a flash flood watch for new orleans is now in effect through tomorrow evening. evacuation orders are in effect for parts of louisiana, and the governor says coast guard crews rescued about a dozen people so far. elizabeth hur is in new orleans with a look at the impact. >> reporter: barry slam being into the central louisiana coast as a category one hurricane. >> this is just the beginning. i ask everyone to stay vigilant. >> reporter: the storm now no longer a hurricane but authorities warning aid is on the move, still packing punishing winds and torrential downpours. morgan city, hard hit with barry uprooting trees, damaging homes and property and at its peak leaving the city totally in the dark. >> the system's so fragile right now. we made the decision to just shut the city down. so we're 100% out of electricity right now. >> reporter: these horses now

>> let me show you why barry is still a concern. here's live doppler 7. even though the system has moved inland and will weaken, a large portion of barry is still over the water, and this generous supply of moisture means they're going to get inundated with rain. a storm surge warning in effect for portions of louisiana all the way to tuesday night. it gives you an idea of how much rain they're going to expect. right now it's 45 miles south-southwest of alexandra, louisiana, and it's moving slowly at 8 miles per hour and is expected to weaken over the next 24 hours. but look at the rainfall amounts. we're expecting 10-20 inches in some isolated areas. so because of the hoouuge a rainfall, there's life-threatening storm surge and it continues into next week. flash flooding and river flooding is expected and with the saturated grounds we're

here to try to keep the community safe. this person's very dangerous, believed armed with a firearm. >> as you heard, police consider renfrow and brown armed and dangerous. anyone who sees them is urged to call 911. a home invasion robbery yesterday left a beloved grandfather dead inside his home. the first responding officers to the home on montecito drive chased a car seen leaving the neighborhood. the carr sped off but the officer the chased the car out of safety. officers found an 84-year-old man dead inside that house and found evidence that a home invasion had taken place. the victim's name has not yet been released. a big rig overturned in san francisco, sending one person to the hospital and closing lanes of highway 101. it happened just before 12:30 in the southbound lanes near zuckerberg san francisco hospital. the crash shut down three of the four lanes for a time. no other vehicles were involved.

has been september to the hospital after a van crashed this afternoon into a cvs on moraga road in moraga. several people were inside that van. one person from the van was taken to the hospital. police say an elderly driver tried to park when his foot slipped off the brake and onto the accelerator. the building was not seriously damaged. in the north bay, these young labs and golden retrievers might melt your heart, but they also have an important mission to accomplish. these are puppies in training for guide dogs fort bli the bli san rafael. they came to the campus today for a day of training. they are between 5 to 15 months old. they undergo training before they graduate and will be owner. >> it's getting use to l lots of people, lots of distractions. the types of things you will find in real life. >> pups selected begin their

. on the peninsula, surfers took part in a special competition to benefit a nonprofit that protects natural resources. abc news was in pacifica for the cahuna event. >> it's the only amateur surf contest specifically designed for older surfers, and it's a community event. it brings the surfing community here in the bay area together once a year in july. >> winners will be awarded hand-made trophies this evening. the event gives life-long surfers a way to continue to compete with people in their own age group. >> abc 7 news was also in palo alto for a prestigious art festival, the 27th annual clay and glass festival. it combine functional art and includes demonstrations and hands-on clay activities. people can talk to the artists and get an inside look into the

peninsula, low park. and downtown san francisco warming up to 70 degrees tomorrow. we see lots of mid-80s in the north bay. petaluma,84. napa, sunny, warm at 88 degrees, and some 90s continue through parting of the northern areas like santa rosa and lake port. really comfortable and nice. low 70s to mid-80s. as we head to the inland areas, high pressure remains in tact. and that's going to allow us to climb into the 90s once again for many areas. livermore 90 upper 80s 80s 80s ramon and pleasanton. we'll start off with the clouds at 8:00 for the walk. and by lunch time becoming
