president here in california. a new poll out today shows 23% of california democrats now back harris. that's up from 17% in april, when she was in third place. former vice president joe biden is now in second here in california, with 21%. he was leading before as you may recall. senator bernie sanders and senator elizabeth warren round out the top four. no other candidate breaks double-digits. new developments for the man accused of killing two people in san mateo county. a judge is now doubting his competency to stand trial. he is accused of luring his victims to skyline boulevard to kill them. he was in court today on hearing on a request to act as his own attorney. the judge reviewed his medical records, noted he was laughing randomly and interrupted to say he would soon be getting out of custody. the judge decided to put any criminal proceedings on hold so doctors can examine him. two window washers were left

dangling for most of the afternoon. >> kate larsen spoke to the dockers and has the story. >> a high in the sky emergency, as two window washers working at the millennium tower complex got stuck outside the tenth floor. until the san francisco fire department came to the rescue. >> we were basically sending a rescue group up to the roof to try to rappel down while we were coming from below with the aerial ladder to see if our lad worry reach up and then going straight to the tenth floor to see if we could pull them in through the window. >> ultimately firefighters pulled the workers to safety through windows they opened on the tenth floor. the window washers started working on the building around 7:00 in the morning. but for some reason around noon, their rig got stuck. >> life is crazy. it's crazy. >> cory is one of the window washers who says they were stuck hanging outside for more than four hours. >> the motor stopped working on the rig. so we tried to fix it. and it wouldn't work anymore. i mean, we just wanted to get in, get safe. >> cory has a message for his

rescuers. >> we love them. we appreciate them. >> after the rescue, sky 7 was overhead as cory and his coworker worked with firefighters on the roof to try to figure out how to get their platform off the side of the building. eventually another employee got it going. chief thompson says with all of san francisco's high-rises, they train for this type of incident. >> lucky it was the tenth floor and not the 30th, 40th? >> exactly. that would have been a whole different ball game. >> here's hoping there is not a next time. in san francisco, kate larsen, abc7 news. >> all's well that ends well there flaring has ended at the chevron refinery in richmond. a level 1 community warning was issued earlier, but the flaring did not pose any environmental or health risks to the community. flares are used to reduce pressure and keep the plant operating safely. the man accused of killing nia wilson at the macarthur bart station will stand trial. here is more on that and other headlines tonight. today an alameda county judge ruled that the man accused in a

fatal stabbing at an oakland bart station is competent to stand trial. he made the ruling after hearing reports from three doctors. cowl is charged with stabbing and killing 18-year-old nia wilson. man was pulled alive from a burning van, and has two police officers to thank for saving his life. >> the man was refused to leave his van parked in this school lot in san jose. >> we're going have to tase this guy to shock him and get him to let go. >> the man was taken to the hospital for burns and smoke inhalation. >> as soon as he was rescued, that van exploded, setting this tree on fire. the city of san francisco takes a tough stance on cyber attacks. this comes in the wake of the news abc7 broke yesterday about a cyber attack on san francisco's art music. >> the city has developed a comprehensive cyber security program. >> we are assessing our systems.

we're doing routine monitoring. another story popular tonight on abc7news.com, theranos founder elizabeth holmes was back in court in san jose today. a federal judge has ordered the fda to move quickly in providing millions of documents to her defense team. holmes and former theranos president are facing multiple fraud and conspiracy charges stemming from claims they made about their blood testing company. both defendants have pleaded not gilty. tomorrow, abc reporter rebecca jarvis, who researched holmes extensively for her podcast "the drop-out" will be live on "good morning america" discussing what's next for holmes' case. tune in at 7:00 a.m., right after "abc7 mornings." in san francisco, one block of octavia street will close to cars permanently. it shows where, between hayes and lyndon streets. the board of directors also voted to expand a playground called patricia's green in hayes

valley. they believe the move will make the area safer for pedestrians. bicycles and emergency vehicles can still use that part of octavia after it closes to general traffic. protests were held in san francisco and across the country today to demand the resignation of puerto rico's governor. >> it comes after leaked messages showed him mocking women, the disabled and victims of hurricane maria. the turnout in san francisco today was large but paled in comparison to the thousands who showed up in san juan. >> that's right. earlier tonight, there were reports protester there's clashed with police, prompting officers to throw tear gas. >> abc7 news reporter victor oquendo was also there and has the story. >> puerto ricans continues their call for embattled governor ricardo rossello to step down. >> protesters hurling projects, police in riot gear responding with tear gas and pepper spray. trust in the governor has been broken, she says. if he had a drop of dignity, he

san francisco down along the san mateo coast. it will slowly advance inland, but it hasn't made a big push yet. temperatures you will notice all in the mild to warm category. upper 50s to the upper 70s. if you've stepped outside, you probably already felt it, noticed it. it's unseasonably warm, while some of the inland areas are at least double-digits warmer than where they were yesterday at this time. don't worry, if you didn't like the heat today, the inland areas are in the 90s. tomorrow you're going see a drop in those temperatures. concord 92 degrees today. 8 degrees cooler. tomorrow you're going to be about 6 degrees cooler in oakland going from 75 to 69. same thing in san jose. 6 degrees cooler. 85 to 79. biggest drop will be in santa rosa from the low 90s to the low 80s. you will feel the difference out there. from our east bay hills camera, watching a little bit of a bouncy camera there. as we look across the bay we do have a nice breeze coming

through. here is a few from our exploratorium camera looking at san francisco tonight. foggy, misty areas in the morning. cooler and breezier in the afternoon, and temperatures rise again starting on sunday. so let's talk about that fog. hour-by-hour forecast. 5:00 a.m., you will notice that tere is some fog around near the coastline. 8:00 a.m., it has pushed in over parts of the east bay. and then it pulls back at 4:00 p.m., just hangs around near the coastline. only to make a bigger push as we go into tomorrow night. that's going to help to drive those temperatures down as well. so first thing tomorrow morning, low 50s to the mid-60s. our mildest weather will be inland under clear skies, as you will notice, and a look at the afternoon highs for your thursday. in the south bay, we'll go mild instead of warm. 82 in morgan hill. 80 in gilroy. upper 70s from santa clara to san jose. 75 menlo park. 76 redwood city. right near the coast here, low 60s and breezy. downtown san francisco 64 degrees. south city, 67. some clouds are going to hang

tough well into the afternoon, and in the north bay, 76 degrees for you in san rafael. low 80s santa rosa, calistoga, bright sunshine in the east bay after the morning clouds. 69 degrees in oakland. 72 in hayward. 76 fremont. head inland, and it's going to be a mild day bordering warm around antioch. 83 in livermore. 82 walnut creek. giants are laying at home tomorrow. oracle park against the mets. 6:45, it is going to be 62 degrees. quite comfortable. when the breeze kicks up, temperatures will begin to drop. take a light jacket if i were you. here is a look at the accuweather seven-day forecast. it is a cooler forecast for tomorrow. low 60s to mid-80s. not much change on friday, but we will start to notice those temperatures rebounding for the weekend up into the low 90s by sunday. low 60s coastside. the warming trend really will carry over into next week when we'll have hot conditions inland, especially on wednesday. mid-90s there. low 60s right near the coast.
