i-70. >> reporter: winds 80 miles per hour, overturning 20 semis, leaving them strewn across the interstate. the high vol taj power lines making rescues more dangerous. >> there is not going to be much we can do until we can get past the power lines back there. they are on some of the trucks. >> reporter: severe storms causing flooding in the midwest. emergency crews forced to perform a water rescue in illinois after a man attempted to drive across deep water. his car swept off the road. thunderstorms wreaking havoc in the south leaving a number of north carolina residents without power. boy the carolinas have had it rough the last through days. the stationary front is just not moving. where we think the atmosphere will reload, the midwest again. high plains. here's what we're thinking with energy coming out of rockies. eastern parts of colorado, by the way, if that hail verifies

it will be a record for that state. rapid city you'll have a record as well. maybe a few tornados as well. the south is getting baked by heat again. more on that in a few minutes. david? >> thanks, rob. now to the jeffrey epstein investigation. new reports saying the guards fell asleep and did not make some of the required checks the night he died. major changes, what happened to the warden, those two guards, and one worker wasn't even working currently as a correctional officer. let's get right to linsey davis who is following this. good morning linsey. >> good morning, david. those guards were supposed to check on him every 30 minutes, but fell asleep while working overtime, and reportedly falsified records to indicate they checked on him which could be considered a federal crime. >> reporter: breaking overnight, major security lapse. "the new york times" reporting the two staffers who were guarding the unit the night of epstein's death fell asleep, failed to check on him for about

three hours and then falsified records to cover up their mistake. "the associated press" shows cameras in the jail reportedly show the guards didn't make some of those required checks. the financier's death triggering changes within the jail he was held. those two guards placed on leave, and the warden of the metropolitan correction center reassigned by the attorney general as the case of the disgraced financier's death heats up, the president also weighing in calling for a thorough investigation. >> what we're saying is we want a full investigation. i want an investigation, and that's what i absolutely am demanding. >> reporter: the fbi and nypd ramping up their own investigation in the caribbean on epstein's private 70-acre island, seeking to uncover any new evidence against epstein or any potential co-conspirators in the sex trafficking case against him. this morning, a new court filing in the wake of epstein's death

by two of his alleged victims, petitioning to tear up the 2007 agreement that protected not only epstein, but also known or unknown coconspirators. >> when everything came out during that time, they were already signing the secret plea agreement with him, and keeping me -- keeping me out of the loop, you know, excluding me from the resolution of what his outcome should have been for the charges he committed against me and hundreds of other girls. >> the two guards have not yet been interviewed by authorities. while the male and female are out on administrative leave, the warden has been reassigned. that warden would have had to agree to take him off suicide watch, and removing his critical mate. it's customary to make sure there is a cell mate after someone is removed from suicide watch. epstein had one for a time, but he was transferred out and not replaced. i also want to note, the deputy attorney general had been informed of the decision to take epstein off suicide watch.

>> reporter: authorities spray crowd. one officer showing restraint. protesters accuse china of a heavy hand, curbing freedom and rights in the british colony. the original protests ignited ten weeks ago as a pro-democracy campaign but have grown increasingly violent as both sides dig in. international travelers caught in the standoff with hundreds of flights canceled as luggage carts blocked passengers pleading with protesters to make their flights. >> i'm going that way. >> my mother is dying. you're stopping me from going back to my mom. so just move. >> reporter: a reporter from a chinese state-owned newspaper was carried out on a stretch after being bound and beaten by demonstrators who accused him of being an undercover police officer. >> started a civil disobedient campaign, we have no choice but to disrupt normal society for a

little bit. >> reporter: beijing is responding by placing military near the border, claiming they are just exercises, but not ruling out deploying them on the streets. president trump writing on twitter, everyone should be calm and safe. for now, the airport's returning to normal and flights are running again. protesters even handing out apologies for what happened, but everyone is getting ready for what's going to happen next. the chinese are accusing the americans of interfering, supporting the protests. a senior administrative official is urging peace and calm on both sides. robin? >> quite a scene. ian, thank you. staying overseas, we have the latest on that mysterious explosion in russia that is raising radiation fears and confusion this morning about a canceled order to evacuate a village. attorney correspondent james longman joins us now from moscow. good morning, james. >> reporter: good morning, robin. it's been almost a week since this incident. the government is still keeping much of what happened secret. radiation is now back to normal, but we should ask, are we still getting the whole picture here?

this morning, confusion reigns in russia. orders given to evacuate a small town near the blast site seemingly reversed. now officials denied those orders were ever made, saying that routine measures were in place to address the incident. concern is rising over how much radiation was released from the alleged accident. >> it's really important to test people who live in this village. >> reporter: residents nearby have taken matters into their own hands, testing for radiation with hand-held devices. meteorologists confirm that up to 16 times more than normal levels have been detected. authorities say they returned to normal about an hour later. not a threat to life, but more near the blast site. the government originally down played the incident.

they reported it as a fire, involving a rocket. officials say it was likely a test of russia's new cruise missile dubbed skyfall by nato. they referenced the chernobyl disaster from 1986. the radiation contamination from that incident responsible for dozens of deaths years after the explosion. experts say this incident is nowhere near that severe. it's the secrecy around this incident that continues to fuel fear and speculation, and it's shining a light on vladimir putin's nuclear ambitions. are we headed for an arm's race? david? >> we'll be watching this. all right, james longman, thank you. now surveillance you're about to see for yourself that for the first time puts together what happened the night before the dayton massacre. the gunman seen with his sister and a friend and it was a short time later he went on that rampage. in a stunning number this morning, he shot 26 people in just 32 seconds. among the dead, his own sister, and eva pilgrim who was in ohio is here now with more. good morning, eva.

>> good morning, david. it's been ten days since the gunman went on a deadly rampage killing those nine people. thanks to surveillance cameras, police have pieced together what the gunman did that night. investigators trying to answer the biggest question, why? >> reporter: the search for answers. police using never before seen images and video giving us the most detailed timeline yet of the dayton mass shooting. you see in this surveillance video the gunman arriving with his sibling and a friend. the three going to the bar the night of the shooting. then at 12:13, betts leaves his sister and friend and goes to ned peppers across the street. he's there for 30 minutes before going back to his car, where cameras capture him changing. he stands behind the bars for nine minutes. then just after 1:00 a.m., he comes around the corner, body armor on, gun in hand. >> we believe the shooting started at approximately 1:05:35.

police moving in, taking him down in the doorway to ned peppers. in just 32 seconds, more than a dozen are hurt, nine people killed, including the shooter's own sister. as to whether or not he shot her deliberately -- >> some are saying absolutely not. he was not intentional. some say no, he had to be. i would say it's inconclusive. >> reporter: police now say they think the shooter acted alone and planned his attack, saying he was there the night before the shooting. now how long was he planning this attack? investigators aren't sure, but they say there is no question this was an area he knew because he had been there multiple times before. amy? >> such chilling images, eva. thank you. now to new concerns about facebook. a report details how the social media giant hired outside contractors to listen to users' audio conversations. rebecca jarvis is here with this story. a lot of people are listening to this, this morning. >> reporter: absolutely, and you

can imagine after everything we have learned about facebook, this is raising a lot of eyebrows, especially after facebook has already had so many privacy issues. people hired to listen to and transcribe your conversations on facebook. this morning, facebook confirming it hired outside contractors to listen to and transcribe audio chats of users on its messenger app. the company says it wanted to be sure the voice messages were being correctly interpreted and users had opted in to having their conversations transcribed. but according to a new report from bloomberg, people were troubled by their work, and found it unethical. big tech companies including amazon and apple have come under fire recently for collecting audio from consumers, something critics say invades privacy. and now this morning, facebook says it has ended the practice

and that much like apple and google, we paused human review of audio more than a week ago. the report comes as facebook has been under scrutiny for its privacy policies. they agreed to pay a $5 billion fine to the government in connection with its use of user data and privacy issues. we were talking about this. it's amazing. it's amazing that after all of this, the $5 billion fine, everything else, that this practice could still be taking place. >> did they not think when they paid the $5 billion, people would be upset when they found out they were recording people's messag messages? >> people were anonymously listening, and the contractors said they felt it was unethical. >> they felt it was unethical. >> yes, it is. thank you, rebecca. now to the new partnership and the nfl. rapper and business mogul, jay-z who at times had been critical of the league, is working on social justice issues and advise

entertainment for events like the super bowl halftime show. t.j. holmes is here. gives the deets. >> 75% of the nfl players are black. 0% of the nfl owners are black. those widespread criticisms from jay-z, now trying to make amends. this partnership giving them something they didn't have, street cred. ♪ allow me to reintroduce myself ♪ >> reporter: the biggest name in hip-hop is teaming up with the nfl. jay-z and his entertainment company rock nation just inked a new deal to become the league's new live entertainment strategist. the partnership will allow him a role in producing and selecting acts for nfl events as well as contributing to the league's activism arm. the 22-time grammy winner is expected to consult the league on this year's super bowl halftime show. ♪ after reportedly trying to talk rapper travis scott out of at earlier this year. all this comes after the league faced intense criticism of its

handling of player protests, led by colin kaepernick who took a knee during the anthem hoping to draw attention to police brutality and racial injustice. ♪ i say no to the super bowl last year, jay-z bragged about not needing the nfl, but in a statement today the rapper said the nfl has a great big platform and it has to be all-inclusive. he went on to say, they were willing to do some things to make some changes. we can do some good. the nfl says, we don't want people to come in and necessarily agree with us. we want people to come in and tell us what we can do better. now there is no indication that jay-z is going to perform at the halftime show. it doesn't mean this now even though the nfl says, sure, we would love him. doesn't mean for this deal. also no indication that kaepernick was any part of this partnership. and jay-z, he is, in fact, getting some criticism already, and there will be more until we have more details on why you

paula faris is here with this. good morning. >> good morning, robin. they claim they have nothing to hide. they're are blaming all of this on a disgruntled former employee who they say was bugging their home and basically has an axe to grind. >> we're not perfect. >> perfect should be something you should strive to be. >> reporter: this morning, reality tv stars todd and julie chrisley are in legal hot water. the married couple, along with their accountant indicted by a federal grand jury in atlanta on 12 counts, including tax evasion, bank fraud and wire fraud. >> you can't offer me the help that i need. >> reporter: the chrisleys are best known for their hit reality show, "chrisley knows best" on the usa network now in its seventh season. it follows the busy lives of the wealthy real estate mogul and his family. >> i have made 95% of the money that we've ever made in real estate. >> reporter: according to this

27-page indictment, the couple did not pay income taxes from 2013 to 2016, and the chrisleys tried to secure loans by using false documents to banks. in one case, todd was copied on a personal financial statement that falsely claimed todd chrisley had $4 million at merrill lynch. todd allegedly responding you are an expletive genius. just make it show four mill. this indictment alleges the chrisley used their production company to hide some income from the irs. >> they had a production company called seven sea production which was paid the fees that the tv stations paid for the show. of course, that was not declared as income. >> reporter: todd appeared to anticipate that an indictment was imminent taking to instagram on monday issuing a fierce denial, instead saying it was all part of a blackmail scheme by a trusted former employee. chrisley writing, i won't go into details, but it involved bad stuff like creating phony documents, forging our

now police in texas are trying to track her down, and abc's whit johnson is here with more on this story. good morning, whit. >> amy, good morning to you. this is not the jovial wedding crasher who's cutting up the dance floor. instead authorities say she's mopping up the gift table, victimizing newlyweds and their guests, turning that special day into a nightmare. ♪ >> reporter: in the movies, the fictional wedding crashers are mostly seeking an innocent thrill. but this morning, texas authorities are on the hunt for a suspected serial crasher seen in these newly released surveillance images, allegedly making purchases with stolen gift cards and say she could be responsible for stealing from at least four weddings. >> it was a little bit disappointing. it's kind of sad and mean. >> reporter: dani and kinsey schick of san antonio speaking to us at the airport on the way to their honeymoon talking about how the alleged crasher targeted their precious wedding gifts.

>> we know for sure that she stole a $200 gift card and then tickets to disneyland. >> reporter: the sheriff's office saying the guest arrives uninvited, posing as a guest, and when no one is looking, heads to the gift table. >> the difficult part is not all victims retained the receipts. it's going to be difficult in tracking everything that was stolen. >> reporter: and it's not the first time wedding crashers have made out with gifts. it happened in california. police say this fake guest ran off with more than $1,000 in cash and gift cards. watch as this man covers all the cards and scoops them up, and makes a fast getaway down the aisle. all caught on surveillance cameras. now authorities are hoping to track down this alleged crasher before she strikes again. >> this is someone that is marking somebody's special day and essentially ruining it. >> and texas authorities say the suspects swipes those gifts in just about two minutes after arriving. a $4,000 reward is now being offered to anyone who can help catch the crasher. >> this is awful. the disneyland tickets. >> good thing they have the surveillance video. we hope she's caught.

>> we still love the movie though. >> sorry, not sorry. >> let's not ruin the movie. thanks, whit. we turn to the terrifying alligator attack in south carolina. a woman seriously injured trying to protect her dog, and steve osunsami is in bluffton, south carolina with more on this. good morning, steve. >> reporter: good morning to you, david. just to give you a sense of this retirement village, there are a number of lakes and ponds like this one behind me. this happened in a gated community just a little ways away, and the woman here was seriously hurt. this was the emergency at this retirement community about half an hour from hilton head island, south carolina. >> alligator bite. it's a 68-year-old woman bit by an alligator. >> reporter: police say out of the blue, a woman walking her dog in her own background, about 25 yards from a pond was attacked about 10:00 p.m. monday night by an alligator. >> we do not know where the alligator is, or how large it was. >> reporter: her dog survived, but she had to be rushed to the hospital where she remains this morning. >> it was the right leg and

hand. the hand is almost chewed off at this time. she's barely conscious. >> alligators are instinctive animals. they feed around nighttime. you should never walk along a body of water, a pond, lake or river during the evening time because this is when you're most likely to come across these animals. >> reporter: it was 9 1/2 feet long, was captured and then killed. >> i hate to hear that this has happened again. it's a terrible thing, you know, that it has happened. but what can you do? they're animals. if you have a little dog walking, especially close to the water, i mean to him, that's food. >> reporter: nearly a year ago to the day, a 45-year-old woman here was killed in her hilton head community by a 9-foot alligator that dragged her into a lagoon. there wasn't just one alligator state authorities had to remove. we're told they removed a second alligator, guys, from this same pond.

>> reporter: christina tufort says after strapping her 10-month-old daughter maddie into the backseat, starting the car and turning the a.c. on, she closed the back door, and the car instantly locked. her keyless fob and her child, left inside. >> i went around, like, four different times to all the doors trying to open all of them, like, no, it's not locked. it's not locked. my mind couldn't process that it was actually happening. >> reporter: she tried calling onstar which came with her car, but her account was expired. they said they couldn't help, and someone had to be inside the car to ignite the onstar system. ten minutes later the car and ac automatically turned off. >> it turned off. >> reporter: police arriving on scene, quickly calling in a towing company to try to help them get inside. >> there's somebody in here? >> yeah. >> oh, my gosh. >> the baby is in the back. >> reporter: another ten minutes goes by, and experts say that's enough time for this situation to potentially become deadly for children. >> the child is in distress. >> reporter: police desperately have the mother call onstar again.

with more. break down the study. why is this study important? >> this study was done in the uk, and they looked at over 13,000 teens, aged 13 to 16 acknowledging that social media can have both positive as well as negative effects and it can be active and passive. they found that the teens who use the most social media got the least sleep, the least exercise, had the highest stress, and it hit girls particularly hard. 27% reporting high psychological stress. the culprit appears to be not the use of social media, but the fact that they weren't getting enough sleep and physical activity. >> that's a big point not just for teenage girls, but for boys, but the sleep issue is a big component of this. >> it is huge, and i can't overemphasize this. teenagers need 9 to 10 hours of sleep a night, and then in terms of tips for parents, we need to make sleep a priority in this country. we don't. we need to power down at night, especially teenagers, so the circadian rhythms can take effect. we need to be consistent. do what you are doing on the
