of road work as you make your way through san leandro. the drive time is still 15 minutes. if you want to avoid that, b.a.r.t. looking good. a.c.e. train 1 on time as sfmta met with community leaders in the tender loin to discuss traffic safety concerns. three weeks before sunday's crash, sfmta reduced taylor street from three lanes to two and added white buffer zones. also plans to widen short walks to shorten the crossing distance for pedestrians. one neighbor suggested changing the timing of the lights. >> there are a lot of residents that are disabled and owow iis in crosswalk, by the time you get to the middle it's already red. that's not right. >> sunday's crash killed benjamin dean, and his wifelly

condition. the driver kelsey cambridge was arrested. for more on this story, you can go to abc7news.com or the abc 7 news app. it is free to download. a 26-year-old man is in police custody after authorities say he went on a 12-hour killing spree fatally shooting four people and hurting two others across l.a. the lapd says gerry zaragosa unleashed terror yesterday. according to investigators he first attacked his father, brother and mother. the two men were found dead at the family's home. the mother survived. zaragosa is accused of killing a female acquaintance and hurting her friend. he then turned his attention to an l.a. metro bus and shot and killed a random passenger. >> i was on the bus. i got on the bus at van nuys. i actually saw the guy who was shot get on the us bus with me. he didn't do anything. he was sitting on the bus. >> police tracked zaragosa's cell phone and found him about 12 hours after the first

shooting. this morning the lapd is trying to determine a motive for those killings. developing news following a warning from special counsel robert mueller about russian interference. >> democrats are calling for legislation protecting america's elections, but that legislation has been blocked by republican leader mitch mcconnell. abc's trevor ought reports from washington. >> reporter: today senate democrats say there needs to be swift action for congress to protect the security of america's elections. >> mueller's testimony should be a wake-up call to every american that the integrity of our elections is at stake. >> reporter: those comments coming a day after special counsel mueller's testimony where he confirmed his investigation found russia interfered in the 2016 election in a sweeping and systemic fashion. >> it wasn't a single attempt. they're doing it as we sit here and they expect to do it during the next campaign. >> reporter: following mueller's testimony, a bipartisan senate report detailed the extent of the interference, saying russia

gained unauthorized access to the personal data of hundreds of thousands of voters and officials in 21 states noticed scanning of their systems. democratic senators seeking passing multiple bills only to be stopped by republican leader mitch mcconnell. >> a highly partisan bill from the same folks who spent two years hyping up a conspiracy theory. >> reporter: senator mcconnell has blocked every effort to bring election security to the senate floor, many bipartisan efforts including some by ally lindsey graham. president trump is focused on the mueller investigation, told fox news it was an attack on his presidency. >> this was treason. this was high crimes. >> in terms of election security, republican senator chuck grassley said there were similar efforts to interfere in the 2018 that the u.s. was aware of. he couldn't give the details of what he learned in a security briefing, he said there was

port commissioners didn't know. they're wondering if it violated oakland's sanctuary city law. good morning, amy. good morning. we've now seen our first public meeting about this issue and it wasn't pretty. people are upset. they voiced their concerns before the board of port commissioners last night, even though this board oversees the oakland airport. the board members say they had no idea this was happening. activists say that's a problem city council member noah gallo says he finds it hard to believe that i.c.e. agents flew about 40,000 detainees out of the airport. he says this should not have happened in a sanctuary city. >> we want to make sure it does not happen again in terms of deportation of families here in oakland. >> we're taking this very seriously. our aim is to ensure that the port of oakland meets its sanctuary city commitments.

>> reporter: i.c.e. released a statement saying the agency decided to stop chartering flights out of oakland back in october, but also said the agency does not share details about detainee transfers. the city and now the port is investigating whether these transfers violated the city's sanctuary policy. reporting live in oakland, amy hollyfield, abc 7 news. developing news out of oakland, firefighters watching for flare-ups this morning after a two-alarm fire broke out last night. >> the fire started at this commercial building at stanford and occidental street. you can see the flames in this video. the building appeared to be under construction. no one was hurt. police are looking for more victims of a man arrested on sexual assault chargetion involving young boys. 46-year-old randall haldeman, according to deputies, say he

repeatedly assaulted at least three boys. the crimes date back to the 1980s. he's a former photographer for a youth swim team in menlo park. we're hearing from the owner of the tesla involved in last r union scare. albert kim was not driving the car at the time of the crash. he rented it to 21-year-old kelsey cambridge through the getaround app. kim says the car's data is corrupt in the five minutes before the crash. but the dash cam video he was able to see showed her driving safely. >> i'm surprised because she was very slowly driving and crossing market street, very casually and slowly. you could hardly believe that she would just accelerate just like that. >> police say cambridge was speeding through a red light when the crash happened. she has been charged with involuntary manslaughter. meanwhile kim has turned over the car's thumb drive to police. they are trying to get dash cam footage from the moment of the crash. we've been closely tracking this

city councilman doesn't like the idea. >> now you're going to move the problem right across the street to high street, your entrance and exit, but on the other side of high street there are businesses that are complaining as well. >> home depot released a statement to abc 7 news saying in part, we look forward to continuing to work with the city to implement a plan that is thoughtful and respectful. san francisco police arrested a suspect in the theft of a dog. this incident was caught on camera. officers detained 53-year-old livan loc on outstanding theft warrants on tuesday. then police realized he matched the description of the man seen walking away with the dog outside japantown two weeks ago. we covered this story here. the owner tied up her golden retriever outside a grocery store and a surveillance camera caught a man taking that dog. officers spotted the dog the next day and returned her to her owner. bail has been set at more than $100 million for two men accused of robbery at sun valley
