the area got a month's worth of rain in just an hour. we get more now from abc's stephanie ramos. >> reporter: a flash flood emergency around the nation's capital during the busy monday morning commute. up to half a foot of rain falling in just two hours, forcing dozens of water rescues. drivers scrambling to the top of their cars to safety. many caught off guard. >> i was stopped at the light. bus came through, it was like a tidal wave hit, boom! >> reporter: roads turned into raging rivers. a torrent of water carrying away this footbridge and swamping this parking garage in alexandria, virginia. the general manager of this power sports shop tells me this basement flooded in about 30 minutes. and that water is not receding. they'll need a pump system to get all of it out. all that rain with nowhere to go. commuters caught in the middle. at this d.c. metro station, a waterfall right through the ceiling. the owner of this hardware store in virginia says she prepped for heavy rain, but nothing like this. >> by the time i left the basement, i swam out of it. it was probably close to my

allegations against the one-time friend of president trump and former president clinton. >> jeffrey epstein pleaded not guilty to sex trafficking charges yesterday in manhattan federal court as several of his alleged victims looked on. he's being held pending a monday bail hearing. his plea came a decade after a nonprosecution agreement on similar charges in florida approved by then-u.s. attorney and current labor secretary alexander acosta. house speaker nancy pelosi is now asking for acosta -- calling on acosta to resign. prosecutors say images of nude, underaged girls were found locked in a safe in epstein's manhattan mansion. turning to the 2020 race, the first candidate in the crowded field of democrats has dehis bid for president. california congressman eric swalwell dropped out amid lagging poll numbers and he plans to seek a fifth term in congress. meanwhile senator elizabeth warren raised more than $19 million in the second quarter, trailing only mayor pete buttigieg and former vice president joe biden in donations, surging past bernie

sanders. like sanders, warren only accepts money from small donors. as one contender calls it quits, another democrat is reportedly entering the race. sources tell "the new york times" california billionaire tom steyer plans to announce his candidacy today months after saying he would not run. steyer has spent millions of dollars on an advertising campaign calling on president trump's impeachment. a new law in president trump's home state of new york could give key members of congress access to his state tax returns. under a law signed by the governor the state must turn over returns to the chairs of certain committees upon request. the president's state taxes could reveal many of the same details in his federal returns which he has refused to release. the republicans say the law will not stand up in court. the federal government is dialing up its fight against robocalls, especially the fcc plans to ban spoofing on text

messages and international robocalls. the agency says the bogus information gives the appearance scammers are calling or texting locally. the fcc says it received more than 35,000 calls about caller i.d. spoofing in the first half of the year. some amazon workers in minnesota think prime day will be the prime time to strike. about 100 of them will stop working for four hours next monday afternoon to protest working conditions. the online giant's prime day is being held both monday and tuesday. officials say not all the minnesota center workers will strike. other amazon fulfillment centers will pick up that extra work. on to soccer and the champs, they're home. >> yes, they are. the u.s. women's national team is back on american soil for the first time since taking its second straight world cup title sunday in france. the team touched down at newark liberty airport yesterday afternoon. the players were serenaded with queen's "we are the champions." and welcomed back with a banner reading "congratulations team usa." now the players were in france

plus there are questions about a missing cell phone. here's abc's linsey davis. >> reporter: the case against kevin spacey in jeopardy. his accuser taking the stand but invoking his fifth amendment right over questions whether he deleted text messages, leading the judge to strike his testimony from the record. spacey's lawyer pounced. >> he's the sole witness that can establish the circumstances of his allegation on the night in question. this case needs to be dismissed, and i believe it needs to be dismissed today. >> reporter: the judge seemed to agree, saying he wasn't sure if the case would continue or collapse. accuser's mother, a former boston tv anchor, admitted. >> i deleted a few things. >> reporter: she says she did not delete any texts relevant to the night in question. another issue, the accuser's phone is missing. the "house of cards" star is accused of groping the then 18-year-old in nantucket in 2016. the 59-year-old actor has pleaded not guilty to a charge of indecent assault and battery. just last week the accuser

ultra-wealthy epstein on saturday at teterboro airport in new jersey. he had just landed from paris in his private jet. in a dramatic news conference, the u.s. attorney for the southern district of new york laid out the shocking charges. >> today we announce the unsealing of sex trafficking charges against jeffrey epstein. >> reporter: according to the indictment from 2002 to 2005 epstein quote sexually exploited and abused dozens of minor girls at his homes in manhattan, new york, and palm beach, florida. and that he allegedly had girls recruited to engage in sex acts with him after which he would give the victims hundreds of dollars in cash and paid some victims to recruit additional girls to be similarly abused by epstein. >> many of the underage girls epstein allegedly victimized were particularly vulnerable to exploitation. the alleged behavior shocks the conscience. >> reporter: investigators say the alleged assaults occurred in a massage room epstein had set

up. >> he asked me to get comfortable, to take my clothes off. >> reporter: courtney wilde says she was victimized by epstein at the age of 14. we were with her as she headed to court, learning that the prosecutor had called for more victims to come forward. >> today, i'm asking everyone to take a good look at this man. >> just to hear they're standing up for the victims, you know what i mean? it's just like so overwhelmingly past due. >> reporter: epstein, 66, owns at least six homes and two private islands. in the past he socialized with both president bill clinton and president donald trump. in a 2002 profile in "new york" magazine before any allegations surfaced, trump is quoted as saying this about epstein. it is even said that he likes beautiful women, as much as i do, and many of them are on the younger side. no doubt about it, jeffrey enjoys his social life. epstein's arrest came as a surprise to many who have

followed his case. in 2007 he faced a potential federal indictmentor scheme to recruit underaged girls to his home for lewd massages. the multimillionaire struck a plea deal, serving just 13 months in county jail, registering as a sex offender. the agreement halted a federal grand jury investigation and gave epstein and any potential coconspirators immunity from federal charges in florida. the u.s. attorney who authorized that deal, the current secretary of labor, alexander acosta. outside of court, michelle acada, another alleged victim, told us what it was like to be inside hearing the allegations. >> i started crying. because it put me back into that place where i didn't want to be. but it was actually great to see him in that seat. >> reporter: epstein's attorneys were arguing these new charges feel like double jeopardy, but prosecutors say that immunity deal was only for florida, not for crimes allegedly committed in new york. epstein has pleaded not guilty. he's trying to get out on bail but prosecutors call him an extreme flight risk with all his money and two private jets. a judge will decide next week. in lower manhattan, tom llamas, abc news.

she has not actually withdrawn the bill. the affordable care act also of course known as obamacare is facing a major test as a federal appeals court begins to consider its fate today. if the three-judge panel upholds the decision by a texas judge to invalidate the entire law over the loss of the individual mandate, it could impact millions of americans. they may lose protection for pre-existing conditions, as well as other benefits. a decision is expected by the end of the summer. instagram is cracking down on online bullying with two new features. one of the tools asks those about to post offensive comments to think twice before hitting send. the other allows users to automatically hide messages from people they don't want posting to them. president trump's proposed tariffs on china could cause a bible shortage in this country. that's because tens of millions of christian bibles are printed each year in china, far more than anywhere else. the tariffs would make the bibles too expensive for evangelical groups to give away. everything is on hold right now, even the so-called bible tax
