news to build a better bay area, this is "abc 7 mornings". good morning. it is saturday, july 13th. i'm chris nguyen. let's start with the first look at the accuweather forecast. here is meteorologist lisa argen. she is tracking live doppler 7 for us. hi, lisa. >> hey, chris. have you been wondering? temperatures have been below the average for the month of july but this weekend above the average. here is a look at sfo. you are probably thinking how with the low clouds and fog, well, we have the typical spread. the low pressure is dominating with upper 50s right now. it is clear in walnut creek with numbers in the low 50s in santa rosa with some fog, and the marine layer reaching into the east bay. upper 50s in the inland valleys

but for mount tam a pretty sunrise on the way. looking at the clouds clearing to the coast. 60s there midday. we will look at mid 80s inland, upper 70s around the bay. 90s have arrived since yesterday inland, continuing today, 80s around the bay with cooling on happen for the second half of the weekend but today will be the hottest day of the week. we will talk about the up isser time spread from the coast to the inland valleys and the week chris. >> lisa, thank you. new overnight, one person is in the hospital after a big rig crashed and rolled on to its side on highway 101 in san francisco. it happened just before 12:30 this morning in the south bay lanes near zuckerberg san francisco general hospital and vermont street, known as hospital curve. the crash closed three of the four lanes. they have since reop-ed. it is unclear what caused the truck to crash. happening now, tropical storm barry is closing in this morning. it is a live look at louisiana where the storm is bringing 65-mile-per-hour winds.

the bay area is expected to make landfall as a category one hurricane. the most dangerous threat is the extremely heavy rainfall which will cause major flash flooding this weekend. as much as two feet of rain is possible in louisiana. some of the rain will expand into parts of mississippi and alabama. we will have a live report from new orleans in the next half hour. developing news, many bay area residents this weekend are staying inside as immigration agents gear up for raise. president trump confirmed a major operation to white house reporters. the bay area is a reported target. meanwhile, a large group of people rallied outside a software company's headquarters in palo alto. as "abc 7 news" reporter luz pena exai activists are accusing the company of having ties to i.c.e. >> reporter: in pal owe at ow roughly 100 people took on university avenue in route to pioneer's headquarters, the software company being accused by this activists of having a

$39 million contract with i.c.e. that facilitates raid. >> the software itself scrapes information from dozens of different sources as far as public social media profiles, it links tool databasis. >> reporter: in the bay area immigration advocates have received reports of detentions taking place in santa clara and san mateo county since last weekend. >> they have the right to remain silent and they can say, i am exercising my right to remain silent. they have the right to ask for a lawyer if picked up by i.c.e. >> reporter: the lawyer believes that collateral arrests will take place after i.c.e. announced it will target about 2,000 immigrants on a deportation list starting on sunday. >> it is a question whether they can do it or not. it may be that i.c.e. is picking up people based on racial profiling. >> reporter: in the crowd we saw a familiar face, cindy flores. flores waserinfantons when her dad crossed the

u.s./mexico border. >> translator: i'm walking against any company that supports i.c.e.. >> reporter: we contacted them for comment and they still have not returned our calls or e-mails as of yet. in palo alto, luz pina, "abc 7 news." across the country and in los angeles, novato and san francisco there have been protests over the treatment of -- over the treatment of people being held in border detention centers. it is called the lights for liberty, a vigil to end human concentration camps. events were planned in 700 cities across the country. vice president mike pence toured two detention centers in texas yesterday. he said the crowded, fenced areas are evidence of a system that was overwhelmed but called reports of mistreatment and filthy conditions slanderous. it is important to know your rights and we have resources to help.

go to abc7news.com/takeaction for information on your rights. developing news out of the south bay, san jose are investigating a homicide and home invasion in the evergreen neighborhood. officers were called to a home on mon seat owe drive for a break in yesterday. it is near sheboya middle school. amanda del castillo has more. >> reporter: an unfamiliar sight for residents in the evergreen neighborhood. >> cars get broken in and kids will throw litter around the street, things like this. there have been other home burglaries but nothing of this scale. >> reporter: 9:30 friday morning police were responding to a home break-in report here along montecito drive and found an elderly man dead, the results of a home invasion. neighbors sea he was a beloved grandfather. >> i'm still choked up about this as are most of my neighbors over there. it is just hitting very, very close to home. >> reporter: coincidentally hundreds showed up to the scene in small groups here friday, here to visit with a famous

monk. many were confused with the crime scene. but for neighbors only concern. it is unclear how the grandfather died. those responsible got away. sky 7 flew overhead as investigators went through the neighborhood searching for evidence and any suspects. >> this is a very quiet neighborhood and something like this is very, you know, sad, and i am shaking even now. >> reporter: neighbors say the victim's family left shortly before suspects enter the home. they fear someone was canvassing the neighborhood and thought the house was empty. >> my heartbreaks for them. it was a completely senseless act and it is hard to believe it happened in this community. >> reporter: in san jose, i'm amanda del castillo, "abc 7 news." smart train officials are working on installing more safety fencing at train crossings. this comes as we learn about a fourth death on the tracks. a smart train in santa rosa struck a man yesterday afternoon, but authorities are now calling it an apparently suicide. it happened just before 3:00 where the tracks cross san

miguel avenue. this was the fourth death on the tracks in just the past two weeks and the second in the past two days. in addition to more fencing, officials have also discussed increasing patrols along the tracks. the family of a 2-year-old santa rosa girl who was the victim of a hit-and-run says it is going to be a very long recovery. they've started a gofundme page to raise money for her medical expenses. the girl is being treated at ucsf benioff's children's hospital in oakland. police say the toddler ran into the street near the mall thursday afternoon. a van hit her and the driver took off. police later arrested the suspect, hector larios, in jail on felony dui and hit-and-run charges. police say he has four prior dui convictions in the last six years. building a better bay area is about finding solutions, but in san mateo a program city officials thought would improve public safety is ending after 14 years. the city is getting rid of its

red light cameras. an evaluation found public safety was no longer significantly improved and the program had become more challenging to administer. this was prompted by a yellow light timing error discovered in a camera on saratoga drive and hillsdale boulevard. nearly 1,000 citation goes issued between december and may will be refunded or dismissed. >> i think it is time. i don't think that it served the purpose of what they originally thought it would serve. i'm all for it. i am glad it is coming down. >> the city says it will instead focus its efforts on uniform patrols and education. muni bus service returns to the salesforce transit center today. it will be on the ground level. muni is the first transit agency to bring buses back since it reopened to the public last week. the roof top park was first to reopen, more than nine months after crews discovered cracked support beams. muni buses on five routes it use the center street level stops. there's still no transit center

on the third level bus deck. san francisco will host the 139th bastille day celebration today. the event remembers the storming of the bastille, a turning point for the french revolution. there will be food, wine, beer, a vintage car show, french quarter tours, plus music and fun for the kids. the event is free. it runs from 11:00 until 6:30 tonight at embarcadero plaza. 6:09 the time. turning to an accuweather preview with meteorologist lisa argen. >> well, as we look outside we do have plenty of fog from the coast, even across the bay. here is a look from our roof camera. you can see how gray it is out there. trees are not moving though. we will have that typical sea breeze, and even sun with comfortable readings in the 60s at the coast. san francisco, going for 70 today. yes, a warm-up is on the way despite what you are seeing right here. i will explain next. >> lisa, thank you. >> also ahead, a developer's plan backfires when he tries to give out cash to get people to move out of a homeless

as part of our efforts to build a better bay area we've been talking about the homeless, and we've also told you about a homeless camp right next to a home depot in oakland. yesterday it was the scene of a heated protest. a local builder showed up, offering the homeless money to

leave the property, but those people weren't having it. "abc 7 news" reporter jobina fortson spoke to both sides. [ bleep ]. >> reporter: dressed in an elf outfit on a lift inside the oakland home depot homeless encampment is local builder gene gorlick. this video from his announcement of what he calls an economics game, his solution to the homeless crisis. he showed up at the home depot offering each encampment resident $2,000 to get out. >> i mean what you saw this morning is what the home depot customers and employees face. these people have no respect. >> reporter: maria fuentes showed me around her home, the encampment where she lived for five years. she thinks he pulled the stunt to embarrass residents. >> make us feel really low and demoralizes us. i mean he just came to offer us money like we were going to jump out there and grab the money that he offered us. for what? >> reporter: his move sparked a protest but the frustration over the encampment is far reaching.

home depot is considering closing the store. >> it is good people that -- they're being overrun. >> i don't understand that. a lot of media says a lot of things that home depot has never expressed to us. >> reporter: what do you think is the solution? what would help people get out of here? >> i think it is a lack of resources. i think there's a lot of outreach now, some new outreach, but i think we need something like a resource center, a resource board. >> reporter: meanwhile, gorlick is planning to offer his money again. next time at frarmo gawa plaza. jobina fortson, "abc 7 news." rapper kahn way west may be helping to build a better bay area. never thought i would say those words, but according to "forbes" magazine he met with potential investor for "star wars"-themed prefabricated homes. he believes they could be low income housing units. he says he based the design on luke skywalker's childhood foam

from here. >> reporter: is it funny when people ask what you did and you tell them you went to taco bell on your vacation? >> it is maybe funny to them but i'm not ashamed of it. we are big taco bell people. >> reporter: in pacifica, dion lim, "abc 7 news". whether you are heading to taco bell or perhaps wine country, meteorologist lisa argen is here tracking the forecast to help you plan out your weekend. hi, lisa. >> hey, chris. check it out. live doppler 7 with our typical summertime forecast. clouds right now blanketing much of the bay with low visibility. inland, we are clear. we will warm up today, warmer than yesterday, the warmest day out of the next seven and that's not going to last. if you like it warm, that's the good news, but i want to get you caught up on disorganized weather in the gulf cost. in fact, we are looking at tropical storm barry. it isn't a hurricane. usually you look at that con centric eye, but there's still a force to be reckoned with. we have the mississippi river at 17 feet, well within its banks of what the pumps and levees can

handle at about 20 feet, but still looking at some very heavy rain with flash flooding, river flooding and the storm surge, all happening on the right-hand side of this system. so by today, 1:00, we are looking at winds of 70 miles per hour and that heavy rain continues up through the mississippi river valley, the ohio river valley. although the actual speed of the system slows down, that's not necessarily good because we're going to get that rain, hopefully not two and three inches per hour but still looking at a lot of rain here. the concern for flooding. so isolate it areas, some to 20 inches in the column here in yellow indicates over a foot of rain. you can see that happening in parts of louisiana, but so far they're optimistic there with holding a lot of that water at bay. as we look outside right now from mount tam, it is sunny above the low cloud deck, which is above 1,000 feet. 58 right now in san jose. 56, morgan hill.

54, san francisco, half moon bay. isn't this a fantastic picture from the east bay hills camera where we see a finger of fog throughout the valleys here. we're in the low 50s in santa rosa, upper 50s by the delta. mid and upper 50s, concord and livermore. even on the peninsula, from right above half moon bay to mount tam, the winds are gusting 20 to 40 miles per hour out of the north. you can see visibility is restricted from petaluma, isn't -- santa rosa, half moon bay. this changes in the next couple of hours. around reno, a red flag warning, 12 to 17% relative humidity in nevada. we are looking at temperatures in the mid 80s. fog near the coast back home. summer heat inland and looking at cooler temperatures next week. here is a look at the fog footprint, slowly coming back tonight. it quickly moves away today and tomorrow for a sunday ooh beach

we have temperatures there in the upper 50s. you see the north bay temperatures in the low 50s so certainly a spread already. as we go to about 10:00 this morning, the fog has cleared the entire bay except at the coast. in the 50s there. 60s, around the bay. 70s, inland valleys. by 2:00, sunny at the shoreline, mid 60s, going to 70 in san francisco and the 80s inland. it will climb in the inland valleys to the mid 90s. here we are at 6:00 with 70s around the bay. it is comfortable throughout the evening hours with the fog coming back into play. we will detail the rest of the weekend coming up. chris. >> lisa, thank you. happening now, tropical storm barry is expected to make landfall shortly in louisiana and become a category one hurricane. this is a live picture. you can see the camera bouncing around a little bit behind m righno coastal communities are bracing for the worst. abc news reporter elizabeth hur live in the storm zone with the

latest. >> reporter: authorities have said all along it is a slow-moving storm and the biggest threat is the heavy rainfall which will cause major flooding through the weekend. >> barry pummelling the gulf coast before it makes landfall with heavy rain and strong winds prompting tornado warning and leaves tens of thousands without power. the storm surge encroaching on city streets, and new orleans prepared for the worst. >> the bottom line is stay off the street. >> reporter: for the first time in history, all of the city's flood gates are closed and residents urged to shelter in place. >> i am prepared. i have a lot of water. i went to sam's and i got everything prepared. >> reporter: in nearby jefferson parish, officials ordering curfews and in some areas mandatory evacuation goes and encouraging residents who choose to stay to secure their properties. >> residents should make sure items outside their home are

secured. >> reporter: this morning a number of major airlines are cancelling flights to the area. this is the highest the mississippi river has ever been with a storm of this magnitude slamming louisiana. the governor is remaining cautiously optimistic while the army corps of engineers confident the upgraded levees will contain the mississippi, at least in new orleans. >> reporter: from the levees to the pumps this will be a major test to the systems, not just here but across the state. again, officials say this will be a dangerous storm and they do not expect a repeat of katrina. elizabeth hur, abc news, new orleans. developing news. firefighters in maui are still busy this morning. as crews were getting control of a wildfire that burned 19 square miles, a second one broke out just south of the maui airport yesterday afternoon. the nearby target and lowe's were evacuated. the governor of hawaii declared maui a disaster area to allow

the state to provide quick relief to those affected. thankfully, there are no reports of injuries at this time but the cause of the two fires are unknown. only on 7. a trip to six flags discovery kingdom in vallejo was anything but amusing for a disabled woman. she says she was denied access to some of the rides and she told her story only to "abc 7 news" reporter melanie woodrow. >> reporter: skydiving, skiing and riding roller coasters are some of dr. temple's favorite past times. >> i love to be able to do family time and satisfy my thrill-seeking adventure. >> reporter: she is a diamond elite member at six flags but says her recent trips to six flags discovery kingdom in

vallejo was more than disappointing. >> i just wantheas there with her assistant, daughter and service dog, ready. but their attempts to ride batman, superman and the joker were foil. ride operators told her she would have to walk three to five steps in order to ride the rides, something she says she is not able to do. she says one operator left her in a small, enclosed porch lift. >> it is time no one knows. >> reporter: making matters worse, her niece and assistant says the ride operators were disrespectful and rude. >> it was ridiculous. i have been working for her for four or five years now and we have experienced some pretty less than tasteful interactions with people, but this was like i had never seen someone act like this towards me and her before. >> reporter: in an e made

statement to "abc 7 news" a spokesperson for six flags discovery kingdom apologized for how the matter was handled, writing, quote, guests with certain disabilities are prohibited from riding various rides and attractions. our accessibility policy includes ride manufacturer's guidelines and the requirements of the federal american disabilities act. the spokesperson says the policy should have been explained with respect and compassion. also, that the team members involved will be retrained. in vallejo, melanie woodrow, "abc 7 news". there's a magical new coffee shop in downtown los angeles that's drawing quite the crowd. nimbus coffee has an urban wizard theme and is a must for harry potter fans. >> i have read the books 27 names. i'm part of los angeles's dumbledore's army, which is second biggest one in the world. i have a giant harry potter tattoo, my office is harry potter. a little bit of a fan.

>> it is an urban wizard theme. i think because it is part of me, i'm kind of like a child like spirit, and i wanted something to capture that and put my own special twist on everything. i spent a lot of time at coffee shots when i was in law school studying and i wanted a place that felt more like me that had food, really good coffee, had great customer service and kind of had a different feel than what i had been experiencing in los angeles at the time. >> it is so cute. the wand wall i think over there is my favorite because i love all of the little knobs, all of the little things, and the moving pictures. i don't know. it is really cool. >> my kid grew up with harry potter. i enjoy the movies myself. it is kind of harry potter -- not themed but wizards and witches and that kind of, so it is kind of -- you know, we feel we are paying a nod to that whole thing. but actually it is a more urban twist. >> i am a giant harry potter nerd and i saw on instagram

happening today, a celebration at the concord naval weapons station. it is the site of the bay area's newest regional park, more than 2,000 acres of land from the u.s. navy that are now part of the east bay regional park district. today's event will commemorate the 75th anniversary of the port chicago explosion. 320 sailors died in that explosion, the worst home front disaster during world war ii. the event starts at 10:00 this morning. 6:54 the time. and in sports, the giants and the a's are back in action for the first weekend since the all star break. the a's battled the white sox this afternoon. first pitch at 1:07 at the coliseum. then the giants take on the brewers in milwaukee. first pitch there at 4:15. both teams started out strong the second half.

hi, lisa. >> hey, chris. temperatures came up today, did you feel it? from our east bay hills camera you can see the fog just flowing through some of the hill tops, the lower elevations. it looks pretty, doesn't it? well, unfortunately your cooling will not be coming from the ocean today in our inland valleys. it is going to be a warm one with lighter winds. in the north bay we have a warm day on tap with low 90s in santa rosa. maybe a degree or two cooler tomorrow, and then the rest of the week we are looking much cooler. so if you like the warmth out there, you are going to like today and tomorrow. look at that flat flag from our roof camera where we will expect that to be picking up with the sea breeze this afternoon. 70-degree temperature today in san francisco, and it should be a beautiful day on sunday. almost as nice there. so as we look at live doppler 7 we are looking at the fog blanketing the coast, pushing over -- you saw it -- into our
