making news in america this morning, the torrential downpours leading to flash floods. >> holy moly. >> powerful storms leaving half a million customers without power. plus, the tropical threat looming for the east coast. we're tracking it all. breaking right now, the protests in puerto rico taking a violent turn overnight. cars burning in the streets as protesters are hit with tear gas outside the governor's mansion demanding he resign. the dramatic new video coming in. a new warning from the justice department to former special counsel robert mueller. what he's being asked not to say during his upcoming testimony and the president's answer on whether he'll be watching.

plus, the health alert. is aspirin doing more harm than good for millions of americans? a college football team unveiling the state of the art locker room complete with sleeping pods. why not everyone is happy about the high cost. and give them all a gold glove. see the rare play on the baseball field. >> you don't see that every day. good tuesday morning, everyone. we begin with the violent weather leaving hundreds of thousands of people in the dark. >> heavy rain, strong winds and lightning knocking out power to more than half a million customers along the eastern seaboard and in the midwest. and forecasters are warning the scenes of flooding and downed trees may be repeated today. this morning, torrential downpours triggering flash floods. parts of new york city left underwater after rain fell at a rate of one to two inches per hour.

commuters dodging a waterfall at this manhattan subway station and this woman crossing the street in brooklyn in water up to her knees. >> it was shocking to me. i haven't seen water come up like that in this area ever. and i've lived here my whole life. >> reporter: in new jersey floodwaters submerging several cars in this neighborhood, and outside philadelphia. debris blowing down this street. power winds tore the roof off an abandoned carwash. >> holy moly. >> reporter: in maryland the storms turning deadly after a tree fell on an 89-year-old man. >> we're not sure why. i don't know if he was assessing the damage at the time. but a neighbor came home and found him under the tree. >> reporter: overnight more than half a million people were without power across five states from the northeast to the midwest where this funnel cloud was spotted over lake erie, and in the west, flash flooding near joshua tree national park in california as forecasters warn monsoon season is about to ramp

up. and forecasters are cautioning about a tropical depression in the atlantic. it's not expected to become a hurricane, but the storm will bring several inches of rain from florida to the carolinas. we'll have a closer look at your forecast in less than five minutes. now to breaking news in puerto rico. violent clashes broke out between police and protesters overnight. they threw rocks and bottles at police. officers fired tear gas and rubber bullets on the crowd. this after the biggest protest on the island in decades. demonstrators want governor ricardo rossello to leave office immediately, but he's refusing to step down until his term ends next year. this all started with the leak of offensive messages between rossello and his inner circle. the governor is digging in saying he has already apologized and is making amends. the white house and congressionatwo-year budget deal that would raise spending by $320 billion and suspend the

debt ceiling. it would allow the government to keep borrowing well past the 2020 elections and avert the first ever default on u.s. payments. spending on domestic and military programs would increase equally. president trump is calling it a real compromise. a vote is expected by the end of the week. the justice department is warning robert mueller not to stray from his report when he testifies tomorrow before congress. in a letter from a top justice official, mueller was also told not to discuss the actions of people who were not charged in the russia investigation. after slamming the probe, for more than two years, president trump now admits he may be watching. abc's megan tevrizian joins us with the latest. good morning, megan. >> reporter: we're learning robert mueller plans to bring a prepared statement and that he's expected to testify for at least five hours. after months of anticipation, the former special counsel will testify before the house judiciary and intelligence committees. first president trump insisting he wouldn't watch then -- >> no, i'm not going to be watching. probably, maybe i'll see a little bit of it.

i'm not going to be watching mueller because you can't take all those bites out of the apple. >> reporter: robert mueller is a reluctant witness appearing under subpoena. he had hoped his report would speak for itself. >> and the report is my testimony. i would not provide information beyond that which is already public in any appearance before congress. >> reporter: mueller's report did not clear president trump of obstruction, but attorney general william barr did. democrats plan to push mueller on why he didn't clear the president. >> if we had had confidence that the president clearly did not commit a crime, we would have said so. >> reporter: this morning a newly released letter by the justice department is advising mueller not to go beyond the redacted report. president trump telling reporters this week, the democrats are wasting their time. >> we had no collusion, no obstruction. we had no nothing. >> reporter: and the president

already tweeting this morning saying he completely read the mueller report and it wasted everybody's time and taxpayer dollars. abc will have live coverage of his testimony starting at 8:30 eastern time tomorrow. kenneth. >> it will be a big day on capitol hill. megan, thank you. the u.s. is denying iran's claim that 17 were arrested for spying. some of the suspects have reportedly been sentenced to death. iranian state television says these images which we've blurred showed cia officers who ran a network of spies targeting their nuclear and military sites. abc's martha raddatz has more details on the photos. >> reporter: as for those images of what the iranians are claiming are cia officers, some of the names do match with current or former state department employees, but they came from business cards that the iranians found, but whether they were real cia officers or not, the iranians have put those individuals in danger by releasing those images and names. >> president trump dismissed the claim as totally false. as tensions rise he said it's getting harder for him to want

to make a deal with iran because officials there have behaved very badly. this morning the lights are out across much of venezuela. in caracas the massive power outage snarled traffic shutting down the subway system forcing workers to walk home during rush hour. it's the first blackout to hit the capital since march. the government blames this power outage on a so-called electromagnetic attack. authorities are working to restore service. and in the uk british -- the british will find out this morning who will replace theresa may as their next prime minister. former london mayor boris johnson, a staunch brexit supporter often compared to president trump, is the strong favorite over foreign secretary jeremy hunt to lead their conservative party and the country. the winner takes office tomorrow when may formally resigns. a growing wildfire has triggered evacuation notices north of phoenix. it burned more than 1800 acres near flagstaff quadrupling in size since sunday.

we're back with a former judge being dragged out of a cincinnati courtroom. tracie hunter went limp after being handed a six-month sentence prompting an eruption from supporters inside the courtroom. she was convicted of using her position as a judge to help a family member. the sentencing comes after the city's mayor requested she not face prison time. the murders of an american woman and her boyfriend in canada are raising fears about a serial killer on the loose. new surveillance video shows chynna deese and lucas fowler embracing at a gas station a day before they were murdered. police in british columbia say

they were shot to death and their murders could be connected to a third mysterious death. >> it's unusual to have two major investigations undergoing of this nature in northern bc at the same time and so we recognize that there is a possibility that these could be linked. >> police have issued a sketch of a bearded man. a witness says she saw that man talking with a couple before they were found dead. two louisiana police officers were fired over a facebook post suggesting that congresswoman alexandria ocasio-cortez should be shot. one of the officers called ocasio-cortez a, quote, vile idiot who needs a round, and i don't mind the kind she used to serve when she was a bartender. the other officer was fired for liking the post. neither will face criminal charges. no charges will be filed against the other main player in the a$ap rocky case. the new york born rapper has been held but not charged since july 5th in sweden following a street fight last month. he says he was acting in self-defense when a man harassed

him and his entourage, but swedish authorities say it was the other man defending himself. an online petition calling for a$ap rocky's release has more than 600,000 signatures. and this year's hottest song "old town road" by lil nas x and billy ray cyrus has been at number one on the billboard 100 chart for 16 weeks. that ties the record for the most weeks at number one with "despacito" by luis fonsi and "one sweet day" by mariah carey and boyz 2 men. >> just can't get enough of it. ♪ one sweet day >> that either. coming up, the medical alert. why researchers say millions of americans should stop taking aspirin. plus, mystery at ole miss. a student found dead near the school's campus. the hunt for a possible killer under way. good samaritans rushing to free a driver after his truck flipped over. this morning we're hearing exclusively from that driver.

that car went airborne after jumping a curb and slammed into a couple of parked cars. a man in the speeding car suffered a head injury. he's still on the loose. a woman in the car was taken to the hospital with a leg injury. no word on any charges. police in mississippi are asking for help to solve the mysterious death of a college coed. >> the young woman's body was found near a lake several miles from the ole miss campus and authorities say they suspect foul play. abc's adrienne bankert has the details. >> reporter: police are looking for whoever may have killed 21-year-old college student alexandria "ally" kostial. investigators say she was discovered dead over the weekend on the edge of this lake near the university of mississippi known as ole miss. ally's father, keith kostial posted on facebook that ally had been attending summer school and teaching fitness classes at ole miss writing online that police communicated to us that our beautiful deer ally was the victim of a homicide. the sheriff department says one of their deputies found her body about 20 miles from campus and

that foul play was involved. a school official shared in a statement, we are truly saddened by the death of alexandria kostial. ally was a valued member of our campus community and ally's sorority sisters are paying tribute to her on social media. one writes, she was the brightest light and always had a smile on her face. she truly was a ray of sunshine. authorities say they're following several leads at this time. the state bureau of investigations as well as police are now assisting in the case. adrienne bankert, abc news, los angeles. we have a medical alert this morning. a new study suggests that millions of people should stop taking aspirin to prevent heart attacks. a daily low dose of the drug is recommended for people who have already had a heart attack or stroke but the study found that a daily aspirin for healthy people may be harmful. researchers say that aspirin can cause dangerous side effects such as brain bleeding. as always, check with your doctor before changing any daily drug regimen. now to a wild accident

near chicago and the incredible team effort that saved that driver's life. a news helicopter capturedhe mo blew a tire and flipped over on the interstate trapping the driver inside. more than a dozen good samaritans stopped to help. when they couldn't pry the door open, 14 men pushed the truck onto its side making a way for orlando hernandez to escape. >> i just told them like i need to get out. i need to get out of here so afterwards i told them to cut the seat belt out and i'll be able to climb out. fortunately i did. in case they're watching i want to say thank you to them because they really are like my guardian angels. >> the truck is totaled but hernandez walked away with just a few scrapes and bruises. family, friends and teammates gathered to remember los angeles angels pitcher tyler skaggs. the private memorial took place in santa monica. skaggs was found dead in a texas hotel room july 1st. 14 people gave eulogies including his teammates and widow. on the field a rare play in minnesota.

out there. mid 50s to mid 60so be the next couple mornings. as we talked about yesterday, no matter how hot it gets during the afternoon hours, it still coolsoff nicely at night. our temperatures today will look a lot like yesterday. there may be a little more cloud cover at the coast. we'll have breezy spots along the north bay coast and through the delta like we did yesterday. 66 at san francisco, 75 in oakland, san jose 86. off to a quiet start on the roads. a little backup in the cash lanes on either side of the bay bridge toll plaza. they should get a few more booths open up shortly and that should start to thin out. somebody is already using the car pool lanes which usually those don't open for a few more minutes. i will confirm that. i do know we don't have any metering lights yet this morning. the richmond-san rafael bridge westbound 580 near san quentin, we had a solo vehicle crash. that just cleared a couple

moments ago. as you can see, we're still in the green through that stretch >> only on 7, we're getting a look at the moments that led up to the deadly tesla crash in san francisco yesterday. >> abc 7 news reporter jobina fortson has more on a rally planned for today to call for safer streets. >> reporter: the video not only shows the speed of the tesla, but also shows the point where the couple from the fresno area begins to move into the roadway in the sidewalk with that tesla coming at them. the wife spots the vehicle first and she throws her arms over her husband right before she and him are both hit and thrown into the air. the husband has been identified as 39-year-old benjamin dean. he died at the scene. his wife kelly dean was rushed to the hospital in critical condition. investigators believe the tesla was going 45 to 50 miles per hour, well above the posted speed limit of 25 to 30.

walk san francisco is a pedestrian advocacy organization that's planned a rally for this morning at 9:00 a.m. at city hall to call for new policies to make streets safer and slow down drivers. >> street design changes and re-engineering to really impact how people are driving in our city. >> reporter: supervisor matt hanie will be at the rally as well. this crash happened in the heart of his district. he said san francisco is in a crisis when it comes to pedestrian fatalities. live from sfpd headquarters this morning, jobina fortson, abc 7 news. kelsey cambridge rented the car through the app get around. it only requires drivers be 19 to get a car unless it's a specialty car like tesla. getaround says it's cooperating with authorities and won't share details out of respect for the
