gill foyer were fund-raising for president trump's campaign. it drew about 50 people. >> republicans don't have any voice in san francisco, so to be able to participate at an event like that with a national level is something a lot of people will jump at. >> earlier this month the trump campaign announced it raised $105 million in the second quarter. developing out of japan, fire officials have confirmed nearly 30 deaths at an arson attack at a popular animation studio in kyoto. police say a man burst into a building, spread a flammable liquid and set it on fire. the suspect was also injured in the fire and taken to the hospital. fire crews worked to extinguish the fire while also pulling out injured workers. police are searching for a possible motive behind the attack. chevonne is investigating the cause of a flaring incident at its refinery in richmond. they issued a level one community warning around 7:30

last night. chevron says there was no environmental or health risk to the community. the flaring produced a plume of black smoke. in the east bay the man accused of killing nia wilson at the macarthur b.a.r.t. station will stand trial. john lee cowell has been deemed c competent to proceed. the judge says he reviewed reports from three doctors. one believed that cowell lacked competency. another didn't render a decision, the third found him to be competent. cowell will return to court next month. a federal judge will decide whether billionaire jeffrey epstein will be let out of jail on bail. the 66-year-old asked the judge to let him live under house arrest with supervision in his upper east side mansion in manhattan. the prosecuion says he's an extreme flight risk that

shouldn't be eligible for bail because of the seriousness of his charges. he has pleaded not guilty. prosecutors dropped a sexual assault charge against kevin spacey. he was accused of getting an 18-year-old man, then gloeping him at a nantucket restaurant where the teen worked as a busboy. the case fell apart after spacey's accuser refused to testify about text messages the defense claims were deleted. plans to install canopies over b.a.r.t. station escalators in sflan have been delayed. the examiner reports the board of supervisors budget and finance committee questioned the $91 million price tag for 21 canopies at four b.a.r.t. stations along the market. about $45 million would come from a voter approved bond for transportation infrastructure. the vote was continued until next week. b.a.r.t. is facing another challenge. how to deal with a large homeless camp growing under tracks in the east bay.

that have clearly taken a while to build. homeless encampments have sparked several fires in recent months. last year a man died after a fire in the b.a.r.t. tracks underneath the 980 freeway. the buildings just keep going up. like here near the b.a.r.t. tracks, there's a multistory structure built of mostly plywood complete with a door lock. residents didn't want to talk with abc 7 news. a neighbor told us he's reported the illegal structure to b.a.r.t. police several times in recent months. >> it's on b.a.r.t. property. the issue is, if we move it off b.a.r.t. property, they would e on oakland property. we need to work with the city very closely in order to decide what to do. >> reporter: similar structures have been physically removed before underneath the 23rd avenue bridge where caltrans needed the site cleared for a retrofit project. a city official told me they're

looking at a two-prong solution using the fire code to move out those structures but offering the residents a place in a future community cabin location. in sflan, one block of octavia street will close to cars permanently. the block is between hayes and lyndon streets. octave yeah will still be open to bicycles and emergency vehicles. that will allow the city to expand a popular park next to the street. police in the east bay are asking for help finding two stolen puppies. the black and white border kol lease were taken from the owners in richmond on july 8th between 8:00 and 11:30 a.m. the puppies are five to eight weeks old. their owner is a herder and relies on the two working puppies for his livelihood. they're more than just adorable. happening today, final auditions held for the warriors dance team for the upcoming

happening today, san francisco's planning commission is scheduled to vote on a project tied to the future of the city's flower mart. earlier this week t developer, kilroy realty and wholesale flower vendors reaffirmed their agreement. if approved, vendors would have the option of returning to the 6th and brennan location or moving the a new permanent location. the highway patrol needs help to find the vandal who painted anti tourist graffiti in big sur. someone painted overtourism is killing big sur on pavement near the bixby creek bridge. someone also hung a banner from the bridge with the same message. some visitors disagree with how that message was shared. >> people have the right to make their voice heard but there's a right way to go about that, and i think vandalism is not the
