the ritz-carlton. >> reporter: good morning, guys, it might be kind of hard to tell with the clouds and the mist but it's supposed to be great weather in the half-moon area this weekend. if you are planning on visiting any of the beaches, know an advisory has been issued. several great white sharks have been spotted off the coast, and people are being told to enter at your own risk. yesterday, the san mateo sheriff's department tweeted great white sharks seen in half-moon bay, multiple pilots flying over san mateo coast have spotted great white sharks in the water, if visiting the area, please use caution. the sharks responded between the ritz-carlton and pillar point in half-moon bay. according to marine biologists, great white sharks are known to swim off the coast of california. they are sensitive to temperature. if you see one along the coast, chances are they are just looking for warmer water. stephanie roberts lives a mile

she says this doesn't happen very often. >> it does make you nervous because they do swim in the ocean every now and then. but it's nature. that's why we love living here. >> and i guess just use common sense. >> use common sense, yeah. >> the great whites aren't just limited to san mateo county. one was spotted off the coast of sonoma county last month. if you plan to come out and surf or swim off the coast of half-moon bay, know that the sheriff's department is urging everyone to use caution. if you do see a great white, you're told to contact local law enforcement. reporting live, abc 7 news. a protest is planned this morning at i.c.e. headquarters in san francisco ahead of planned raids on undocumented immigrants this weekend hundreds rallied in front of the building last night. as reported by "the new york times," the round ups would target around 2,000 undocumented immigrants on deportation lists.

the raids would begin sunday in at least ten major cities, about three weeks after president trump warned that it could happen. it's important that you know your rights and we do have resources to help. go to our web site, abc7news.com/take action for more information. 6:03, on to developing news, california lawmakers have approved a bill requiring president trump to release his tax returns. the bill passed both chambers of the legislature yesterday. it requires the president release his tax returns or be excluded from the 2020 primary ballot. tra democrats say the returns provide voters with important financial information about the candidate. republicans are arguing it is unconstitutional. governor newsom is expected to sign it. a sex offender convicted of assaulting children is back at home in a fairfield neighborhood. james shepherd served time for sexually assaulting nine, ten and 13-year-olds in 1982 and 2006. the 75-year-old was out on parole and living in a house on perry court. he lived in the same house

before his arrest and one neighbor says she is ready to confront him if she sees him on the street. >> if i see him anywhere near those girls that i know, i have no problem. >> we don't want children interacting with him, so the parents and the community do their part making sure they're not around him but also know who he is. >> shepherd declined to speak with abc 7 news. he is required to wear an ankle monitor and stay 250 feet away from schools and parks. >> new developments in the ghost ship trial in the east bay, derek almena has finished his testimony. during thiz final -- his final day on the stand, he said he did not want to blame anyone for the deadly fire, and admitted the plumbing, electrical, and carpentry work were done without permits. happening now, you can see the smoke, a wildfire burning in central maui has destroyed more than 3,000 acres. this has led to the evacuation of thousands of people in parts of the island after it broke out yesterday.

into the ceiling of a jet liner during some unexpected turbulence. this is new video from inside the cabin. the flight made an emergency landing in honolulu. 37 people were hurt, including nine with serious injuries. the sudden loss of altitude sent people flying into luggage compartments and aisles of the airplane. really scary. police have released new surveillance video of this stolen plane taxiing at the watsonville airport the night that it vanished near the santa cruz mountains. investigators believe 64-year-old hugo mar stole the single engine cessna on june 26th before crashing it into the ocean. >> detectives did find hugo mar's car had been abandoned and it was parked in a parking lot near the airport. the parking lot that's commonly used by pilots. mar was an active member of the santa cruz flying club and he was authorized to get into that airport. crews have not found his body or the wreckage. watsonville police are hoping to contact witnesses who may have

what you're seeing here, the coast guard risking lives to stop drug runners in south america. >> he just jumps on to that submarine and pounds on the latch. it eventually opens up. crew members jumped on to that submarine. this was near ecuador last month. they arrested five suspected drug traffickers and seized 17,000 tons of cocaine. value on that, about 230 million bucks. >> this video, though, it looks like something out of a movie. it's crazy. in the south bay, a father is concerne about a device that at&t wants to place right outside of his daughter's bedroom window. at&t wants to put in devices called nodes in neighborhoods, the nodes help boost cell signal

but boosts radiouey. there is a possibility of a link between the radio activity and cancer. many neighbors are worried about the long-term health effects that it could have. >> it's really close to my daughter's bedroom, and we don't know what the health effects are over the long-term. >> they have posted a sign saying no cell tower. many neighbors are agreeing and suggesting that at&t install their devices near businesses instead of homes. another affordable housing development is coming to the peninsula. habitat for humanity will break ground on the project in redwood city today. 20 homes will be built on a lot downtown near jefferson avenue and bradford street. a lawsuit stalled the project for more than a year. developers have been given the green light to move forward with construction. in the east bay, work is expected to wrap up to oakland, to remove an unstable tree and save the young birds that are there. >> on wednesday, a branch broke off near the oakland post officr

them and find your ally. president trump says he is abandoning his effort to include a citizenship question on the 2020 census. instead he'll be directing federal agencies to attempt to compile that information using existing databases. the president's plans had been unclear since the supreme court blocked the question last month. and this morning, governor newsom will sign legislation overhauling how the state pays for wildfire damages. it creates a new $21 billion fund to compensate the victimsment pavictims. part of the money will come from utility shareholders, half will come from the rate payer, a $2.50 fee is on your utility bill and it will be extended 15 years. it was supposed to expire next year. the plan would also require utility companies to get annual safety certifications. critics say the bill is a sweetheart deal for the ulosn tn bay, acted driis as tt

2-ar girl. this happened -- according to the press democrat, the girl was getting into her grandmother's vehicle when she suddenly ran into the street and got hit. the girl has major injuries. we're told she is expected to survive. an officer recognized the white van seen leaving the area. police tracked it down to an apartment complex two blocks away, and that's when they arrested 47-year-old hector larios for felony hit-and-run and felony dui. police say he was involved in another hit-and-run accident just last week. he has multiple past dui convictions. our commitment to building a better bay area focuses on the issues that matter to you and affecting your community. >> this week car burglaries in san francisco are only highlighting the need for more police officers. last night a thief targeted tourists again, and this time near fisherman's wharf. a rental car was broken into hours before a family was headed home to singapore.

delores park in san francisco last night. the hill bomb contest is an unsanctioned event on the delores street. it's happened every july for the past few years. dozens of skateboarders hit the hill at very high speeds and not many of them are wearing helmets. in the east bay, oakland community leaders are celebrating the city's bike plan, it's focussed on increasing bike safety across the city with an emphasis on neighborhoods in need. the oakland department of transportation now joining forces with public libraries to open repair sheds and host bicycle workshops with community groups. the budget approved includes funds for pothole repairs and painting more like lanes. more shaking in curr county. an earthquake rattled the town of ridgecrest nus just a few minutes ago. there have been many in the last 24 hours. so far no reports of damage or injuries but ridgecrest has felt thousands of after shocks since the two big earthquakes hit last

it wraps around this thing. that's when it's going to develop rapidly later on this morning to the afternoon hours, and become a tropical storm. it looks like limited time before it hits land, about 1:00 in the morning. that's why we're going to see the likelihood of this becoming a hurricane. the window is starting to close thankfully, but it's not really the winds that we have been worried about. it's the fresh water flooding from the right quadrant there. you can see all of that heavy rain. let me show you where it goes specifically right up through baton rouge. that's an area where the mississippi, as you mentioned, is at flood stage. if you throw another foot and a half to 2 feet of rain from m morgan city, baton rouge to wilson, that's where you're going to have major flooding all the way into mississippi. it's going to be bad news for these folks. i feel so bad for them. >> absolutely. mike, thank you. we want to bring you this breaking news just into the newsroom in the last couple of minutes. the labor secretary alex acosta is stepping down. the presen announcing his

of course top democrats had been calling for his resignation of late for his involvement in the early 2000 non-prosecution of billionaire jeffrey epstein who just this week was arrested for child sex trafficking charges. he faces up to 45 years in prison. tom yamas who has been speaking with victims and who has been on the story from the very beginning joins us on the phone, and tom, let me ask you, because earlier this week, alex acosta held a press conference and here we're seeing it, and he really said he enjoyed the full support of the president. he didn't offer an apology to these victims. so what changed in the last couple of days. >> paula, this is a stunning turn of events, as you mentioned secretary acosta was adamant, he stood his ground, he fiercely defended the way he acted as u.s. attorney in the southern district of florida eleven years ago when jeffrey epstein agreed to a non-prosecution agreement, he served 13 months in county

jail, six days a week he was able to go to work, even though there were 40 women who had come forward. there was a 52-page indictment. this is back eleven years ago, and acosta says the best they could do was to get him jail time and get him registered as a sex offender. he refused to apologize, initially the signals we were getting from the white house were that they thought he had done a fine job, and was going to keep his job. then today, a change of events and he has resigned. the story has not gone away. really the white house hasn't been able to rustle back the news cycle and more and more information is coming out every single day, and this morning on good morning america, we reported more victims are coming forward. nearly a dozen victims have come forward. prosecutors in new york made a public plea asking any women out there if they had an experience with jeffrey epstein, if they were sexually assaulted and now we are learning more women have come forward, that may have played a role in this, but a stunning turn of events, paula. >> let's go to john carl our

chief white house correspondent on the phone. i hear that presumptiident trum talking right now about acosta. recently he said he felt badly for him but seemed to support him, of course the white house couldn't get away from the story and his involvement in this. what can you tell us about the white house reaction and trump's reaction in particular? >> reporter: the president is insisting that this was entirely alex acosta's decision. in fact, in standing with acosta, talking about this in the white house south lawn, he said that acosta wasn't just a good secretary of labor, he was a great secretary of labor, but he called him and wanted to do this. for his part, acosta saying it would have been selfish for him to stay on the job while all of these aelllegations were swirli. i have to tell you, that aside, this is an abrupt turn around for alex acosta and for this white house. he was expressing both publicly and privately a desire to fight

on, insisting that he did absolutely nothing wrong whatsoever. the other thing that i can tell you is even as the president is praising him, there's been a pattern with president trump that we have seen from the first weeks of his administration, even as somebody is either forced to resign or fired, the president often says words of praise as they are going out the door, and the one thing that this president does not tolerate is those on his team making problems for him. he will never back down. he will fight, he will refuse to apologize for anything involving himself but when somebody on his team has problems that then start to ricochet and become issues for him, he has very little tolerance. >> and one real quick question for you, john, the president is saying that this was acosta's decision solely. jou ju you just said that. do you have full confidence that

it was his decision? >> i have no doubt that it was acosta who called and said i'm going to resign. the thing is in situations like this, the president always has the ability or almost always has the ability to pull somebody back in, and what seems to me and we'll report this over the coming hours and days, paula, but i sense no serious effort from this white house to get acosta to stay on the job in terms of whether or not he was forced out, explicitly, i see no signs to ha signs of that, but as i said, this is a president that does not like to see members of his -- people that work for him, members of his team creating problems that ricochet and affect him. >> john carl, our chief white house correspondent and tom yamas.
