water over the heads of firefighters. fortunately the fire fight was intense but also kristen sze. >> it was north of interstate 580 in the hills above dublin. viewers sent in video as the flames quickly spread leaving some wondering if they were going to have to evacuate. >> news reporter lesley brinkley joins us live from near the fire line. lesley? >> reporter: this fast wind-driven fire gave everyone about 60 minutes of i anxiety today. behind me you can see is the scorched black hillside where the fire move through. crews attacked this fire aggressively. right now, they're working on extinguishing burning eucalyptus trees down in the canyon behind here as well as bull goez dozing in the area i'm in. the view from sky 7, a huge plume of smoke visible throughout the tri-valley and east bay between 1:30 and 2:30

today. the smoke affecting traffic along 580 at the fallon road exit. the wind carried the smoke up and blew it eastward. 20 engines raced here as a third alarm went out, four air tankers from cal fire dumped retardant including a big jet along with a helicopter that ferried in water. relative new homes making it potentially dangerous. but firefighters got full containment in an hour. >> fire currently is under investigation with the alameda county fire department, with assistance from cal fire. we will have units here late into the evening and periodically checks. >> reporter: three dozers and two hand crews cut a fire break as residents watched the fire advance. they were ready to evacuate, ten hopes on dualen road were evacuated as a precautioning. > anxiety. definitely the smoke was very

thick come ofg the highway. when you see black where there's usually golden rolling hills, that's worrisome and then you also wonder how did it start. >> reporter: you heard the battalion chief talking about an investigation under way. one of the things someone near here said they were concerned about is a tent that they claim was pitched on that land, perhaps a homeless encampment. that is one of many different things. the fire department is investigating it including whether there were kids out here playing, vehicles. they don't know yet. the investigation is now under way. crews will be here mopping up hot spots into the evening tonight. reporting live in dublin, lesley brinkley, abc7 news. >> thank you. in the east bay, a warehouse fire sent up a huge column of smoke over the oakland skyline at 23rd avenue and east 11 centre street at a community art space. fire started just before 6:30

this morning and firefighters were still dousing hot spots late in afternoon. officials say the cause hasn't been determined but it appears to have been started by accident. the warehouse has more than 30 work spays, at least ten of them burned. >> artists can rent space for whatever their art of choice is. consisted of wood shops, metal shops, c & c manufacturing shops and some bronzing shops is what we're being told. >> the fire burned for more than three hours. fortunately though, no one was hurt. >> car break-ins are on the rise across the bay area. it's something we've been telling you about as part of our efforts to build a better bay area. but tonight there's a solution on the way. >> soon five cities will get millions of dollars to help combat the growing problem. news reporter chris nguyen has the story. >> reporter: the sight of broken glass, that dreadful feeling of coming back to your car only to find someone has broken in. but for residents in assembly district 25, help is on the way.

the steps of the city hall today. lee, a journalist environmental rights advocate and san francisco native has been living in the philippines. >> he was fighting for the indigenous rights of the people living there. >> reporter: tuesday morning he was shot four times in the back. he's in critical condition. his friends and family believe it was an assassination attempt. they say people have been threatening him since 2015. >> because he's been successful because he's fighting for those that are most vulnerable and most marginalized. >> he has a lot of passion and my heart is with him. >> reporter: san francisco supervisor gordon marr is calling on congressional support for security protections from the u.s. embassy and an investigation into lee's shoot. lee's friends and family believe despite the shooting he will want to continue living and work in the philippines where he has a wife and child child. >> he has such a big heart and has you know, a commitment to serving the people there. despite the threws, despite the

attempt on his life. >> reporter: his mother and brother traveled there to be by his side in the hospital. melanie woodrow, abc7 news. >>. >> a san jose man who sued his adoptive parents after they sexually abused him for years has been awarded $28 million. it's a story the iteam first brought us in 2017. in court that year, dennis flynn said the abuse started when he was 9 years old. his father ralph flynn told the court he meant no harm before a judge sentenced him to a 24-year term. >> his wife receive aid 12-year term. dennis flynn wants to use the money to start a physical and mental healing business. >> the sausalito mariner city school district agreed to dee segregate its schools today after a probing determined the district knowingly maintained a system of raisel segregation. the investigation involved the elementary and middle school

bayside, martin luther king in mariner city and the publicly funded k8 charter school willow creek academy. the state found shortly after establishing mlk, the board of trustees cut critical funding that ended math, science and english programs. meanwhile, the district guaranteed stable funding or the predominant lit white willow creek academy. xavier becerra said it's up to all of us to protect california's children and communities from injustice and when we work together, we can get it done. >> building a better bay area includes looking at education here and the challenges that students, teachers and administrators face. today, abc7 news reporter education reporter lyanne melendez looked at the needs of the three major bay area school districts, san francisco, oakland and san jose. >> reporter: filling all teacher positions by day one is no longer a reality for school districts in the bay area.

the high cost of living and better paying jobs often stand in the way of being able to recruit more teams. >> we have a strong pool of substitute teachers as we continue to hire to fill the openings. >> reporter: that's what they plan to do, classes start on wednesday. currently san francisco unified has 94% of its classrooms staffed. they begin on august 19th. oakland still has 24 spots open even though classes begin on monday. >> we're full on principles. but we are still looking for some teachers. >> special education teachers are most in demand. faced with a serious shortage, last year san jose unified created rise, a two-year credentialing program. >> we cover the tuition at san jose state who has been a fantastic partner. we provide testing support, the fees, all of the books, the costs are covered. and we also provide mentors. >> reporter: of course, filling those positions is in important. but so is offering students
