toll plaza, things back up to the food of the maze. now in the north bay, this is 101, right-hand side traffic moving southbound past north san pedro. as you check out drive times, no delays in that area, southbound 680 walnut creek to dublin, 14 minutes. southbound 101 from santa rosa to san francisco, a 49-minute ride. no problems either through the screws mo santa cruz mountains from highway 1 to los gatos, 22 minutes. turning to abc 7 news reporter amy hollyfield. >> she's live along i-80 with more on an early morning crash and the bizarre cause. amy? >> reporter: this isn't one you see every day. this is a dangerous situation. traffic is moving just fine now, a friday gift to drivers because it wasn't looking good there for a while. here is what happened. a big rig overturned. it was about 3:30 this morning. it wasn't that driver's fault though. officials say he was trying to avoid a camry that was at a complete stop in the slow lane.

authorities believe the driver of that camry was intoxicated. >> the driver was passed out and/or sleeping in the driver's seat of the camry in the slow lane and the big rig driver was able to avoid him thankfully. >> this is east bay 80 in pinole away from oakland and san francisco. this is at the appian way exit. they got all the lanes reopened at 5:30 this morning and no one was hurt. live in pinole, amy hollyfield abc 7 news. new this morning, two chp officers have minor injuries after their cruiser crashed in the south bay. this happened just after 12:30 in southbound 280 in san jose. chp says the officers were trying to pull a car over when they lost control of the cruiser and then rolled over. you can see the trunk of the chp car damaged and the rear windshield knocked out. it's not clear how and why the

officers lost control. in the east bay the chp is investigating a solo car crash that left a woman dead on westbound highway 24 near saint stephens drive. the honda civic hit a tree. when officers got there, the car was fully engulfed in flames. the woman was found dead in the car. stories of hee otherism and heartache continues. >> thousands of people crowded downtown for a vigil last night. >> there were a lot of angels that day. >> when you talk about angels, you have to mention 10-year-old miranda. a 3-year-old boy whose parents got shot, miranda said it was active shooter drills she learned in school that helped her and guide her quick response. >> he kind of didn't know what was going on. i covered his mouth because of

tightening security including the 75th annual santa clara county fair in san jose. law enforcement is patrolling the entrance. there's also a security checkpoint just after the ticket gate. once inside there's even more law enforcement patrolling the fairgrounds. there are similar upgraded security measures at the sonoma county fair. in the east bay the man accused of stabbing to death a young woman on b.a.r.t. is scheduled to enter a plea. last month a judge ruled john lee cowell is competent to stand trial. he's accused of stabbing 18-year-old nia wilson in oakland. her sister was also stabbed. her sister survived. last december a judge ruled cowell was not competent to stand trial. since then cowell has undergone psychiatric treatment. new this morning, thousands of u.s. troops may soon be coming home from afghanistan. "the washington post" reports a troop withdrawal is part of a proposed peace deal with the taliban. it would cut the number of

now. the drizzle, where it's been falling, places like the coast, higher elevations, it's been measurable. cool this morning, but warm this morning in mass transit. choppy afternoon on the bay once again. east bay valley start off in the 60s through 9:00. 70s at lunch but then look at these mid to upper 80s from 1:00 all the way through 7:00. for the peninsula we'll see faster sunshine. that will help us break out of the 60s and the cloud cover by 11:00. hang out in the upper 70s with mostly sunny conditions this afternoon. in the south bay, we'll have cloud cover through about 8:00. and temperatures will jump into the low to mid 80s with sunshine this afternoon. take a look at the newest numbers, the warm ones for the weekend coming up. first we want to bring frances in who has been busy with the commute. today we had so many accidents. a new one on the peninsula in palo alto south 101 at san antonio just reported.

compared to erick. let's get back to reggie gape natale's defense team is asking the court for an early release saying he can stay with his grandfather in italy. investigators say 19-year-old finnegan elder seen here on the left confessed to using a knife to kill 35-year-old italian police officer last friday when undercover officers interrupted a drug deal. the i-team's dan noyes shared notes with a renowned italian investigative journalist. she says the officers handled the situation in an odd way. >> translator: what usually happens in a case of a ransom for something that has been stlen, the police arrive after the exchange happens. >> court documents say the fallen officer didn't have his gun and died after finn elder stabbed him 11 times.

injuries. the cessna sustained substantial damage. all this week abc 7 news is focusing on the housing crisis, a new report is concerning because it shows despite the desperate need for new homes, residential building permits are dropping. the public policy institute of california study shows a 50% decline in new building her mitts in san mateo county. santa clara saw a 10% drop, contra costa county declined by 7%. it's the first time since the recession california has seen a decline in the number of building permits for new homes. according to "the mercury news," increasing cost, lack of land and shortage of construction workers are do blame for the building slowdown. absz 7 is searching for answers to the housing crisis. we're hosting a town hall today between 4:00 and 7:00 p.m. send us your questions and tag
