inland, 79 to 82. you can see what the sea breeze does. brings our temperatures back below average. real comfortable evening on the way from 60 at the coast to near 70 inland. how about the commute? >> looking very comfortable so far as well. very few issues on the board so far. sounds like one minor problem on westbound highway 4 past san marco bld boulevard. bay port area into concord, debris in the roadway and at least two vehicles hit that. we have debris blocking part of one lane. the vehicles are off on the shoulder. chp on the way to the scene to investigate. right now we're still in the green through that stretch. a quick check on the richmond side of the richmond-san rafael bridge, nice and dry. no drops on our camera lens. very light volumes on web 580. unanimous vote went through for safety measures to prevent more deaths around smart trains. five people have died in less than three weeks. >> the smart trains director is calling it a public health

crisis. two of the deaths were accidental, three were suicides. anser hassan has more on what officials are doing. >> reporter: one of the first steps is to put up safety fencing in these crossing areas so passengers will have to zigzag their way through. if you're on foot or on bike, you would have to hit the dpens before you hit a train. it's an effort to improve safety at 62 railroad crossings along the 43-mile stretch of track. the smart board members say another problem centers around mental health issues. there have been six suicides on the track since smart launched in 2017. the board says suicide is a community issue which requires a community response. they formed a suicide prevention coalition, made up of public safety, mental health and transit construction on some of these new barriers is set to begin

victims to skyline boulevard to kill them. yesterday dosouqi was in court for a hearing. the judge reviewed his records and noted he was laughing randomly in court. all proceedings are on hold until doctors examine him. an east bay man who attacked oakland police officers is expected to be sentenced. gee vonnie gains brought several bombs to a peaceful rally last year. one of them went off and hurt ten officers. the rally was being held in honor of 18-year-old stabbing victim nia wilson. we're hearing from two window washers left dangling from the millen kbrum tower complex. >> they were stuck for more than fur hours before being rescued. abc 7 reporter kate larsen has their story. >> reporter: a high in the sky emergency as two window washers working at the millennium tower complex got stuck outside the tenth floor. until the san francisco fire department came to the rescue. >> we were sending a rescue

group up to the roof to try to repel down from them. while we were coming down from below to see if our ladder would reach up and going straight to the tenth floor to see if we could pull them through the windows. >> reporter: the firefighters tell me the window washers started working on the building around 7:00 in the morning. for some reason around noon their rig got stuck. >> crazy. >> reporter: cory is one of the window washers who says they were stuck hanging outside for more than four hours. >> the motor stopped working on the rig, so we tried to fix it. it wouldn't work anymore. >> we just wanted to get in. >> reporter: cory has a message for his rescuers. >> we love them and appreciate them. >> reporter: after the rescue sky 7 was overhead as they worked with firefighters on the roof to try to figure out how to get their platform off the side of the building. eventually another employee got it going. chief dobson says with all of san francisco's high-rises, they train for this type of incident.

you're never more than seven minutes away from my accuweather forecast. meteorologist mike nicco with a look at your day ahead. >> here is a look at san jose. 87 near the airport, 59 degrees right now. as you get into the higher elevations, you may run into some drizzle or the closer to the coast you get, same thing. today on this milder morning that will flip and become a cooler afternoon. more clouds the next couple nights, more chances of drizzle. a summer spread that will begin sunday as another warming trend moves inland. here is a look at a cold front. it's trying to move into california. it's so hard this time of year to get a bona fide cold front through. what it is doing is opening the door for a cooler onshore breeze. that's why the next couple days temperatures are dropping dramatically today and holding steady below average to the warming trend sunday. we have 80s in the south bay, mainly morgan hill and gilroy, 82 to 80 there. we'll have mid 70s for most of

weather in places like new york, philadelphia, washington under a heat emergency. the temperature in d.c. is expected to feel almost as hot as death valley. that's the key. there's going to be so much humidity in the air that the temperatures won't cool at night. humidity is one of our greatest greenhouse gases president that's why temperatures will be able, look at this, from salt lake city and phoenix -- granted it's dry here, draw a line from there, minneapolis, chicago, d.c. southward. in the 90s to 100. all the storm tracks are all around us. look at these highs today. look at the highs for tomorrow. there's not much of a difference. the longer we stay into this, 100 in chicago. some people don't have air conditioning. so we're going to have issues with some heat-related deaths. it's something very hard to monitor. it is one of the top killers, if you will, of weather unfortunately.

extra tax, too. here is a breakdown for everybody so you can see what this will look like. if it's approved, it will all be in place by 2020. so it would add a surcharge of 1.5% to shared rides and 3.25% on all other rides in san francisco. all electric cars would have a 1.5% surcharge for the first five years. the money would fund transportation and safety improvements to streets. the tax is all about cutting down on traffic congestion. san francisco supervisor aaron peskin introduced the proposal. he told us back in april research found that during the peak of the morning and p.m. commutes 50% of congestion in downtown san francisco was a result of uber and lyft. according to the "san francisco examiner," the board of supervisors' budget and finance committee approved the tax and the full board is expected to vote next week to put it on the ballot on november 5th. if it passes again, 2020, this

years. >> steyer defended his lack of political experience saying years of working in finance and starting his non-profit, next gen america was good training ground. democratic presidential hopeful pooeg will visit the bay area on wednesday. he toured a veterans community project in kansas city, missouri with jason candor. a rally erupted into chants to, quote, send her back, at a trump rally last night. you can hear that chant referring to representative ilhan omar who was born in somalia and later became an american citizen. she's one of four minority lawmakers the president attacked telling them to go back to where they came from. many calling that tweet racist and pointing to white nationalism as president trump's tool for re-election. on san francisco's knob

hill, donald trump jr. and former san francisco first lady kimberly guilfoyle headlined a fund-raiser. the location was kept quiet because of fear of protests. the fund-raiser drew about 50 people. >> republicans don't have any voice pretty much in san francisco. so to be able to participate in an event like that on a national level with someone they support is something a lot of people will jump at. earlier this month, the trump campaign announced it raised $105 million in the second quarter. developing out of japan this morning. fire of firmts have confirmed nearly 30 deaths in an arson attack at a popular animation studio in kyoto. police say a man burst into the building, spread a flammable building around the studio and then set it on fire. the suspect was also injured in the fire and taken to the hospital. fire crews worked to extinguish the fire while also pulling out injured workers. police are searching for a possible motive behind the attack. chevron is investigating the cause of a flaring incident at

its refinery in richmond. the refinery issued a level one community warning about 7:30 last night. chevron says there was no environmental or health risk to the community. the flaring produced a plume of black smoke. flaring is used to relieve a buildup of pressure during production. in the east bay, the man accused of killing nia wilson at the macarthur b.a.r.t. station will stand trial. a judge says john lee cowell is competent enough to proceed. cowell is accused of tabbing wilson in an unprovoked attack. her sister was stabbed as well buzz survived. the judge reviewed reports from three doctors. one believed cowell lacked competency. the another didn't render a decision. and the third found him to be competent. cowell will return to court next month. plans to install canopies over b.a.r.t. stationesque laters in san francisco have been delayed. "the examiner brsh reports the board of supervisors budget and finance committee questioned the $91 million price tag. that is for 21 canopies at four
