did they have problems? >> reporter: well, you heard some of those problems at the beginning of the story. trusses, septic tanks, money that they say they are owed. all kinds of problems, floors that are uneven. chiaramonte says it's typical of a punch list. the owners disagree. other customers say they don't want them doing their work anymore but they can't move forward because they still have their construction permits. >> so frustrating. wayne freedman live for us. thank you. >> now to the east bay and ongoing battle over a homeless encampment encroaching on home depot. oakland city officials and home depot attorneys met to fry to fig out how to get the homeless camps around the store under control. the company threatened to close the store. news reporter jobina fortson has more. >> reporter: home depot's teerns met with oakland officials in hopes of hearing solutions to the encampments taking over areas outside their stores.

>> they were pleased with the closure of 37th avenue. we talked about other improvements that need to be made for public health as well as public safety. >> that's good news seeing as how there was talk of a lawsuit and the company threatened to close the sforpz council member noel gallo says that would put 300 jobs at risk. >> oakland needs to get it together. >> reporter: one recommendation discussed was the idea of an rv safe parking site. to give perspective, across the street here is the current encampment in front of the home depot in oak lad and on the opposite side is an empty lot. this is where the meyer thinks some of the rvs could go. >> gallo disagrees. >> now you're going to move the problem to high street. your entrance and exit but on the other side of high street, there are businesses that are complaining, as well. >> reporter: plus, gallo says the move would take at least a year. >> why a year? e tyorr:on ramirez has

and bob are understands those. >> so it's not any ramping up or on the job training. he's ready to go out and help fix what's not working now. >> reporter: there's a lot to fix. abc7 news is part of building a better bay area has been grilling b.a.r.t. what they plan to do about homelessness and fare evasion. new tougher to jump over fare gates in richmond have drawn criticism but -- >> so far with the limited data we have, we've seen a significant reduction in fare evasion, 55% to 60% reduction. those double stack fare gates seem to be working. >> we'll be coming back to this board of directs the second meeting in september to walk through everything and anything associated with our two pits. at richmond and fruitdale and have a very about next steps. >> reporter: in october, expect to see elevator attendants on duty 24/at elevators in the embarcadero and montgomery street stations.

after the success of the pilot program at powell to curb the use of elevators as bathrooms. for the first time since is 9/11, the bathrooms at the 19th street station willt year after they're modernized with an open floor plan that can be monitored by an attendant. the same will take place at powell street. 33 police officers have been hired since january, 25 more needed to get to full staffing. a top priority for the new gm. >> riders would love to see b.a.r.t. police officers coming onto the trains. they will love to see someone walking through that has some authority to kind of regulate things. when we start doing that, it will be a happy day and i think our riders will feel we've started to turn the corner. >> reporter: well, that new gm is going to get quite an earful when he ventures into the b.a.r.t. system and starts to talk directly with riders. larry and ama? >> all right. you know, les, what about all

break through in a generation. >> the initiative's most recent program called rare as one focused on driving progress in the fight against rare diseases. grants will be awarded to ten organizations with $4.5 million in initial funding. >> people ask us, are you going after one disease at a time. no. it's really about making every scientist, everybody who participates in the process better. >> were there experiences that you had that led you to do the work that you're doing right now. >> when i was a young physician, i would open up a patient's chart and like read something about it and i at first i was embarrassed. i would walk into a room and say, i don't know anything about your disease. can you tell me. how do you take care of yourself. and these patients and families would teach me, train me on what it was like, what the disease was, and how to best take care

inland. here's a view from emeryville. a few high clouds as well as low clouds. 65 in san francisco right now. 72 oakland. redwood city 82, 92 morgan 59 at half moon bay. more temperature readings, 1 up at santa rosa, 79 napa. we have mid to upper 90s at livermore, concord and fairfield. the view at the golden gate shows an obstructed view by the hanging low clouds there or the low hanging clouds. these are our forecast futures. fog will expand tonight near the coast and bay. mild to warm again tomorrow. triple digit heat inland the rule this saturday and sunday. here's where the heat is coming from. we've got a big ridge of high pressure over the desert southwest expanding in our direction. that's going to lift temperatures into the triple digits over much of the state of california and over inland areas here in the bay area. let's take a look at tonight's

lows as the fog reaps over the bay and locally inland. we can expect low temperatures mainly in the upper 50s to low 60s. it will be quite mild and in some places uncomfortable overnight. here's a forecast showing you the movement of the fog as it reaches across the bay. 58:00 tomorrow morning, no doubt there will be reduced visibility for commuters in some spots because of that fog. it will pull back to the coastline and we'll have mainly sunny skies tomorrow and fog lingering at the coast. breezy tomorrow. look for highs of 64 at half moon bay. bay shore locations, bayside locations 75 the high in oakland, 7 san mateo. 82 treatment. we'll ceelo to mid-90s inland. as we advance to saturday, the highs here, numerous inland locations in the north and east bay will see highs at or above 100 degrees. right around the bay shoreline, upper 70s to low 80s. up to about 86 at hayward. on sunday, the various models

organizers of the outside lands music festival are seeking approval to allow the sale and consumption of cannabis products at next month's event. according to chronicle, organizers are seeking approval from san francisco's cannabis office. the recreational use of marijuana has been legal in california since last year burks not in public. if approved outside understand lands would become the first festival in the city where attendees can light up legally. >> you a$ap rocky will go to trial in sweden next week. a prosecutor charged him this morning follow a run-in with two men in stockholm last month. he claims he was fighting in self-defense. everybody involved remains behind bars. the attention of fellow recording artists as well as president trump.

this case has drawn the attention of many involved. >> actress valerie harper's husband is refusing to put her into hospice against the advice of her doctors. harper who is 79 years old is best known for playing rode da morgan stern on the mary tyler moore show. she was first diagnosed with lung cancer in 2009 and in 2013, doctors gave her three months to live. her husband saying "i have been told by doctors to put her in hospice care and i can't." her family set up a gofundme page to help pay her medical bills. >> san francisco's central subway system is supposed to help we track. it's still not done ten years after. what is the holdup? we'll take you on a tour inside the subway. >> it looks like an ordinary snowglobe. this globe isn't full of joy.

it was supposed to be completed in 2018. now they're expecting it will open sometime in 2020. abc7 news anchor thomas took a tour of some of the undergroundwork today. >> busy stockton street runs past the high end shopping hotels. succeed just how busy it is. but here's something you can't see. >> yet. >> people don't realize that underneath stockton street there's hundreds of people working every day to build a new subway that will connect south of market with union square and chinatown. >> today we got a tour of some of that undergroundwork from the ceiling to the tracks, 100 people below street level crews working hard to get the station open. the project plagued by delays. orally scheduled to begin op races in december of 2018, it was pushed back to december of this year, then to early next year. >> we know we've got many months of construction ahead of us. we have many months of testing. >> reporter: after 18 months

with the an acting project director, mta has hired a dedicated one and his first job will be to determine exactly when this project will be finished and how much it's going to cost. >> my first priority besides everything else is to look and see how much time it will take to finish this job and start running the trains. >> reporter: most of the delays involved the chinatown portion of the lay tracks ra and not disturb the businesses bob. it will stretch 1.7 miles and the new project manager has six weeks to come up with new estimates on cost and completion. >> the job is to get this job done. >> reporter: that's when we will find if there will be even more delays. in san francisco, eric thomas, abc7 news. >> >> earlier this week, a federal monitor report said the mta could soon spend its last federal dollar on the $1.6

south korean officials expressing concerns after they say north korea launched two newly designeded short range missiles into the sea of japan. the south korean defense ministry telling pyongyang they've been monitoring their moves closely and urging the neighboring country to stop such actions. this as north korea's first missile launch in more than two months also follows trump's historic visit to japan and north korea last month where he met with the country's leader kim jong-un in the hopes of restarting negotiations on a nuclear agreement. and just monday, trump touted his relationship with kim. >> our relationship with north korea has been very good. we have really established a good relationship with kim jong-un. i have personally. there's no rocket testing. there's no missile testing. >> reporter: the missile launches appear to be an effort to further pressure washington. the state department urging no more provocations. >> we continue to urge the north koreans to resolve all of the

let's say it's 95 outside. it could be 140 inside your car. here in the bay area, temps could hit triple digits this weekend. reporter gilbert maggi one has tips to protect your animals in this heat. >> reporter: it is already 111 degree in this car and it's still early in the morning. >> for us, these heat traps can be avoided but it's an different story for pets. >> it takes less than five minutes for it to get past 125 in your car, which, of course, could kill your dog. >> reporter: heat affects dogs differently and some breeds more at risk including those with thick cuts and flat faced k-9s like boxers and pugs. >> it is hard her for them to breathe. make sure if you're going to walk them, walk them not as long as you can walk a regular breed dog. >> just like huks, animals can suffer from heat stroke. if it happens, hartman says owners can use rubbing alcohol on an animals paws andback back
