coast where we'll have a little bit of sunshine. not as much around the bay and inland. 73 to 81 at noon and near 80 to low 90s at 4:00. a pretty comfortable evening if you're in the shade. mid- to upper 70s. let's check out that friday commute. >> we're looking good so far today, one new minor issue here, if you are coming in from the central valley into the trivalley. have a disabled vehicle reported, at least that's what we think it is, westbound 580 past greenville road. that is blocking one lane or it was. it could be in the clearing stages already. i'll follow up on that. that's not causing major delays yet. drive times, westbound 580 across the richmond, san rafael bridge. eleven minute drive, across san mateo bridge, and dunbarton bridge in the green. on to developing news, a protest is planned this morning at i.c.e. headquarters in san francisco ahead of plannedan eken hundreds rallied last night, as

reported by "the new york times," the roundups would target around 2,000 undocumented immigrants on deportation lists, the raids would begin sunday, at least three weeks after president trump warned this could happen. you do have rights. we have resources for you. go to our web site, abc7news.com/take action to find them, and find your ally. and a warning if you have plans to hit the beach this weekend, there have been multiple great white shark sightings in half-moon bay. >> san mateo county sheriff's office says the sharks have been spotted between pillar point harbor and the >> reporter: it's supposed to be great weather to hit the beach. if anyone is planning on going to the beach in half-moon bay, an advisory has been issued. several great white sharks have been sighted and they're warning people to enter at their own

risk. great white sharks seen in half-moon bay, multiple pilots flying over the san mateo coast have spotted great white sharks in the water. if visiting the area, use caution. the pilots reported seeing the sharks between the ritz-carlton and pillar point and half-moon bay. according to some marine biologists, great white sharks are known to swim off the coast of california. they are sensitive to temperature. if you see one off the coast, chances are they are just looking for warmer water. great white sharks predominantly prey on other fish. if you plan to come out and surf or swim, the sheriff's department urging people to use caution and again, if you see a great white shark to report it to local law enforcement. reporting live, abc 7 news. in today o's gma first looka 17-year-old shark victim is finally able to leave the hospital and go home. david wright has the details. >> reporter: in this morning's

developing news, california lawmakers have approved a bill requiring president trump to release his tax returns. the bill passed both chambers of the legislature yesterday. it requires the president to release his tax returns or be excluded from the 2020 primary ballot. democrats say the returns will provide voters with important financial information about the candidate. republicans are arguing it is unconstitutional. governor newsom is expected to sign it. this video is pretty wild. we're getting a close look at the fight to keep illegal drugs out of the u.s. you're about to see alameda members of the coast guard risking their lives to stop drug runners in south america. >> it's going to be hard to get on. so what you're seeing here are crew members of the coast guard cutter monroe, jumping on to a narco submarine. they arreste drug traffickers and seized

17,000 tons of cocaine. wow. the drugs are worth more than $230 million. >> wow. >> that is guts jumping on to that moving submarine. new developments in the ghost ship trial in the east bay, defendant derek almeta has finished his testimony, facing 36 counts of manslaughter. he said that he did not want to blame anyone for the deadly fire in 2016. he admitted the plumbing, electrical, and carpentry work at the warehouse was done without permits. in the south bay, a father is concerned about a device that at&t wants to place outside of his daughter's bedroom window. at&t wants to improve wireless connective by putting noeldes i neighborhoods. it helps boost cell phone, there is a possibility of a link between that radiation and cancer but most studies are still inconclusive.

many neighbors are worried about the long-term health effects it could have. >> it's really close to my daughter's bedroom, and we don't know what the health effects are over the long-term. >> he has since posted a sign saying no cell tower and many neighbors agree and suggest at&t install devices near businesses instead of homes. a wildfire burning in central maui has destroyed more than 3,000 acres. it led to the evacuation of thousands of people on parts of the island after it broke out. the maui humane society moved animals to a nearby high school. oprah is getting a big mahalo, she was apparently a step ahead of neighbors after several people tweeted at her asking for her cooperation. she tweeted back saying access to the road was given to county officials immediately hoping for the safety of all. >> all right. oprah. she owns a whole lot of land on the island. >> i bet!

they have the natural trade winds there that are going to fan the flames. other than that, there's nothing extraordinary about the weather that's going to make it worse for them. hopefully they can get that under control quickly. let's look at what's going on in the east bay valleys. low to mid-60s, mid- to upper 50s through the trivalley, mount diablo with 66 yesterday. the warmer air mass is moving in from the desert southwest. it's not necessarily fronted in our temperatures down at the ground. 59 in oakland. san francisco, 54 to 60 in san jose. you'll feel it this afternoon. here's a look at the golden gate bridge. a little foggy. if you're going to be on the bay, sunny and serene. short burn time if you're going to be out and about enjoying this warm weather. 56 in the nor clouds around by 9:00. 62. look at the mid-80s throughout the afternoon hours. 78 this evening. east bay, more sunshine, 11:00, still comfortable.

during unexpected turbulence. the flight from vancouver to australia was forced to make an emergency landing after 37 people were injured, and nine of those were seriously injured. the sudden loss of altitude sent people flying into luggage compartments and aisles of the plane. one woman hit the ceiling so hard that she broke the casing of an oxygen mask. a stolen plane near the santa cruz mountains, investigators believe that 64-year-old hugo mar stole that single engine cessna before crashing it into the ocean. >> detectives did find hugo mar's car had been abandoned and it was parked in a parking lot near the airport. the parking lot that's commonly used by pilots. >> mar was an active member of the santa cruz flying club and he was authorized to get into the airport. crews have not found his body or

the wreckage. watsonville police are hoping to contact witnesses who may have spoken to him days before the incident. another affordable housing development is coming to the peninsula, habitat for humanity is going to break ground on the project in redwood city today. 20 homes will be built on a lot downtown near jefferson avenue and bradford street. the lawsuit stalled the project for a year. developer have been given the green light to move forward with construction. coming up next, the seven things you need to know as you start your day. growing concerns after a convicted sex offender is allowed to return home. the starting bid for a letter from tupac to madonna is

if you're just joining us here, the seven things to know this morning, a protest is planned at 11:30 at i.c.e. headquarters in san francisco ahead of planned raids of undocumented immigrants on sunday. yesterday, hundreds rallied in front of the building. number two, singer r. kelly has been arrested in chicago on federal sex crimes charges. the 13 count federal indictment includes child pornography, enticement of a minor and obstruction of justice. kelly faces similar charges in illinois. number three, governor newsom expected to sign a bill overhauling how the state pays for wildfire damage. part of the fund will be paid by

the rate payer, the other part will be paid by utility companies. number four if you're planning to hit the beach this weekend in san mateo county, beware of sharks. the sheriff's office says there has been multiple sightings of great whites in half-moon bay. sightings of sunshine too in mid- to upper 60s over the weekend. for the rest of us, we're going to have temperatures on the peninsula close to average but 4 to 7 degrees warmer than average today, and even warmer tomorrow. number six, so far so good here for the friday morning commute. we are friday light. so far i don't have any major incidents to talk about, and we're looking at light volumes, pretty similar to the san jose state route 87 south of the airport on most traffic cameras. number seven, baby shark fans, oh, boy, you can get your tickets for baby shark live starting today. presale for the san jose show starts at 9:00 p.m. tickets start at $35. well, a sex offender, convicted of assaulting children is back at home in a fairfield

neighborhood. >> neighbors tell us they are not happy. abc 7 news report e lisa amin gulezian has the story. >> reporter: the crimes happened in 1982 and 2006. he's now on parole living in this house on perry court. >> james, i'm lisa from channel 7. can i have a word with you. >> reporter: the 75-year-old didn't want to talk but his neighbors did. >> if you commit a crime such as this, you should get life. >> reporter: so you would prefer he not be in your neighborhood? >> yeah. >> reporter: neighbors got this flier just this morning letting them know about shepherd's return. in fact, he used to live in that same house before his arrest in 2006. this woman is ready to confront shepherd if she sees him on the street. >> if i see him anywhere near those girls that i know, i have no problem. >> reporter: this neighbor did not want to be identified. >> i don't think anyone is ever comfortable living next to someone that's done that. >> reporter: fairfield police also sent out an alert to all

residences about shepherd's return from town. >> we don't want children to interact with him. parents and the community do their part, and know who he is so they can beware of it. >> reporter: shepherd is required to wear an ankle monitor. abc 7 news. in the east bay, work is expected to wrap up and remove a ficus tree. >> a branch broke off killing some birds and knocking nestlings to the ground. 18 were rescued by the international bird rescue. officials say the tree was home to young black crowns, night herons and snowy egret sgs. >> there are also branchers, birds that cannot fly but can run from branch-to-branch, and we have gotten nestlings, which

're taking them in. >> i hope they're all okay. the birds are being taken to the rescue center in fairfield, and we wish them the best. a handwritten apology letter from tupac to madonna is going up for auction. the rapper and the material girl dated secretly and fell out in the 90s. in june of 1995, tupac wrote madonna an apology letter, a year before he died. madonna filed a court order to keep the letter from going up for auction. a judge ruled in favor of the auction house, the letter says in part, i must apologize to you, because like you said, i haven't been the kind of friend i know i'm capable of being. the effects of racism make it difficult for a young black man to properly show affection for an older white woman. oh. bidding starts july 17th at $100,000. >> what a letter. >> but what happened to the end of that letter. >> you don't like the older part of the statement, the older white woman part. >> it seems nice and you get to

>> let's talk about what's going on as far as our weather here at home m sain san jose. warmer everywhere, but bay and inland that's where it's going to be the brightest today. hottest highs today, tomorrow and sunday, still comfy at night. that's the good news no matter how hot it gets during the day, you'll be able to sleep pretty well at night. talking about hot, milpitas is the cool spot. 86 in san jose. low to mid-90s. 83 in the board walk and santa cruz. 76 in mill roy. and low 80s for the rest of the peninsula. check out these mid- to upper 60s along the coast with pockets of sunshine and a little breezy at times. we've got 70 in downtown san francisco, low to mid-70s for south san francisco and sausalito, then we quickly jump about 11 degrees, and then we jump into the 90s in santa rosa, northward to 93 in ukiah, clear lake, about 90 degrees.

bridge toll plaza. no metering lights. it is starting to fill in. car pool lanes cruising on through. a tiny bit of delay if you're using cash or fast track. southbound 680 before vargas road, a disabled vehicle blocking one lane. they have pushed that to the shoulder. just some slight delays behind that. no major problem and that will thin out, and drive times looking great. santa rosa to pet luna, 13 minute westbound 580, castro valley to the maze. highway 85 through san jose in the green at 12 minutes. and building a better area includes improving our environment and cleaning up the san francisco bay. a new device can do just that. it is called a sea bin. crews put one of these in the water in san francisco's pier 39 and they pulled it out yesterday to see what it collected. >> we have a plastic water bottle, it looks like maybe

happening tonight, san francisco's golden gate park will be filled with the sound oi the botic garden will be hosting flower festival with performances by local musicians at 6:00 p.m. the 5th annual, gives you access to grand pianos, scattered and hidden across the grounds, open to anyone who wants to play. the music festival will end on july 22nd. more music in the east bay, the town of danville has set up three community pianos downtown. anyone can sit down and play. the pianos will be out until labor day. gamers listen up, registration is open for mine craft earth, the game mixes everything you love about mine craft with the same real world elements found in pokemon go. while a spot is not guaranteed, the game maker says they plan to allow hundreds of thousands of people to participate. it is an adventure game and open

news to build a better bay area. this is abc 7 mornings. now at 5:30, activists mobilizing to stop reported weekend i.c.e. raids. they're hitting the streets around the bay area today to protest. thousands of people evacuating as tropical storm barry sweeps towards the gulf coast. new orleans could see some of the worst flooding since katrina. and californians love their

avocados, wholesale prices have nearly dye. wever, relief is on the way. >> good morning, we made it to friday, july 12th. and you're never more than seven minutes away from the accuweather forecast. mike nicco, looks pretty good today. >> you can have just about any type of weather you want, except for wet and snow, of course. there's your wetness this morning, and as you look from live doppler 7, you can see there's some gray around the bay, and pushing up into the napa valley. that's the east bay hills camera pointed to the west. you can see that low cloudiness covering the bay, that's why the bay and coast aren't going to get out of control hot like we are inland. 55 to 60 this morning, a little bit cooler. low to mid-60s from noon to 4:00 around the bay with patchy sunshine. total sunshine around the bay, 73 to 79. that jump from 81 to 92. inland from noon to four. >> we're doing okay so far. i do have official word about the bay bridge metering lights, though, we made it to 5:25

before they were flipped on. a few minutes later than average but it is filling in. not as bad as a monday through thursday commute. car pool lanes, no delays. you have a little bit of a wait to get through the toll plaza if you're paying with cash or fast track. our other stand by that we can count on being heavy getting out of the central valley, 18 miles per hour on 205 and 580 coming in at 20 miles an hour. overall, not too bad. developing news regarding the fear of i.c.e. raids in san francisco this weekend. >> another rally is scheduled this morning at i.c.e. headquarters and that's where abc 7 news reporter, amy hollyfield joins us live. good morning, amy. >> reporter: good morning, activists are mobilizing, saying they want to respond with power, not panic. they are telling people about their rights. they have organized hot lines, getting teams of lawyers ready for these possible raids. they are also banding together. here's the scene yesterday in front of the i.c.e. building in san francisco where there was a

rally. there will also be a prayer vigil here later this morning. activists say one thing they are worried about this weekend is to be able to get to those who are arrested. >> we were denied access, individual and i.c.e. custody, we also protested the fact that i.c.e. continues to process individuals in this facility even though it's closed on sundays. we reminded them they have an on gas station to uphold people's due process rights under the constitution of the united states, and we're here to make sure that takes place. >> reporter: according to "the new york times," the round up is set for sunday and would target 2,000 undocumented immigrants who are on deportation lists. the raids are reportedly scheduled to happen in at least ten u.s. cities including san francisco. i.c.e. officials will not confirm the raids. the rally is set to start this morning at 11:30. live in san francisco, amy hollyfield, abc 7 news. of course you have rights and you should know them before

we head into the weekend. go to our web site, abc7news.com/take action to find them, and find your ally. developing news in the north bay, a suspected drunk driver is in custody for a hit-and-run accident that seriously hurt a 2-year-old girl. this happened yesterday afternoon on range avenue near t cottingtown mall. the girl was getting into her grandmother's vehicle when she suddenly ran into the street, and that is when the car hit her. the girl has major injuries but she is expected to survive. an officer recognize the white van seen leaving the area. police tracked it down to an apartment complex two blocks away, and that is when they arrested 47-year-old hector larios for felony hit-and-run and felony dwi. he was involved in another hit-and-run crash last week, he has multiple past dui convictions. new legal trouble for singer r. kelly. he has been arrested and is

facing new federal sex charges. the r and b singer was taken into custody last night in chicago. the 13 count federal indictment includes child pornography, enticement of a minor and obstruction of justice. kelly already faces similar charges brought by the state of illinois. those prosecutors involving four women, more details expected to be released later today. and happening right now, tropical storm barry churning towards louisiana. it could become a hurricane before it makes landfall this weekend. >> officials have declared a state of emergency. they have ordered evacuations for thousands of people. the mississippi river is already at flood stage after up to 20 inches of rain and there are fears ser spilling over the 20 foot high levees protecting new orleans. >> we're confident that we are not going to have a duplicate of katrina. however, if you have a storm h than those flood walls, you're going to get water in the city. once barry makes land, it's expected to move north,

drenching louisiana, and hitting parts of texas and mississippi. >> president trump says he is abandoning his effort to include a citizenship question in the 2020 census. instead, he's directing federal agencies to attempt to compile that information using existing data bases. the president's plans have been unclear since the supreme court blocked the question last month. and this morning, governor newsom will be signing legislation overhauling how the state pays for wildfire damages. it creates a new $21 billion fund to compensate the victims. part of the money will come from utility company shareholders. half of it will come from you, the rate payers. a $2.50 fee already on your utility bill will be extended for 15 more years. it was supposed to expire next year. the plan would also require utility companies to get annual safety certification. critics say the bill is a sweetheart deal for the utility industry rchlt o industry. our commitment to building the better bay area focuses on

issues that matter to you. car burglaries in san francisco are highlighting the need for more police officers. a thief targeted tourists again near fisherman's wharf. a rental car was broken into hours before a family was headed back to singapore. on tuesday, a more serious incident, two auto burglars ran over a tourist at the legion of honor. yesterday, city leaders admitted again that the police department is under staffed. >> we haven't grown as quickly as we would like to, and that's, you know, that's a constant challenge, and it's a very touch market right now for hiring. >> chief scott says a robust economy is one of the culprits when it comes to hiring more officers. the fbi is searching for the person who broke into an agent's car on wednesday night in oakland and stole a rifle and some other items. the thief got away with this colt and 4 rifle, and ammunition magazine, and an official fbi raid jacket. the break-in happened around 8:40 in the parking lot of the

to mid-50s up and down highway 101 until you get to ukiah. bodega bay, 49. napa valley, 50s. elsewhere, mid- to upper 50s cooler this morning. san jose at 60. tracy and brentwood, 61 and 63. i wanted to show you the thick fog over the golden gate bridge, the closer you are to the coast, the more likely you are going to run through some fog all the way through the morning commute. as far as mass transit, really mild this morning. it's going to be hot if you're taking it from our inland neighborhoods when you head home this afternoon and this evening. let's talk about the east bay valleys. already in the 80s by noon, and low to mid-90s this afternoon. still pretty stuffy during the evening, 85 degrees at 7:00. we'll have cloud cover on the peninsula through at least 8:00, 9:00, and then total sunshine, and mid- to upper 70s this afternoon, and for the south bay, look at that, we've got sunshine breaking out after the morning commute and nmid- to upper 80s during the afternoon
