and that caused flash flooding. watch for the lightning. have your radar handy just in case and know that through the weekend, you can easily see three plus inches anywhere from florida up to pennsylvania, some of those spots four to six inches. guys? >> we know you'll track it all. ginger, thanks so much. on this fourth of july, final preparations are under way for president trump's "salute to america" event at the lincoln memorial as he faces growing questions about the cost and who will fill the seats. abc's stephanie ramos is on the parade route in washington with more on that story. stephanie, good morning. >> reporter: whit, good morning. last-minute preparations under way right here on the national mall for president trump's personal fourth of july celebration. the president calling it the show of a lifetime from military bands to the blue angel fighter jets set to fly over the mall and the bradley fighting vehicles on display already in front of the lincoln memorial. the president is defending his takeover of d.c.'s fourth of july traditional festivities which will take place as planned. as for president trump's "salute

to america," his show will start at 6:30 eastern time right here at the lincoln memorial. now, the president's opponents say he's turning a traditionally nonpartisan event into a militarized celebration of himself while using the troops and their military hardware as political props. now, the administration insists the event is about patriotism and not politics. it is open to the public although vip tickets have been given to the republican national committee to hand out and to top donors as well. those vip guests will watch from the bleachers right over my shoulder, really close to the presidential podium. whit? >> stephanie, the big question many are asking is how much is all of this going to cost the tax payers? >> reporter: that's right. as for the price tag, the national park service is reportedly diverting $2.5 million from improvement projects. the pentagon hasn't put a number on its contribution and the white house is not saying what the price tag is on all of this but the president did tweet

yesterday writing the cost of our great salute to america will be very little compared to what it's worth. back over to you. >> stephanie ramos in washington. thanks so much. cecel cecelia? whit, the president is also facing a setback this morning on immigration over funding for his border wall. a federal appeals court in san francisco agreeing to block pentagon money from being used to build that wall. this defies the president's national emergency declaration back in february. this as now new images are emerging from inside those detention centers. this one from children separated from their parents, the drawings released by pediatricians show people behind -- you can see them, bars and cages. >> and the president has a new message for migrants. he tweeted if they're unhappy with the detention center conditions, quote, tell them not to come. and we'll turn now to the president's head-spinning reversal on the 2020 census and he now says his administration is, quote, absolutely moving

forward with that controversial citizenship question. this just one day after the administration said it would print the form without that question. let's bring in white house correspondent tara palmeri. tara, this really caught even his own justice department lawyers off guard. >> reporter: that's right, cecilia. everyone appears to be experiencing some sort of whiplash here including members of his own administration since the form is currently being printed without the question, and now they're all scrambling to try to explain the president's tweet. just two days ago the justice department confirmed the census forms were being printed without the question, are you a u.s. citizen? 24 hours later trump reignited the fight with a tweet saying, we are absolutely moving forward as we must because of the importance of the answer to this question. >> i think it's very important to find out if somebody is a citizen as opposed to an illegal. >> reporter: the census bureau itself estimates millions of people, mostly minorities, would decline to answer that question. going uncounted, the census count is used to determine how many seats each state gets in

the house of representatives and how federal dollars are spent. trump's reversal sparking confusion. a maryland federal judge involved in ongoing litigation over the question convened a conference call with the justice department, but doj lawyers were not able to explain the change. one saying, the tweet this morning was the first i had heard of the president's position on this issue. i do not have a deeper understanding of what that means at this juncture other than what the president has tweeted. the doj gave those lawyers until friday to present their case. now the supreme court which ruled to block the question to be added to the census called cd commerce secretary wilbur ross' rationale for adding this question was contrived, and now these administration lawyers are actively searching for a new reason to present to the court, but legal experts tell us that the president has no legal authority to delay the census. cecilia? >> thank you, tara. this is causing massive confusion there in washington

this morning. >> it certainly is. we also have the latest now on the race for 2020. democratic candidates on the trail taking on president trump directly. last night california senator kamala harris calling him a predator. >> i took on successfully and i prosecuted the big banks when they preyed on homeowners. i've prosecuted the pharmaceutical companies when they preyed on seniors. i have prosecuted transnational criminal organizations when they preyed on women and children. i know predators, and we have a predator living in the white house. >> harris has been gaining support after her debate performance last week. we're going to turn to a social media glitch affecting some of the billions of facebook and instagram users preventing them from uploading and seeing photos and videos. oh, my. abc's janai norman is here and, janai, a lot of users, i joke, but they were fired up about this. >> right. i mean, upset to say the least. you guys may have noticed it also. facebook and instagram apologized a little after noon eastern time yesterday of all

places on twitter saying they were working to get things back to normal. about seven hours later not only did instagram announce everything was working again, look, it posted a celebratory gif that is very appropriate, fireworks. facebook and instagram were apologetic but that didn't help many users trying to get their fix of cute puppies and seeing what their friends ate for lunch. some tweeted frustrations like this guy saying, if we each post this image once, the facebookers and instagrammers will just assume twitter is down too and leave us alone. the social media platforms experienced outages earlier this year and last year you may remember facebook says yesterday's issue was based on a maintenance operation that triggered it. >> it was interesting because instead of getting the pictures that we couldn't download instead we were getting descriptions of pictures which was odd. >> crazy phenomenon some users reported seeing. so check out this image posted. look at instead of the image,

jury decided to demote the decorated special officer for wrongfully posing next to the corpse of that teen. gallagher apologized for bringing a black eye to them. after the acquittal gallagher telling fox news -- >> i believe, you know, they tried to frame me as a criminal from the get-go. but, you know, we knew the truth the whole time. >> reporter: prosecutors were unable to get the most serious charges to stick alleging that in 2017, gallagher killed this teenager seen wounded in this iraqi tv video. at trial a fellow s.e.a.l. testified gallagher was supposed to treat the teen but instead stabbed him. >> i just want to make clear that this -- this small group of s.e.a.l.s that decided to concoct this story in no way, shape or form represent the community that i've loved. >> reporter: the bombshell in the trial came when corey scott, a s.e.a.l. with immunity in the case, testified that he, not gallagher, was the real killer.

warning about drowning.mer before you head out to the pool or the beach. abc's gio benitez is here with a reminder about what to look out for. gio, good morning. >> reporter: good morning, whit. such an important story. america has already seen more thank 100 reported deadly drownings so far this year all with children under the age of 15 in pools and spas. nearly half of the drownings happening last month alone. and drownings are on the rise so this morning, we put parents to

the test. it looks like any other summer pool party, young people splashing in the water, parents enjoying the barbecue but somewhere in this pool five different swimmers are about to simulate that they're drowning and we're wondering if these moms and dads can spot them. drowning can happen in just seconds and it's often difficult to spot. it's happening to someone in this public pool right now. can you spot it? there she is. fortunately a lifeguard spots her and makes a rescue but it's in residential pools where lifeguards usually aren't present that the majority of drownings take place. safety experts say part of the reason, distracted parents talking on their phones, grilling, socializing and supervising other children with no water watcher. a person with eyes on the water at all times. so we've invited this group of parents to a pool party assigning them tasks like running that grill and, of course, tending to their own young kids. we've also added swimmers

splashing in the pool but those swimmers are actually trained lifeguards and swim instructors from swim gym swim schools skilled in mimicking a drowning. the parents know they're here to learn about water safety with some sort of demonstration beginning in about an hour but since drowning often happens when you least expect it, we begin right now. with cameras rolling, i watched from a garage just next to the pool observing some parents checking the water but mostly they're focused own their assignments and the party and after 30 minutes --there we go, she went under. our swim instructor begins simulating a drowning struggling to keep her head above water arms clawing for the surface and just like the real thing, she barely makes a sound. meanwhile our guests seem not to notice. more than a minute goes by. >> she's still struggling and nobody is looking. we're now looking at more than 2 1/2 minutes and still nobody notices a thing. >> reporter: after more than four minutes, she simulates a worst case scenario, and stops

moving. remember, she's a trained professional and is just acting. josh, from the american red cross has been watching with us. >> 4 1/2 minutes, still no parent noticed anything. does that surprise you? >> it does not. >> reporter: kelly goes back to swimming, and we cue another swimmer, and another, and another. all mimicking a drowning, but nobody steps in. >> we don't realize how quickly these kind of things can go from just a fun pool party to an incident where someone needs help. >> so now the kids will get out of the water and go get some snacks and they're going to leave someone behind and that person is going to start drowning. >> reporter: after 30 seconds of purposeful struggling, this dad spots her. >> are you all right? >> within 36 seconds he noticed. >> it's great he noticed. we hope they would notice faster. >> reporter: he says in some cases swimmers can submerge in just seconds making them even more difficult to spot. it's time to reveal our experiment. >> there were four drownings

that nobody spotted. what's that make you think? >> my kids were on the deck so i turned my back. doesn't mean there weren't other kids in the pool. >> i got thrown off by the age. i think we took for granted they all knew how to swim. >> reporter: for the man who spotted our victim it's too close to reality. you were visibly shaken. why were you so nervous? >> because it happened to my child. >> reporter: his daughter valentina survived, but he says when she was just 3, she began drowning in a hot tub. he was on the phone. >> i got a phone call and i got distracted and she was in trouble. so that was it. >> reporter: water safety experts say, one of the solutions is a water watcher, somebody standing next to the pool free from distractions constantly scanning the water for any signs of distress. rotating every 15 minutes to avoid losing focus. we show the parents what they missed.

president trump will address the nation. the risers reserved for vips, many receiving their tickets from the republican national committee. the cost that has been a big question, the pentagon and other agencies involved so far have declined to give specifics on how much the military's participation and other added factors will cost taxpayers. their own sunscreen. all right. that sounds good but at what age do they actually do a decent job? ♪ you know how kids feel about sunscreen? they hate it. >> i don't want sunscreen on. i don't need it. >> i get annoyed. >> sunscreen is icky. >> it's quite annoying. >> reporter: but parents know it's a must. the american academy of dermatology says even one blistering childhood sunburn is a contributor to later life skin cancers and while the cdc says children of all skin tones should wear sunscreen regularly, past research shows nearly four in ten kids don't. why? well, i submit this reenactment from my daughter. >> put on sunscreen, emmy. no, i don't want to put on sunscreen. >> reporter: it's a battle. that's what i get. mom, stop. but holly, a former elementary schoolteacher and founder of her own sunscreen company supergoop

said there is ang alternative. >> 23 you're old enough to brush your teeth and wash your hands you're old enough to do your own sunscreen. >> let's try. we're using a special camera. what sunscreen on it shows up as plaque and highlights any missed spots and start with 7 to 9-year-olds to see if their application is thorough. they put it on then review what they missed. >> each of these children applied. none of them hit the ears and the ears are actually very vulnerable to sun damage. >> reporter: another frequent miss. >> children forget to apply it on into the hairline. >> reporter: something all the younger kids struggled with not using enough sunscreen. what do you see? >> i missed a lot of spots. >> holly says the younger kids are afraid of getting sunscreen in their mouth or eyes. >> we're missing a few critical spots right around the eye area which is often where sun damage is first detected from an aging and skin cancer perspective. >> reporter: it showed kids

using one-quarter of the amount of sunscreen needed to get the protection listed on the bottle. the older group, 11 to 12-year-olds were much more consistent. devin used a lot of sunscreen. so did gus, also an 11-year-old who seemed to get the why. >> i feel like i try to avoid it but i shouldn't because i know that having a grandpa who had skin cancer so i shouldn't get it, you know. i try to prevent. that's a lot, isn't it? >> holly says he's doing it right. >> use enough that you can see it on your skin and rub it in until you can't. >> reporter: they learned a lot and the takeaway start them youngs but kids 10 and under need a lot of coaching to get adequate protection. >> all right, and we have becky and we have everett and then zena. you said the best way to have them put it on is do it with them. >> i'll give you the tutorial for your face. so i'm going to have both of you do it because it's important for mom to do it too. now, treat this stuff, it's not

precious. treat it like ketchup. start, okay, he goes right for there but here's the thing, gets the part that you miss. get your ears and your neck first and then, look, you missed a little bit on the hairline so let's go right up in there and then straight down the face and get the lips is the technique. you did a pretty good job, everett. i like it. it'll rub in, i promise. >> thank you both. i am the interviewer and you are the interviewee. after weeks of rehearsals, the big night has arrived. it's a night no one thought would happen because of his disability. >> how did you get that idea? >> one of the lines is, hello. hello. >> wow, you're a natural. how much do you love acting? >> oh, i love acting. i love being theatrical. >> reporter: this is the culmination of a musical therapy program where young people with autism and other complex conditions like tommy's are treated. >> the impulse here is to create a platform where people can be the best parts of themselves. >> we're really trying to understand complex conditions and autism and figure out new treatments, new interventions that can change the outcome tore children then air families. >> some live on its beautiful campus which is set in the rolling hills of the southern

catskills mountains in new york and in homes that dot nearby hurleyville. the center grows food organically on campus selling some of it commercially but the food may have much more value than money can buy. in fact, a soon-to-be released research study says it can be life changing. >> the results are stunning. and once they're released later on this year i think it will change the way we're treating children with autism. >> reporter: scientists say there's a direct connection to diet and the health of the gast gastrointestinal system in autistic patients. the center for discovery has been at the forefront of this development. >> what we have found is that the gut micro different than other the children in the study. food is medicine. >> reporter: they say their patients are healthier and happier because of the organic food they eat and the low stress

the last season was released in october of 2017. we've been waiting a year and a half so i went to set with these kids and said, look, y'all made us wait this long. this bet ever be good and they told us it will be worth the wait and that's pretty much all they told me. >> we are going to end you. >> reporter: things are about to get strange all over again in hawkins, indiana. when we last saw our hero, mike, eleven and the gang were at the school dance, finally having fun after they closed the portal to the upside down. or did they? season 3 fines hawkins in danger again but how exactly? i went to the set on a mission. to get spoilers. up first, i had to identify the weakest link. who of the whole cast is most likely to give me a spoiler? >> on the count of three. >> one, two, three. >> both: noah. >> reporter: he plays will and

possessed in season two and now in season three -- when you walked in i just wanted to give you a hug because you were missinging for the first season. you were pretty much tormented for the second season. >> i want a hug. >> are you going to be okay? >> i mean, i don't know if anyone is going to be okay. >> ah. >> reporter: so nobody is okay. great. but what else could we find out? >> everything is just enhanced. amped up. there's still a lot of comedy. >> which we're all so happy with. >> reporter: so a lot of comedy. want to know more? believe it or not it seems like the most dangerous new character is actually not a person but a place. you all tell me about this mall. >> the thing about the male is that without it the season literally cannot progress. >> we need the mall. >> we need the mall. >> reporter: as i walk around set i realized the '80s props are a little lost on these actors born 20 years after the series takes place. do you even know what that thing is on top? >> i just see people like move

>> she is a force of nature. she's the person who, you know, says what everybody is thinking and wants to say but they don't have the cojones to say it. cat chambers just says it. >> you'll need a ride home. >> you do some of your own stunts or all? >> so i do all the jet ski stuff where i'm flying over the water as fast as the walt disney company will allow me. >> how do you shoot all that? >> it's challenging. when it's perfectly blue and a storm rolls in, you're like, oh, i may die today. not really. we do some pretty cool fast stuff. i actually panicked. i caught air on one jet ski, oh, i'm going up like over this big wave. i wanted to be in a show that my audience would respond to but a character that was more like me and also kind of wishful. i am a surfer but a not very good surfer so my character is an awesome surfer. i have always wanted to be a criminal. no, i'm kidding. >> why not.

i got to go talk to these people from patriot, ohio. cecilia, let's head over to you. all right, ginger. thanks. now on this fourth of july, we want to honor a true american hero, a pilot -- listen to this -- who flew more than 400 missions in three different wars. it is a story that is very close to robin's heart because of her own family legacy. here's robin with more. >> reporter: on this july 4th we are given the opportunity to reflect on our rich history and those who have served our country, who protected and fought for our freedom, the freedom that we enjoy to this day. no one better exemplifies this sentiment than a true, american patriot, bronze star world war ii veteran, corporal charles mcgee. colonel charles mcgee is an american hero. wherever he goes in his iconic tuskegee airman red blazer all eyes are on him. >> thank you for your service, sir. >> appreciate that. >> reporter: the colonel, one of the first black fighter pilots who battled the enemy abroad and segregation back home. >> a black american, second class citizen, dig ditch, cook food, but do anything technical, impossible. >> reporter: but the tuskegee airmen made the seemingly impossible possible completing over 1,200 combat missions during world war ii. >> you might say the air force really led our country in providing equal access and equal opportunity for all. >> reporter: on this day of independence, colonel mcgee reminds us to set aside our differences and stand united as a country. >> we are all american now. why do they want to say you're oh, you're african-american? well, are you german-american?

you have to realize it's one of the big challenges of today to recognize all for who they are, what they do and how they carry themselves, supporting their country. >> how is school? >> good. >> good? >> we're doing good. >> keep it good. you know why? you're the future of the country. >> i love that and that's what i try to pass on to young folks as they develop their talents and find them. hopefully they put their finger on something they enjoy doing. you realize that you have to reach out and share those experiences when folks ask how things, life is a blessing. >> the tuskegee airmen also known as the red tails and i'm an honorary member, that's why i have my red blazer, i'm also honored that i am the daughter of a tuskegee airmen, colonel lawrence e. roberts and like colonel mcgee he shared his secret to success with his children and colonel mcgee's are
