on the situation. we'll bring you new information as we learn it. >> good evening. thank you for joining us. i'm dan ashley. >> i'm ama daetz. the i-team is finding out what really happened in a deadly encounter between two bay area teens and a police officer. >> he tweeted this video where the suspect stayed. dan is checking out the ceiling panels because police say this is where the murder weapon was hidden. >> two suspects are finn and gabe >> he could spend a year in this jail while prosecutors make a chargingdesion a member of the other bay area said please have humanity and understand our sorrow.

this is our first look of the father on the left after he visited his 18-year-old son gabe. gabe could be charged with murder of an italian police officer even though they said it was his friend finn elder that stabbed to death the officer while gabe fought off another officer at the that intersection july 26th. >> the public has an incomplete account of the true version of vents. >> reporter: elder's father returned from rome. he appeared before camera while their lawyer read a statement. >> it is said however the truth will set you free. we look forward to the truth coming out and to our son coming home. >> reporter: the defense criticizes the police for leaking just hours after the killing some surveillance videos of the teens movements that night but not video of the fatal struggle. they say it would show finn elder acting in self-defense.

that the intersection there are several businesses, the pizza shop doesn't have a surveillance camera and the one of the pharmacy aiming at the scene of the fight is covered by a solid security door at night. there is one camera we should look at at this bank across the street. it's here inside the lobby at the atm and look at the view. i'm holding my cell phone up and it has a clear angle of the crosswalk where the fight occurred. at this news conference the police commander said that surveillance camera was not working. the reporters from a major italian newspaper spoke with the bank the day of the stabbing about the video from the camera. >> the video cameras were working. >> the bank said that to you, to your newspaper. >> yeah. >> reporter: bank officials confirm they provided the video to police. no other witnesses to the killing have come forward and i investigated what happened right after. remember, it was after 3:00 in the morning and less traffic than during the day. i want to find out exactly how long it took the young men to

leave where the officer was stabbed and get back to their hotel. now clearly, they are a lot faster than me but here is our time. it took me 20 seconds to run the distance. at the hotel, police say elder and natal hid the knife in a ceiling panel of room 109. today i met an american couple that happened to be checking into the room one floor above, number 209. >> definitely hide something up there. the defense teams for the young men are raising questions about that police operation that night. prosecutors say an intermediary for a drug dealer said the boys ran away with his pack back after they gave money and didn't get cocaine. he called police and the officer responded with his partner in street clothes. rega forgot his gun that night. there were four other patrol units around. why not have one of them come and do the arrests? >> we don't know.

state capital that said california is considering new laws. >> the absence of fellow leadership that's where this belongs but in the absence, we'll continue to lead and take a look at all these gun laws that are proposed. >> those part of the conversation included state education and emergency services leaders, the state attorney general and police chiefs and sheriffs. the autopsy results were released today from the shooting at the gilroy garlic festival. two of the victims were shot in the chest. 6-year-old stehpen romero was shot in the back. the gunman die from a gunshot to the head and took his own life. in el paso, two more people died today. bringing the total from saturday's shooting there to 22. eight of the dead are mexican citizens, mexico's foreign secretary says his government considers the shooting an act of terrorism. investigators are saying the suspect cased the store before returning and opening fire. and in dayton, police say early sunday morning the gunman got

off at least 41 shots in 30 seconds. if the magazine he used was full, it could have held up to 250 rounds. investigators say it does not appear conner bets was targeting anyone in particular. his sister was among those killed and her boyfriend was wounded. in san francisco this morning, an internet company pulled the plug on a controversial website connected with the shooting in el paso. it's called cloud fair which enables traffic to and from websites. as abc 7 news reporter wayne fred man explains, shutting down the site led to a debate about free speech. >> reporter: they kept the doors locked at the officers on town son street in san francisco today. its a company that thinks it did the right thing and also been created a debate about access to the internet. dr. nolan higdon is an expert on information how it spreads in the digital age. >> they are the backbone of the internet. that's the way information travels. >> reporter: but the nature of that information is the issue.

groups that can enh. in the south bay a fire claimed the life of a grandmother and cat. the fire started early this morning in south san jose. abc 7 news chris nguyen is on the scene. >> reporter: tonight a community grieves the loss of one of their own. for neighbors a tragedy hitting too close to home. >> the house was up in black smoke coming out everywhere with red flames. i've never seen anything like this move. it was like a movie. >> reporter: residents are saddened after a two-alarm house fire claimed the life of a grandmother believed to be in her 80s. this started around 7:30 this morning helps tell the story. one neighbor told us he was one of the first to call 911. >> the flames were very high. i a have shed up against the property line and i was hosing it down. >> reporter: sky 7 was overhead as crews worked to contain the fire. three people were inside, two were found unconscious and pulled out of the home by first responders including a young

girl who remains in krcritical condition and an elderly woman pronounced dead at the scene. >> she wasn't mobile mobile mobe couldn't escape on her own. that's scary and sad she was helpless. >> reporter: a third victim awoke to the smell of smoke. >> we get multiple calls and we know we have something of significance because we're getting different people calling about the same thing. always call if you see it. >> reporter: there was no damage to surrounding homes. the cause remains under investigation. >> i started praying gimmediatey and called my husband right away and told him what was going on. >> reporter: neighbors with heavy hearts thankful for the fire department's quick response. chris nguyen, abc 7 news. from paper to plastic, bart wants all its passengers to stop using paper tickets and switch to clipper cards. at some stations, you won't have a choice anymore.

story. she picked up everything and building her home on the east coast while still running her business here in the bay area. >> dancing is all about movement and flexibility, annie henry is the founder of the company dance theater san francisco. she's had to master those two skills not only for dancing but also for living. >> i was living in the bay area and i was paycheck to paycheck. >> she was flexible and left her studio for a bigger place in santa rosa but when it came to buying a house, that was not an option. >> felt like there was really no hope and i decided that i just was going to get out of there. and it is. it's sad. it's very sad because i loved the bay area. >> home values here in san francisco so we're talking about oakland and san mateo county and marin is $950,000 for the median home. >> so she looked east and we're talking about the east bay. try a little farther. >> to start to see what i could

afford in new hampshire and new england. >> so five months ago this single mom made her dreams come two. this two unit victorian home is her paradise. the price tag 215 k, plus 40 k in repairs. annie henry is planning to rent the down stairs unit of her home for $1800. keep in mind her mortgage is $1405 so for the first time, she'll be making money. the senior economists at zillow, some are doing the same. what are the trends you're noticing? >> californians are moving away to more reno, log ves. >> going back to her business, she's running it and commuting to the bay area several time as year for performances. in san francisco, luz pena, abc 7 news. well, annie shared her story and we'd love to share yours. go to abc7news.com/better bay

area and click on the big image for housing crisis. plastic over bait evpaper, t majority of bart riders have clipper cards but a vast majority don't. the riders that occasionally use the system or visiting for a few days. laura anthony has that story. out with the old, in the we new here at the 19th street bart station in oakland. where crews were updating the old paper ticket machines to handle clipper cards only. >> this is good environmentally. we won't have that paper ticket waste in the stations and efficiency-wise we won't have paper ticket jamming fair gates. >> it's part of a multi phase process one station at a time. 86% of bart riders already use clipper cards. >> it's much easier than buying tickets. an extra $3 goes a long way. >> it's one thing the fork over

$3 for a clipper card if one is a regular bart rider but what about those who ride occasionally like tourists just visiting for a short time? or the local who only uses bart a few times a year to get to the ballpa ballpark. by next year, all of them will also have to buy a clipper card but bart reminds folks it's still worth it even for a short stay. as it is now, paper tickets come with a 50 cent surcharge for each trip so even a tourist who buys a clipper card will come out even after six trips on bart. of course, the clipper card can also be used for buses, ferries and other mass transit options in the bay area. >> i imagine if someone is just landing from, you know, different place or different town it could be kind of confusing. >> over the next two months, bart will stop selling these paper tickets at two stations in san francisco

the goal to get rid of paper tickets entirely by 2020. >> quite the move. >> we have your ticket for the weather. >> spencer has that. it will be a downward ride on the temperature scale this week because we have a cooling trend underway tomorrow because it was fairly mild to warm day in some spots. this is the view at live doppler 7. you can see we have high clouds, over much of the bay area and low clouds and fog developing in the coast that will give us sort of a dreary looking early morning but right now we have a beautiful western sky. check out this view from emeryville with the cumulous clouds and sun sinks lower in the western sky reflecting sunlight off the bay. waters 67 in san francisco right now and oakland 68 and 79 in redwood city and 57 at half moon bay. this is a view from mount tam,

you can see higher clouds and lower clouds being able to spill through the golden gate pushing locally. 77 in santa rosa and napa and 92 fairfield which is a warm spot throughout the afternoon. 89 at concord and 85 in livermore and on we go to a view from the east bay hills camera and you can see the low clouds rolling in over the bay. these are our forecast features. wide spread clouds high and low with fog overnight and cooler pattern for the next few days and heat returns to inland areas over the weekend. here is our forecast animation. you can see how the low clouds and fog will fill in along the coastline and continue to see high clouds passing over 5:00 tomorrow morning as the commute gets underway, it will be a dreary view for morning commuters and brighter, the sky will later in the morning but fog and low clouds will linger in the coastline and continue to see passing high clouds as we go even into the evening hours tomorrow. overnight lows tonight will be mainly in the mid to upper 50s,

about 60 in some inland east bay locations. mid 50s on the coast with a possibility of spotty drizzle. 66 here in san francisco. right around the bay shoreline 71, oakland 76 and south bay highs 79 at san jose and north bay 85 at santa rosa and inland east bay mainly mid to upper 80s. wednesday you can see the temperatures dropping off gradually highs inland in the low to mid 80s. even lower on thursdays and cooler still on friday which will probably be the coolest day in the seven-day forecast period. so let's take a look at the seven days ahead and this is how it looks. that downward trend and high temperatures will continue through most of the week right to the end of the week as a matter of fact. on saturday, we get just a minor warmup just by a couple degrees. it heats up more vehiclo vigoro sunday around 80 in the bay and

london's heathrow airport is averted, at least for now. the union representing security guards, firefighters and other workers has agreed to take a pay offer back to its members. they planed to walk off the job today and tomorrow at europe's busiest airport for an on going day dib put. it's august 23rd and 24th. we are over one month away from the opening of the new chase center in san francisco. the new home of the warriors. it can hold more than 18,000 people and plans to host 200 events per year including warriors games. one of its neighbors is thinking ahead. the chase center is practically next door to ucf medical center at mission bay as you can see on the map. patients and staff have found a way to find out how bad traffic will be in advance. ucsf lunched a website to warn people about traffic. days are color coded based on which events are planned, what time they start and how many people are expected. people can sign up for alerts. the website is eta.ucsf.edu and

the nasdaq lost 278 points and the s&p dropped 87. tech companies took some of the biggest losses. apple dropped 5%, alphabet lost 3.5 and facebook was down almost four and twitter lost 6%. stocks went down as the trade war between the u.s. and china continues the ramp up. >> the u.s. named china a currency manipulator. they dropped the currency to the lowest point in 11 years. >> maggie wooly explains. >> reporter: stocks plunging to open the week. the dow finishing monday down more than 767 points as investors are concerned that china is using the currency as a weapon in the escalating trade war with the u.s. the ripple effect is really the bigger and broader concern. the bigger question is what happens to the economy. >> reporter: if the downward trend seen around the world to slide making chinese imports less expensive and u.s. companies less competitive.

china announcing it asked state-owned firms to stop buying agricultural products in the u.s., the latest blow to american farmers, the move is seen as retaliation to the stiffer tariffs on chinese goods that he announced last week. >> we've taken the toughest action to stand up to china. >> reporter: calling for a new additional 10% tariff on remaining $300 billion worth of chinese products, meaning now virtually all chinese imports will be taxed. the president says these tariffs will protect american jobs and intellectual property and claims china is footing the bill. >> you're not paying for the tariffs, china is. >> reporter: the cost is often passed on to consumers. >> when you have tariffs like these, businesses have a choice. eat the cost or pass it to the consumer, with the additional tariff, consumers will ultimately pay more. experts say it's the thing we

buy from china like phones, computers, furniture, toys, clothing, all of those could get more expensive but to put today's dip into perspective, the dip is down more than 10% for the year. we have an update on the breaking news we mentioned at the top of the hour. san francisco police now say a suspicious package is the reason for this heavy police presence at valencia and 21st street in the mission. the bomb squad arrived on scene and investigatinvestigating. streets in the surrounding area have been closed at 20th and 21st and mission. we'll keep you updated as we get more information and on twitter at abc 7 news bay area. disappointing news for fans of the treasure island music festival. we learned this year's festival will not happen and it's future is uncertain. organizers say last year's relocation to shoreline park in oakland was a massive under taking given the challenges of the site. they say they can't put on an event that meets their fans

expectations. so it is on hold at least for now. here at abc 7 news we made a commitment to building a better area and our focus is on the housing crisis. >> the bayre population is up 8% since 2010 and that is driving up as you well know rent and home prices it's obvious we need more and cheaper housing and fast. >> abc 7 news anchor reports. >> reporter: it's tuesday night in oakland and this grass roots group is working on an action plan. >> build more housing, density is good. >> reporter: this is east bay for everyone. a prohousing group with more than 1,000 members and a dedicated core of volunteers looking for solutions. >> treating the housing crisis like it's solvable rather than an act we must suffer under until we're dead or away. >> i'm here because i went to too many going away parties for friends who couldn't afford to live here anymore. >> reporter:

>> the bay area shouldn't be a place for exceptionally wealthy people. >> reporter: the numbers are daunting. the bay area added 750,000 new jobs but only 100,000 new homes and while most cities and counties are following state requirements to plan for housing growth, only 3% are on target to actually build the housing they need. >> as a region, we have failed when it comes to producing housing, when it comes to protecting our rest debts who are being displaced, when it comes to preserving affordable housing. >> reporter: that's why assemblyman david wants a regional solution and introduced a bill to give bay area agencies te authority to increase affordable housing by putting tax measures on the ballot and distribute money to appropriate programs. many housing advocates like the idea of requiring all cities to be part of the solution. >> we can't have communities just deciding to opt out. we are all in this together. there is a regional housing crisis. >> reporter: many small town

residents see it differently. susan is the founder of california. a group that supports local planning. he worries the regional approach will force small suburban towns to build high density housing. >> where people are going what happened to my view and where is the little neighborhood coffee shop or neighborhood hardware store with the bigness of regional planning to bulldoze over those quality of life issues people really cherish. >> reporter: she believes the big tech companies and communities should take on the bulk of the responsibility for building housing and cost. >> smaller cities have not had a responsibility to create the problem nor should they be taxed to solve it. >> reporter: the bill to give regional agencies housing authority passed the assembly so the next move is up to the state senate. we want to hear your ideas about

several cities have rent control including san francisco, bur berkelburk berkel berkeley, san jose. state law applies and allows unlimited rent increases however there are rules to this. if you're on a month to month lease, the landlord must give 30 days notice before raising your rent. if you're in the middle of a longer lease, landlords cannot change the terms and suddenly raise your nld evrent so you gel the end. >> margie asks what options are available for retirees on a fixed income? >> retirees can get housing assistance in the housing and urban development known as hud. it offers help with reverse mortgages, home buying, subsidized rent. your county can also federally subsidize apartments for seniors. typically to qualify, you must be 62 years of age or older with a very low income. an alameda county, that means a single person earning about $35,000 per year.

you can find tons of information at hud.gov, your county's community development office will offer marvelous programs. >> on this point, amanda says everyone is talking about low income housing. what qualifies as low income and what about those stuck in the middle? >> if you're a senior, the bad news is everything is expensive in the bay area. the good news is, you can earn more again if you're not a senior and still qualify for a low or middle income resident. last year the department of housing and urban development raised the low income threshold so in san francisco, san mateo and marin, family of four earning $117,000 a year qualifies as low income. now in alameda county, the cut off is 89,000. the city and county sets rules on who is eligible for below market rate housing. it can vary by projects, too. so check with your county's

just because i'm blind i can still live a life like everybody else. >> reporter: it's because of people like her that the mayor hosted the first fair for older adults and people with disabilities. >> my aunt had a disability and had real challenges, and so we all, the community looked out for my aunt and took care of her. this is from personal experience, too, and wanting to make sure that this community is not forgotten. >> reporter: for those old ersan franne ersersan -- franciscans, there is hope of landing a job. >> i was in purchasing and laid off in april. it's been difficult because sometimes your resume is longer than you would like for it to be. >> reporter: the average duration of unemployment for older people is about a year. discouraging when you think that seniors are the fastest growing population group in san francisco. from banks to federal jobs, all of them were accepting their
