em embedded with one of the arresting units during the operation. he joins us with more on today's announcement. >> you know that the tenderloin probably has the most affordable housing in the city. the highest concentration of school age children and a very charge population of seniors but every day they have to run a graunt gauntlet of crime. the feds are saying enough is enough. >> the tenderloin has become a magnet for retail drug trafficking to an extraordinary degree. >> the t as locals call it, the u.s. attorney calls it one of the state's biggest open air drug markets. police operations here are not new. now, a tough new federal initiative with federal prosecutors and law enforcement agencies specifically assigned to combat crime in the "t." >> 15ausas to this initiative and more than 15 federal law

enforcement agencies. >> 15 federal prosecutors to take on drug traffickers and other criminals here for a period of one year. long overdue says randy shaw, head of the tornado loin housing clinic. >> this is the first time we've had any high law enforcement official make these commitments to the neighborhood. 40 years to wait for that response. >> new u.s. attorney david anderson announced the arrest of 32 alleged drug traffickers, two of them anderson said, are high ranking traffickers from mexico and honduras. their street dealers were housed in brooklyn and commuted by b.a.r.t. to the tenderloin. >> up to ten street level dealers would live together in east bay residences released by highly organized traffickers. >> abc news has been embedded with san francisco police on numerous ride alongs through the tenderloin. the last in april where officers arrested some 60 people mostly

on drug offenses. within a week we found about 80% of them were out of custody, cases dismissed or reduced, they made bail or were free waiting court dates. the federal justice system can be tougher on crime. >> we have a wide array of tools that we can use in terms of the different types of charging statutes that congress has given to us. >> reporter: the u.s. attorney says his office will not prosecute what he calls innocent homelessness nor will they be focusing on drug users who are not dealers. vic lee, abc7 news. >> thank you. livermore police have captured a suspect they believe shot and killed another homeless man near a walmart. it happened next to the store around 4:30 this morning. take a look at a picture of 30-year-old johnathon inocencio. he was arrested near sacramento. detectives think he shot the victim during an argument.

los angeles. he met with people facing for closure and evictions. the money he wants to use comes from a year's old settlement between several states and california had originally put that money towards housing bonds but the courts ordered the money be spent on housing assistance. this plan would put the state in line with a court order but still needs approval from lawmakers. >> protests health today in detente and el paso as president trump travelled to both cities. his message to victims and families. school districts are dealing with a teacher shortage as classes are set to start soon. >> we know bay area rents are higher than the national average of $1500 a month. what can that national average

president dismissed claims his rhetoric emboldened white nationalist. >> i think my rhetoric brings people together. >> reporter: his first stop, dayton, ohio where he and the first lady were met with the protests are outside one of the hospitals where many of sunday's victims are being treated. during their private visit, the mayor of dayton and ohio's democratic senator said they pushed president trump to support gun control legislation. following the deaths of nine people at the hands of aid 24-year-old. >> nine people died in dayton because of a gun. >> reporter: here in e pass so, another community is also grieving. >> mayor dean margin go and the mayor bring in flowers to the memorial outside the walmart where a 21-year-old suspect shot and killed at people. president expected to get a lukewarm acceptance here, as well. many people saying the president's words are sparking violence. >> he has appropriated a lot of this of this anger. he has promoted across the nation.

starts, oakland unified is looking to hire more teachers. oakland isn't the only district with a teacher shortage. the supply and demand factor is only going to get worst. lyanne melendez tells us what led to the shortage. >> reporter: these are exciting times for rebecca boots, a teacher at prescott elementary in oakland. this is her second year on the job. >> i'm an optimistic person and coming in very excited with lots of new ideas, very fresh i feel like. >> reporter: teachers in oakland began a week of settling in while the district is still short of teachers. >> we have about 27 openings currently. our talent staff, our recruiting staff is working feverishly trying to find new folks. >> reporter: san francisco unified has only met 93% of its demand. >> because of pay and needing to ontinue this work n san ancisc and stay in the city. >> reporter: the teacher shortage is not exclusively a

problem in oakland or san francisco or any other city in the bay area. it is a national problem which is expected to get even worse. let me show you what i mean. the dotted line represents the projected demand for new teachers in the country. which is expected to surpass the 300,000 mark. in contrast, the solid line represents the projected supply of new teachers which will not meet that demand. also needed are special education teachers. >> we need to make sure that instructionally they're served properly but also having the counseling support, as well. >> not everybody could do it. >> not everybody can do it. >> reporter: some suggest offering more financial support and incentives for college students thinking of majoring in education. >> there's a lot of that struggle but you really have t be in it. you really have to love what you're doing, have a enough support from the people that you're surrounded by. >> lyanne melendez, abc7 news. >> some of the bay area's most
