are paying the price. abc's andrea is here with the latest beginning with the violent protests. andrea, good morning. >> reporter: good morning, janai and kenneth. china is claiming that american politicians are helping to incite the chaos in hong kong. president trump has denied any involvement, but he's also warned that china is sending the troops to the hong kong border and overnight we saw new images of that military buildup. hong kong's airport has reopened after days of violent clashes between thousands of pro democracy protesters and police. hundreds of flights were canceled monday and tuesday as terminals were blocked. frustrated passengers were forced to abandon travel plans. >> all i know is they're angry and nobody's listening. >> reporter: it began as a protest over a law about extradition to china, but grew into a massive pro democracy campaign. airport officials were targeted with laser pointers and plastic bottles, forcing them to retreat. police in riot gear quickly moved in, but one group cornered

and beat an officer until he drew his weapon. protesters detained this man who claimed to be a reporter from the chinese state-owned newspaper, accusing him of being a police spy, tying him to a baggage cart until paramedics could reach him. >> this may be the last resort for us, movement for us to force the government to reply to our demands. >> reporter: beijing leaders are calling the protests terrorism. chinese state owned media showing it had this video of military forces assembling near hong kong's border for what they say are exercises. and a satellite image shows newly arrived chinese military vehicles at a sport center across the harbor from hong kong. president trump says he hopes this conflict is resolved peacefully, but remains focused on trade talks with china. >> we had a very good call with china and they would really like to do it, you know there's a problem in hong kong, but they would like very much to do something. >> reporter: meanwhile this morning, amid the standoff in hong kong, there is relief on wall street.

after president trump delayed new tariffs on chinese products until december, so the trade war won't affect the holiday shopping season. items like laptops, shoes and toys are all affected. more talks are planned in two weeks. janai? >> all right, andrea. the dow finished up 400 points tuesday in the tech heavy nasdaq gained almost 2%. meanwhile the fbi is voicing more concern on attacks against immigration agents across the country after a shooting in san antonio. shots were fired into two immigrations and customs enforcement offices tuesday morning. officials say the bullets missed an i.c.e. employee by just two inches. they say it was a targeted attack and they're asking for the public's help to track down who is responsible.

we turn now to the controversy stemming from the trump administration's plan to place new limits on legal immigration. a top official is defending the remarks about the poem on the statue of liberty. the trump administration so-called charge rule is facing growing scrutiny. it would make it harder for residents to get citizenship. such as food stamps or subsidized housing, president trump said it is about putting america first. >> i don't think it's fair to have the american taxpayer pay for people to come into the united states. so what we've done is institute what took place many, many years ago, at our founding virtually, but we are just reinstituting it, and i think it's long overdue. >> a top immigration stirred controversy on npr tuesday when he was asked if the famous poem on the statue of liberty holds true. it reads, give me your tired, your poor, your huddled masses yearning to breathe free. >> give me your tired and poor who can stand on their own two feet and not become a public charge. >> ken cuccinelli says before that famous poem was written in the late 1800s, the u.s. passed the first public charge law to make sure immigrants were self-sufficient.

>> it was written one year, one year after the first federal public charge rule was written that says, and i'll quote it. any person unable to take care of himself without becoming a public charge, unquote, would be inadmissible. same exact time, and the year it went on the statue of liberty in 1903, another federal law was passed expanding the elements of public charge by congress. this is a -- >> when my family came here, they came here as crofters from scotland. >> the first law against immigration limits has now been filed in california where county governments fear they will rely more on local services instead of those provided by the federal government. and barring those legal challenges, the new public charge rule would take effect in october. it will not apply to asylum seekers or refugees. police nationwide are honoring a fallen california highway patrol officer, andre moye was shot during a traffic stop.

investigators want to know how the killer got the assault-style rifle used in the murder. he had a decades-long felony record, meaning he should not have had access to guns. he died in a shootout. newly released surveillance video shows the lead up to the shooting in ohio. the friend and shooter arrived at a bar at 11:00. then he left alone. 30 minutes later he went to his car to get his weapon and put on body armour. then just before 1:00 a.m., police say he killed nine people including his sister, but they are still not sure whether she was targeted. >> some are saying absolutely not. he was not intentional, some say it had to be. i would say it's inconclusive. >> and listen to these numbers. police say 26 people were shot in just 32 seconds. they say they have not uncovered a motive for the shooting. this morning russia is insisting that the air is safe after last week's deadly missile explosion, but experts now confirm that radiation levels in

the area of the blast were 16 times higher than normal and there is still no information on readings closer to the site. adding to the confusion, the government ordered an evacuation near the site, then abruptly canceled it. time now for a look at your weather for this wednesday morning. we're following two storm systems. one is moving south through tennessee, the other is in northwest kansas and moving south. strong winds from that system blew over at least 20 tractor trailers closing interstate 70 overnight across hayes, kansas. earlier the storm triggered several tornadoes that touched down in northeastern colorado. looking at today's high temperatures, cooler today across the south, but still approaching 100 in some areas. almost everywhere else will see highs in the 70s and 80s. in the all right. well, coming up, the trademark fight over tacos. but first the breaking news overnight about the jail guards who were supposed to be watching accused child molester jeffrey epstein before he died behind

i hate to hear that this has happened again. it's a terrible thing, you know, that that has happened. >> we're back with the terrifying alligator attack in south carolina. a woman was bitten in the wrist and leg by a 9 foot gator at her retirement community. she was walking her dog near a pond monday night. experts say the period sunset to sunrise is prime feeding time for gators. new details on what happened inside the federal jail in new york in the hours before accused sex trafficker jeffrey epstein took his own life. the two guards who were supposed to be watching epstein reportedly falsified records indicating that they had checked on him every 30 minutes as required.

but sources say surveillance cameras showed they had not observed him for hours. those guards have been placed on administrative leave, and the warden has been reassigned pending results of the investigation. united airlines is getting tougher when it comes to alcohol and pilots. it is now banning pilots from drinking alcohol at least 12 hours before a flight. that is up from 8 hours, which is what the faa requires. the rule change comes after two united pilots were arrested in scotland and accused of being under the influence before take off. and in texas, authorities are searching for a woman they are calling a serial wedding crasher. she is accused of stealing from at least half a dozen weddings. police say surveillance images show her buying items in stores with gift cards that she stole from weddings. newlyweds say this real-life crasher turned their special day into a nightmare. >> we know for sure that she stole a $200 gift card and then

tickets to disneyland. >> it was a little bit disappointing. >> not all the victims retain the receipts so it's going to be difficult to track everything that was stolen. >> police are asking for the public's help tracking down the woman. they do have some clear images, and they promise a nice reception in jail. you may have celebrated taco tuesday last night. basketball superstar lebron james does, too, as part of his charity work. but the restaurant chain taco john's says it owns the copyright to that name and no one else can use it. it even told a brewery to stop using the name for a food truck. legal experts say it may be too late for taco john's because the term is so widespread. >> taco tuesday? come on. coming up, the son who was so angry that his parents bought him a bmw that he pushed it into a river. >> also, the stars of a popular reality tv show are indicted for tax evasion. what they're saying about the charges. >> and baby formula fraud. the warning to parents about

used false documents to secure millions in loans and didn't pay income taxes for four years. in an instagram post monday night, chrisley declared he had nothing to hide, saying he had been blackmailed by a former employee. the feds say the opposite. >> the fact that he is publicly denying it so far, we look for the day to prove all this in court. we're confident in the evidence. >> the chrisleys and their accountants are planning to surrender to authorities later this week. police in charlotte, north carolina, are warning parents about a scam involving baby formula. people place baby formula with flour then return it to the store for a refund. in one case that tampered product may get back to the shelves in walmart and a baby got sick. the mom said after her 9-month-old started vomiting and refusing her bottle she noticed there was something wrong with the formula. now to the dramatic video of a hot car rescue ir cidently locked her 10-month-old inside her suv with the keys inside. she said she started the vehicle and turned the a.c. on, then

closed the back door and the car instantly locked. a quick-thinking police officer seen there using a hammer to break the window. the mother later talked about what was going through her mind as the daughter became less responsive in her car seat. >> she was bright red. she was covered in sweat. my mind couldn't process that it was actually happening. i kept looking at her and seeing she wasn't responding to any of the noise. it was at that point i had thought i was going to lose my kid. >> unimaginable. but the story does have a happy ending. but at least 32 children have died in hot cars this year in the u.s. it should be noted that the mother called the on star road side assistance program, but her account had expired. in sports, the nfl is teaming up with music mogul and billionaire jay-z to work on social justice issues and entertainment events. jay-z is expected to co-produce the super bowl halftime show. he's been sharply critical of the league in the past over its handling of player protests including those led by colin

let's talk about what's really important out there. that is the danger that the heat poses to you today. here is a look at the heat advisory which is just about everywhere but the bayshore, the coast and san francisco. 11:00 this morning through 8:00 tomorrow evening. so quite a stretch. nearly two days' worth of 90 days or higher. warmer in solano and lake counties. heat stroke and heat exhaustion or likely i. goes through 10:00 friday evening. we'll look at your temperatures coming up in just a second. here is frances. i didn't even need a jacket either this morning in san francisco. right now we're seeing a lot of green on the freeways. not too many accidents, but there's road work on that 880 stretch. traffic is slowing northbound out of san leandro through oakland. the two left lanes blocked, the
