abc's trevor ault has the details live from capitol hill. good morning, trevor. >> reporter: good morning. the mueller investigation found no evidence of collusion between the trump campaign and the russian government but in terms of obstruction of justice, mueller has said if they were confident the president did not commit a crime they would have said so and he will answer for those findings and how he reached them. today after two years of investigating andeay 500 witnesses intervstns o the house judiciary and intelligence committees. the special counsel's testimony anxiously awaited by congress and the american people though mueller himself wanting to avoid it from the beginning. >> any testimony from this office would not go beyond our report. >> reporter: mueller notoriously tight-lipped only giving one ten-minute statement at the conclusion. democrats hope he will reveal whether he would charge the president with a crime.

adam schiff already conceding that's not likely but thinks straightforward testimony will be useful. >> for many americans just learning what's in the report will be a revelation. >> reporter: both preparing with mock hearings. the democrats are framing their questions for yes or no and the and have been preparing for potential republican antics. republican representative jim jordan already objecting to a late request from special counsel mueller to have his longtime aide aaron zebley sworn in alongside him. president trump weighing in saying zebley's appearance should not be allowed and calling the investigation a rigged witch-hunt. >> $40 million. interview 500 people. they got nothing. >> reporter: now, president trump has been going back and forth as to whether or not he'll watch as mueller is testifying and mueller has said he's not going to be revealing anything other than what's been written. he has said, quote, the report is my testimony. janai, kenneth. >> trevor, thank you.

stay with abc news for live coverage of the hearings beginning this morning at 8:15. abc's powerhouse political team will be standing by. well, breaking local media outlets are reporting puerto rico's embattled governor is resigning. ricardo rossello will reportedly step down in a video address later today. the governor's office is not commenting on the reports. this would be an abrupt about-face by rossello who had refused to step aside despite nearly two weeks of sometimes violent protests. leaked offensive private chats between the governor and his inner circle triggered demands for his resignation. to britain where a new prime minister is taking power. boris johnson is a former journalist and the former mayor of london. he's taking power and is already facing a daunting challenge. julia macfarlane has details. good morning. >> reporter: good morning. yes, that's right. this morning britain prepares to welcome in a new prime minister. but there's no show, there's no inauguration, it is classic

we have used every available technique, tool, resource that we have. everything that you could imagine has been focused on this investigation. >> reporter: authorities say they don't know if the teenagers have criminal records. police are urging people to be vigilant asking them to stay in populated campgrounds and establish check-in times with family. they're still working to identify the man found dead near the suspect's burned out camper. time now for a look at your weather this wednesday morning. a rare and terrifying tornado struck multiple locations in cape cod. winds gusting up to 110 miles per hour ripped the roof off a popular hotel. tens of thousands are without power and this is dramatic video from a sailboat trying to navigate dangerous waters as the tornado moves in. so far no serious injuries have been reported. looking at today's high temperatures, 80s in new york and washington, d.c. 80s from chicago to new orleans

coast guard divers are trying to keep the boat from sinking. a 22-year-old university of mississippi student is being held for the death of a fellow student. brandon theesfeld is charged with the murder of 21-year-old ally kostial. her body found near a lake. both students were in the business school. authorized have not revealed a possible motive or if they knew each other. theesfeld's father is saying his son is innocent and asking the public to withhold judgment. a major victory f first responders. the senate passed a bill that funds their bill for decades. working rescue and recovery at the world trade center site. comedian jon stewart pressured lawmakers to act along with gravely ill first responders. >> yes, i think we can all agree i'm the real hero. the process of being able to heal without the burden of having to advocate. >> right before the senate vote, this image was snapped of stewart smiling as republican majority leader mitch mcconnell walked by. stewart heavily criticized him during the funding fight. some of the 9/11 heroes who worked with stewart died before the bill was passed. the president is expected to sign it. at least two settlements could be announced today between facebook and government agencies. those settlements would end disputes between the company and the federal trade commission as well as the securities and exchange commission. both agencies have been looking into facebook's privacy practices. the ftc settlement will reportedly include a $5 billion fine. a fine from the s.e.c. is expected to be around $100 million. a bad case of product placement has an online clothing company facing criticism. forever 21 included simples of adkins diet bars in some of its plus size orders. some customers accuse the company of body shaming.

father. abc's steve osunsami reports. >> reporter: this is the scene playing out in cities across the country, neighbors taking on i.c.e. agents. in nashville they formed a human chain successfully blocking two immigration agents from taking away a father who's lived here for the last 14 years. he was inside the white van with his son. >> we'd do it for a million other families. we will do it today. we will do it tomorrow. this is what america is all about. >> reporter: even the sheriff refused a call to the scene saying in a statement this morning that his office does not in any way participate in i.c.e. raids. in kansas city this family was broadcasting live on facebook as i.c.e. agents moved in to detain the husband. the officer smashed the window. >> i told him not to because i didn't want them to shoot him in front of my kids. >> reporter: in a statement the government explains that in this case the man was an immigration fugitive with a prior criminal history that includes misdemeanor offenses, and they

say he had a legally re-entered the united states under an assumed name. one thing that's being underlined in this debate over immigration and enforcement is that the number of removal orders under the current administration is still below the number of removal orders under the obama administration. steve osunsami, abc news, atlanta. >> our thanks to steve. well, just days after the 50th anniversary of neil armstrong's walk on the moon there are new details about a settlement paid after he death. he passed away seven years ago after having bypass surgery at a hospital in ohio. court documents show that hospital paid armstrong's family $6 million to settle allegations a number of errors during his care may have contributed to his death. the hospital never admitted guilt. most of the money went to armstrong's two sons. authorities are searching for at least three suspects who dumped water on nypd officers. in one of the videos an officer appears to get hit in the head with a red plastic bucket

while making an arrest. another shows two officers repeatedly doused as they walked down the street. videos of the incidents which occurred during the recent heat wave have sparked outrage. a child had a frightening encounter with nature at yellowstone national park. tourists are standing a few feet away from a bison when it starts to charge and heads straight towards two adults and a 9-year-old girl flipping her into the air. it's believed the adults who ran off are her parents. experts say these incidents are happening far too often. >> there's signs everywhere that tell you please keep your distance from the wildlife. please don't feed the wildlife. please don't try to take selfies with the wildlife, and yet we have people doing it over and over again. we have just -- common sense just is not common anymore. people need to understand this is not disney world. these are not animatronics. these are wild animals. >> there you have it. the girl was treated and released from the park clinic. a bear's attempt at dumpster diving ended in furry frustration.
