cooler, mid 50s to around 60 at 7:00. as we go through my 12 hour planner, we're nearing 80 inland by noon with 60 to 70 coast and bay. near 80 to 90 by 4:00. sunshine and warmer temperatures today and all the way through the weekend. i'll have that coming up. first here's alexis. good morning, we're looking good so far this morning. we've only had a couple issues on the board and those have cleared. so knock on wood we're incident free for the moment. looking at roadwork on the richmond san rafael bridge. looks like it's contained to the shoulder area. we're not seeing main lanes blocked on westbound 580. eastbound side looks good as well. mass transit looking good this morning. 11 b.a.r.t. trains in service. ace 1 out of the central valley on time and so far so good for capital corridor, normal service, no delays. our state representatives could pass a bill today that would totally change the way wildfires are paid for in the future. >> in fact, it would shield

electric companies fr electr electr electric companies from costs and pass it on to you. >> reporter: good morning, the idea is to let the power companies like, pg&e handle this part of the business. providing power and shielding them from dealing with costs of wildfires. this law would create a fund, a $21 billion fund for victims of future fires. that would protect pg&e, which declared bankruptcy because of the large fires over the past two years. the money for these future victims would come from customers and shareholders of the utility. it would also require utility companies to get annual safety certifications. some critics are concerned at how quickly this bill is moving. it was introduced two weeks ago. it's complicated. lawmakers campaign they haven't had enough time to read it. the governor wants it approved by tomorrow.

lawmakers will be going on a month long recess and fire season is here. he wants it passed now. some say there's no reason to wait, that this needs to be addressed as soon as the assembly is expected to vote today. if it's approved it heads to the governor's desk. thank you. and a federal judge is ordering pg&e to respond to an article published by the "wall street journal." they obtained documents showing 49 metal towers that carried the line needed to be fully replaced. pg&e delayed upgrading their lines. detailed inspections began after the camp fire killed 85 people. one activist told abc 7 news she's not surprised by what was uncovered. >> this is a company that puts profits before people again and

again and again. >> pg&e later decided to retire that transmission line blamed for starting the camp fire. now to the ransacked house in san francisco. the mayor is responding to way a woman was treated. burglars broke into angela's home stealing clothes, jewelry and family heirlooms. they also left a mess on her dining room table, leaving behind needles and heroin. abc 7 news asked the mayor what is being done to stop crimes like this? >> i understand her reaction to this issue. we have to work harder to make sure that we have more police officers on the streets, that we are addressing some of the causes of crime in the first place, investing in the right programs. >> glad to hear she's thinking about it. but i think we need, really, specific plans.

i want to know exactly what the plan is. >> who can blame her? officials say there are significant investments in police in this year's budget. they hope that will turn things around. in the north bay, a man struck by a train has been identified. 68-year-old keith markham was facing charges of sexual abuse against minors, his death was ruled a suicide.ide. the new fencing goes up after two other deadly pedestrian accidents happened at that spot in the last week of june. over the course of two days, a train struck a bicyclist and a woman after she walked under a gate crossing arm. officials are looking into increasing security at that intersection. neighbors in one committee say a te temporar temporar tem y

abc 7 news was at larkin street youth services yesterday as community leaders talked about the impact of the $9 million will have. the money will help non-profit groups steer homeless teens towards permanent safe housing. >> i'm just really excited about what this is going to do to change and save the lives of so many young people in our city. >> a major part of the three year program will focus on preventing teens from being exploited in the commercial sex trade. house speaker nancy pelosi says democrats have to stop the public infighting and focus on the party's common goals like defeating president trump in 2020. that warning came during a meeting with house democrats. a few freshmen members, including new york representative alexandria ocasio-cortez have taken public aim at the party. pelosi says if someone has a complaint, talk to her. don't tweet about it. she says the few disgruntled members have a limited following inside the house.

your temperatures will be above average. bay, sunshine by noon. a little bit of fog rolling across the golden gate and heading over towards emeryville and berkeley. along the coast, there will be a few spots of blue sky but not a lot. if you want to see it go down to santa cruz. 81. low to mid 80s for most of the south bay. san jose at 83. that sticks out, morgan hill nearing 90 degrees. 80 for redwood city. everybody else in the mid to upper 70s on the peninsula. mid 60s along the coast and we'll be one degree warmer average in san francisco, 68. along the east bay shore, 72 tin richmond. everybody else in the mid to upper 70s. as you move into the east bay valleys, air conditioner, you're going to be tempted today with mid 80s to low 90s. here's a look at my forecast. low to mid 60s across the board for the coast.

all right. let's take a look at the air quality that's going to take over when this little mini heat wave begins really tomorrow. we're going to have moderate amounts of pollution in our inland east bay areas. some of the hottest temperatures down there, too. santa clara valley it will be moderate. that means it's okay for everybody to be outside this weekend. remember to drink plenty of fluids and find shade if you start to feel dizzy or a little hot. a program for young artists in the east bay is helping to build a better bay area. abc 7 news was in san leandro for the grand unveiling of this mu mural at angry fish sushi. it featured godzilla fighting with giant sushi rolls, obviously. 12 youth artists collaborated on designing and painting the mural over the last six months. >> very proud. i always wanted to like, have some kind of impact on the community. it would be nice to like, do my part. >> the mural is part of the alameda county sheriff's office

community direction. the bay bridge toll plaza has filled in. metering lights on at 5:20. typical time. only ones without a wait are the carpool users at this point. and on to that developing news. i.c.e. raids on thousands of undocumented families set to begin this sunday back on after the president delayed them last month. >> san francisco is one of the cities set to be targeted according to "the new york times." >> reporter: democratic lawmakers have called the plan cruel. the times is reporting that the i.c.e. raids will start on sunday in ten cities, including san francisco and will include what they're calling collateral deportations. in those situations, authorities may detain immigrants who happen to be there, even if they were not the intended targets of the raid. family members arrested together will be held in family detention centers in pennsylvania and

sign it right away if it passes. a san francisco man accused of a drug fueled rampage on july 4th is scheduled to be arraigned today from his hospital bed. now details are emerging about what happened that night in bodega bay. >> i said don't touch the truck, then he turned around and grabbed -- came at me with this lightpost in both hands into my chest. but, you know, i can tell when he started coming towards me it was going to go bad. >> that was the security guard describing what happened when he says he was stabbed by the suspect. authorities say that he went on a rampage after taking a large amount of acid during a party. eventually he attacked the guard and stole his truck. investigators say he then hit three people and that wasn't the end of it. >> 8:00 at night on july 4th i heard gunshots. i knew it was gunshots. >> what she heard was a sheriff's deputy opening fire at

him. he was driving towards the officer's car. he survived three gun shots. he's in critical condition. all of the victims are expected to be okay. san francisco police are asking for your help in finding the vehicle they believe ran over a tourist. investigators say two auto burglars were in this silver bmw when they deliberately hit the man at the legion of honor on tuesday. the victim had been snapping pictures of the suspects after he watched them break into his car. the mayor says police staffing shortages makes it hard to prevent crimes like this. >> this is why i push for more academic classes because we need a police presence in areas where we know there are large groups of people at any given time. >> the victim remains in the hospital with life threatening injuries. voters will decide whether to overturn the ban on e-cigarettes sales in san francisco. according to the examiner, the department of elections certified a measure for november's ballot on wednesday.

the k-9 fund on our website if you'd like to donate. an east bay farmer is helping to build a better bay area by taking her crops to new heights. the farm is located on the roof of this six story apartment building in downtown berkeley. joanna leases a space where she tends to a quarter acre certified organic farm. she recently downsized from a two acre farm, relocating to berkeley to give back to the city where she grew up. >> hopefully people will see how important and wonderful it is to not only support a local farm, but also supporting everything that we do here. >> the building was designed to have a so-called sky farm. rotop farm on the west coast. a distinct festival of music is set to get underway at san francisco's botanical garden.

layer? >> we're seeing a little bit of it this year when that low pressure parked up to the north. our mornings were as foggy because we didn't have the high pressure on top of us which confines all the humidity that develops of the ocean. that's something we have to watch out for. we'll always have a sea breeze unless for some reason the sacramento valley becomes very cold. it's the rising air in the sacramento valley that pulls in the heavier air from the ocean. that's what brings us the sea breeze and fog. >> i knew you were the first person to asking, thank you. >> that's what we're going to keep an eye on. we saw a little bit of it this summer, but you know what? it made us cooler than average. which is why we're calling it climate change now, not global warming. let's talk about what's going on in the east bay hills. you can see the compression of the marine layer. that's why it's foggy in some areas this morning. it will become sunny and a few degrees warmer everywhere. partly cloudy, patchy fog tonight. in the weekend, we've got a heat

wave for our inland neighborhoods. mist along the coast this morning until about 10:00, 11:00. watch the clouds erase back to the coast. a little bit of fog rolling across the golden gate once again. that will be a mainstay today. as we head into the evening hours, the fog starts to roll back into the same neighborhoods we have it right now. let's talk about our microclimates. about a degree or two warmer than average in the south bay. almost 90 in morgan hill and gillroy. 81 in santa cruz today. everybody in mid to upper 70s along the peninsula. upper 60s in downtown san francisco. we'll have low to mid 80s through most of the north bay, santa rose, north, a little bit longer. 72 to 79 from richmond down to fremont. 7 5i 75 in oakland. it will be touch and go whether you use the air conditioner in the east bay. i think you'll be running friday saturday and sunday with the mid to upper 90s.

in the east bay, the concord naval weapons station will be the site of the bay area's newest regional park. the park district has accepted more than 2,000 acres of land from the u.s. navy. 300 acres will be added and they'll transfer it to the park at a later date. the park district will host a celebration on saturday morning. the menlo park fire department is taking the lead when it comess the first depart use the sky alert software system. sky alert connects data to the department's smart home system.

chp. that could change throughout the morning. if you're traveling to or from marin county, count on that reduced visibility. a driver crashed into a cactus in arizona and caused it to go right through the windshield. this happened in tucson. the driver was taken into custody after showing signs of impairment. amazingly, he only had minor injuries. fortunately no one else was hurt. beer has a new legal definition here in california. >> governor newsome signed a bill saying that beer can be made using fruits and spices. they say if it was fermented with fruit, it would get into wine territory. that required a separate license. breweries were not allowed to hold a wine license and a beer license at the same time. >> this actually just makes it kind of recognizes what our guys have been doing, saying it's not just wine. it's our beers, too, that use these ingredients to make the world's best beer.
