plan is on the floor. >> it would require utility utiy companies to get safety certifications. legislation that would strengthen protections for uber and lyft drivers is now heading to the state senate appropriations committee. assembly bill 5 would force ride hailing companies to classify hundreds of thousands of drivers as employees instead of independent contractors. that legislation would require those companies to offer benefits like sick pay. a san francisco man accused of a drug fueled rampage on july 4th is scheduled to be arraigned from a hospital bed. >> details are emerging about what happened that night. >> you know, i can tell when he started coming towards me it was going to go bad. >> only on abc 7 news, a security guard describes the moment he was stabbed by the suspect. kate larson has the story.

>> reporter: sheriffs say this man had a bad trip. he and a group of longtime friends rented this home for the holiday weekend. when it came time to party, investigators say he took four times as much acid as his friends and became viviolent. four by fours buttress the house where he rammed the house. >> he came at me like this to stab me. it was very forceful. >> reporter: he says coffee stabbed his chest, knocked him to the ground. coffee then stole his truck. >> you're a big guy, you're not someone i would choose to attack. were you surprised this happened? >> no, but i could tell it was going to go back. >> reporter: for the first time he bought new gear, tactical

vest and a camera. >> i figured i needed extra protection. >> reporter: after investigators say coffee stabbed the security guard and stole his truck, they say he drove here to pelican loop where he hit two people, a man and a woman walking on the road. then he allegedly went onto this grassy area where he hit another woman. all three people were visiting from out of town and are related. but that wasn't the end. >> around 8:00 at night on july 4th i heard gunshots. >> reporter: what this resident heard was a sheriff's deputy opening fire at coffee who was driving towards his chp officer's car. he survived three gunshots is in critical condition. kte larson, >> what a story. san francisco police need your help finding the vehicle that ran over a tourist. they deliberately hit the man at

the legion of honor. the victim had been snapping pictures of the suspects after they broke into his car. the police staffing shortage makes it hard to prevent crimes. >> this is why i push for more academic classes because we do need a police presence in areas where we know there are large groups of people at any given time. >> the victim is still in the hospital with life threatening injuries. it's 4:35. voters will decide whether to overturn the ban on e-cigarette sales in san francisco. the department of elections certified a measure for november's ballot on wednesday. a group backed by san francisco bay's juul started the campaign to overturn the ban. it collected more than 9,400 signatures. last month san francisco's supervisors approved banning the sale of non-fda approved e-cigarettes and none are approved. a san francisco citizen's

alexis, tell you what your commute is going to be like. we're doing pretty well at 4:38 in the morning. we do have one issue on the peninsula, southbound 101 just before the state route 92 merge in san mateo. we have a three car crash in the clearing stages. everything contained to the shoulder. it sounds like one vehicle ended up sideways off on that right side. the other two are not as badly damaged, but they're waiting for the tow trucks to get everything hooked up. no delays in the area, but i'll keep an eye on that until it's clear. a quick check of state road 92, if you're coming in from hayward, those westbound lanes

let's get an update on our tropical system as it moves off to the west at about five miles per hour. very disorganized but a lot of rain causing flooding and water spouts in new orleans. and the latest track shows this thing has eyes for new orleans and then right up the mississippi river which is already swollen from the record rains in the midwest. could be a dire situation for new orleans. it's already causing flooding now and the storm is not even there yet. something we'll keep an eye on. triple digits fresno, palm springs. 83 in los angeles. we'll be near 70 along the coast where the clouds will open up for sunshine from time to time. low to mid 80s in the high country with the mid 80s hanging around through at least saturday. breezy and slighty cooler

sunday. 80, but still a great weekend to be up on the water or in the mountains around tahoe. reggie? new orleans is under a state of emergency this morning. you're looking at the reason why. the french quarter and other neighborhoods are flooded after at least eight inches of rain drenched the city in justhree hours yesterday. that flooding made driving almost impossible. some other people found ways to get around. >> we're trying to get to the corner store. >> you guys are trying to pick up groceries? >> yeah. >> we woke up and realized it was thundering and lightening which was cool until we looked outside and realized our car was halfway underwater. >> it's uncertain what the impact will be, we'll be affected and we must be prepared to respond effectively. >> and this is video of the damage the flooding has already done to homes. it could get worse because more rain is on the way to louisiana. the family of a fallen sacramento police officer terra

this 6 story apartment building in downtown berkeley. it's a nice office. >> yeah, it is. >> reporter: it could be the first working rooftop farm on the west coast, all certified organic. she sells culinary herbs to restaurants and flowers to local stores. she recently downsized from this two acre farm, relocating to berkeley to give back to the town where she grew up. >> hopefully people will see how important and wonderful it is to not only support a local farm, but also supporting everything that we do here. >> reporter: a sophisticated irrigation system keeps all the flowers happy. better believe all these flowers and all of this soil is pretty heavy. believe it or not, this building was designed a few years ago to support this farm in the sky. this man designed the sustainable farm. he says the bay area needs more of these. >> we're working on a couple of different projects in san francisco and with different clients who see the value of

much gone except for what pushing through the golden gate. you can see it clings to the coast stubbornly. let's take a look at our microclimates. low to mid 80s for most of the south bay. near 90 in morgan hill. san jose at 83. mid to upper 70s most of the peninsula. redwood stays a little bit warmer, 80. it will be breezier than yesterday. mid 60s along the coast. upper 60s to low 70s in south san francisco. along the east bay shore, it will be breezy from berkeley southward. as you move into the east bay volle, when you come home the air ndne might need to ed on. low 80s. you can see mid to upper 90s friday, saturday, sunday inland. low 80s around the bay and low to mid 60s at the coast. we'll drop back to average, but not until wednesday next week.

i think we got to the bottom of an issue in the tracy area. so it doesn't sound like we have a rollover crash on the main line of 205 or 580 it's on altmonte pass road. chp is saying the eastbound side of the roadway is closed down. it's definitely lookliing heavy through that area. once you make it onto the highway there, it's looking okay, although 205 is is so that is definitely one of our slowest spots this morning. you know what? no surprise, it almost always is. westbound 80 from highway 4 to the maze into san francisco coming in at 16 minutes. 15 minutes across the bay bridge and southbound 101 san francisco to sfo in the green at nine minutes. thanks. uber losers can stretch their legs and ride in silence for a cost. >> reports say apple will

at the weekend. you can see the spread is 30 degrees. san francisco 64 to 96 in antioch. mid 80s in the south bay and a lot of 70s around the bay. the hottest day will be saturday, but it's not as hot as they were yesterday. we're looking at mid 90s. remember yesterday we were talking about upper 90s to near 100? we'll keep an eye on that, it could flip-flop again. we've got low to mid 90s inland sunday, but 60s and 70s around the bay. oakland city council has voted to close a street to prevent people from camping inside of their vehicles. home depot pushed city leaders to fence off a dead end block of 37th avenue behind the store on some home depot employees had complained they felt unsafe because of people living inside of cars and rvs. the closure will last at least 18 months. home depot will pay for the cost of fencing to block 37th avenue. in the east bay, the concord navy weapons station will be the

site of the bay's newest park. the city has accepted more than 2,000 acres of land. 300 additional acres will transfer to the city at a later date. the menlo fire department is taking a lead when it comes to earthquake preparedness. >> the usgs has a network of censors monitoring earthquake activity. sky alert connects the data to the fire department's smart home system. if it detects a major earthquake it will open doors, turn on lights and activate speakers at the station. the fire department is also rolling out an updated drone program. >> this drone has a thermal imaging camera on it as well. you can take a quick view of where the useful in finding a lost hiker. >> every station will be getting >> every station will be getting droned equipped with responsibilities and speakers

and they can fly with mono restrictions. all right, here's the update on what could be eventually hurricane barry. let's take a look at the track. it's a little bit further to the east. saturday by 1:00 in the morning it could ramp up to a category 1. notice where on this northeast , which always has the fastest winds and the heaviest rain. and then it goes right up the mouth of the mississippi. so we're going to have some serious maybe epic flooding. you can see anywhere from new orleans back to new ibeeria we're looking at maybe a foot of rain. in places bilike baton rouge upo two feet of rain, and then heading into natchez, mississippi where we could have a foot, foot and a half of rain. this area is going to be devastated by the storm. i want to take you back to the central valley. i just told you about that rollover crash on some sur sur

streets, altamontepa pass road. all lanes are back open eastbound and westbound. we're back in the yelw now, so you can see it's starting to thin out. i think that's a fine route now at this point to get to 580. our other slow spot, bay bridge toll plaza, just the cash lanes stacked up. carpool lanes are now open and no issues if you're using fast track. this is a crazy looking accident in arizona. look at your screen. a driver crashed into a cactus and caused it to go through the windshield. this happened in tucson. the driver was taken into custody after showing signs of impairment. he only had minor injuries and no one else was hurt. >> that's a story to tell for the rest of his life. beer has a new legal definition here in california. >> the governor signed a bill saying beer can be brewed using
