warmer this morning. hi everybody. eej with a lack of clouds in many neighborhoods outside the coast. temperatures running seven degrees warmer. gorgeous shot from our south beach camera looking towards the east. let me show you how today breaks down. starting off in the mid 50s to even the upper 60s now. that means quick warming. it will feel a lot like yesterday at lunch. here is the difference. a slight sea breeze and high clouds will dim the sunshine a little bit, keep us around 76 to 90 at 4:00. after round 70 to 80 at 7:00. we get a temporary reprieve from the most dangerous heat today and tomorrow. the hundreds are back in the weekend forecast. here is frances. good morning everyone. 880 is our hot spot. you can see traffic is jammed northbound as you make your way past the coliseum up towards 23rd because of an injury accident also involving a big rig. lanes are blocked right now. traffic is heavy in both directions. in fact, there was road work scheduled just until 6:00 this morning also in that area.

you can see it's jammed southbound approaching the scene and northbound as well. also new crashing reported southbound 880 in hayward as well. 580 is your best bet at this point. you want to avoid the 880 stretch. right now the drive time from 238 to the maze is a half hour. san francisco city leaders are taking steps to improve street safety following this horrible crash that killed a man in san francisco celebrating his anniversary over the weekend. police say the driver of the tesla was speeding and the vehicle was not using the auto pilot feature. that crash happened on taylor street. it happens sfmta is discussing the safety of that street today. in our effort to build a better bay area, we're looking at a possible way to slow people down on that stretch. abc news reporter anser hassan is live in san francisco. >> reporter: natasha and reggie, good morning. sfmta will hold an open house to

discuss ways to improve safety on tiller street, the site of sunday's fatal crash. the san francisco police officers association is joining lawmakers advocating for installing traffic cameras on city streets. the california state assembly bill 342 would have allowed for cameras to take pictures of license plates of drivers breaking the law. but it failed to pass, mainly over privacy concerns. according to sfmta speeding is the cause of 25% of fatal accidents here in san francisco. two days ago sfpd tweeted that speeding, running red lights and distracted driving are big problems. they want to remind drivers to slow down and pay attention. as you mentioned, on sunday a man was killed and his wife seriously injured when a woman drove through a red light in a rented tesla. police now believe that the driver was speeding. >> if not on auto pilot, can we say that the driver was at

fault? >> so far that's what it looks like, yes. speed was the primary collision factor. >> reporter: sfmta has been working with local community groups on ways to improve safety at taylor street between market and center streets. that open house is tonight from 4:30 to 6:30. reporting live, anser hassan, abc 7 news. the driver accused of a hit and run crash that killed a well-known san francisco grosser in 2017 is out of jail. a judge released 21-year-old eleasia fraise because she's a mother of three with no criminal history. prosecutors say she hit and killed 56-year-old augustine know in 2017. at the time he owned three san francisco grocery stores. she's pleaded not guilty to hit-and-run, arson and driving without a license. new developments in the case of a man san francisco police

are calling the ride share rapist. a judge ruled dna taken from the suspect can be used as evidence in the case. police say orlando vilchez lazo posed as a driver for a ride share service and attacked four women. he claims police illegally obtained his dna by making his client use a breathalyzer when he wasn't suspected of dna. accused sex trafficker jeffrey epstein was hospitalized after found hurt in his manhattan jail cell. he's back in jail but wear barry conscious when he was found. epstein is awaiting trial in jail after being declared a fight risk. top lawmakers and the president are weighing in about special counsel's testimony. he faced six hours of testimony on capitol hill. he said the report did not

approach 23rd. traffic is backed up to 98 because of an injury accident involving a big rig. multiple lanes have been blocked and it's causing a huge mess in both directions. there was an earlier crash southbound 880 at 16th at well. traffic jammed in both directions, 580 is your best bet at this point moving well at over 70 miles an hour. there's also a new accident hi ward southbound 880 at 8th street. that's clearing the the right-hand side. also in the south bay a stalled car in a bad spot northbound 101 on the 680 connector ramp. we are now learning what a bridge toll hike voters approved 15 years ago is going to pay for, more parking spaces. parking lots will be built near public transit centers to encourage commuting by train and bus. more than $9 million will be spent on the east bay. there are plans for a garage by the dublin/pleasanton b.a.r.t. stations. back in 2004 voters approved

regional measure 2 which raised bridge tolls by $1.00. rm-2 money has paid for caldecott tunnel upgrades, b.a.r.t.'s connection to oakland international airport and the clipper card system. last year voters passed regional measure 3 raising tolls by another dollar. that will also help improve transportation systems. a new campaign to help 1100 people find homes begins today. also, the search for two puppies stolen outside a pet store. pay close attention to your cat. a new study shows

there's a stalled boat on the richmond san rafael bridge, but it's in the eastbound direction. so far those are delay-free in both directions. new this morning, a violent car crash in san francisco's bayview district overnight left a car cut in half. look at this video. the car's engine compartment snapped away from the rest of the car. the crash happened at third street and carroll avenue. four people were taken to sf general with what police are saying are non-life-threatening injuries. the crash sheared off a fire hydrant. that's why it's covered in water. investigators are looking at how the crash happened. but they say speed does appear to be a factor. 6:32. as part of our effort to build a better bay area, we're tracking the progress on b.a.r.t. issues. big ones up for discussion today including bathrooms, homeless outreach and new fare gates. >> abc 7 news reporter amy hollyfield has more on the board meeting happening this morning. she's live at the

dublin/pleasanton station. >> reporter: how would you like to use the bathroom at the 19th street station in oakland? they'll talk about whether to reopen the bathrooms. that's on the very full agenda. another item they're talking about, elevators in the san francisco station. some homeless people made it a habit to use those elevators as bathrooms. it was creating a disgusting problem. so they hired people to patrol the elevators. it worked so well, today they're going to talk about adding more. they're going to discuss whether to put more monitors in the elevators at the montgomery and embarcadero stations. another step to tackle the homeless issue, they'll talk about adding a homeless outreach team to alameda county. they installed new trial gates at richmond and fruitvale designed to try to keep people from jumping the gates and not paying the fare. people have complained about these gates. they've made fun of them. they don't like them. they have not been well

received. so the board will be also talking about those today. a full agenda, that meeting starts at 9:00 this morning in oakland. live in dublin, amy hollyfield, abc 7 news. two people wanted for an armed carjacking in san francisco are in custody this morning. an officer spotted the men in daly city, tried to stop their vehicle yesterday afternoon. the car crashed in the broadmoor neighborhood after a short chase. then the man ran. officers caught one a few hours later. they finally found the other suspect around 10:30 last night. police say the two suspects pulled a couple in their 60s out of their car tuesday night and took off with the vehicle. both victims are okay. a $2500 reward is offered for the capture of a wanted for the murder of a 16-year-old boy in livermore. the suspect is 21-year-old jorge tellez. police say he shot and kleanues aument outside aac bell. they say tellez pulled out a gun and shot the teen.

moseby was a student at livermore high school. in the east bay police are trying to determine if there are more victims of a man arrested for three sexual assaults. jodonnell powell is accused of approaching the women while riding on a bicycle and grabbing them. the assaults happened near the uc berkeley campus. developing news in the south bay where firefighters are keeping an eye out for flare-ups from a fast moving grass fire. it scorched 80 acres in amount in just four hours. one structure burned, but no others were threatened. crews stopped the fire from spreading and are mopping up this morning. a federal judge is giving california two weeks to sort out various proposals to seize control of pg&e. insurers, bondholders and the company all competing for control of the utility. governor newsom's office asked for the two-week extension to consider the best plan of action. the san francisco-based utility filed for bankruptcy in january after it was unable to afford an

estimated $30 billion in liabilities from wildfires that its equipment may have started. in the north bay, sonoma county animal services is investigating a shocking case of animal cruelty. two elderly horses are recovering at a veterinary center after being found abandoned in a sweltering trailer with no food or water. on tuesday the two mares, both in their 20s, were discovered in windsor in the corner of a home depot parking lot. it is possible the horses may have been left there for 24 hours. both were malnourished. one is a mustang and her markings show she's a rescue from the bureau of land management. >> we have absolutely no idea why somebody would show up in our county, especially windsor, a small community up there and dump their horse trailer. >> those responsible could face charges of felony cruelty. if the horses aren't claimed, they could be put up for adoption. developing news out of puerto rico where the governor is bowing to days of massive protests and finally resigning.

exploratorium camera at pier 15 looking back at the mid level clouds. that's the monsoon moisture trying to work its way in. it will give us a slight chance of a thunderstorm this week. otherwise they'll shield the sunshine a little bit. a stronger sea breeze so temperatures temporarily taper today. they'll be back sizzling hot just like yesterday this weekend. here is a look at the cloud cover. you can see a little more across san francisco and also a little pushing towards petaluma. but nothing as thick as what we had earlier this week. you can see by noon, pretty much everything back to the coast. the coast will be cloudier than it was yesterday. 77 in santa cruz. 90s around los gatos, morgan hill and gilroy. mid to upper 80s for the rest of the south bay. mid 60s along the peninsula coast. we'll get near 70 and downtown low to mid 70s in south san francisco and sausalito. north bay coast, upper 60s here.

from 82 at san rafael, 88 90 inl but at digits. low to mid 90s in the east bay valleys where the triple digits come back saturday and sunday. nearly 90 around the bay, 70 at the coast. by wednesday of next week, temperatures will cool back to average. mike, a couple new problems on 101. first, the worst spot is still in oakland. northbound 880 jammed all the way from 98 up to the 23rd because of a big rig injury accident. it's going to take a while for this to clear. 580 is your best bet. here is the bay bridge toll plaza packed up well into the maze, a good 20-minute wait there. accident southbound 101 just past 280. possibly a major accident reported in south san francisco north 101 at oyster point. it's blocking the left lane. right now at this point it looks

like it's impacting the southbound lanes. traffic is heavy there as you make your way southbound towards sfo. so we'll keep you posted on this and again we'll track the drive times for you as well on 880 through oakland. thanks so much, france packages to troops is being sued by california for misleading marketing practices. state attorney general javier becerra says move america forward used veteran stories without permission to solicit donations. he also says they used donations to fund political campaigns endorsed by conservative political action committees. one of the group's directors calls it a left wing attack. dreyer's grand ice cream parlor is closing tomorrow. that location has been there for more than 20 years. it is actually dreyer's flagship store, blocks away from the company's headquarters. the reason why the store is closing is not clear.

change their mind when they see how much happier the people who are on public transportation are with their experiences to and from the game and getting home in a timely manner and getting to the game in a more timely manner. >> the warriors are paying for these free muni day passes. they can be used form eye event at chase center, not just warriors games. a uc merced student made a dream discovery in north dakota. harrison doran teamed up with aw professor and discovered a 65 million-year-old try sayer tops skull. the duo was digging at hell creek formation. they believe more bones will be found at that site. they nicknamed the dinosaur alice after the landowner. doran plans to create a cast of the skull and put it on display at uc merced. >> look at that professor giving us full indiana jones. >> he was ready for that photo.
