we're glad you're with us on tuesday, july 23rd. we have a special guest today. >> kumasi is here. you're neve than seven minutes away from my accuweather forecast. mike, what's going on today? >> a lot like yesterday, kumasi. good morning to you, good morning natasha. hi everybody. as you look over in the central valley, there's thunderstorms. that's how close the monsoon moisture is getting towards us. for us, the marine layer is going to be the big player in our forecast or not the big player. fog pushing into petaluma. fog moving across the golden gate bridge. you can see it starting to swallow san francisco as it makes a late push off towards the east. when you head outside, feels the same as yesterday. mid 50s to mid 60s at 7:00. less sunshine, low 60s today. pretty much everywhere else, 73 to 82 bay and inland at lunch. 80 to 92

mid to upper 70s at 8:00. we lad a hit-and-run collision reported on the fremont off-ramp, but i am not seeing any delays and they haven't filled any details. i don't think it's too serious. doesn't sound like a lot of lanes are blocked if any on that ramp. we'll see. i'm keeping an eye on that. you've got your typical backups through the maze. once you get onto the bridge, that looks good. westbound 580 tracy to dublin, in the red at 58 minutes. dublin to mission boulevard on southbound 680, about 18. northbound 85 highway 101 to cupertino, 16 minutes. right now want to talk about a rollover crash that delayed drivers in san jose overnight. firefighters had to cut the roof off a mazda and free the driver. the car flipped on southbound 85 near lee avenue. no word on the driver's condition. some vehicles ended up turning around, not advised, but the southbound lanes were closed for

about an hour. the highway patrol is working to find out what caused that crash. building a better bay area means making changes to solve a commuter challenge. that's what caltrain is doing. >> it just unveiled its vision for the future including faster service and fewer stops for riders. abc 7 news reporter amy hollyfield live in millbrae with the major upgrade and how much it will cost. >> reporter: good morning. a train passed through here in millbrae at 5:26. not another until 6:11. they want to make it more like b.a.r.t., want the caltrains coming more frequently. here is the big goal. right now they carry 65,000 people a day. the new plan would call for 180,000 people. instead of five trains every

hour during the peak commute hours, you would see eight. caltrains estimates it would need an extra $90 million in subsidies. one thing they're thinking about is increasing the sales tax in san francisco, san mateo and santa clara countys. this is the first time we've heard of the plan. they do expect more public meetings over the next few months. officials say improving caltrain will be essential to this region as it continues to grow. reporting live in millbrae, amy hollyfield, abc 7 news. >> safety on the tracks is another big challenge facing caltrain. two people are dead in separate crashes. one train hit a person trespassing on caltrain tracks in mountain view around 8:00 last night. another person on the tracks was hit in burlingame three hours earlier. here is video from the citizen app from a person on the scene in burlingame. trains were delayed up to an hour and a half. nine people have died in incidents involving caltrain

this year. "the daily post" reports ten caltrain deaths last year. a deadly tragedy unfolding in san francisco, a tesla ran a red light and a man died after being hit by the speeding car. a dash cam inside an uber captured the tesla running the light. you can see one of the victims, kelly dean, throwing her arm across her husband ben. sunday's crash killed ben dean. the fresno county couple came to san francisco to celebrate their wedding anniversary. this morning, supervisor matt hanie plans to lead a rally for traffic safety. jobina fortson will have more coming up at 6:30. as part of our commitment to building a better bay area, we're looking for efforts to keep our community safe. a series of meetings have started to avoid widespread reduction of wildfires. some of the people who attended

lost their homes when the tubbs fire swept through santa rosa in 2017. last night's meeting provided a chance for firefighters and homeowners to share ideas about reducing fire hazards. >> we'll look at comprehensive management programs, chipping programs. >> i'd like the city council to pass a law about vegetation management, that people that own property, don't just have to cut the weeds down, but cut everything down that's flammable. >> santa rosa will hold two more community meetings focusing on reducing wildfire risks. we want to hear your ideas about building a better bay area. you can share them by joining our area on facebook. boris johnson is celebrating victory. the brexit hard liner will become the uk's next prime minister. this is new video of him thanking members of the conservative party earlier this morning after winning the election against jeremy hunt. he will officially replace theresa may as prime minister tomorrow. you may remember she announced

good morning. if you're waking up in san francisco, temperatures one to two degrees in the mission and castro, sunset, lake merced. a lot of 50s out there until you get to the east bay where we have low to mid 60s and low 50s in the north bay. about the same as yesterday. let's talk about how the day unfolds if you're going to be outside. find shade if you're out and about, especially inland. beaches not quite as much sunshine. we'll have the breezy conditions in the same area we did yesterday with the small craft advisory. east bay valley, maybe 68 now, but already at 82 at 11:00. for the peninsula 62 this morning, total sunshine this afternoon and mid to upper 70s.

comfortable 76 during dinner. let's get over to alexis and find out about alamo and danville a multivehicle crash. i believe it started with one vehicle in the middle of the roadway and a couple others hit that. southbound 680 before el pintado. it's a tough spot to have lanes taken away. i believe that will impact the walnut creek commute. south bay, you're looking okay. still waiting to see a backup or get more information. 101 and 880 northbound lanes, a call about a hit-and-run commission. sounds like that vehicle is not cleared from the roadway. traffic looks like it's moving okay through the area. ac transit will begin running buses to the sales force transit center in san francisco starting august 11th. that will be one year since the

center officially opened. it was shut down just six weeks later after workers discovered cracks in steel beams. the beams were fixed and the center reopened on july 1st. some muni routes have been using the ground floor for a couple of weeks now. ac transit will be the first agency to run buses along the dedicated bus ramp to the center's third floor. it's 6:11. a chp officer's first day on the job and ends up doing something pretty sweet. the unnushl call to which he responded.

more students are getting accepted into uc schools than ever before. the university of california says it admitted about 108,000 incoming freshman to its nine undergraduate campuses this fall. a record 71,000 of them are in-state students. the uc system admitted nearly 1,000 new students from underrepresented groups. uc berkeley says 14,000 students were granted admission to its incoming fraesh man class, 8% more than last year. >> that's good news. an effort is under way to create competition for pg&e. they want to start the focus of revoking the monopoly certificate. the move would allow other companies toroech tris

tis and natural gat services. it bases its request on what it calls a pattern of safety and rule violations by pg&e. the company has been found responsible for several recent wildfires including last year's campfire that destroyed paradise. recyclable is good but reusable is even better for the environment. berkeley will be testing a pilot program for reusable cups in coffee shops. they're working with a company called vessel to provide stainless steel reusable cups. customers can pick one up and return it to a vessel kiosk within five days. >> we wash and sanitize it and even redistribute it in food grade containers. >> one of the things we're finding is the more options you have, the more results you get. some people, for example, if you're in a dorm room, don't really have facilities for washing a cup every day. >> several cafes in berkeley will be participate manage the

forecast. notice at sfo, i put the temperature. that means no delays, partly cloudy and 59 degrees. similar afternoon summer spread to yesterday as we have a holding pattern over us right now. it will still be cool to mild at night, especially when our afternoons start to reach 90 to 100 degrees in some neighborhoods. high pressure over the four corners region. there's so much more thunderstorms and showers out there than there was this time yesterday. ankfullyos of the humidity,ayin. also. we don't have to worry about heat index value, but just the actual temperature and how it feels 10 to 15 degrees warmer in the sunshine. mid to upper 80s through most of the south peninsula. redwood city about 82. low 60s at the coast, less sunshine than yesterday, maybe a little warmer in daly city. we'll have mid 60s in the north bay.

72 in sausalito. along the east bay shore mid 70s to mid 80s. not much of a spread in the east bay. my accuweather seven-day forecast, our hottest days will be wednesday, saturday and sunday, away from the coast, above average every day. a few more details on this issue in the east bay. let's take you back to the alamo area. southbound 680 past stone valley. a crash involving i believe at least two vehicles, possibly three. we had three lanes blocked at last check. now we're down to two lanes. they're making a little improvement. emergency crewtion s on the sce. that's definitely causing a delay, 11 miles an hour and 14 miles an hour as you get through that area. keeping a close eye on that, that's our biggest issue so far this morning. everyone else looking okay, pretty typical here. it's the bay bridge toll plaza, the metering lights on well past average this morning.

vehicle came along and hit that. at one point we had three lanes blocked. down to two left lanes at this point. definitely seeing a delay there. that's not going to be good for this commute. here is walnut creek, well north of this collision, north of the 24 split, but if it's there for much longer, it will meet up with typical delays coming through the walnut creek area, north of 24 heading into the san jose stretch. that's going to be a tough commute. we'll have a few more details in a few minutes. happening today, a rally for safer streets following two recent pedestrian deaths in san francisco. >> this comes as we get a look at the moments leading up to one of the crashes involving a rented tesla. abc 7 news reporter jobina fortson is live in san francisco police headquarters with the exclusive video you'll see only on 7. >> good morning. just to let our viewers know, we stop the dash cam video before the impact of the crash. you can see that tesla speed down the roadway and also the wife noticed the vehicle coming

at them before it hits them and sends both her and her husband into the air. the woman involved here, one of the victims, kelly dean, her husband, 39-year-old benjamin dean who died at the scene, unfortunately there was nothing kelly could do. it took one second for the tesla to broadside the mini cooper before the vehicle went on to hit her and her husband the crash happened in the tenderloin in front of supervisor matt hanie's district. in the middle of san francisco's high injury network. haney will be at the rally today by walk san francisco. they're calling for safer streets and something to slow down drivers. at city hall at 9:00 this morning. >> we are in a crisis, in a state of emergency. it's time the city recognized that. >> reporter: the driver of the rented tesla is 21-year-old kelsey cambridge of vallejo, she

was arrested and booked for involuntary vehicular manslaughter. jobina fortson, abc 7 news. kelsey cambridge rented the car through the app getaround it only requires drivers be 19 to rent a vehicle unless it's a specialty car like a tesla. getaround won't say why a 21-year-old was allowed to rent the tesla. it says it's cooperating with authorities and not sharing details out of respect for the families involved. in the north bay some people in napa county remain evacuated because of a wildfire. the canyon fire started near lake berryessa after 2:00 yesterday afternoon. it's burned 55 acres so far, 60 percent contained. the road is closed between markley cove and wragg canyon road. developing news out of oakland where a freeway shooting

left at least one driver wounded. sky 7 was over the scene on interstate 880 last night. you can see what appears to be a bullet hole in an suv. the chp shut down the freeway so off kearse could look for evidence. both the driver and passenger in the suv went to the hospital. the chp doesn't have a description of the suspect except he was a man in his thirds to 40s. he was driving a dark-colored sedan. part of our effort to build a better bay area deals with safety. today san francisco mayor london breed, police commanders and community leaders will visit chinatown merchants to focus on crime. witnesses say two senior citizens were knocked down by rog bers who took a watch last week. more than 200 people packed a meeting last night urging police to do zblor this kind of outrageous behavior must be stopped. >> i see a lot of frustration on the part of the community that

nothing has been done. >> visibility for us is key. as of last week we've increased our patrols. >> business leaders say more security cameras will be installed across chinatown during the next six weeks. all eyes will be on former special counsel robert mueller tomorrow when he testifies before the house judiciary and intelligence committees. this morning we're learning mueller will bring a prepared statement. he's expected to testify for at least five hours detailing his investigation into russian influence in the 2016 election. the department of justice sent a letter advising mueller not to go beyond the redacted report. yesterday president trump went back and forth on whether he will watch the testimony. >> i'm not going top watching, probably. maybe i'll see a little of it. i'm not going to be watching mueller because he can't take all those bites out of the apple. >> late last night the president tweeted saying he completely read the mueller report and it was a waste of taxpayer dollars.

abc news will have a special report on the mueller testimony, set to beginning at 5:30 our time tomorrow morning. in the east bay oakland's homeless rate surged by 47% during the last two years. it is the biggest jump of any california city. right now 940 people are homeless for every 100,000 people living in oakland. that's a higher per capita rate than in san francisco or berkeley. "the chronicle" reports officials counted oakland's homeless population in january and found more than 4,000 people including more than 3,200 living outdoors or inside cars. happening today, san mateo county will consider paying employees more money to get out of their cars. county supervisors want to expand the program that pays employees who car pool and take public transit so there are fewer cars on the road. right now employees are paid $75 to take public transit. a new proposal would pay them $150 a month. the total cost $3.1 million a year.

check out this video. this is from brooklyn, new york, showing serious flooding. the man on this bike filmed this while trying the gaf nate through the water. you can see the guy actually ends up falling. not good. there's a flash flood watch in effect for new york city, parts of new jersey, connecticut, through noon today. i put a graphic together to show you that nearly 18 million people under this flash flood watch. let's take a look at what's going on. more rain coming towards him. it's nothing like the heavy deluge that they had. i'm watching showers and thunderstorms as monsoon moisture makes it into so cal. fingers crossed, that's where it stays because, if we get humidity in here with these temperatures we'll have this week, we'll get really unpleasant. so far i don't think that's going to happen. weave got upper 90s around chico, 104 in froze know, 106 in palm springs.

87 in yosemite. 81 by friday with thunderstorms, mid to upper 80s, trier air this weekend. happening now, phase one of the new terminal one at san francisco international airport is officially open. this terminal was named in honor of harvey milk. abc 7 news reporter amy hollyfield live at sfo this morning. how is it looking, amy? >> good morning. compare the old to the new. this is the old one. as you walk into the new terminal, it's much brighter. the ceiling is much higher. has new terminl smell. look above at the sculptures hanging over security here. that's new, something interesting to look at while you wait to get checked through security. all the other interesting stuff is beyond the security gate. there are nine gates opening today and southwest and jetblue will be using that. what is striking them about this terminal is the 380-foot display

wall that has art and pictures, highlighting the life of harkey milk. he was a san francisco supervisor and civil rights activist, he was killed in 1978. airport officials say this is the first terminal in the world to be named after an lgbt leader. there's still more to come. they will open more sections of this terminal in phases. it will eventually have 25 gates, but this morning, its first two flights are already on their way, a southwest airlines flight going to las vegas and a jetblue flight has already left out of here headed toward new york. live in sfo, amy hollyfield, abc 7 news. we're learning more this morning about a dramatic rescue in rad r driver from his burning vehicle. an eyewitness shot this video of an suv catching fire after it hit a tree on saturday night. vehitree also impaled the police officer jason trzewieczynski first tried to

fight the flames with a fire extinguisher. as the fire kept burning, he decided to pull the driver from the inferno. >> what's i got a hold of his hand, i was able to drag him over the seat and all the way through three rows and out the back. >> minutes, maybe, after this guy was rescued, the driver was requeued, the car was fully engulfed in flames. fremont police are investigating saturday's crash as a possible dui. the driver has not been arrested. as part of our effort to build a better bay area, we've stayed on top of a crime many of us have noticed, the increase in car break-ins, especially in san francisco. one happens every 23 minutes. crooks often target people parked at some of our city's landmarks including the golden gate bridge. thieves recently stole four backpacks from a naval officer and his family who had just gotten off a plane in highway'. >> when an 8-ye or 9-year-old moves, what are the

technically we pay her to hang out here on the desk. it's a pleasure to have you here. >> i think we just found a story for you. let's take a look at what's going on. 6:51 this morning. here is a look from the east bay hills. looking back towards mt. diablo and some of the monsoon moisture, the mid-level clouds you see, that's what's left of thunderstorms that were to our south. earlier sunshine, highs in a holding pattern for today, but then we get warmer as we head deeper into the week. look at the clouds along the coast. that means we'll fall back into the 50s and 60s. the reason why it's so hot in some areas, we're not having an issue with heat advisories yet. when we're in the 50s like we normally are, it's very comfortable considering the temperature. if we had higher dew points, that would put more stress on our bodies and make things more dangerous and keep the temperatures up at night. that's when we'd have heat

southbound 680 walnut creek to dublin now at 38 minutes. filling in, southbound 101 santa rosa to san francisco just over an hour. northbound 17 through the snn cruise mountains, no delays. metering lights on around 5:36 this morning according to chp. we've got our normal backups into the maze. we have new developments in san francisco. the punch line comedy club will remain where it has been for decades after being granted legacy business status. the punch line faced eviction earlier this year with its lease about to expire. now "the examiner" reports the city has declared the club a legacy business. that gives landlords financial incentives to sign ten-year leases with businesses that have existed for at least 30 years. the punch line is subletting from google. apparently the bachelor is hitting the road. abc announced a nationwide tour called "bachelor live on stage."
