details. good morning, amy. >> reporter: good morning. how would you like for the state to pay you $7,500 for buying one of these, an electric car? that's the proposal for one assemblyman who says he need to do something drastic to get people into electric cars for the fight against climate change. he he's designed the bill so the rebate will decrease over time, and he wants to give people a reason to make the move today, right away rather than waiting. he said the current rebate does not creator skwrue >> reporter: it's unclear how

torrential rains prompted a flash flood emergency in washington, d.c. some parts of the capital received more than three inches of rain in one single hour yesterday. first responders helped drivers caught in fast-rising drivers during rush hour. there have been more than a dozen reports of high water rescues. authorities warned drivers to stay off the road until the water recedes. we say turn around, don't drown. i know it may take you longer but then you are keeping the first responders safe and yourself. we will talk about more torrential rain. there could be flooding along the gulf coast as an area of pressure comes off the land moving over the warm ocean water. in the next 24 hours, we have a 50% chance of tropical development. this area of low pressure is going to skirt the gulf coast and cause inches and inches of

if you don't like the cool weather, at least one of the positive drawbacks is the clear air we have been dealing with. by friday we will still have fairly clean air in the 90s. we have a chance of showers in eureka. unusual for this time of the year. 65 there. the cool weather is back around san diego and los angeles afternoon sunshine, low to mid-70s. 104 in palm springs. still summer there. tahoe, 76 with partly cloudy conditions. the warmth we are going to be feeling later on this week is going to make its way into the high country, low to mid-80s with sunshine this weekend.
