tragedy. 22-year-old saoirse kennedy hill, the granddaughter of robert f. kennedy, passing away after being rushed to the hospital. >> on the phone with a caller now. 21 marchant in hyannis port for a possible o.d. >> reporter: a possible overdose at this storied family compound in hyannis port, massachusetts. authorities responding to emergency calls around 2:30 thursday afternoon. >> bring that ambulance closer to the front door. three minutes. >> reporter: first responders finding hill in the same home where her grandfather lives. the exact cause of death still under investigation. hill is the daughter of courtney kennedy hill, rfk's fifth child. the kennedy family saying in a statement, our hearts are shattered by the loss of our beloved saoirse. her life was filled with hope, promise and love. her 91-year-old grandmother ethel adding, the world is a little less beautiful today. the family sharing that saoirse was an advocate for human rights and women's empowerment, but three years ago while in high school, hill opened up about her struggles with depression writing in her student

newspaper, quote, i suffered bouts of deep sadness that felt like a heavy boulder on my chest because many people feel uncomfortable talking about it. no one is aware of the sufferers. this leaves people feeling even more alone. >> so glad to see you all again, and welcome to hyannis port. >> reporter: the iconic kennedy compound in cape cod is cemented in american history with sweeping ocean views and lush manicured lawns. the six-acre estate has been a refuge for the kennedy clan dating back more than 90 years. john f. kennedy with his wife jackie spent summers there with their children. it served as the primary residence for senator ted kennedy in his final years. sadly, the kennedy family is all too familiar with tragedy. this year marking the 20-year anniversary of that deadly plane crash that took the lives of jfk jr., his wife and sister-in-law. as for the investigation here, authorities still looking into the exact circumstances surrounding saoirse's death. cecilia?

>> such a tragic story. okay, whit johnson, thank you. we turn now to that major flooding in the heartlan it's hitting kansas hard leading to water rescues. this as a tropical threat moves toward the southeast. rob is tracking the very latest. good morning, rob. >> good morning, michael. some of that tropical moisture already getting into the southeast. this is what marietta looked like yesterday, just north of atlanta. severe thunderstorms, talking about 3 1/2 inches of rain in a short period of time. 66-mile-per-hour winds there doing damage to trees as well. this is the wave that brought heavy rain into puerto rico, now into florida, parts of georgia and south carolina as well. this will bring thunderstorms. this could produce water spouts in the way of wind damage, and in the atlantic, we're watching this closely as well, we have several days if not a week to deal with that. let's talk about what's going on in kansas. heavy rain in eastern kansas. 9 1/2 inches in about a 36-hour period. flash flooding happening there, and this is a front that is not moving. we're looking at the same situation today.

saw the stocks of retailers like target and nike and best buy, they were hit especially hard. these businesses either have to eat those costs, george, or pass them off to the consumer and most people are anticipating that consumers will pay higher prices as a result. >> the president says china will pay it. that's not entirely accurate. it works as a tax on the american consumer. >> it works as a tax on everyone. that's why an analyst called it a sword at the throat of the u.s. economy. the federal reserve has laid out the fact that tariffs are the single biggest threat to the u.s. economy and the global economy. what they ultimately mean is that prices go higher, you see it in your 401(k) and in the longer run it can hit jobs because if businesses are either passing these costs off to consumers or absorbing they will, and that will ripple down to the jobs they're employing and that's a big issue for the economy and potentially the election ahead as well. >> hard to see the strategy here. rebecca, thanks very much. cecilia? now to the details about the plan to end the war in

afghanistan. the u.s. is reportedly nearing a deal with the taliban. the pentagon says the nearly 18-year-long war has cost nearly 2,300 american lives and roughly $45 billion a year. our foreign correspondent james longman is tracking the latest on this. good morning, james. >> reporter: good morning, cecilia. president trump has long promised an end to what he calls america's endless war, and this morning, we have new details on some of the specifics of the troop withdraw, but the negotiations have a long way to go. this morning, the major changes planned for america's longest war. the u.s. is looking to withdraw thousands of troops from afghanistan in exchange for a taliban cease fire and commitment to eliminating any safe havens for terrorists. "the washington post" reporting if conditions are met, the united states would specifically reduce the number of troops from 14,000 to between 8,000 and 9,000, roughly the same as when president trump took office.

secretary of state mike pompeo teasing progress in afghanistan early they are week. >> in the next handful of weeks, we'll have significant progress we can announce. >> reporter: now this is not a done deal. deadly attacks by the taliban continue, and in some question their real commitment to peace. will they take advantage of a u.s. exit to retake power? a spokesperson tells abc news the d.o.d. has not been ordered to draw do, and our troop wills remain there at appropriate levels so long as their presence is required to safeguard u.s. interest. cecilia, don't forget, isis is now growing in strength there too. >> that is true, james. one more headline for you this morning. north korea it appears has fired another round of what seem to be these short range missiles. this would be the third launch in just a week. president trump though, james, says, he doesn't have a problem with it. >> reporter: that's right, cecilia. even though they are in violation of the u.n. resolution, and trump's often used a pause in testing as proof of his success in associations but new talks, they don't feel any closer. >> they don't.

michael? now to the investigation under way to that massive deadly gas line explosion in kentucky, killing one person, injuring several others and flattening homes around it. abc's alex perez is on the scene in lincoln county, kentucky with the latest. good morning, alex. >> reporter: good morning, michael. people who live here say it sounded like a war zone. i want you to take a look behind me. you can see some of those charred cars and debris here. you see that orange fence that marks the exact explosion sites. authorities are now trying to figure out what caused all this. this morningfederal investigators expected on the scene of this massive explosion. the 1:30 a.m. blast rocking this rural community, the roar jolting residents out of bed. >> you could feel the ground moving and tumbling and rolling. >> reporter: the high-pressure 30-inch high gas pipeline exploding, a humongous fireball

shooting 300 feet into the air. some residents suffering burns as they ran for their lives. >> it looked like a tornado, like a fire tornado. >> it was so hot, i don't -- i don't see how we got out of there. >> reporter: daylight has shown the extent of the blast zone. land completely charred, cars melted. at least five homes decimated. jason griffith says it looked and sounded like a war zone. >> it looks like a bomb has been dropped. it has leveled everything around it. there is nothing left. it's just gone. >> reporter: a 58-year-old woman who was trying to escape the blast was killed. the 9,000-mile pipeline that runs through here carries natural gas from the gulf of mexico to the northeast. investigators now trying to pinpoint what exactly triggered the rep tour. all things considered, authorities say this could have been much worse. they say they are very lucky that more people were not killed. michael? >> devastating images there. alex, thank you so much. cecilia?

now the new shark sightings from cape cod to florida shutting down beaches. take a look at this new video. a shark in florida there catching a wave with surfers. no thank you. victor oquendo is on miami beach with the latest. good morning, victor. >> reporter: good morning, cecilia. one of the surfers here in florida falling off his board at the wrong time. the danger lurking all the way up the east coast and officials forced to shut down several beaches because so many sharks were spotted near the coast. this morning, shark sightings leaving beachgoers on edge in cape cod. more than ten spotted close to shore in the last 48 hours, forcing officials to close the popular beach. take a look at this video. massachusetts state police spotting two sharks while flying above long nook beach. this summer of close calls up and down the east coast. in this new video from florida, a drone capturing a shark darting between two surfers in satellite beach. >> i was yelling to him, hey, there's a shark.

there's a shark. and i don't think he heard me because he fell off his board at just the wrong time. >> reporter: earlier this summer in new smyrna beach, dubbed the shark capital of the world, dan watson was playing in the surf when this drone spotted a shark swimming feet away. >> i screamed that my wife was closer to the kids, to get everybody out of the water. >> reporter: less than a week ago in jacksonville beach, recorded by frank o'rourke, struggling to stay above water as what was believed to be a black tip bit him. >> you have all the rows of teeth just kind of clamped onto my arm. >> reporter: so far this summer, there have been reports of at least 24 unprovoked shark attacks and we're just now entering the peak season for shark activity. according to the atlantic white shark conservancy, august through october are the peak months. some easy safety tips here. don't swim alone and be careful if you go past waist-deep water, don't splash around too much.

>> what's driving the search there in cape cod? >> reporter: well, it's all about what sharks eat. in this case, gray seals. there have been recovery efforts for gray seals over the last decade. they have gone well, but that also attracts more sharks to the water. cecilia? >> great tips. okay, victor, thank you. michael? >> i should become a swimming pool builder. stay home in the pool. we're going to go now to a wild emergency landing that happened right on the highway in washington state. a state trooper's dashcam capturing the moment. you see that plane closing in on the road. that trooper was a quick-thinking one. he made a u-turn, slowed down to block the traffic to give the plane room to safely land. the plane came to a stop right at a red light. the pilot said he didn't want to get a ticket for running it. >> that's skill. >> the trooper said the plane had a fuel system malfunction and amazingly, no one was injured and there was no damage. >> can you imagine seeing that?

technology is vital. this morning, a grieving family who lost their 1-year-old twins in a hot car are now hoping to prevent other families from suffering the same tragedy. >> mr. rodriguez and his family will certainly be dedicating their life to the cause of ensuring that this does not happen to anyone else again. >> reporter: juan rodriguez dropped his 4-year-old son off at day care, but says he forgot his 1-year-old twins, luna and phoenix, were in their rear facing car seats. a critical social worker and iraqi war vet, then went to work and left his children in the sweltering car for eight hours. rodriguez told police it was a tragic mistake and he thought he had dropped them off at day care, and quote, blanked. new york city prosecutors have now put the case on hold pending further investigation. >> my client and his family will be working with the legislature when they gain the strength to do so, in ensuring that other people are protected. >> reporter: according to "the new york times," last weekend

rodriguez, a father of five, reached out to a psychology professor who studies why parents forget their children in cars. he was allegedly hoping for insight, trying to understand his lapse in memory. >> you have two kids in there? >> yes, yes, they're in their car seats. i'm going to go to walmart and get a hammer. it's too hot for this. >> reporter: this dramatic moment was caught on police bodycam when a mom accidentally locked two toddlers in her car on a hot, 100-degree day. experts say it can happen to anyone. it happened to this mother last year. >> i'm a nurse and, like, i hear these stories and i have four kids and i always say, how could that possibly ever happen? >> reporter: according to the nonprofit kids in cars, last year there were 52 hot car deaths involving children, the highest number in recent years. >> it is a huge responsibility taking care of a child and helping them live and helping them thrive, and that there are so many risks, and all of a sudden, you are acutely aware of how fallible you are. >> reporter: it is worth noting

that some cars already incorporate backseat reminder technologies. it already exists, but this new legislation would mandate that this become standard in all new vehicles across all auto makers. >> what are some details about this technology? >> so gm and nissan already incorporate a technology that works by sensing whether or not you open the back door before the trip. it will remind you to check the back seat. hyundai and kia are adding detect motion in the backseat. there are also -- i should add, car seats and car seat attachments that are activated by either the chest clip or the weight of the child. they can remind you the child is in the back, and there are free apps like waze, which many of us already use, and you can set a reminder so when you reach your destination, to say, remember your child is in the back. >> it's worth it to get it and try these solutions. you don't need more things like this to happen. >> it doesn't absolve parents from having to remember kids are in the back, but it gives you

something detrimental to him. >> reporter: that first day home it took him 20 minutes to get up the stairs and through the front door. the vet called kai the most overweight animal he had ever seen. more than 100 pounds overweight. for an adult golden retriever. heggie says he was the size of a table. his previous family was prepared to put kai down until a vet stepped in and contacted the misfits of alberta animal rescue where heggie found kai. when the two linked up, took him for walks three times a day, and even took him to water therapy to strengthen his legs and boost his stamina. now a year after heggie first saw kai walk up her steps, take a look at him now. >> he lost over 100 pounds and he's here with his mom, pam heggie. come on out. >> he looks so great. >> thank you. he worked really hard. >> you can see how great he looks right there. these collars really bring it home. how much weight he lost. >> when we first got him, he co'ty we a collar. he was not very well defined and his collar would just fall off. this was his collar after he lost a significant amount of weight. it was the first one we could buy off the shelf. >> wow. >> so -- and now this is the size of collar he wears. >> at first, you were worried he couldn't go through the rehab at all. >> i was worried about everything. actually i was worried i would just wake up and he wouldn't be there anymore, but he was a trouper. i had to have someone around to help because he couldn't get up and down the stairs by himself, and we had to lift him for the first little while. the water therapy helped him tremendously, and he built a lot more strength. he could use the ramp, and then we could get out and about a little bit more, and he got much more motivation.

he loves people. he's very people-oriented. >> very calm too. >> yep. >> you really saved his life though. they say the longevity of dogs is their dental health and their weight. >> right. >> so you really saved this dog. was kai -- he's clearly sweet now. he was making friends backstage. was he this sweet when you were, like, when he was trying to lose weight? i'm never sweet when i'm trying to lose weight. >> right? i'm not very sweet either, and he was always extremely loving, extremely -- i'm sure that's why the vet when he was originally taken in to be put down, i'm sure that's why the vet thought that was not the option for him. and we eternally grateful for that. >> it looks so hard for him at the beginning, but then he got excited about it as well. what was the real key? >> the real key was consistency. we watched his food obviously. we had a great vet to help us through the journey, and we went out every single day. i don't know if you have ever been to edmonton, but it's not

exactly a great climate year round, and so snow, rain, sleet, we went out every single day. >> you would go a little further. >> we'd go a little further. at first maybe five or ten steps and then he would pant and lay down and usually someone would have to help me carry him back in, and now he can do anything he wants. >> he's a different dog now. >> 100%. >> he has lost himself in weight. >> right, right. >> what do you hope people take from this journey? >> no matter what goal you set, if you are consistent and you do one piece at a time, you will get there. >> consistency is key. >> consistency and just stay motivated. that's why we started his facebook page in the first place. >> so great to see kai's story as part of our new animal series, fur babies. you have a show to get ready for. >> i got to go. i'm going uptown actually. i'll see you. >> see you guys later. >> okay. >> we're going to move on now to
