we're back with fire crews battling a stubborn brush fire about 45 miles south of san francisco. we know they attacked this one from the ground and the air. the fire has burned about 50 acres and appears to be mostly contained. a tire without a car caused problems on a new jersey road. >> it was seen rolling, rolling down a highway wednesday before it jumped a median, slammed into a jeep. that jeep belongs to a police officer. he says the tire clipped the car in front of him which was carrying his wife and children. they're all okay. police say the tire appeared to have come from a dump truck. about 100 friends and former classmates of ally kostial held a vigil for her last night.

they shared fond memories about the murdered 21-year-old ole miss students. authorities in mississippi have released surveillance video. abc's marcus moore is in oxford, mississippi, with the latest on the investigation. >> reporter: newly released video showing the last known images of ally kostial before her death. the senior at ole miss seen here in a white top and blue shorts leaving a bar near the town square last friday just before midnight. a short time later she would be dead from multiple gunshot wounds. police say at the hands of classmate brandon theesfeld. kostial's murder has stunned many in this college town. >> he's always been a gentleman and been sweet and been kind. >> reporter: one fellow student says he lived in the suspect's freshman dorm. >> constantly had to reference his father's money, how his dad could get him out of anything. >> reporter: theesfeld's father visiting him in jail. >> would you like to say anything about his guilt or innocence, sir? >> read the constitution.

about it. and i -- at first i was embarrassed. i would walk into a room and say, i don't know anything about your disease, can you tell me? how do you take care of yourself? and these patients and families would teach me, train me, on what it was like. what the disease was and how to best take care of themselves and what worked for them. and rare as one is about bringing in that patient voice. because they have the insights. i can still remember exact patient rooms where the research didn't materialize in time, or we didn't find the right treatment. and exact families. and i think those experiences is what makes me realize that we have to do more. >> reporter: the daughter of chinese-vietnamese refugees, chan, who was first in her family to go to college, says she always knew her life would involve service to others.

do you have discussions about that? people's concern about privacy and other issues? is there something that you and your husband, that you think you can do to help alleviate those concerns? >> data privacy is a top concern and should be for everyone. especially in medicine. what we've really grappled with is what have we learned from mark's experiences at running facebook to make sure that we are being incredibly proactive about this. >> how did you enter this field? what is it about medicine? it's so apparent the emotion that you have, the passion that you have. where did that come from? >> there's so many times where i feel like, this could be me. i don't have a rare disease that i know of. but i've gotten really lucky. and i've had a lot of people champion for me. and i don't take that for granted. >> incredible. our thanks to robin roberts there. i keep thinking of this line, with great power comes great responsibility. >> and they are fulfilling it.

nuclear talks. now to celebrations in puerto rico over the governor's resignation. after nearly two weeks of protests, people cheered and sang after hearing that ricardo rossello will step down on august 2nd. despite those celebrations the protests may not be over. many are dissatisfied with the woman likely to succeed rossello. justice secretary wanda vasquez is drawing criticism for being a close rossello ally and for her handling of and after hurricane maria. new details in the jeffrey epstein case. the financier is in a manhattan jail on suicide watch. he was found unconscious with injuries to his neck. epstein says he can't remember what happened. the incident is being investigated as a possible suicide or assault. here's abc's whit johnson. >> reporter: sources tell abc news jeffrey epstein is on suicide watch in a new york city jail after the disgraced financier was found unresponsive in his cell with marks on his neck. when epstein came to, he told authorities he couldn't remember what had happened. investigators initially thought he tried to take his own life or

make it seem that way. now they're looking into whether he was assaulted by another inmate or whether he even paid someone to beat him up. they've interviewed another inmate, nick tartaglione, a former cop accused of murder. i spoke with his lawyer. >> nick knows what happened. we're not going to talk about it. my purpose is to say definitively nick had nothing at all to do with hurting anybody in the facility, in particular mr. epstein. >> reporter: epstein is accused of exploiting and abusing dozens of minor girls, some as young as 14. last week a judge rejecting his request for bail. the mega millionaire had offered to put up his mansion and private jet as collateral for bond but prosecutors argued he shouldn't be allowed to live inside a gilded cage. the metropolitan correctional center is a far cry from that. >> 8 by 8 cells locked down virtually 24 hours a day. sometimes two people in the cell.

the food is difficult to consume to say the least. >> reporter: epstein's attorneys are moving forward with their appeal to get him out of jail on bond. they insist he is no danger, he is not a flight risk, but it could still be months before epstein gets an answer. whit johnson, abc news, new york. police in oklahoma city are looking for three teens in connection with an attack on an illegal immigrant father and his two children. >> the teens are seen on surveillance video carrying bb guns. the father says he was struck by a bb in the shoulder and his son and daughter were wounded as well. a neighbor says she arrived home monday and found the family in her backyard. >> holding his arm, he was crying, terrified, saying help me, help us. you can be legal or illegal, it doesn't matter, you cannot be victims of these crimes. >> she also said the father, who was from honduras, didn't want the incident reported to police because he's in the u.s. illegally and he feared being deported. she reported it anyway and turned her surveillance video over to police.

a neighbor became a hero for a child outside houston. a pitbull knocked down a 6-year-old boy. that's when grant brown came to the rescue. he shouted until the dog turned to him and chased the 19-year-old. it gave the 6-year-old time to -- that gave the 6-year-old time to run away. he and brown suffered cuts but they'll be okay. the dog was given to animal control. a second boxer this week has died from injuries he sustained during a fight. >> 23-year-old hugo santian passed away yesterday, five days after a title fight he was involved in ended in a draw. he passed out after the fight and underwent emergency brain surgery but never regained consciousness.

>> reporter: the mass arrests came during a battalion formation at camp pendleton, the largest military base in california. one by one the 16 marines pulled from the formation by authorities in front of their peers, handcuffed, and taken into custody. all are lower-ranking enlisted men arrested, said the marine corps, for alleged involvement in various illegal activities from human smuggling to drug-related offenses. these arrests were triggered after two marines from the same base were charged earlier this month with transporting three undocumented mexicans for financial gain. those marines were allegedly contacted by a recruiter in mexico and told where to pick up the migrants once they crossed into the u.s. the documents say the marines were spotted by a border agent just seven miles from mexico with the migrants in the back. one of the marines who was arrested said he was promised

$1,000 for the pickup. their arrests triggered a broader investigation. officials say none of those arrested served as part of the defense department's border mission, but camp pendleton is less than 50 miles from the border. it is possible that the marines could face jail time, depending on the severity and scope of what is found. but having 16 marines arrested at once will likely lead to even more investigations and even more of a spotlight on human smuggling. martha raddatz, abc news, washington. >> our thanks to martha there. investigators are trying to determine how financier jeffrey epstein ended up unresponsive with injuries in his new york city jail cell. >> that incident is being treated as a possible assault or suicide attempt. epstein has been placed on suicide watch.

investigators have not ruled out that epstein paid someone to beat him up. he told authorities he doesn't remember what happened. this all comes one week after epstein, awaiting trial for sex trafficking charges, was denied bail. a 26-year-old man is in custody after a long deadly rampage across los angeles. police say gerry zaragoza killed his father and brother and shot his mother. he's also suspected of killing a female acquaintance and shooting another man at a gas station. before being arrested the suspect tried to rob a customer at a bank and killed a stranger on a city bus. there's no motive this morning. and in washington, d.c., police are asking for the public's help in identifying several teens involved in an attack on two men. the incident you see here happened right outside the washington hilton early on the morning of july 14th. police released the video in hopes of generating some leads about who those teens are. abc's pierre thomas has that story. >> reporter: in washington, d.c., police searching for the teenagers who did this, beat and kicked this man outside a historic hotel, putting the man and another victim in the hospital. it all happened on a recent saturday night as a man is casually strolling toward the

washington hilton hotel. suddenly he's blindsided by a punch from a young male suspect. within seconds it's a melee with at least ten boys and girls joining in, ruthlessly kicking, punching, and stomping the victim. in one last despicable act, this girl appears to spit on the man. >> i can tell you it was very troubling to see. it looked like 10 or 12 people that assaulted him. >> reporter: the police report suggests this may not have been random but a case of mistaken identity. one of the suspects allegedly yelled "that's him" with another victim responding "that's not him, you have the wrong person." d.c. authorities say teens or not, this will not be tolerated. >> it won't be treated like a schoolyard prank. that's an assault and it carries jail time. >> reporter: police originally thought the suspects might be as young as 13. officials said they may be older teens. police asking for the public's help to identify them. pierre thomas, abc news, washington. >> our thanks to pierre. that video so disturbing. >> absolutely. >> i saw the story earlier. we know this area. >> yeah.

the death sentences. immigration officials are investigating allegations that a young girl was beaten and abused at a texas detention center. the physical abuse allegedly took place in march while the girl was in custody at the clint border facility, the same center accused of denying migrant children showers, toothbrushes, and hot meals. customs and border protection declined to comment on those abuse allegations. the house has approved a bipartisan budget deal and president trump is urging the senate to do the same. the measure would suspend the debt ceiling for two years. it raises military and domestic spending. 132 republicans voted against the bill citing concern over the growing federal deficit. but the senate is expected to approve it next week. so attendance at september's storm loch ness event may pick up after this big nessie news. >> so nessie. a man from ireland believes he may have filmed not one but two monsters swimming in the famed scottish lake.
