news to build a better bay area. this is "abc 7 mornings". good morning, everyone. it is saturday, july 27th. i'm kumasi aaron. let's start with a quick look at our weather. here is meteorologist lisa argen. >> hi, kumasi. good morning to you. good morning, everyone. looking at live doppler 7 where we have a lot of fog out there that made its way locally across the bay. we are looking at half to a quarter mile visibility in the north bay. mist, drizzle, wipers essential along the coast. check out the national weather service heat advisory for inland east bay. we are looking at numbers here 95 to 108 degrees for communities from concord, brentwood, around mount hamilton. it is going to be very hot. but as we look at santa cruz, still pretty gray out there. we have a spare the air alert for the entire bay area today and tomorrow, and the air quality where it is hottest will

be from the east bay to the south bay. we look at the golden gate bridge, right now temperatures in the 50s to low 60s in redwood city. from the exploratorium camera here, we are looking at a nice day in san francisco, in the mid 70s with sunny skies. right now it is in the 50s and cool in the north bay. walnut creek is clear. as we go through the morning hours, we will be close to 90 degrees by the time we hit noon time in our inland valleys. 70s around the bay. we will talk about how long the heat lasts coming up. kumasi. thanks, lisa. in the south bay santa clara county is taking extra measures to be ready to respond to heat-related issues. abc 7 reporter amanda del castillo with more on how to prepare for the heat. >> reporter: if you can't find shade you want to be close to something that will keep you call. in downtown san jose fountains at cesar de chaves are helping the littler residents beat the heat. >> it is hot, hot, hot. >> reporter: she says weekend plans involve being outside. >> the house is fun and there's

ac in there but they like the outdoors and running around so we come to places like these. >> reporter: santa claira's office of emergency management says they plan to expand services because of the excessive heat wave. temperatures are expect to reach near record levels including it 0s in san jose and near 100 in gilroy. 100,000 people are expected at the gilroy garlic festival. oem officials say hydration is key to surviving sizzling temps. arrive early to avoid peak heat hours. >> you can suffer heat exhaustion, get dizzy, kind of lose your awareness, and it is sort of a progressive thing. >> reporter: even with the warning, others say their weekend plans involve embracing the extreme heat. michelle ramirez is hopeful the weather will offer some relief. >> going out and taking in the sun and enjoying the breeze when i can. >> reporter: the national weather service says the excessive heat watch is issued

president trump tweeting, wow! big victory on the wall. the united states supreme court overturns lower court injunction, allows southern border wall to proceed. big win for border security and th law. that ruling was handed down in may which put a hold on the president's use of the military funding saying it is up to congress to allocate expenditures. this after the president declared a national emergency in february, attempting to divert money from the pentagon to build the wall. >> what the president tried to do was basically completely disregard our democratic process and take money congress hadn't given him to build the wall anyway. >> reporter: this order by the supreme court came in response to a lawsuit filed by the american civil liberties union, challenging president trump's use of emergency powers for border wall funds. the aclu responding, vowing this is not over, asking the ninth circuit court of appeals to expedite the ongoing appeals proceeding to hadley the

irreversible and imminent damage from trump's border wall. marci gonzalez, "abc 7 news", los angeles. a north bay casino is stepping up to protect immigrant rights by assuring the latino community "abc 7 news" reporter cornell barnard has the story. ♪ >> reporter: there was a surprise guest at this latin dance party at graton resort and casino, sonoma county sheriff mark esseck. >> i'm here to assure you as sheriff of sonoma county is that we will not turn you over to i.c.e. for minor traffic violations or minor public offenses. the sheriff's office will not assist i.c.e. in conducting raids. >> essick telling the crowd the department will protect rights of immigrants from i.c.e. through the california values act which prevents local law enforcement from using resources on behalf of i.c.e. agents. >> no member of the sheriff's office will ever ask you what your immigration status is. >> reporter: the sheriff was

invited here by graton chairman greg sares who wanted to assure the comment they are safe. >> i understand that many of us have been afraid of i.c.e., of trump, of the white house. >> reporter: the north rapid response network and immigrants' rights group applauds the message but says mistrust of law enforcement has never been higher with rumors of i.c.e. raids reported all the time. >> the fear is definitely there. we have seen more calls coming into the hotline. >> reporter: those calls have been reports of possible i.c.e. raise but most have been rumors. attendees at the party seemed to like the message but the sheriff says he is not doing anything different, just following california law. cornell barnard, "abc 7 news." in the south bay, officials say everyone injured in a six-car pileup that included a police car are expected to be okay. the crash happened yesterday afternoon at north jackson avenue and mckee road in san jose. ambulances took several people to the hospital including some

children and a police officer. one of the accident victims told "abc 7 news" the police car was going through the >>ony entered the intersection. as soon as he got into probably the middle of the westbound lane, that's when he got hit. >> the collision with the police car led to the chain reaction crash. this morning oakland police are looking for a dog napper. the department is asking the community for help in finding uni, the five-month-old french bulldog that was taken from a parked vehicle on campbell street on wednesday. one bay area breeder sells puppies like uni for more than $4,000. san francisco police are sichbing for these two stolen maltipoos. a woman told officers she listed the pair for sale on line. she was contacted by a potential

buyer who she met in the mission district. that's when she says he stole the two dogs. police are asking for anyone with information to call them. heads up in san francisco toechl. it might be hard to get around the city unless you are running. the san francisco marathon race starts at 5:30 a.m. on sunday, and you can see the course map here which goes along the embarcadero, across fisherman's wharf across the golden gate bridge and back, through golden gate park and through the haight and sonoma neighborhoods. a lot of muni buses are being recrowded and some roads are closed, some as late as 3:00 p.m. rideshare, bike share or scooter rentals are recommended to get around. >> that's a lot of running, especially when it is warmer than in the past. >> exactly. it will be comfortable, in the 50s. but even so overnight in our inland valleys we will see 60s and 70s to because of the heat that is building today. from mount tam you see the sun coming up. beautiful view there. we will see plenty of 90s in

we are taking a live look from or roof cam this morning at the bay bridge. a little foggy this morning. oh, goodness, depending on where you are it is going to get a lot warmer today. we will be checking in with lisa in a few moments so you know what to expect. part of our commitment to building a better bay area means looking at how local police departments struggle to hire enough officers. last night san francisco police welcomed 24 new officers to its force. 19 sfpd rookies graduated from the police academy at the scottish rite center on 19th avenue and another five officers completed training in san francisco after working for other police agencies. here at abc 7 we are highlighting people in our communities doing their part to build a better bay area. a nonprofit in san francisco, funded with help from the city, is equipping low income students with stem tools to help them land jobs in the tech injury. abc 7 reporter pena has the story. >> reporter: this is the sound

that takes over this room. while these students are coding their minds are actively dreaming and working towards a goal. >> i would like to become a web developer. >> help building phones or coding or something. >> i have a design team and we created a clothing app called m malwear. our main focus is to diversify the field of code. >> reporter: this are part of devmission. maria jose garcia didn't think a career in tech wouldn't be possible. >> my parents didn't graduate in college. they came, they only work in restaurants and construction. now when they see me, that i'm here and doing something to better myself, they're really proud of me. >> reporter: devmission was founded two years ago. their goal is to equip low income students between the ages of 16 and 24 years old by teaching them to code, build websites and fix computers. in this class fixing computers

is not just for fun. these students have a bigger goal in mind. to give 300 computers to low income families this year. at the end of the 12-week program these students get a $500 stipend and a free computer. >> we have enrolled over 100 young people with an 80% graduation rate, and as of last week 45 of them are working either on a fellowship, an internship, an apprenticeship, a part-time job or a full-time job in the tech industry. >> reporter: what many want are jobs. >> i know coding, i know programming, so i'm ready for the job. >> reporter: in san francisco, luz pena, "abc 7 news". homelessness has long been an issue in the bay area. we'r t s i cities like san francisco. we're not so used to seeing it in suburbs like walnut creek. well, now that city is taking action to help the homeless and build a better bay area. contra costa county ties alameda county for the largest

percentage increase of homeless people in the bay area. each county is up 43% compared to the last homeless census which was done in 2017. contra costa county's number of total homelessness is well below that of alameda and san francisco as you see in the chart. leslie brinkley has more on a solution to help the homeless that seems to be working. >> reporter: matthew chase has lived on the streets of walnut creek for ten years. his bags were stolen last week so he says his only belongings are his lighter and cigarettes. he sleeps in a different spot in downtown walnut creek every night. >> the business owners know i'll come out and i'll sleep on the side of the building or something, you know. they know i don't mess with them, i don't mess with their customers. >> reporter: but complaints about the homeless are on the rise. some worry about safety. >> they could be on drugs. you don't know. they could bepter: walnu cre poe say they field 3,000 calls a year related to homelessness. that's about ten calls a day.

so full-time officers to respond to the escalating calls about encampments, littering, trespassing and panhandling. >> a lot of time it is people who are shopping downtown and really don't want to be bothered by people panhandling, aggressive panhandling. we get a lot of complaints about it. we have a lot of people that are concerned that walnut creek is going to turn into some of our neighboring cities, some of the close neighbors like san francisco. >> reporter: officer clemente and officer silva volunteered for the four-month pilot program that launched in mid-june. they got 94 complaints and have made 25 arrests so far, mostly for trespassing. they've also contacted 213 homeless and referred 90 of them to services to address their needs. they also retrieve and return shopping carts. encampments are moved. police say many of the homeless hang out along the creek, often out in front of local grocery

stores, armed with signs. >> reporter: do you think this police effort is helping? >> yes, it is. >> reporter: it is noticeable to you? >> it is very noticeable. >> two officers i think is not even close to being sufficient to address the problem. they could use two officers just around the b.a.r.t complex. >> reporter: it is a four-month pilot program, but the goal here is for police officers at the end of it to know the names, first-name basis with all of the homeless in walnut creek, for the homeless to know those officers and hopefully get the help that they need. and so there's talk of assigning these two officers long term and looking for the funding, getting approval for that after this trial runs out october 1st. back to you. we're going to take a closer look at the bay area housing crisis starting tomorrow with our 11:00 p.m. news. we will introduce you to someone who is renting a closet for $1,200 in san francisco. you can look for our reports all week starting sunday night. happening today, the aloha spirit comes to the bay aa

62, redwood city. 59, san jose. morgan hill, 55. 54, half moon bay. enjoy the cooler morning. we have 60s and 70s tonight. it will take all night to get there because we will see heat build throughout the day today. in fact, numbers well over 100 degrees here in walnut creek. 58, napa. petaluma, 52. by the delta, light winds at 58. upper 50s in our inland valleys. looking at the 24-hour temperature change, even a little cooler with the widespread low clouds and fog. so we will be erasing this negative number as we get into tomorrow where we're going to look at temperatures even warmer to start out. so a little bit haze and that certainly is an indication of where the air quality is going today with that higher pressure building down -- pushing down on the atmosphere. we will see the particulates close to the ground. that's why we have the spare the air alert. not a great idea to barbecue. try to take public transport

because we have the excessive heat, and the poor air quality all weekend long. at the beach, it is cloudy. 80, santa cruz. 72, ocean bega bay. wds up to 20 miles per hour. how hot is going to get? we are looking at over 100 degrees not only today but into tomorrow. see the pink right here? ee a trough of low pressure set up to the north of us as soon as tomorrow, so the hottest day will be today. slight cooling today. notice the bay, 60s and 70s. then by monday we are 20 degrees cooler inland. it is a weeken event, and into tuesday no big changes. if we get through the weekend we get to more decent weather as the workweek arrives on monday 92, san jose. that's about seven degrees warmer than average. how about 91 in cupertino? looking at mid 80s from san mateo. 89, palo alto. 90, mountain view. 91, los altos. 75, downtown. a little fog, but temperatures will climb into the low 70s from

the jenny lin foundation was incorporated soon after. its mission is to promote child safety and music education. they are sponsoring a concert at chabot college at 6:30 tonight. cheryl jennings will serve as emcee. hall of fame horse racing trainer jerry hollendorfer may take action against the owners of the horse park. both tracks banned him after 30 horses died at santa anita in june. those deaths included four of his horses. yesterday a judge ordered del mar racetrack to lift a similar ban to allow his horses to race and train there. happening today, hundreds of swimmers will brave the chilly waters of san francisco bay for the alcatraz shark fest swim swim. the treacherous journey poses challenges for elite swimmers. they start at alcatraz and swim to aquatic part. the race starts at 9:30 this morning. it emulates the attempts by

inmates to swim to san francisco. a golden gate bridge swim will be held next month. a woman who wanted to be an art teacher has found a drive career as a photo of one her incredible dresses went viral. ♪ >> so a couple of years ago i was a son's birthday party where i dressed up at belle in "beauty and the beast wrch after the party i went to taco bell with a friend, still in full costume. he took a picture of me standing in line getting my food and it went viral that night. i was like, this needs to be something i can bring outside of the restaurant so i added just paper tacos to the dress. that photo went viral and taco bell, the restaurant, saw it, and flew commercial.
