space. >> it is a massive storm. the president declared a state of emergency in louisiana. we're going to begin our coraith oitpaodor >> good morning, george. rain, rain, life-threatening rain. if you didn't hear that from my forecast, i would be in trouble because you need to know about tropical storm barry which right now most of the convection out in the gulf of mexico, the center about 100 miles south of new orleans. it should make landfall tomorrow just west of new orleans which puts new orleans in one of the worst places it could possibly be. makes its way up by tuesday into, say, tennessee and kentucky where the rainfall would be 6 to 10 inches but it's right here, it's lafayette baton rouge, up to 25 inches of rain could fall. that's when we're starting to talk about a plugged up mississippi river. lots of levees that will be challenged and we've got the timing of the storm. i really wanted to share with you this because it's not just,

of course, the rain but you've got tropical storm warnings and hurricane warnings in place because, cecilia, you could have storm surge on order of three to six feet and tornadoes. >> we know you and your team will be watching this. over to rob marciano there in new orleans where a state of emergency has been declared. good morning, rob. >> good morning, cecilia. the center of barry about 100 miles in that direction as ginger pointed out. the back side of this thing is really where the most rain and wind is. we are most concerned with the rain and the surge coming up this river. the mississippi, which has never been this high with a tropical storm about to hit. overnight tropical storm barry gaining strength. its winds picking up speed as it creeps closer to the louisiana coast. >> we were flying at this same time yesterday. the storm was substantially weaker. it certainly seems more active from a thunderstorm position. awful lot of rainfall, a lot of lightning. >> reporter: now thousands are scrambling to protect their properties and evacuate to higher ground before barry makes landfall. >> we're hoping everything will be okay and life and property will stay safe.

>> reporter: in new orleans, residents are just recovering from floodwaters swallowing the city wednesday. authorities are prompting residents to make a plan to shelter in place for yet another round. >> you need to have at least 72 hours of food, water and medication for everyone in the house including your pets. >> reporter: authorities closing hundreds of floodgates around nola as eyes turn to the levees. the mississippi river is already engorged and with a tropical storm threatening up to two feet of rain and a six-foot-high storm surge the river is expected to crest at 19 feet, just inches from the top of the levees. miles of these levees protect the city but look how close the water is to the top and this wind is only going to get worse. hurricane storm surge being pushed upriver, essentially stopping the flow lifting the levels and potentially sending water right into downtown. but the army corps of engineers says even if the levees are overtopped they will not fail. >> we are confident that we are not going to have a duplicate of

katrina, however, if you have a storm that has elevations much higher than those floodwalls you'll get water in the city. >> and that is the wild card here. how high does this river get and forecasting river levels is far from exact. especially when you're dealing with rainfall on top of the storm surge, what we'll see here. now, what we have off to my left, that's the french quarter. off to my right that is downtown and these levees are not this high all around the city. certainly not in the communities down to our south in plaquemines parish where they are evacuating right now and not to mention what's going to happen in the capital city of baton rouge with memories fresh of 2016, tremendous amount of rain coming with this system, not just here but across the entire eastern part of the state and far inland and it's a slow mover so this is going to be a long weekend across the south. amy. >> rob, thank you. southern louisiana is bracing this morning for that direct hit. the storm expected to be a major test for those levees which

protect new orleans which failed during hurricane katrina. joining us now is louisiana governor john bel edwards. governor, good morning to you. i want to ask you first about the preparations under way as you all prepare for that direct hit. >> well, we are obviously in an all hands on deck mode and i will tell you the preparations are not just in new orleans, they are statewide. we expect in about 24 hours or so the -- what is tropical storm barry now and will be a hurricane at that time and you never know exactly what mother nature is going to throw at you, it'll be the first time in the history of our state that we've had the mississippi river at flood stage when a hurricane hits. >> yeah, that makes sense. you certainly do sound incredibly prepared and rightfully so. the streets of new orleans already flooded earlier this week during a rainstorm. the mississippi river as you know already at a high level. the highest ever actually with such a storm approaching with 20 inches of rain potentially hitting neorleans ea

say a pregnant woman and her s e away. she was on the pwhsttrd until her flpeans arching r hou found. many streets looking like rivers. the water so high in some areas highways had to be shut down. this car was still running as the water overtook it. water rescue teams riding through the streets checking stranded cars for people. a massive sinkhole opening up in pittsburgh due to the heavy rain. >> the water will definitely wash your car away very easily, let alone if you're on foot. >> reporter: in new hampshire, the power of the water carrying away 1,000-pound hay bales like pool toys. the names and identity of the mother and child have not yet been released. it did happen over my shoulder in the very flooded, muddy creek. a tragedy just 20 miles outside of philadelphia.

>> tragedy indeed, thank you. amy. now to the breaking news. an earthquake erupting early this morning in seattle with a magnitude of 4.6. abc's clayton sandell has the latest now from l.a. clayton, good morning. >> reporter: good morning, amy. an early morning jolt, the u.s. geological survey reporting a 4.6 magnitude earthquake struck just before 6:00 eastern in the town of three lakes, washington, just outside seattle. so far there is no tsunami warning, good news and it appears this quake is not connected to those quakes that struck southern california last week but the west coast region on high alert since those july 4th weekend tremors and experts have been examining the fault lines that run through seattle to see how far they extend and determine just how strong an earthquake they could produce. experts say they are less active than the ones in california but still could trigger a major quake so officials taking this very seriously this morning. amy. >> as they should, all right,

clayton, thanks so much. we turn to breaking news for the viewers ins the west. aboar secretary alex acosta has just resigned over jeffrey epstein's plea deal from the early 200 0s. he called the president earlier this morning. the president says he's sad to see him go. tom llamas, you have been on the story since the beginning. trump was standing next to him saying it was solely acosta's decision. what has changed? >> this is truly a stunning turn of events. alex acosta just two days ago standing by. and says he got the best deal he possibly could with the evidence he had. he said there was a big -- between taking the case to trial and getting a conviction. epstein served time in a county jail and many people call it a

sweet heart deal. acosta refused to apologize to the victims in the case and that was part of the problems, one of the major headlines out of the news conference. initially, acosta was okay, going to keep his job. but now, this morning, he says it's going to be too much of a distraction. if you open up the newspaper, people cannot believe the allegation, more than 40 women have come forward from a decade ago and he served 13 months in a county jail. able to leave six days a week to go to work. and it was not a problem for acosta. why can prosecutors get him arrested in that is something that acosta was not able to do. paula? >> there is a sense he did more harm than good. in the press conference, he said he did enjoy the full support of

the president. the president saying he felt badly for him and saying this was acosta's decision. solely. do you believe that it was solely acosta's decision to resign as labor secretary? >> you never know but acosta made it very clear that he serves for the pleasure of the president. if the president thought he was not suited for the job, he could step down. everything we heard after the news conference was that acosta had survived. you have to remember, president trump directed him to host that news conference. he's the one who said get out in front of the cameras and answer the questions. and to secretary acosta's credit, he did answer several questions. i asked anymore he could apologize directly to the victims, yes, of course he dodged them. and many victims said they were upset with the news conference. they say that he lacked sympathy

that's why the coast guard sometimes thousands of miles offshore has to rely on surveillance planes and intel but to actually board those boats as you see in this video that requires a high-speed chase on the high seas and a good bit of courage. with one officer screaming in spanish for the suspected cocaine smugglers to stop their boat. [ speaking foreign language ] another coast guard skiff slams in the surf. >> it's going to be hard to get on. >> reporter: two guardsmen in full tactical gear daringly popping on to that and crab walk to the hatch and one guardsman slamming his fist down. five suspects hauling more than 17,000 pounds of cocaine worth about $230 million. the captain of that coast guard cutter says the submarine-like boat can be almost impossible to spot except from above. >> we had airplanes that located this thing earlier in the day and we had to travel a good

amount of ground, a little over 200 nautical miles to reach it before sunset. >> reporter: one official saying stopping one of these narco subs is like hunting a white whale. abc news got exclusive access to one of these recent high seas drug busts. the suspected drug smugglers tossing giant bales of cocaine off their boat as they try to evade the coast guard. finally they surrendered and were cuffed. it's a huge haul and heart-stopping video. but for the coast guard these cocaine busts are common off south and central america. >> our ship alone interdicted 11 different vessels and a number of other coast guard assets down in the same theater of operations and so we had over 50,000 pounds of cocaine and heroin on the deck to turn in to the dea for destruction. that alone is $650 million wholesale so -- >> reporter: wholesale. $650 million wholesale. >> that's correct. >> reporter: what's so incredible about the so-called cocaine cowboys that our team spotted they're

stopped nearly every day in the pacific. in the same week that narco sub was stopped in the pacific, in the atlantic another ship discovered by u.s. authorities carrying about a billion dollars of cocaine. unfortunately, more drugs in the market means more fatalities and the number of doubled in the past decade. >> what a massive and dangerous trade. the latest on jeffrey epstein. the financier accused of sex trafficking underage girls. as more accusers come forward his attorneys are proposing a megamillion dollar bail package to get him out of jail and tom llamas outside that jail. good morning, tom. >> reporter: george, good morning to you. when jeffrey epstein was arrested prosecutors made a very public plea asking for more victims to come forward. this morning we can report several women with allegations have contacted attorneys. this as the judge in the case is weighing on whether to let epstein out of jail. this morning, disgraced financier jeffrey epstein pledging to put up his $77

million manhattan mansion and a private jet as collateral to secure bond and get out of jail while he awaits trial. in their legal filings epstein's attorneys say he would agree to home detention in manhattan, gps electronic monitoring and would not seek or obtain a new passport. prosecutors have called epstein an extreme flight risk because of his vast wealth. >> the charges are very serious and carry with them a maximum sentence of 45 years in jail which to someone of epstein's age is a life sentence so we think he has every incentive to flee the jurisdiction. >> reporter: it's unclear to prosecutors how wealthy he is. his career has taken several twists and turns. from being a math teacher at an elite new york prep school to becoming a wall street insider then a private wealth manager. his real estate holdings alone are worth hundreds of millions. besides his mansions in manhattan and palm beach, he has an estate in new mexico and owns two private islands in the

caribbean and a home in paris. he traveled in private jets like this one which according to flight logs from court records he used to travel with celebrities and world leaders. a philanthropic trip to africa in 2002 included president bill clinton, actor kevin spacey and chris tucker. in civil litigation it's been alleged he used his planes to shuttle underage girls around the u.s. and overseas. epstein has pleaded not guilty to the allegations in the indictment. now, epstein's lawyers have maintained the government is trying to redo after what they are calling a sweet heart deal in florida. epstein served 13 months in a county jail but was allowed to go to work six days a week. a judge will decide monday whether he gets bail. >> thanks. let's bring in dan abrams for more on this. so how does the judge weigh this. >> there is a presumption of bail in a case like this. i think that people sometimes forget that a defendant is presumed innocent and there's a presumption, the person is out until their trial but in a case

like this you have to weigh things like not just how much money does he have and therefore how much ability would he have to flee, but what are the risks of flight? what is the risk he is potentially to the community? those are the most important issues here. it's not just how rich is he. it's a question of how much of a threat is he and how much could they do to make sure that he doesn't go anywhere. >> does he solve it by saying i'll give over my passport and hire security guards to keep me in my home. >> he potentially solves the issue of flight. they would argue that doesn't necessarily address the threat to the community and could have people come into the house and still be going out when he's going places and be a threat, et cetera, so prosecutors are going to still say they don't believe that even those conditions would be enough to prevent him from being a threat. >> how are the optics here in the question of fairness. who else can put up, what, $100 million in collateral for bail. >> absolutely but that's also

factors. so take a look at the risk. not just long-term heart health benefit, improved cholesterol and blood pressure numbers and reduced risk of diabetes and all markers that we measure in the blood improved with this tiny bit of work. >> that's amazing. you're also board certified in obesity medicine. so who does this apply to? even a small amount of weight loss, does it help anybody? >> the take home point with this is that if you're in the overweight or obese category, of course, you may want to lose a lot but all of our data shows just losing 5% of your starting body weight can really improve things on the inside. when you talk about this, if you are normal weight, if you're improving these markers and risk factors for heart disease it shifts internally. not just what we see on the mirror or scale. >> the magic number is 00 calories a day. how do you get there? >> this is what it looks like. our summer margarita, a couple of cookies, this portion of
