging area. we expect to be getting more information shortly on the active shooter, including hopefully we'd like to get news that nobody has been injured but that doesn't seem to be what we're getting from the hospitals. and there may be a couple of people that the hospitals expecting to take in at the trauma center. that tells you that people were shot or hurt seriously.

you can see police vehicles however also a lot of pedestrian or i should mention pedestrians and also just vehicles of people getting out of the area who have been shopping at the mall. they have gotten some people out, systems they could safely do so. the malls on lockdown right now because of the shooter investigation trying to find the suspect. they do confirm that a shooting did happen, as a result bart right now is not stopping at san bruno and people are having a hard time getting home. all the streets there surrounding the mall including busy el camino are closed off due to the investigation. so stay away from the area if you can. >> we really cannot hammer this home enough. south san francisco police tweeting moments ago they are asking the public to stay clear of the area surrounding the tanforan mall and the surrounding retail shopping centers because of accessibility. and this of course is adding to

the transportation woes for our own crews trying to get a little closer. trying t ho m have witnessed something. people who are inside the mall. as we pull out. sky7 was instructed not too long ago to vacate the air space or hang back a little bit at least in order to give crews on the ground and potentially any law enforcement air forces the space to really get a good handle on the situation. we're zooming in on a jc penney's parking lot where you can see a number of people also congregating trying to make sense of the details of what happened. people have been confirmed transplanted to the hospital. something to point out the next nearest trauma center to tanforan is stanford. so that is another detail that we probably do want to mention. >> other than san francisco general? >> um-hmm. >> because mileagewise san

francisco general is a little closer. that is why i think the two people are going there. they are receiving two. but yeah, certainly in a situation like this if you have many more they will be sending them out to other hops in in area. right now a tense situation with police not sure exactly how many people are, at least not saying at the in a moment us how many people might be injured but they have gotten people out of omallthe mall who were there in the afternoon and seeing a lot of people saying they are contacting their loved ones and hoping they are okay if they went to the movies. if they went to the food court. if they went shopping this afternoon. in fact i just drove past that mall this morning. thinking of stopping at the target there to pick up something. it is a very popular location. mainly because it is right off the freeway. 101 or 280 you also take 280 to bypass from one freeway to the other. a very easy place to stop.

right off the freeway. and youtube is not 235rfar away. and a few years ago if you remember they had their own scare with somebody not happy with the monetizing aspects of the platform showed up and threatened them as well with a gun. for san bruno it is the second active shooter situation in not a very long time and i imagine although the police are probably ready for something like this and probably getting mutual aid right now because it certainly looks like at least from the numbers they have a huge police presence probably more than just an bruno police department. we don't have word that the fbi is joining the situation at this time. >> correct. and the number one priority before was mobilizing the people on the ground. those who were bystanders trying to get them to the safe location and often times that is the biggest hurdle. especially with a mall, whether bit a p.a. system or a text alert system in place. all a lot of questions that still need to be answered.

hopefully we get the answers soon. i just saw from reporters they are on their way to the scene that yes, transportation and traffic because of the shut down. because of the increased police presence is an issue. so once again cannot reiterate this enough, that yes, stay away. if you did have plans to go to the area. but not just the shops at tanforan. also san bruno town center which is not too far away. taking a look at a map. you know, this is an area that has a lot of residential as well within, you know, less than half a mile. you see there is hotels and, you know, the major thoroughfare. so again a very, very busy place. undoubtedly made busier because of fact that it is the summer season and school is out. people are out celebrating fourth of july week. >> absolutely. and we mention to you that bart is closed at the san bruno bruno
