during the garlic festival. always happens, doesn't it? seems like it. a look at the cloud cover. today closer to average. a little more sunshine this afternoon. we're starting off cooler and with more clouds. watch out. there's a little more fog for the morning commute. beam me up, scotty. the temperatures will be hitting the mid 70s to mid 80s under sunshine except for at the coast at noon. by 4:00, 77 to near 90. 60 at the coast with the lingering clouds. hey, frances. >> good morning. a few minor problems. here is a live shot of the golden gate bridge. we've got very thick fog for drivers heading through the waldo tunnel and across the bridge into san francisco. give yourself a little extra time. but another look in the east bay shows traffic flowing well. southbound 680 on the right-hand side. that is looking good as you make your way out towards walnut creek and towards highway 24. we'll check out drive times. a few brake lights on northbound 880 from 238 to the maze because

of road work as you make your way through san leandro. the drive time is still 15 minutes. if you want to avoid that, b.a.r.t. looking good. a.c.e. train 1 on time as sfmta met with community leaders in the tender loin to discuss traffic safety concerns. three weeks before sunday's crash, sfmta reduced taylor street from three lanes to two and added white buffer zones. also plans to widen short walks to shorten the crossing distance for pedestrians. one neighbor suggested changing the timing of the lights. >> there are a lot of residents that are disabled and owow iis in crosswalk, by the time you get to the middle it's already red. that's not right. >> sunday's crash killed benjamin dean, and his wifelly

condition. the driver kelsey cambridge was arrested. for more on this story, you can go to abc7news.com or the abc 7 news app. it is free to download. a 26-year-old man is in police custody after authorities say he went on a 12-hour killing spree fatally shooting four people and hurting two others across l.a. the lapd says gerry zaragosa unleashed terror yesterday. according to investigators he first attacked his father, brother and mother. the two men were found dead at the family's home. the mother survived. zaragosa is accused of killing a female acquaintance and hurting her friend. he then turned his attention to an l.a. metro bus and shot and killed a random passenger. >> i was on the bus. i got on the bus at van nuys. i actually saw the guy who was shot get on the us bus with me. he didn't do anything. he was sitting on the bus. >> police tracked zaragosa's cell phone and found him about 12 hours after the first

shooting. this morning the lapd is trying to determine a motive for those killings. developing news following a warning from special counsel robert mueller about russian interference. >> democrats are calling for legislation protecting america's elections, but that legislation has been blocked by republican leader mitch mcconnell. abc's trevor ought reports from washington. >> reporter: today senate democrats say there needs to be swift action for congress to protect the security of america's elections. >> mueller's testimony should be a wake-up call to every american that the integrity of our elections is at stake. >> reporter: those comments coming a day after special counsel mueller's testimony where he confirmed his investigation found russia interfered in the 2016 election in a sweeping and systemic fashion. >> it wasn't a single attempt. they're doing it as we sit here and they expect to do it during the next campaign. >> reporter: following mueller's testimony, a bipartisan senate report detailed the extent of the interference, saying russia

gained unauthorized access to the personal data of hundreds of thousands of voters and officials in 21 states noticed scanning of their systems. democratic senators seeking passing multiple bills only to be stopped by republican leader mitch mcconnell. >> a highly partisan bill from the same folks who spent two years hyping up a conspiracy theory. >> reporter: senator mcconnell has blocked every effort to bring election security to the senate floor, many bipartisan efforts including some by ally lindsey graham. president trump is focused on the mueller investigation, told fox news it was an attack on his presidency. >> this was treason. this was high crimes. >> in terms of election security, republican senator chuck grassley said there were similar efforts to interfere in the 2018 that the u.s. was aware of. he couldn't give the details of what he learned in a security briefing, he said there was

no? darn. i guess we'll have to go ourselves. temperatures in the mid to upper 90s. hottest tomorrow nearing 100. mid to upper 50s for most of the peninsula. 60 in redwood city. let's take a look at our other neighborhoods. milder this morning. 60 in richmond, palo alto, san jose. in the hills los gatos, 70. 60 in san ramon. there's 50s out there where there were mainly 60s in the east bay valleys. here is a look at the golden gate bridge. we have a west wind at 18 miles per hour. sea breeze a little faster today. that's going to keep us grayer at our beaches. stronger sunshine as the high clouds we had yesterday won't be around. if you're heading out from 2:00 to 9:00 afternoon to evening, in the yellow here which is san francisco, san pablo and the delta, the gusty winds could be difficult for small craft. here is a look at the north bay. clouds at 55 at 7:00, sunshine and low to mid 80s in the afternoon hours.

evening. near record high temperatures. number two, firefighters are mopping up after a two-alarm fire broke out just before 10:00 last night. the building appeared to be under construction. no one was hurt number three, o airport officials say they didn't know i.c.e. was chartering planes through oakland to fly undocumented immigrants. many are calling it a violation of oakland's sanctuary city policy. number four, legislation to protect america's elections from outside interference has been blocked by republican leader mitch mcconnell. democrats called for the legislation after a warning from former special counsel mueller. number five, b.a.r.t. has a new general manager. rob pourgs was the deputy general managers. he says quality of life concerns like homelessness, fare evasion and crime are his top priorities. number six, there was very thick fog between the robin williams tunnel and the golden gate bridge of the it's started to thin out but has been down to

100 feet at times this morning. clouds of garlic will waft over christmas hill park. it's the first day of the annual gilroy garlic festival. it's opening at 10:00 a.m. four of the world's biggest car companies cut a deal with california promising to adhere to strict emission standards. ford, honda, bmw and volkswagen have agreed to fuel economy standards of 50 miles per gallon for new vehicles by 2026. the agreement is a rejection of the trump administration's plan to roll back federal vehicle emission standards to 27 miles per gallon by 2020. as people in the bay area struggle with the housing crisis, san francisco's planning department is warning of an teopanleasgend. starps a leasing apartments as short-term rentals. the units are advertised for limited stays of 30 days or more

and not subject to short-term rental regulations. it takes much-needed housing off the rental market. in today's "gma first look," a close call for two little girls in ohio accidentally locked in a hot car. >> here is abc news reporter benitez. >> reporter: in this morning's "gma first look," hot car rescue. this is not a break-in, but a break-out. a dramatic moment caught on police body camera. it started last weekend when an ohio mom accidentally locked her 2-year-old daughter sienna and her friend's 3-year-old daughter in her car. the kids have now been in that car for about seven minutes. sergeant curran wastes no time, immediately breaking the window, but the back doors won't unlock, so he climbs in to open them from the inside. this morning, only on gma, we're

reuniting that thankful mom with the fast moving officer who came to her rescue. >> i appreciate him. he saved my daughter's life. there's no way i could repay him. >> that's all coming up at 7:00 a.m. i'm gio benitez, abc news, new york. >> mike, this is something you're always warning us about. >> always. 38 children succumb to vehicular heat stroke. last year we set a record, 55. i won't say it's negligent, but it's definitely preventable. all you have to do is look in the back seat, that simple, look before you lock. the car can warm up to 40 degrees an hour with the windows up. that means on a day like tomorrow when it's going to get to 100, 105, that's 145 to 150 stifling to deadly degrees in your cars. that also goes for pets. don't forget about them, too. let's take a look at what's going on. walnut creek one of the areas well over 100 tomorrow. very nice 61 degrees.

reaching the 80s. we have low to upper 90s from san ramon to present wood. tonight we'll fall back into the mid 50s to mid 60s once again. saturday and sunday, look at those 100s, nearing 90 around the bay. even 70 at the coast.coast.coas. temperatures cool dramaticalldr by monday, tuesday, wednesday next week. a couple new accidents in the 680 highway 4 area. one reported on eastbound 4. another southbound 242 to southbound 680. at this point we're still seeing light traffic getting through the area. no major problems right now because of those crashes, but there is a stall in the south bay in san jose on the northbound connect ramp to northbound 880. that is causing a few brake lights on the north 101 stretch just before the 880 intersection. we have a live camera shot of headlights moving on northbound 101. once you get past 880, traffic

is flowing well. 101 is fine all the way up the peninsula. things are starting the back up towards the end of the parking lot for some of the cash lanes. a little beyond that. the usual slow and go on westbound 580 from tracy to dublin. 34 minutes is your drive time. this morning, north korea says its latest missile test was a solemn warning to south korea. north korea says the test included a new type of tactical guided weapon. south korea says it appears to be a new short range ballistic missile. north korea is infuriated over drills that the north is calling invasion rehearsals and proof of the hostility towards pyongyang. presidential candidate bernie sanders took time in l.a. to appear on "jimmy kimmel live!." he spoke about the need for universal health care and

holding corporations accountable. >> we've got to ask ourselves why is it that we're the only major country on earth not to guarantee health care to all people. why over 80 million people are uninsured or underinsured. the answer is, it gets back to the power and the greed of these major multinational corporations who could care less about working people. i know this is not an issue we talk about much, but it's an issue as a nation we're going to have to deal with. >> kimmel called for health care reform after his son was diagnosed with a heart condition that required surgery. sanders also spoke about climate change and election interference. a big name behind efforts on capitol hill to break up facebook. it is chris hughes, one of facebook's co-founders. according to "the washington post" he's been visiting lawmakers, regulators and the federal trade commission urging them to act on what he calls the facebook monopoly, asking regulators to break up the social network drawing on antitrust laws. he cashed out his nearly $500

july 26th. >> you're never more than seven minutes away from my accuweather forecast. meteorologist mike nicco kicking us off. >> let's start by taking a look at the winds outside. they tell the tale today and the reason why we'll get a reprieve from the heat even into the east bay valleys. 25-mile-per-hour delta breeze through fairfield. let me show you this picture in the east bay hills. whenever the clouds top the east bay hills, that means they'll make it into the east bay valleys. while you'll be in the 90s, not the upper 90s that we've had. those come back tomorrow. a delightful evening on the way. 57 at the coast. chilly, but 71 to 81 for the rest of us. an excessive heat watch out. i'll show you those areas coming up. n calistoga area. they're sending emergency crews there. it's on northbound 29 past tubbs lane. also, a couple accidents in the

east bay, eastbound 4 approaching 680. southbound 680 near 242, that isn't blocking lanes as well. it is out there and the bay bridge toll plaza is now backing up past the foot of the maze. plan on about a 15-minute wait as you make your way into san francisco into the metering lights. if you want to take the richmond-san rafael bridge, that's looking nice and light. not much delay there heading westbound. b.a.r.t., mass transit, a.c.e. also reporting no delays. caltrains will temporarily close the lower half of the manzanita park and right lot starting today. a high tide is expected to flood it for the next several days. the lower lot won't reopen until a week from sunday. >> thanks, frances. >> new developments at the oakland airport where we learned i.c.e. was flying tens of thousands of detainees. >> and it's something the city

port commissioners didn't know. they're wondering if it violated oakland's sanctuary city law. good morning, amy. good morning. we've now seen our first public meeting about this issue and it wasn't pretty. people are upset. they voiced their concerns before the board of port commissioners last night, even though this board oversees the oakland airport. the board members say they had no idea this was happening. activists say that's a problem city council member noah gallo says he finds it hard to believe that i.c.e. agents flew about 40,000 detainees out of the airport. he says this should not have happened in a sanctuary city. >> we want to make sure it does not happen again in terms of deportation of families here in oakland. >> we're taking this very seriously. our aim is to ensure that the port of oakland meets its sanctuary city commitments.

>> reporter: i.c.e. released a statement saying the agency decided to stop chartering flights out of oakland back in october, but also said the agency does not share details about detainee transfers. the city and now the port is investigating whether these transfers violated the city's sanctuary policy. reporting live in oakland, amy hollyfield, abc 7 news. developing news out of oakland, firefighters watching for flare-ups this morning after a two-alarm fire broke out last night. >> the fire started at this commercial building at stanford and occidental street. you can see the flames in this video. the building appeared to be under construction. no one was hurt. police are looking for more victims of a man arrested on sexual assault chargetion involving young boys. 46-year-old randall haldeman, according to deputies, say he

repeatedly assaulted at least three boys. the crimes date back to the 1980s. he's a former photographer for a youth swim team in menlo park. we're hearing from the owner of the tesla involved in last r union scare. albert kim was not driving the car at the time of the crash. he rented it to 21-year-old kelsey cambridge through the getaround app. kim says the car's data is corrupt in the five minutes before the crash. but the dash cam video he was able to see showed her driving safely. >> i'm surprised because she was very slowly driving and crossing market street, very casually and slowly. you could hardly believe that she would just accelerate just like that. >> police say cambridge was speeding through a red light when the crash happened. she has been charged with involuntary manslaughter. meanwhile kim has turned over the car's thumb drive to police. they are trying to get dash cam footage from the moment of the crash. we've been closely tracking this

story on abc7news.com. to receive the latest information as it happens, download the abc 7 news app and enable push alerts. mta hired a dedicated project manager to address on going delays in the central subway project. abc 7 got a tour of the construction happening in the tunnel that's 100 feet below ground level. the 1.7 mile tunnel runs between stockton street and connects south of market to union square in chinatown. the subway was scheduled to begin operations in deese of 2018. that date keeps getting pushed back. mtas newest project manager has six weeks to come up with a time estimate on this $1.6 billion project. >> the first priority, besides everything else, is to look and see how much time it will take to finish this job and start running the trains. >> most delays have occurred in chinatown where workers are trying not to disturb businesses above ground. the new opening date for now is early next year. it's 5:35. doctors in milwaukee, wisconsin, are sounding the

eighteen agers were hospitalized in the past month for lung dmage. the one thing they all had in common, they used e-cigarettes. the teens suffered similar similar toms, shortness of breath, fatigue, weight loss and chest pain. it's also unknown what the cause is or what the connection is between those eight cases. the warning comes as san francisco-based juul was grilled on capitol hill. east bay lawmaker did not mince words. >> you're nothing but a marketer of a poison and your target has been young people. >> this is a serious problem. our company has no higher priority than fighting it. >> juul's co-founder says his company has taken steps to reduce underage use including shutting down social media pages. experts predict the next recession will begin next year. and there are three likely triggers, trade policy, a stock market correction or a geopolitical crisis.
