now at 5:00, new safety bay area years and a test force. those are some of the changes involving smart trains after recent deaths. senator kamala harris going after president trump on "jimmy kimmel live!." what she's saying about the president's values. good morning. we made it to thursday, july 18. >> almost there. you're never more than seven minutes away from my accuweather forecast. here is meteorologist mike nicco. >> pretty quiet out there other than light drizzle as you near sflan. the marine layer has more juice in it this morning. it's also a little milder. don't let that fool you. it's going to be the complete opposite during the afternoon. so 55 to 62 this morning. then we barely make it into the 60s this afternoon at the coast. we go from 75 to 76 noon to four. those are supposed to be our warmest times. supposed to be a big jump there. just not going to happen today.

inland, 79 to 82. you can see what the sea breeze does. brings our temperatures back below average. real comfortable evening on the way from 60 at the coast to near 70 inland. how about the commute? >> looking very comfortable so far as well. very few issues on the board so far. sounds like one minor problem on westbound highway 4 past san marco bld boulevard. bay port area into concord, debris in the roadway and at least two vehicles hit that. we have debris blocking part of one lane. the vehicles are off on the shoulder. chp on the way to the scene to investigate. right now we're still in the green through that stretch. a quick check on the richmond side of the richmond-san rafael bridge, nice and dry. no drops on our camera lens. very light volumes on web 580. unanimous vote went through for safety measures to prevent more deaths around smart trains. five people have died in less than three weeks. >> the smart trains director is calling it a public health

crisis. two of the deaths were accidental, three were suicides. anser hassan has more on what officials are doing. >> reporter: one of the first steps is to put up safety fencing in these crossing areas so passengers will have to zigzag their way through. if you're on foot or on bike, you would have to hit the dpens before you hit a train. it's an effort to improve safety at 62 railroad crossings along the 43-mile stretch of track. the smart board members say another problem centers around mental health issues. there have been six suicides on the track since smart launched in 2017. the board says suicide is a community issue which requires a community response. they formed a suicide prevention coalition, made up of public safety, mental health and transit construction on some of these new barriers is set to begin

victims to skyline boulevard to kill them. yesterday dosouqi was in court for a hearing. the judge reviewed his records and noted he was laughing randomly in court. all proceedings are on hold until doctors examine him. an east bay man who attacked oakland police officers is expected to be sentenced. gee vonnie gains brought several bombs to a peaceful rally last year. one of them went off and hurt ten officers. the rally was being held in honor of 18-year-old stabbing victim nia wilson. we're hearing from two window washers left dangling from the millen kbrum tower complex. >> they were stuck for more than fur hours before being rescued. abc 7 reporter kate larsen has their story. >> reporter: a high in the sky emergency as two window washers working at the millennium tower complex got stuck outside the tenth floor. until the san francisco fire department came to the rescue. >> we were sending a rescue

group up to the roof to try to repel down from them. while we were coming down from below to see if our ladder would reach up and going straight to the tenth floor to see if we could pull them through the windows. >> reporter: the firefighters tell me the window washers started working on the building around 7:00 in the morning. for some reason around noon their rig got stuck. >> crazy. >> reporter: cory is one of the window washers who says they were stuck hanging outside for more than four hours. >> the motor stopped working on the rig, so we tried to fix it. it wouldn't work anymore. >> we just wanted to get in. >> reporter: cory has a message for his rescuers. >> we love them and appreciate them. >> reporter: after the rescue sky 7 was overhead as they worked with firefighters on the roof to try to figure out how to get their platform off the side of the building. eventually another employee got it going. chief dobson says with all of san francisco's high-rises, they train for this type of incident.

>> lucky it was the 10th floor, not the 30th or 40th? >> exactly. >> here is hoping there's not a next time. in san francisco, kate larsen, abc 7 news. new developments on the shaking in southern california. there was another earthquake near ridge crest. this time the usgs says it was a 4.6 near coso junction. it hit shortly before 9:00 last night. since then, there have been a dozen aftershocks. this comes after a pair of big quakes hit the rich crest area two weeks ago. 6.4 on the fourth of july and a 7.1 the day after that. let's take a look at what's going on with your temperatures. we'll start -- supposed to start in the east bay. let's try this one more time. come on, computer. time to get up. there we go. 56-degree range in richmond for the cool spot. everybody else from 57 in el sobrante and castro valley to union city about 60.

upper 50s to low 60s as you head from san francisco, san carlos, 57, down to the 60s around mountain view, san jose, los gatos. low to upper 60s in the east bay valleys, 54 in santa rosa and pacifica. here is a look at santa cruz this morning. mild to -- there will be one or two hot spots, mainly warm today in our beaches. going to be a little breezy today and around the bay, you've got to watch out for the small craft advisory. let me go back and show it to you really quick. there you go. mainly north of the bay bridge, east of the golden gate bridge. it starts at 9:00 this morning. for 12 hours we're going to have some gusty conditions. let's take a look at what's going on in the east bay valleys, in the 60s through 9:00. mixture of clouds and sunshine and only low to mid 90s this afternoon. much different than yesterday. the accuweather seven-day forecast is next. herealexis. looking at the bay bridge toll plaza, the car pool lanes are open. a lineup in the cash lanes on

the left and maybe a tiny one on the right. although that looks like the better side to go to if you're paying cash. no delays for fastrak users. give it ten or 15 minutes and we'll see it back up into the maze when the metering lights turn on. drive times, just one in the yellow, westbound 580 tracy to dublin, 42 minutes for you. southbound 680 dublin to mission boulevard in the green at 16. another 15 minute drive northbound 85 highway 101 to cupertino. another taxi cab company in san francisco looks like it will end its run now. 78 taxi medallions operate out of the company. the workers will be welcome to operate at the national cab company. this comes roughly two years after the yellow cab company filed for bankruptcy and was bought out by a competitor. sign of the times, reggie. the ninth circuit court of appeals is set to hear arguments

o n a controversial 20-foot tall cross at albany hill park. east bay atheist objected to the symbol being on city property. when the city acquired the land it came with an easement allowing the local lions club to maintain the cross. a u.s. district judge ruled that a cross at a public park violates -- berkeley will become the first u.s. city to phase out natural gas in an effort to fight climate change. the city council approved an orlando nantz banning natural gas lines in new buildings. this will take effect next year. council members say leelectrici will become the standard for energy. coming up next, the 7 things you need to know before you start your day. a priceless memory now preserved after the campfire. sephora pulling several

northern california couple who lost everything they own in the campfire including the 20-year-old wedding album. they contacted the photographer, richard briggs. he said he not only remembered their wedding, he had kept the negatives. >> they came back and said we dug immediately and we found them. we have them. and mark and i told -- i told mark, oh, my god, they have them. we both started crying. >> she came out and said they're going to remake the album and give it to us. we were just like, that doesn't happ happen. >> briggs hand delivered this album to if couple. he says he's kept all his negatives dating back to the very start of his career in 1985. gosh, what a nice thing to happen to that couple after everything they've been through. >> so many families have been through the same.

you're never more than seven minutes away from my accuweather forecast. meteorologist mike nicco with a look at your day ahead. >> here is a look at san jose. 87 near the airport, 59 degrees right now. as you get into the higher elevations, you may run into some drizzle or the closer to the coast you get, same thing. today on this milder morning that will flip and become a cooler afternoon. more clouds the next couple nights, more chances of drizzle. a summer spread that will begin sunday as another warming trend moves inland. here is a look at a cold front. it's trying to move into california. it's so hard this time of year to get a bona fide cold front through. what it is doing is opening the door for a cooler onshore breeze. that's why the next couple days temperatures are dropping dramatically today and holding steady below average to the warming trend sunday. we have 80s in the south bay, mainly morgan hill and gilroy, 82 to 80 there. we'll have mid 70s for most of

the peninsula. 70, a little cooler in millbrae. cloud cover, definitely sticky along the coast compared to yesterday. low 60s there. mid to upper 60s downtown to south san francisco. up through the north bay. we start closer to the san pablo bay where it's going to be breezy in the mid to upper 70s. petaluma northward, upper 60s, not quite as breezy. look at the finger of fog rolling between the bay bridge and richmond-san rafael bridge and never going away today. today 80 to 89 in our inland east bay neighborhoods. here is a look at my accuweather seven-day forecast. a couple degrees warmer, low to mid 90s next week. near 80 along the way. 60s at the coast. one new issue to talk about on the board this morning. not a lot of details in yet. it sounds like it could be significant issue. it is in the countercommute direction, east bay 80 off-ramp to richmond parkway. that's not really a terrible area. it sounds like we have a flipped tanker truck.

trying to get more information. i know emergency crews are just heading to the scene. we don't know about injuries, how much damage is done to the truck and definitely no delays at the moment. certainly something i'll keep an eye on this morning. traffic coming into san francisco looking good. just got word of a vehicle that ran out of gas on the lower deck of the bay bridge just past treasure island. so far not causing delays getting out of the city. i believe they made it off to the shoulder. westbound 580 richmond-san rafael bridge six minutes. 12 minutes across san mateo. 9 minutes westbound 84 for the dumbarton bridge. we know which candidates will take part in the second debate on july 30th and 31st. steve bullock will take the place of east bay congressman eric swalwell who dropped out earlier this month. the other 19 candidates are the same ones who participated in the first debate including joe biden, bernie sanders and senator kamala harris. on this evening a drawing will determine which candidates will

weather in places like new york, philadelphia, washington under a heat emergency. the temperature in d.c. is expected to feel almost as hot as death valley. that's the key. there's going to be so much humidity in the air that the temperatures won't cool at night. humidity is one of our greatest greenhouse gases president that's why temperatures will be able, look at this, from salt lake city and phoenix -- granted it's dry here, draw a line from there, minneapolis, chicago, d.c. southward. in the 90s to 100. all the storm tracks are all around us. look at these highs today. look at the highs for tomorrow. there's not much of a difference. the longer we stay into this, 100 in chicago. some people don't have air conditioning. so we're going to have issues with some heat-related deaths. it's something very hard to monitor. it is one of the top killers, if you will, of weather unfortunately.

mike, thank you. a self-driving car company has big plans to expand in silicon valley. aurora struck a deal to shift the company's headquarters to mountain view. the company is currently in palo alto but just leased a big research and office building on north bernardo avenue. the company raised $690 million in three funding rounds last month. move over black friday, step aside cyber monday. amazon claims it did more business on prime day than both of those discount holidays combined. the online retailer says prime day 2019 was the largest shopping event in its history. amazon sold more than 175 million items during that two-the day event. the top sellers? instant pots, so that's still a big deal i guess, and dna kits. >> yeah, i see that. also b to be fair, it was two

surface street on richmond parkway beyond the off-ramp. it's not affecting the mainline. still waiting more information. sounds like the driver is okay, however the truck is leaking fluid, so it could be a hazmat and they could have a big cleanup ahead of them. waiting for more information, as soon as i get that, i'll pass it on to you. a quick check of the bay bridge toll plaza, metering lights are on. we have a disabled vehicle reported in lane number five. so the fifth lane over from the left, it sounds like that's the last of those cash lanes. waiting for help from a bridge crew. new developments on the proposed uber and lyft tax. san francisco voters, it looks like, will decide in november if they want to pay more for the ride. >> supp posters say it's needed to help fight congestion. abc 7's jobina fortson live at sfo this morning. >> reporter: people are very close to seeing this on their ballots in november. uber and lyft are supporting the

extra tax, too. here is a breakdown for everybody so you can see what this will look like. if it's approved, it will all be in place by 2020. so it would add a surcharge of 1.5% to shared rides and 3.25% on all other rides in san francisco. all electric cars would have a 1.5% surcharge for the first five years. the money would fund transportation and safety improvements to streets. the tax is all about cutting down on traffic congestion. san francisco supervisor aaron peskin introduced the proposal. he told us back in april research found that during the peak of the morning and p.m. commutes 50% of congestion in downtown san francisco was a result of uber and lyft. according to the "san francisco examiner," the board of supervisors' budget and finance committee approved the tax and the full board is expected to vote next week to put it on the ballot on november 5th. if it passes again, 2020, this

years. >> steyer defended his lack of political experience saying years of working in finance and starting his non-profit, next gen america was good training ground. democratic presidential hopeful pooeg will visit the bay area on wednesday. he toured a veterans community project in kansas city, missouri with jason candor. a rally erupted into chants to, quote, send her back, at a trump rally last night. you can hear that chant referring to representative ilhan omar who was born in somalia and later became an american citizen. she's one of four minority lawmakers the president attacked telling them to go back to where they came from. many calling that tweet racist and pointing to white nationalism as president trump's tool for re-election. on san francisco's knob

hill, donald trump jr. and former san francisco first lady kimberly guilfoyle headlined a fund-raiser. the location was kept quiet because of fear of protests. the fund-raiser drew about 50 people. >> republicans don't have any voice pretty much in san francisco. so to be able to participate in an event like that on a national level with someone they support is something a lot of people will jump at. earlier this month, the trump campaign announced it raised $105 million in the second quarter. developing out of japan this morning. fire of firmts have confirmed nearly 30 deaths in an arson attack at a popular animation studio in kyoto. police say a man burst into the building, spread a flammable building around the studio and then set it on fire. the suspect was also injured in the fire and taken to the hospital. fire crews worked to extinguish the fire while also pulling out injured workers. police are searching for a possible motive behind the attack. chevron is investigating the cause of a flaring incident at

its refinery in richmond. the refinery issued a level one community warning about 7:30 last night. chevron says there was no environmental or health risk to the community. the flaring produced a plume of black smoke. flaring is used to relieve a buildup of pressure during production. in the east bay, the man accused of killing nia wilson at the macarthur b.a.r.t. station will stand trial. a judge says john lee cowell is competent enough to proceed. cowell is accused of tabbing wilson in an unprovoked attack. her sister was stabbed as well buzz survived. the judge reviewed reports from three doctors. one believed cowell lacked competency. the another didn't render a decision. and the third found him to be competent. cowell will return to court next month. plans to install canopies over b.a.r.t. stationesque laters in san francisco have been delayed. "the examiner brsh reports the board of supervisors budget and finance committee questioned the $91 million price tag. that is for 21 canopies at four

forecast seven-day forecast, pattern holds tomorrow, you can see it slowly warms inland. by the time we get to the end of the weekend, back to 90 there and 80 around the bay. some good news and bad news for the bay bridge toll plaza. the metering lights are on. we talked about that red vehicle that was getting hooked um to the tow truck last time we checked out this camera. looks like that has cleared, although not officially from the board. it's certainly not on our camera view at this point. i think that one is gone we've got a new problem. same location, not sure which lane, but a vehicle with a blown-out transmission just before the toll plaza westbound 80. looking for that, sounds like emergency crews are trying to find that vehicle as well. a little more information about the flipped tanker truck, eastbound 80 to richmond parkway. pinole pd is on the scene. the truck is leaking liquid asphalt binder. i've been trying to find out what that is. it does not look like a great substance to be leaking out of anything. weave got hazmat crews on the way to the scene. again, i don't think this is
