consider northbound 680 as an alternate. we'll also keep an eye on the commuters on westbound 80 because that could impact traffic later on this morning. headlights looking good westbound down to the bay bridge toll plaza and drive time at this point still 15 minutes. >> thanks, frances. two chp officers have minor injuries after their cruiser crashed in the south bay. it happened just after 12:30 on southbound 280 in san jose. the chp says the officers were trying to pull a car over when they lost control of the cruiser and then rolled over. you can see the trunk of that chp car damaged, the rear windshield is knocked out. right nou it's not clear how and why the officers lost control. in the east bay the chp is investigating a solo car crash that left a woman dead. this happened on westbound 24 near saint stephens drive. investigators say the honda civic hit a tree on the right shoulder.

"the washington post" reports it was part of a proposed peace deal with the taliban. the agreement would cut the number of american troops from 14,000 to 9,000. the trump administration has

held eight rounds of talks with the taliban. afghan officials say a peace agreement could be reached this weekend, but they warn significant challenges remain. singer r. kelly is scheduled to appear before a federal judge in brooklyn for the first time, facing charges of racketeering, kidnapping, forced labor and sexual exploitation of a child. the case involves at least five girls and women. he's also accused of producing child pornography. he's expected to be returned to chicago after the hearing where he's being held without bond on other sex charges. in the north bay, a sonoma county sheriff's deputy shot a man who they say tried to stab a security guard. the suspect ran from the mall. a deputy found him but the suspect somehow got inside his patrol car. the deputy fired his weapon and hit the man three times. he was arrested and taken to the hospital with

it's received an nor mouenormoun there. we're spending this week looking into the housing crisis in the bay area, some of the more inventive ways people are choosing to live in san francisco. how did we even get to this point to begin with? abc 7's liz coit is breaking down the numbers. >> we know home prices in the bay area are out of control. it wasn't always this way. to understand what it was once like, we're going to do it. let's start in the '90s. those were the days, right? not just for cam pi television. the internet was dialup. mark zuckerberg was in grade school. compared to now, in san francisco it was a pretty amazing time to buy a house. ♪ >> look at these numbers. in the mid '90s, the median price of the home in san

francisco was roughly $300,000. yes, that was more than the national median home price. if you tried to get a home for that price in san francisco, here is an example of something you might get. but from then on housing prices only went up thanks to, drum roll please, money from tech. around 2000, the first tech bubble, home prices went up to a median price of more than $500,000. fast forward a little over ten years, and that's when things really took off. 2012 was the year facebook went public. the next year twitter did. at the same time housing prices skyrocketed. in the past seven years, the median home price in san francisco has more than doubled. the same has happened in cities across the bay area. >> what did you say? >> yep, bottom line. enter the big ipos and the bay housing market has never been the same since. >> abc 7 is searching for solutions to the bay area's housing crisis.

hottest days ahead of us this weekend. the air will remain really nice, good to moderate. don't worry about going out and about, especially if you want to head to the coast and get away from the heat. >> thanks, mike. san francisco has a new budget this morning. the $12.3 billion spending plan is the largest in the city's history. it earmarks $180 million for new affordable housing construction and preserving housing for existing low income residents. more than $100 million will go to homeless services and ex-pantding navigation centers. it includes money to clean streets, expand hours for public toilets and buy more big belly trash cans. the mayors of san francisco and oakland are challenging each other to a cleanup competition, calling it the battle of the bay in honor of the 1989 world series between the giants and the a's. the mayors are calling on volunteers to show their love for the cities by picking up traffic and making their

neighborhoods more beautiful and green. the challenge is set for california coastal cleanup day, saturday, september 21st. both mayors hope to expand the effort and make it a year-round thing. police are looking for vandals who damaged a high school in michigan. they took a joy ride on a floor scrubber. they weren't very good to driving it. they caused $1200 in damage in one hour. the men appeared to be in their early 20s and may be former students who are obviously totally unaware of the cameras, also picked up a violin. you don't know how to play that violin. >> michigan's best, mike. >> i tell you what, multitalented. let's take a look at what's going on with erick. as expected it is weakening, 65-mile-per-hour wind right now, heading to the west about 13. it's within shot of live doppler 7 off the big island.
