i'm what this feens fmeans for oyster crisis and our ecosystem. abc 7 news starts right now now. >> news to build a better bay area from abc 7. developing news, a scary night for students at san jose state after they received alerts of a man possible with a gun on campus. >> police first got reports of a

sighting at east santa clara and second street around 5:30. he was taken into custody a few hours later on san jose state's campus in the spartan kplus. >> live on campus. amanda? >> reporter: the fall semester hasn't started here yet so there weren't many people on campus, but still so much concern especially considering the recent gun violence across the country. this alert went out at 6:12 thursday, warning the san jose state community a possible man with a gun was inside the spartan complex. anyone on campus told to shelter in place with sjpd and university police already on scene. >> the whole place was put into lockdown. and everybody was in a place where they could be safe. >> reporter: san jose police say someone reported a man had brandished a gun a few blocks from campus. when officers arrived they spotted the suspect who then took off toward sjsu. for hours officers searched the

spartan complex floor by floor, room by room, eventually finding the suspect in the third floor ceiling hiding in the duct work. those living on campus for the summer say there is so much concern. >> i'm thinking about all the things that have happened in recent weeks and i think there have been numerous things we've been worried about in the area recently. >> reporter: sharing what the she called an anxious smile. others say they remained calm knowing not many people were on campus. >> i was expecting everyone would be safe because right now it's summer and there's no students around. >> pd says there were three women inside the complex at the time. two were immediately escorted out. the third student barricaded herself until it was safe to exit. >> there is nowhere that feels safe because events like this have been happening everywhere and every kind of place. >> reporter: the fall semester begins in just a few weeks. during any normal school day, hundreds of faculty, students and staff could be found inside the spartan complex.

it houses classes. at sjsu, abc 7 news. >> it comes on the same day san jose police announced new rapid response teams. the department will place officers around the city. their sole job is respond to active shooters. >> we need to be vigilant, but it's not a cause to have our community scared to come out to different events. >> the idea is a little, you know, scary to go to these events now, but knowing that there'll be somebody there that kind of brings you a little bit more comfort. >> the school program is expected to cost $3 million. which will come from the police department's overtime budget. security is certainly very much a concern in san francisco as we're now just hours away from the kickoff of this year's outside lands music festival. abc 7 is live from the main entrance of the festival with the story tonight and what's being done to protect people. lisa?

>> reporter: dan, as you can see behind me, barricades are everywhere. police will be out in full force starting tomorrow and for the three-day festival. >> we're going to be very vigilant and make sure that we keep this event as safe as possible. >> reporter: a promise san francisco's top leaders intend to keep during the outside lands festival. 210,000 people will attend the event and security will be at its highest. >> we stand prepared with a security plan to address what we know are fears that some of the people who plan to attend this concert might have. >> reporter: officers will be everywhere, many in tactical gear, and there will be more barricades. >> parameter security is really important. we have a very -- not only a robust san francisco police department deployment, but private security that will be working with us. >> reporter: in past years this was the scene in outside lands. people easily jumping the single fence to illegally gain entry. this year double fencing will go

up. festival-goers and nearby residents alike are happy with the added security. >> i'm really glad to see it. we need it. we need it in every concert that we have in the united states. >> if that means five to ten extra minutes of taking off, like -- or, like, taking watches off, going through the metal detector, stuff like that. it's fine by me. >> reporter: something many attendees are glad to see for the first time, a space for cannibis sales in use. it will be called grasslands. >> i think it's cool for the community to be able to support that and let people have that at a festival. >> reporter: and one very important thing i wanted to mention, no backpacks are allowed. you can bring in a clear bag or a very, very small purse, but if you bring a large bag, you will be turned away. in san francisco, abc 7 news. >> all right, lisa, thank you. across america, flags have flown at half staff to mourn the

lives lost in gilroy, el paso and the dayton shooting. in san rafael, the gesture is now a sign of protest as well. mar gary phillips has ordered flags to remain at half staff at seven city buildings indefinitely. mayor phillips says the flags will remain that way until congress takes more action to stop gun violence. hundreds of u.s. mayors have signed this letter demanding the u.s. senate do more to stop gun violence. they're urging leaders from both parties to call senators back from their august recess to vote on two bills that have passed in the house. now, those bills require tougher background checks for gun buyers and they received bipartisan support. the number of mayors signing the letter is growing, too, 237 so far. among them 23 bay area mayors, including san francisco, san jose and oakland. the san jose shashs are planning several efforts to help people affected by the shooting at the gilroy garlic festival. that includes donating $10,000 to the silicon valley foundation. the sharks will hold heros

appreciation night to honor first responders in january. >> if you'd like to help out, the gilroy foundation has accomplished a special fund for victims of the garlic festival shooting. we have a link on our website. abc7news.com. new developments. today police revealed more information of the man suspected of a stabbing spree in southern california that left four people dead and two hurt. they released new video of the attack and they say the suspect is a convicted felon. our sister station in los angeles has more. >> reporter: what you're watching could very easily have been the fifth murder in this violent crime spree. a man now identified at 33-year-old zachary castaneda walks into a garden grove insurance office with a pair of knives. we've frozen the video, but castaneda can be seen viciously trying to stab an employee. she somehow survived the attack, police saying she put up a tremendous fight. next door was a check cashing offices that castaneda was also seen robbing. >> he started pacing, kind of being impatient. he walked in, had a hoodie, cap

and next thing you know i heard what he said in spanish. [ speaking spanish ] >> reporter: these were just two of seven spots police say castaneda hit in a two-hour span that saw four people killed and two more injured. >> we interviewed the suspect. he continued to fight our detectives. he had to be detained, hobble restrained. he remained violent with us through the night. he never told us why he did this. >> reporter: we're learning more about his victims today. one of them on the right side of this photo with his son, he was one of the first people killed yesterday inside his apartment. he and his roommate were neighbors with castaneda who police say robbed them earlier that day. castaneda returned and killed them both. this is far from castaneda's run-in with the law. >> he has a violent past, gang associations. >> this person should have been in prison and not allowed to be in our community committing these violent acts. >> reporter: and here we are 30 hours later. police tape is still up at this first crime scene where the

first two victims lost their lives. this investigation should continue for at least two or three more days. zachary castaneda is due in court tomorrow for arraignment. reporting in garden grove, abc 7 news. in the north bay, sky 7 flew above lake county when firefighters raced to fight flames after a wildfire broke out near kelseyville. officials have ordered evacuations in the riviera west area. those folks face the greatest danger because they live closest to the flames. the fire has burned 19 acres so far along the shore of clear lake. cal fire says the fire is 30% contained so there is still work to be done. there are no reports of any buildings being damaged. oysters are a bay area favorite, but it turns out that i'm meteorologist sandhya patel. this system is giving us a break from the summer heat. find out ho long it will last coming up.

new at 11:00, the u.s. government is telling airlines and travelers how it will enforce rules about bringing animals on to flights. airline employees can bar any animal they consider to be a safety threat, but carriers cannot ban an entire breed of cats or dogs like say pit bulls. airlines can require advance notice from passengers who want to travel with an emotional support animal, but cannot

owners are working on together. >> reporter: california oysters are in trouble. >> this wenter was not a good year for native oysters. we have seen significant die-offing. >> reporter: he has spent three years researching how climate change is affecting oysters. the study, published this week, focuses on oyster habitats and applies to the entire california coast. >> the eschtuary is getting squeezed on the ocean side and on the riverside. >> reporter: he says climate change is increasing ocean acidity, and the severity of winter storms, which flood the estuaries with too much fresh water. >> some areas may not be able to support oysters at all in the future. >> reporter: he's working to restore nativeystech creating habitats for them in
