afternoon as the driver of the rented tesla blew through a red light at taylor street and farrell. the tesla driver broad-sided a mini cooper and hit a married couple walking in the crosswalk. 39-year-old benjamin dean was killed, his wife taken to the hospital. the couple is from clovis in the central valley. the two were in san francisco celebrating their anniversary. >> we don't know if she was in autonomous mode. that will be later determined. speed was a factor. it's a rental vehicle, unnorthern if she took it to its limits or what occurred. >> reporter: police have surveillance video of the crash. they're looking to see if the tesla was involved in any other crimes over the weekend. police also tell us the posted speed limit was around 25 or 30

where it's partly cloudy at 60. not quite as comfortable as it was last week. alexis? >> taking a look at the commute. one incident on the board that is causing any delay whatsoever, although it's not much of one. westbound 80 in emeryville before powell, a semi lost control and hit barrels there in the area. they're working on cleaning up the sand and getting that semi towed away as well. we'll flip over to the traffic maps and check this out in that area. you can see we're still in the green through that stretch, maybe a tiny delay as folks get through the flashing lights. that's about it so far this morning. new this morning, san francisco's long delayed central subway project is in danger of running out of money according to an independent federal monitor's report obtained by "the exam her." they could soon spend their last federal dollar on the project. that means the city will need to come up with the rest of the

money to pay for the project. trains were supposed to run through chinatown in december 2018. traffic is back to normal along san francisco's macarthur tunnel following a car fire. the fire closed traffic through the tunnel in both directions. traffic came to a stop along doyle drive and park per sid i don't. the wreckage was cleared in under an hour and no one was hurt. this morning we're seeing dramatic new video right before a masked iranian commando seized a british oil tanker. megan tef reyesian is in new york with perez's response. >> reporter: as this latest crisis plays out, president trump ordered more troops to deploy to the middle east. tensions escalating, new video released by iran showing the moment revolutionary guards seized a tanker in the strait of

megan tevrizian, abc news, new york. democrats and republicans are pledging to ask tough questions of special counsel robert mueller when he testifies on wednesday. jerry nadler says there's substantial evidence in the mueller report that president trump is guilty of impeachment offenses. >> we think it's very important for the american people to hear directly what the facts are, because this is a president who has violated the law six ways from sunday. >> house democrats are deeply divided over impeachment. mueller says he doesn't intend to speak beyond the findings of the 400-plus page report of the russia investigation. he'll testify before the house judiciary committee in the morning, the house intelligence committee in the afternoon. abc news plans to air a special report to cover the hearings on wednesday. the first is set to start around 5:30 in the morning. george steph nap laos will anchor. >> redwood city will consider restrictions on so-called granny

units. many are being built above garages. our media partner says some neighbors are complaining of losing their privacy. opponents say the restrictions could discourage construction of badly-needed housing. abc 7 news is committed to building a better bay area. part of that is looking for solutions to homelessness. "the los angeles times" reports california is looking at new york's right to shelter policy as a possible solution to the growing homeless crisis. that policy requires cities and counties to build shelters to house any homeless person who asks to come inside. a second requirement would force the homeless to accept shelter if offered. critics question whether the state can enforce such a policy. the emergency repairs on the richmond-san rafael bridge have wrapped up, but have delayed another project. crews had to shore up the expansion joints after concrete fell onto the lower deck of -- on at least two occasions earlier this year.
