say rising wages puts their livelihood at risk. >> they spoke today with abc 7 news reporter liz which could be a contentious city counsel meeting, liz? >> reporter: yeah, good evening. small business owners are not paying the $16.30 minimum wage because of an amendment that exempts businesses with up to 55 employees but could be repealed here tonight. we do expect many minimum wage advocates and small business owners to come here and make their case. it's the question facing emeryville city counsel. should they be exempt from the minimum wage, the highest in the country. on one side, minimum wage advocates, president of the restaurant opportunities centers united. >> with the minimum wage of 15, in the bay area, you know that's not livable. >> on the other side, small business owners.

>> we like to have certain number of minimum wage but going beyond $16 an hour i think that's going to hurt a lot of small businesses. >> reporter: dave is the owner of black diamond cafe. he pays $15 an hour. he says increasing his employee's pay to $16.30 would have increased his weekly cost an additional $331.50. he couldn't afford that so prior to the amendment exempting small businesses from paying the higher wage, he said he let two part-time workers go. >> i think it will impact pretty good because we have to cut labors. so also we might prai price. >> the rising costs of rent, food, transportation, all the things in the bay area, that adds up for a restaurant worker. >> reporter: she says there are other ways to cut costs and save money. >> let's talk with the city counsel about tax incentives for employers. let's not talk about cutting

workers' wages. >> reporter: you know, if this amendment is not repealed tonight, small business owners stillincreate mentally increase it. by 2027 they are paying $16.30 minimum wage. there is a chance no decision gets made and the city counsel will put it on a ballot for a vote in an upcoming election. >> liz, i know you've talked with other minimum wage advocates as well. what do they tend to say to small business owners that say they simply couldn't afford it? >> reporter: yeah, business owner says i can't afford it and that's that. what do you say? i asked the woman i interview that question. she says she works specifically with businesses to figure outweighs to cut costs in other areas. she mentioned that tax incentive and said there is ways to cut cost with electricity and said she's happy to work with local businesses here in emeryville. i hope the two sides can come

together and figure out a solution. >> a win, win. thank you. happening tonight at the san bruno city counsel meeting, a review of last week's shooting at the shops. it's been a week since a fight turned into gunfire and sent terrified shoppers running for cover. two teenagers were shot and wounded. both are recovering. one suspect has been arrested with an accomplice, another suspect 18-year-old deandre gant is still out there. >> in the east bay the search is on for a young man that shot and killed a teenager. it happened at the taco bell in livermore. the victim was just 16 years old. abc 7 news reporter vic lee is on that story. >> reporter: the painted window at taco bell says it all the day after the 16-year-old was shot and killed here. his close friends missed him more than ever. we're not using his name because it's not been released by police or his family. >> he's such a good person and

kid. he always had a good heart and smile on his face. >> reporter: the teen was shot and killed here last night at taco bell's parking lot. police got the call at 9:45. police sergeant steve george said it wasn't random. >> we don't know there was any on going feed br ing feud prior. it sounds like the suspect killed a gun and shot the victim in the abdomen. >> reporter: police say there is no indication it was gang related. they are looking for the killer. 21-year-old jorge luis torrez. they hope someone will tell investigatiors where he is. >> he did serve a search warrant. he's not at home. he's still outstanding. >> reporter: the 16-year-old went to livermore high school and played junior varsity football here. tina sanders is a football mom. her sanjay son was one of his

best friends on the team. >> i have a 16-year-old calling me asking me about how he copes with this and how this is even possible to happen. >> reporter: that's what all his friends here at this parking lot memorial were asking, how could this happen? >> he had really high goals for himself. he lost his mom in his eighth grade year. that changed him tremendously. >> reporter: livermore has a operatio population of about 90,000. it's a small quiet city and murder is the last thing you expect here. the last one happened four years ago. vic lee, abc 7 news. all lanes have reopened after a fire near interstate 580 in the hills. you can see just how close the fire got to the road in this video. as well as all the heavy smoke. the chp issued a traffic alert around 2:00 this afternoon. closing the portion of westbound 580 because of the six-acre fire. there was at least one report of a vehicle's tires catching fire. nobody was hurt. off interstate 680 an

overturned big rig blocked an exit in san ramon. the chp tweeted this. the truck was across all lanes after noon and an alert was issued. >> brace yourself, expect your power and gas bill to go up if california's public utilities commission approves pg&e's request to raise rates. today was the first chance for the public to weigh in. lyanne melendez is live from pg&e's san francisco headquarters after seeing how much of a hike might affect and cost you? >> reporter: this won't happen overnight, dan. a panel of three judges will listen to what the public has to say and then write their recommendation and cpuc commissioners will vote. that will likely happen next summer, 2020. pg&e executives came prepared to listen to their customers and try to convince them that the utility needs more money for

wildfire protection. first came assurances from pg&e's ceo bill johnson. >> that means it doesn't go toward the pay of my colleagues or me. >> reporter: the money would go towards their new wildlife safety operation center that opened in march which includes weather stations and cameras in high-risk areas. the utility has plans to manage vegetation around power poles and wants to harden those poles. >> that's replacing wood poles with non-wood poles and hard hardening the wires. >> reporter: to do this work, pg&e wants to increase revenue by more than $1 billion in 2020. that's a 12.4% increase and 454 million by 2021 and 486 million by 2022. pg&e assured customers they would pay $10 more a month the first year if they live in a typical residential home. the utility reform network reminded everyone more increases are imminent. >> this proposal comes on top of

include as focus on our environment. the state wants people to drive zero emission vehicles and are there incentives? luz pena takes a look at the issue. luz? >> reporter: that's right. the goal is a total of 1.5 million clean vehicles in the year 2025. we're at a hydrogen station, one of the few up and running. we'll tell you why. he is one of the only fuel cell drivers in the bay area. today he left his zero emission vehicle at home. >> thinking about like let's say i have to use the station down, then i cannot do it. >> reporter: on june 1st, an extension at the main hydrogen facility affected him and thousands of drivers who for a month and eight days have been saving their hydrogen. >> there was disruption of the supply and hydrogen and i think

there are roughly 11 stations in the greater bay area and there are actually six still in operation and in a part that's a technology based difference. >> reporter: assembly member phil knows the set backs but pushing for more zero emission vehicles. his plan to increase the amount of rebates for electric cars to $7500 from 2500. >> it's an important time to revisit how big the rebates should be. >> reporter: california's main leader gavin newsom united with 23 governors and called for a strong national clean car standard, donald trump's rollback of federal vehicle emission standards. >> right now, the trump administration is moving backwards. they want to rollback fuel standards and want to not have clean car standards. they don't want to allow california to have its own clean car standards and i think this will be a disaster. >> reporter: in california there

vehicles will drive up automobile costs and keep less safe older vehicles on the road longer. many engineers challenge that claim. all right, abc 7 news weather anchor is joining us now, spencer christian with the forecast and will we ever warm up? >> breezy and cool and pleasant but that's about to change. >> i was sitting over there with them. made to move over here quickly. i'm moving more quickly than the weather is changing, that's for sure. we have low clouds and fog gathering to the coastline pushing locally out over the bay. nonetheless despite the presence of this cooling fog, it is quite a bit warmer right now than it was at this hour yesterday. notice the 24-hour temperature change most bay area locations are four to six degrees warmer than they were at this time yesterday. let's move along and take a live view from mount tam it is currently 63 here in san francisco, oakland 67 and 71 at redwood city and san jose and 59

at half moon bay and here is the view at the foggy golden gate some further temperature readings right now 71 at santa rosa, napa and fairfield 75 and concord 73. here is a better view, clear e one from emeryville looking westward. here is the warming trend that's started already actually continuing tomorrow. it will be hot inland by the end of the week and the heat will hold on through the weekend. overnight, though, look for lots of low clouds and fog and it will be a bit breezy and cool near the coast. overnight lows will be in the mid to upper 50s. so despite the presence of the fog relatively mild overnight temperature readings. satellite and radar shows what's happening and what will be happening in the next few days. large ridge of high pressure will give us sunnier skies and warmer weather than the last couple days pushing out the cooling effect of that low pressure system in the pacific northwest. here is our forecast animation showing advance of the low clouds and fog pushing well

across the bay and locally inland at the beginning of the morning commute tomorrow, visibility will be reduced because of the lingering fog but it will burn back to the coastline quickly and by midday, we'll have mainly sunny skies everywhere except at the coast and it will be a bit warmer than it was today with high temperatures ranging from mid 60s at the costa mainly mid and upper 70s around the bay shoreline and upper 80s inland tomorrow. that's not the end of the warming on thursday it gets warmer with inland highs in the upper 80s to low 90s. hottest areas will be the inland east bay and far northern parts of our viewing area and even hotter still on friday with inland highs in the upper 90s, mid to upper 90s and that pattern holds through saturday before temperatures moderate a bit. here is the accuweather seven-day forecast. after mid to upper 90s inland on friday and saturday and still mid-90s on sunday. we'll see temperatures easing up a bit especially inland by monday we'll see highs reaching upper 70s around the bay shoreline. maybe up to about 90 and the

. a mixed bag on wall street today. the dow recorded the third stragts d straight day of loses but the nasdaq and s&p finished in positive news today. its newly released report on diversity increased the percentage of women and minority employees. facebook's board is half women or under represented minorities in the next five years it wants to make half of the overall work force women or minorities. twitter broadened the hate speech rule that specifically bans posts towards religious groups that are quote dehumanizing. the company may ban some other language aimed at groups such as those defined by gender, race and sexual orientation but has not done so yet. the faa awarded hundreds of millions of dollars in grants to rebuild infrastructure including ones here in the bay area.

after waiting for weeks at the defense table, the founder of the ghost ship warehouse fire is finally getting to take the stand. and derick almena is testifying about the warehouse, the artist collective in an oakland warehouse that caught fire late on a december night in 2016. >> that claimed 36 lives. you see the victims here. the youngest was a 17-year-old high school student. almena and co-defendant max harris are charged with m manslaught manslaughter. >> harris testified and now it's almena's turn. leslie brinkley was in the courtroom today as he testified. >> reporter: for a second day, ghost ship founder derick almena took the stand in his own defense. almena pulled a list out of his

jacket, a handwritten list. his lawyer said he made while sitting in jail for two and a half years. on the list, names of dozens of city officials he said walked through the warehouse including 16 visits by 28 police officers. and 13 members of oakland fire department he testified came by five separate times. >> make no bones about it, w believe that the fire department purgered themself when they said they didn't go in and do their job. they know darn well it could cost oakland millions of dollars in civil suits. >> reporter: almena described a pig roast and how an oakland fire captain dropped in serra asked did you ever hear you were in violation of fire code? never. they were enjoying themselves. almena touched photo of his family and broke down in hairs

reached. new at 6:00, san francisco police are searching for two car break in suspects they say ran someone down after he took pictures of them. this happened just about 90 minutes ago in the parking lot of legion of honor. police say two men were breaking into cars in the area and a man saw them and tried to take pictures of the suspects and vehicle. that's when the suspects ran the man over. he was taken to san francisco general hospital. police say they are investigating video and other leads to try to identify the suspects. the fate of obamacare and it's coverage for millions of americans is being argued before a federal court. a court of appeals in new orleans began considering a ruling that struck down the entire law. that decision is on hold pending appeals. a grown up of democratic led states backed by the house of representatives is challenging it. those fighting against the affordable care act say it's unconstitutional to mandate everyone gets insurance or pays a penalty. the case will likely end up before the supreme court which narrowly rule in favor of the

law in 2012. former two-time presidential candidate ross perot has died from leukemia. he was diagnosed with the disease five months ago. the 89-year-old died early this morning at his home in dallas according to the family spokesman. the texas billionaire is best known for running one of the most successful third party presidential campaigns in the past century. he won 19% of the vote in per row w perot was less successful getting 8% of the vote then. speaking of voting, billionaire tom steyer told the nation he is running for president. >> if you think there is something absolutely critical, try as hard as you can and let the chips fall where they may and that's what i'm doing. my name is tom steyer, i'm running for president. >> he made that announcement today on youtube. he previously focused on impeaching president trump. i spoke with him last year about that effort that he started last

four minutes longnd showers saers' jane taking a tour in china town to see the living conditions. the video talks about how crowded the buildings are and staff in the development center which is working to buy and build more affordable housing in the city. housing affordability is one of the issues that we focus on in our effort to build a better bay area here at abc 7 news. a new report by california highlights the on going crisis of supply not keeping up with demand. fundamental problem. just about all of the state, city and counties submitted reports for last year only 16 out of 539 of them are on pace to hit their planning goals. that's only 3% so you can get a sense of the problem. it's about as bleak when it comes to low income housing. 29 are meeting their own goals, about 5%. in the bay area, only some of the most after fluent communities are reaching their

the red cross is issuing an urgent plea for help because of a severe blood shortage. it has less than a three-day supply of most blood types in reserve and looking for donors across the bay area. recent blood drives ended about 24,000 donations short last month. organizers say the problem is particularly acute this time of year because of the summer vacations. >> right now from the fourth of july weekend we're really having the shortage because there is a lot of people that are going on trips and gone out with their families. >> i donate as often as possible and they do really good job at reminding you when you're eligible again and i'm happy to come wherever itnever it's need >> the red cross is particularly short on type o blood but really all blood types are needed. >> all right. stay with us. summer warmth is slowly making a come back this week. >> slowly.

northern california's coast, a liver of low lying summertime fog and tranquility and predictability or maybe not for jackie of the marine lab. she had been out on the rocks one afternoon last month checking the resident population when she noticed a distinct change. >> normally the muscle beds are very dark and tight. it says, looks like a carpet. >> reporter: what she found that day and remains dead muscles on the rocks, more dead muscles than anyone could count. >> we're talking tens of thousands of muscles. >> reporter: it is what scientists call a mass mortality event or die off that we now know extends as far north as fort bragg and likely due to climate change. >> we've seen smaller die offs, patches throughout the muscle bed but we haven't seen a die off to this extent. >> reporter: scientists say this should never take place in early
