now at 5:00, how many of you felt it? two small earthquakes shaking the east bay. experts say it's a good indication how the early warning system will work in the event of a big one. good morning, it's wednesday, july 17. >> you're never more than seven minutes away from my accuweather forecast. here is meteorologist mike nicco. >> i didn't feel a thing yesterday and i was about two miles from it. i was in a pretty strong building nin a hospital.

>> you can see cloud cover moving into the napa valley. right now, looks cloudy. here is a little fog along the coast and mist. temperatures to mid 50s to 60 at 7:00. we hit 72 to 80, inland temperatures at noon. 80 to 90. 74 to 80, still warm at 7:00. >> i felt it yesterday, mike. you missed out. sorry, buddy. we're looking at the bay bridge camera. traffic coming into san francisco is looking very standard this morning. we don't have any significant delays. no metering lights yet. that should happen in about 20 minutes. everything looking good from the east bay. drive times average, too. only one in the yellow, westbound 580 tracy to dublin, 38 minutes. southbound 680 dublin to mission boulevard, 14 minutes. 15 minutes highway 101 to

cupertino. people still talking about the double dose of shaking that mike didn't feel but alexis did that struck the east bay. >> the epicenter was close to blackhawk. an abc 7 news reporter anser hassan is live this morning where people definitely felt the shaking. >> reporter: good morning. so many people around the bay area say they felt both of yesterday's quakes, especially here in blackhawk. even though it originated almost eight miles under ground. sky 7's sky map technology was able to pinpoint the epicenter close do blackhawk where people felt it pretty good. the first quake struck just after 1:00 p.m. it was measured at 4.3. the second was a 3.5, later downgraded to 3.2. these quakes likely happened on the greenville fault which runs through al meade ka and contra costa county. there were no reports of damage.

misleading investors in her blood testing startup. abc 7 news reporter jobina fortson with more. >> reporter: the criminal fraud trial of theranos trial lez beth holmes and former chief executive and former president sunny ball want any. she claimed theranos technology required just a few drops of blood at a fraction of the cost of existing lab tests. she's facing wire fraud and conspiracy charges as a result of allegations she engaged in a multimillion dollar scheme to defraud investors plus a separate scheme to defraud patients and doctors. holmes could face 20 years in prison and a fine of $250,000 for w fraud and each conspiracy count if convicted. they've both pleaded not guilty. in the studio, jobina fortson,

stanford summer program says she was terrified after finding a noose near her dorm. she shared this video of the noose hanging from the tree. she and fellow program members found the symbol of hate friday night. it definitely scared her. the new orleans native also got angry over what she said was the university's dismissive response. >> it just didn't sit well with me. i felt very uncomfortable about the whole situation. once we talked to the police and they were like, oh, well, we took it down. no, there needs to be more donathan just taking it down. >> stanford's department of public safety says it is investigating the incident as a suspicious circumstance and will classify it as a hate crime if new evidence is uncovered. only on abc 7, a 5-year-old boy walked away from a camp on the peninsula and no one knew he was gone until his mom came to pick him up. this happened in menlo park on elder avenue on june 24th. strangers ended up finding the

of car wash that this driver was looking for. a woman in new jersey was at a car wash yesterday. she accidentally hit the gas instead of the break. her suv plunged into the river. the people inside did escape. if you ever find yourself in a similar situation, you'll want to know how to get out. aaa released a new report advising people to check their car windows. a lot of people have these vehicle escape tools to use in a situation like this, but the report says they're not as effective on newer vehicles because a lot of them have laminated glass instead of tempered glass. >> not the same. it's going to increase the amount of time for you to take to get out of your vehicle. >> you can check what kind of glass is on your vehicle by looking for a label on the bottom corner of the side window. if it's not there, you can contact your vehicle manufacturer. another way to escape from a

submerged vehicle if you don't have one of those tools is to move to the back of the vehicle where there's more air and once all the air has left the vehicle, the pressure should equalize, allowing you to open a door and escape. this is something you never think is going to happen to you. if it does, you'll be panicked. >> worst nightmare. >> you wait until the entire cabin has been filled with water, so there's no air left and then it stabilizes. >> if you can't break a window and you're not able to open the door because of the pressure. once the pressure goes away, you should be able to open the door. >> hope we never need this >> good to think about it ahead of time. >> a lot of us have those tools to break the window, but they're not easily accessible. that's not the time to be rummaging around the glove compartment. >> here is an arby's receipt. >> those won't help you. ed to know as you start your

number two, no reports of damage after a pair of earthquakes rattled the east bay. sky map 7 inpointing the epicenter north of livermore close to blackhawk. the first quake measured 4.3, the second 3.5. theranos founder elizabeth holmes is scheduled to be back in federal court in san jose. she's facing fraud and conspiracy charges for allegedly misleading investors in her blood testing startup. you may see more e scooters on city streets. transportation officials voted to make the temporary pilot program permanent. number five, we're cool at the coast. mild with 70 in san francisco, 76 in oakland, hot inland with 90s, so about a 30-degree summer spread today. number six, the biggest issue is in the concord area. a two-car crash. one of the vehicles spun out and is facing the wrong way, southbound 242 around willow

our highs today compared to average, redwood city the same. everybody else two to three degrees warmer than average. that changes tomorrow. an incredible rescue. a toddler stuck on an inflatable duck that drifted out from shore. thankfully she's okay. a paddle border came to the rescue. this happened in indiana. the mom says she felt helpless as her child drifted into the deep. she had two kids on the inflatable duck. dr out of her reach. >> she was doing a great job by being hands-on, touch supervision. there was one adult with two children and an offshore wind

and this floatation device floating pretty quick. >> a man on a paddle board raced toward the toddler. then the duck flipped over. eventually someone on a motorboat helped get the child to safety. water safety experts say don't use floatation devices that are not coast guard approved on open water. >> we keep hearing that. >> it's for the pool. that's it. tesla is reducing the base price of the model three sedan as the company tries to make its best-selling electric car more affordable. this comes weeks after the federal tax credit was cut in half to just under $1,900. on monday tesla reduced the price of the model 3 by $1,000 to $39,000. the company will stop selling the standard version of its larger model s sedan. sh> you may soon be ae tou dr theyl bin serving customers

there, 14 in san jose. everybody else is pretty quiet. there's your blanket of clouds and gorgeous sunrise about to develop. 55 to 60 degrees this morning. pretty close to average. low to mid siktsz at the coast. not as breezy as yesterday. we'll go from 74 to 80 around the bay from noon to 4:00. 80 to 90 inland. another hot day. you may need the air conditioner. alexis. looking great with one exception. southbound 242 at willow pass road, one vehicle did spin out. that's facing the wrong way. only one lane getting by. it looks like a lot of folks sticking to westbound 84 and taking southbound 680 instead. starting to see the backup on both those options. the alternate and the main route not looking great. everyone else is quiet. richmond-san rafael bridge drive time in the green six minutes. 13 minutes westbound across san mateo. nine minutes if you're traveling on westbound 84 across the dumbarton bridge. new this morning, police in the east bay are investigating a

shooting it happened late last night on 18th street and chancellor avenue in richmond. video just into the news room in the last hour or so showing almost a dozen police evidence markers in the middle of the street. we have reached out to richmond police for details on the victim and what may have led up to the gunfire. prepare to possibly see more e-scooters on san francisco city streets. the vote went through to make the temporary pilot program permanent. >> will we see the program expand? abc 7 news reporter jobina fortson with more. >> e-scooters want to make sure they're not just attracting customers that are white, male and rich. according to a recent the major riders. the "san francisco examiner" is reporting this. the sfmta board of directors voted yesterday to temporary pilot program to make it permanent.

the examiner says the program, which started last october, was largely successful. the pilot program only allowed two companies, skip and scoot, this time around. there could be many others. we'll be taking on much stricter requirements. the sfmta is hoping the see scooter companies put a greater focus on low income communities and operate outside of downtown. jobina fortson, abc 7 news. no significant aftershocks have been reported from those two small earthquakes in the east bay. sky map 7 on sky 7 pinpoints the epicenters for you. close to blackhawk. a magnitude 4.3 quake hit after 1:00 yesterday followed by a 3.5 a few minutes later. the quakes were felt all the way to the san mateo county coast. seismologists say there's a one in 20 chance of something larger in the same area in the next three weeks. we want to remind you abc 7 news can help you prepare. go to abc7news.com/prepare

prent's attack on four democratic congresswomen. he had told the women of color to go back to the countries they came from. house speaker nancy pelosi called on democrats and republicans to condemn the racist tweets. >> to do anything less would be a shocking rejection of our values and a shameful abdication of our oath of office to protect the american people. >> most vial accusations and insults against our nation have become incredibly routine. >> many republicans including senate majority leader mitch mcconnell objected to pelosi's use of the word racist. only four house republicans voted for the measure. oakland police and other city departments will be band from using facial recognition technology. the city council unanimously approved the policy last night. critics fear using the software may violate privacy rights. police argue limited use of the

text speeds up identifying criminal suspects. the council will take a second vote in september. new details in the helicopter crash that killed a flight instructor in the east bay. federal investigators say it happened as the chopper hovered over the hayward airport on monday. the instructor and student were in contact with air traffic control but there was no disstraes call. the ntsb expects to release a preliminary report in two weeks. a student group is planning to demonstrate today. student leaders from the just care campaign plan to urge university administrators to publicly support a bill that would require university to offer medication abortion by 2023. so far uc officials have remained neutral on the legislation. today's demonstration is scheduled to beginning at 9:30 at the mission bay conference center. san francisco is one step closer to raising the price for one-time use paper bags.

it's part of the plastic bag 2.0. it would ban plastic produce bags and raise the price for one-time use paper bag to 25 cents. >> i'm concerned we're falling back on this raise-the-fee approach that is not necessarily proven and will have the greatest impact on people who are low income. >> the next step is for a second hearing in supervisors. a plan is in the works to convert abandoned greenhouses into housing. neighbors have a plan to stop it. a small restaurant in san francisco is at the center of a big movement to turn around climate change and change how we eat in the process. right now we'll take a live look outside. this is giving us all kinds of shades of -- >> cotton candy.

it's been really nice not to have to deal with is the poor air quality. once again, good to barely moderate along the coast and to the central bay over the next several days. let's talk about what's going on as far as our temperatures. mid to upper 90s through the central valley. look at that, 30 degrees cooler in monterey at 67, eureka at 68. low to mid 80s in the high country. the low 80s will continue, even a 79 is possible. a little breezy on friday. 81st, 82 sunday. hope you enjoy it. washington is paying tribute to retired supreme court justice john paul stevens. he died from complications from a stroke. stevens was the third longest serving supreme court justice.

he was considered a moderate when gerald ford appointed him. by the time he retired he was the court's leading liberal. happening today the san francisco planning commission will consider making the site of a former flower nursery a historical landmark. sky 7 shows us the old greenhouses in the city's po portola neighborhood. it hasn't been used in more than 25 years. neighbors say they're not willing to see it torn down. a developer who bought the site in 2017 for $7.5 million does have plans for a 63-unit development. >> our plan is to do housing which is much needed, 20% affordable and create a dedicated lot that will contribute to the public. >> it's definitely a david and goliath battle, no question. developers with a lot of money versus a little neighborhood, we're very blue collar. we're not rich down here. >> the neighbors say their vision is to restore the
