it was creating quite a disgusting problem. they hired people to patrol the elevators. it's working so well, they want to add more. today they'll discuss adding them to the montgomery and embarcadero stations. another step to tackle, the board will talk about adding a homeless outreach team to the stations out here in alameda county. finally, the board will discuss the fare gates. these are to try to keep people from jumping the gate to keep b.a.r.t. from losing money from people who don't pay their fares. people have complained. they have made fun of them, not been received well. they will be taking on the issue of those fare gates today. a lot to keep an eye on. that meeting starts at 9:00 a.m. in oakland if you're interested. live in dublin, amy hollyfield, abc 7 news. >> having problems with the audio there.

we'll try to get that adjusted. it's 4:30. let's get an update on weather and traffic. >> let's take a look at live doppler 7. you can see clouds gathering along the marin county coast, peninsula coast, some sliding into the coastal valleys, own into the east bay. we have high clouds over there, also. helping keep the temperature up a little bit. during the day, they'll defuse the sunshine and take a few degrees out of our highs. 75 to 87 away from the coast at noon. that's already at average with several hours of warming to go. we'll hit 80 around the bay. above average with the 60 at the coast. nearly 60 around the coast. here is frances again. >> slow traffic on westbound 80 through pinole and richmond for road work. we normally don't see the slowing. right now the drive time is pretty sluggish. it's yellow for you, over half

an hour from highway 4 to the maze, 32 minutes. once you get past that, it's looking good. easy 11-minute ride. no problems 101 southbound heading into sfo from san francisco. westbound 80, lots of brake lights as you make your way through richmond. at industrial an earlier fire reported. we're seeing slowing on the westbound ride out of tracy. two people wanted for an armed carjacking in san francisco are in custody this morning. an officer spotted the men in daly city, tried to stop their vehicle yesterday afternoon. the car crashed in the broadmoor neighborhood after the short chase and the men ran. officers caught one a few hours later. they finally found the other suspect about 10:30 last night. police say the two suspects pulled the couple in their 60s out of car tuesday night. both victims are okay.

>> developing news in the south bay where firefighters are keeping their eye out for a flare up from a fast moving grass fire east of milpitas. crews stopped the fire from spreading and are mopping up this morning. >> in the north bay, a shocking case of animal cruelty. two elderly horses were found abandoned in a trailer for more than 24 hours with no food or water. abc 7 news reporter cornell barnard has the story. >> reporter: two mares both in their 20s are slowly rekofing with some tlc and lots of tasty food to eat. on tuesday they were found abandoned in the corner of the winter home depot parking lot inside a sweltering horse trailer with no food or water. locals can't believe it. >> i'm glad they got to them in time. it could have been a death sentence. >> it's possible the horses may have been left in the trailer for 24 hours.

>> we have absolutely no idea why somebody would show up in our county and dump their horse trailer. >> reporter: kevin davis is investigating the case. he says both horses were malnourished, one is a mass tongues, her markings say she's a rescue from the bureau of land management. animal services left an owner if they ever come back. this trailer going nowhere fast. it's got a flat tire. so far no leads. >> the plate went with the trailer, it was stolen. >> to just dump them off is just awful. >> reporter: this volunteer hopes the culprits will be caught. >> somebody should stick them in a hot trailer with no food or water for 24 hours. >> reporter: those responsible could face animal cruelty charges. if the horses are not claimed, they could be put up for adoption in the future. cornell barnard, abc 7 news. it is 4:34.

developing news out of part where the governor is bowing to says of massive protests. he's finally resigning. protesters erupted in cheers as rick car door rossello made the announcement overnight. a joke about bodies piling up after hurricane maria sparked particular anger. rossello says he will step down next week. a $2500 reward is offered for the capture of a man wanted for the murder of a 16-year-old boy in livermore. 21-year-old who ray tellez shot and killed emanuel moseby on july 7th. investigators say the two got into an argument outside a taco bell. moseby was a student at livermore high school. in the east bay police are trying to determine if there are more victims of a man arrested for three sexual assaulted.

powell is accused of approaching the women while he rode a bicycle and grabbing them. the assaults happened near uc berkeley's campus. detectives arrested powell as he was riding his bike in downtown berkeley. a federal judge is giving california two weeks to sort out various proposals to seize control of they're all competing for control of the utility. governor newsom's office asked for the two-week extension to consider the best plan of action. the san francisco bay utility filed for bankruptcy in january after it was unable to afford an estimated $30 billion liability in wildfires it may have started. the planning question is set to certify an environmental impact this fall that would eliminate private vehicles on market from van ness to stewart street near the embarcadero. taxis, commercial trucks and buses would still be allowed,

a quick look at the monsoon, and you can see the storms working their way to the northwest from the desert. there's a slight chance one could veer into our neighborhood tonight. i want to show you where the most dangerous heat is today in the san joaquin valley, 1:00 this afternoon to 8:00 tomorrow evening, heat indices could reach 110. that's what it feels like. you can see the temperatures in the upper 90s and low 100s

through the central valley. did you look to the east in the afternoon? huge billowing thunder boomers. we'll have them again this afternoon. a judge in the ghost ship trial has put limits on jury instructions proposed by defense attorneys. the attorneyed wanted language describing the possibility of a third party starting the fire. closing arguments of derick almena and max harris are expected on monday. the jury could get the case august 5th. both men are charged with 36 counts of involuntary manslaughter for the 2016 fire. abc 7 news is committed to building a better bay area, including traffic. we've been talking about what's going to happen when the chase center happens. the warriors are taking on the parking issue by offering a freebie. right now they have fewer than 1,000 spots. to entice people to take public

farther south and east you are of a random shower working its even thunderor t sll e. temperatures mid to upper 80s through most of the south bay. 77 in santa cruz. we drop into the mid 70s by the time you get to millbrae. mid 60s along the coast. mid 70s in south san francisco. low to mid 80s through most of the north bay. you get from petaluma northward, upper 80s to nearing 100 in ukiah. east bay shore, mid 70s in oakland to low 80s elsewhere. as you move into the valleys, this looks hot. compared to yesterday, this is actually a lot better, low to mid 90s. we'll fall back into the mid 50s to mid silkts again tonight. tomorrow is going to be a lot like today. there it is. saturday and sunday, your hottest days moving forward.

hopefully by next wednesday we're back to average. in a plae you wouldn't expect, westbound 80 through richmond. we'll show you how heavy traffic is approaching hilltop. road work blocking the left lane. traffic is jammed crawling at four miles per hour. apparently there's a new crash in the backup as well. westbound 80 as you make your way through pinole. heavy traffic there approaching the accidents and approaching the construction. the drive time for this early morning right now, highway 4 to the maze on westbound 80 is 33 minutes. that's pretty heavy, not what you'd expect this time. once you get across the bay bridget's fine. no problems into san francisco and down towards sfo. here is a live shot. once you get past the slowing, looking good for the headlights moving westbound through emeryville on interstate 80 and at the bay bridge toll plaza things are delay-free. also looking good on all bay area bridges. it seems like we've followed

closing is unclear. a sign on the window says something big is coming in our place. stay tuned. trek is recalling more than 11,000 training bikes for toddlers because of a falling risk. trek has received 11 reports of broken clamps. one caused a minor injury. if you have one, take it to a trek retailer and get a free repair. bike riders will soon have more protected lanes in san francisco. a map shows the progress that's been made since the city started this project in 2011. right now san francisco has 25 miles of protected bike lanes. you can see them in green. the goal is to install 20 more miles over the next two years. the a's are back in town, opening up a three-game series -- longer than that -- the rangers starting today. this is thursday -- it will be
