moisture is getting to us. look at the lack of cloud cover. fog and visibility is not as low as it was yesterday along the coast. look at this from the exploratorium camera and the lack of clouds as we look towards san francisco. starting off a little more in the way of stars. temperatures about the same as yesterday. mid 50s to low 60s by 7:00. the entire day is going to be a lot like yesterday with 60 at the coast, 80 around the bay and 90s inland by 4:00. this is mild compared to tomorrow. i'll show you that coming up. here is alexis. >> good morning, mike. the bay bridge toll plaza starting to fill in. we don't have any incidents reported on the bridge, just looking like we're getting busy in all the lanes that are cash and fast track. car pool lanes are cruising through. quick collect of drive times. only one in the yellow, westbound 580 tracy to dublin coming in at 47 minutes. 15 minutes southbound 680 dublin to mission boulevard.

also in the green, northbound 85 between highway 101 and cupertino. a rollover crash delayed drivers in san jose overnight. firefighters needed to cut the roof off a mazda to free the driver. it overturned on southbound 85 near lee avenue. no word on how badly the driver was hurt. some drivers began turning around on the freeway because all southbound lanes were closed for about an hour. the highway patrol is working to find out what caused this crash. building a better bay area means making changes to solve a commuter challenge. that's what caltrain is doing. >> it's unveiling its vision for the future including faster service and fur stops for riders. abc 7 reporter amy hollyfield with more on what caltrain is working on and how much it will cost. >> reporter: good morning. very major. think of this. can you imagine caltrain being like b.a.r.t., that's the plan, to increase service so much that

caltrain is like b.a.r.t. service. here is the big number they're shooting for. every day caltrain carries 65,000 passengers. this plan ais to nearly triple that and provide service to 180,000 during peak hours. instead of five trains every hour, you would see eight. that would be during the peak times. this won't be cheap. caltrains estimates it would need an extra $90 million in subsidies. one thing they're talking about is increasing the sales tax in san francisco, san mateo and santa clara county. you have to weigh that. would you want to pay more in sales tax for this? this is the first time we've heard of this plan. they tc me over the next few months. planners say improving caltrain will be essential as this region continues to grow. live in millbrae, amy hollyfield, abc 7 news. safety on the tracks is another big challenge facing caltrain. two people are dead in separate

accidents involving trains. one hit a person trespassing on caltrain tracks in mountain view about 8:00 last night. another person on the tracks was hit in burlingame three hours earlier. here is video from the citizen app, a person who was on the scene there. trains were delayed up to an hour and a half. nine people have died in incidents involving caltrain just this year. the daily post reports ten caltrain deaths last year. only on 7, we're seeing video of a deadly tragedy unfoaling. a tesla ran a red light and a man died after being hit by the speeding car. a dash cam caught the tesla running that light. you can see one of the victims in the last minute kelly dean throwing her arm across her husband dean. the froze know county couple came to san francisco to celebrate their wetting anniversary. that deadly crash happened in

san francisco's high injury network. you can see all the red lines indicating that on the map. the dangerous areas mostly concentrated in the downtown, soma and tenderloin neighborhoods. vision zero is the city's initiative to eliminate traffic deaths by 2024. leaders say more than seven deadly incidents happen on just 12% of city streets. boris johnson celebrating victory. the brexit hard liner will become the urktsk's next prime minister. he won an election against jeremy hunt to lead the conservative party. he will officially replace theresa may as prime minister tomorrow. they announced last month she will resign. as part of building a better bay area, we're looking at ways our communities are working do keep us safe, especially during a disaster like a wildfire. we have more about a special workshop in santa rosa aimed at building a fire protection plan.

>> reporter: it's a new effort to make sure devastation like this doesn't happen again. >> this is the first of three community meetings we'll be holding. >> the city of santa rosa held this meeting, wood chipping programs to reduce fuel. it's something kate stein who lives in santa rosa says she hopes happen. >> i hike every weekend in adele state park. the north side of that park, the part that did not burn is at a high risk level. it really needs to have some prescribed burn to reduce the fuel level. >> reporter: laura who lovett her home in the tubbs fire has this proposal. >> i'd like the city council to pass a law about vegetation management, that people that own property don't just have to cut the weeds down, they have to cut everything down that's flammable. >> and you're fined if you don't do it? >> absolutely. >> reporter: if you can't come to the meetings, there's still a way you can contribute online.

the city is asking people to fill out this sur ray with questions about areas you think are the highest fire risk. the city says they've been denied money for fire prevention programs. >> all those priorities go into helping us put together grants. those grants are where we'll seek assistance from fema, the federal government, to help support and monetarily fund some of those ideas and concepts. we want to hear your ideas about building a better bay area. you can share them by joining our better bay area group on facebook. some new numbers, the california housing market is apparently weak. the state lake layive office, according to the sacramento bee the report says fewer than 26,000 homes were sold in may. that is lower than 28,000 sold in june of last year and way below the historical average of

more than 31,000 home sales per month. despite those falling numbers, andists say we're not necessarily headed towards recession. they say sales have stabilized in recent months. san francisco's transportation authority will vote on plans to charge tolls for driving along the crooked portion of lombard street between 9:00 in the morning and 9:00 at night. that study also suggests higher tolls during the busiest times and even a reservation system. now, if those plans get approved, it would still take more steps before tolls on lombard street actually become a reality. let's take a look at what's going on, watching the monsoon moisture. it's staying south of us right now. that means at night we're still cooling off nicely. we've got mid to upper 50s along the east bayshore to 60 in union city. 61 in orinda. east bay valleys low to upper 60s there.

no major delays on the board so far this morning. number seven, facebook contacting parents after a problem with its messaging app for children. the menlo park-based company says a technical error allowed thousands of kids to join group chats by people not approved by their parents. an effort under way to create competition for pg&e. the move would allow other companies to provide electricity and natural gas services. the division bases its request on what it calls a pattern of safety failures and rule violations by pg&e. berkeley wants to become the first city in the country to eliminate most if not all paper and plastic waste that comes from food and beverage containers. abc 7 news laura anthony has the details about a flu pilot

like this issue is wrapping up, southbound 680 near sycamore valley road. some type of wood debris in the roadway that at least a couple vehicles hit and had their vehicles damaged. looks like chp is clearing from the scene right now. so i'm going to assume that means the debris is clear and we don't have anymore vehicles getting flat tires this morning. we'll take a look at drive times coming up next. only on 7 we're getting a look at the moments that led up to that deadly tesla crash in san francisco on sunday. >> abc 7 news reporter jobina fortson is live at san francisco police headquarters with the exclusive video and more on a rally planned today calling for safer streets. jobina. >> reporter: good morning. investigators believe that tesla was traveling between 45 and 50 miles per hour, that's well above the posted speed limit at 25 to 30 miles per hour. and the video, watching that dash cam video leading up to the moments before the crash, it's devastating to look at. you can tell the wife noticed the vehicle coming at them

first. she tried to block her husband. you can see her arms move in front of him then. the husband is identified as 39-year-old benjamin dean who died at the scene. his wife kelly was rushed to the hospital in critical condition. the crash happened in the tenderloin in supervisor matt hanie's district. this maps shows the high injury network. those are the red lines right in the tenderloin. walk san francisco is a pedestrian advocacy organization that has planned a rally for this morning at 9:00 at city hall to call for new policies to make streets safer and slow down drivers. >> street design changes and re-engineering to really impact how people are driving in our city. >> reporter: the driver of the rented tesla is vallejo.

she booked for involuntary vehicular manslaughter. live from sfpp headquarters, jobina fortson, abc 7 news. well, in the north bay some people in napa county remain evacuated from their homes because of a wildfire. the canyon fire started near lake berryessa after 2:00 yesterday afternoon. cal fire reports it's burned 55 acres so far. it's 60% contained. the evacuations are taking place along the south side of highway 128. that road is closed between markly cove. a freeway shooting in oakland left at least one driver wounded. you can see what appears to be a bullet hole in an suv. yhp shut down the freeway so officers good look for evidence. both the driver and passenger in the suv went to the hospital. chp doesn't have a description

except he's a man in his 30s to 40s and he wasolored sedan. all eyes will be on special counsel robert mueller tomorrow when he testifies before the house judiciary and intelligence committees. this morning we're learning mueller will bring a prepared statement. he's expected to testify for at least five hours. the department of justice sent a letter advising mueller not to go beyond that redacted report. yesterday president trump went back and forth on whether he'll watch the testimony. >> no, i'm not going to be watching, probably. maybe i'll see a little of it. i'm not going to be watching mueller because he can't take all those bites out of the apple. >> late last night the president tweeted saying he completely read the mueller report and it was a waste of taxpayer dollars. abc news will have a special report on the mueller testimony. it's set to start at 5:30 tomorrow morning. oakland's homeless rate surged by 47% during the past

two years, the biggest jump of any california city. right now 940 people are homeless for every 100,000 people living in oakland. that's a higher per capita rate than san francisco and berkeley. the chronicle also reports officials counted oakland's homeless population in january and found more than 4,000 people, including more than 3,200 living outside or inside cars. happening today, san mateo county will consider paying employees more money to get out of their cars. county supervisors want to expand the program that pays employees who car pool and take public transit so there are fewer cars on the road. right now employees are paid $75 to take public transit. a new proposal would pay them $150 a month. the total cost for all that, $3.1 million a year. happening now, phase one of the new terminal one at san francisco international airport is officially open. this is a live look at sfo. the terminal is beiedo nohaey t first

>> our hottest days still ahead in the seven-day forecast. alexis, how is the commute going? >> doing okay so morprlems. two of our typical slow spots are definitely heavy at this point. taking you out to the tracy commute, westbound 205 to 580, 11 miles an hour, basically for that entire stretch. that's several miles, about seven, eight miles of heavy slow down and nothing blocking. that's just the norm unfortunately. bay bridge toll plaza, they actually just said they turned the metering lights on at 5:36. i kind of feel like they might have been on before that. definitely a backup before that. cash and fastrak lanes, you're backed up into the maze. a quick check of drive times. southbound 680 walnut creek to dublin, 14 minutes. 51 minutes southbound 101
