we news to build a better bay area. this is "abc7 mornings." good morning. it is saturday, august 17. i'm kumasi aaron. we are starting this morning with a quick look at our forecast. here is meteorologist lisa argen. good morning. >> hey, kumasi. good morning to you. starting out with low clouds and fog. heat relief on the way today. we are looking at live doppler 7 where visibility has been reduced to four to five miles along the shoreline, and we have clouds even into the east bay. right now we are into the 50s and low 60s in livermore. it is 57 on the coast. looking at temperatures at this hour, anywhere from a degree to about 13 degrees cooler than we were yesterday. the winds are kicking up, gusting to 32 miles per hour through the delta. at the coast, about 23 miles per hour. from our exploratorium camera, starting out with the clouds,

sun coming up at 6:26 and plenty of sunshine. 70s and 80s by noon time, and by later on in the afternoon mid 80s in the inland valleys. a great looking weekend. i will talk about the cooler day out of the next two coming up. kumasi. >> thank you, lisa. happening right now a b.a.r.t project is under way in contra costa county. the work could lead to lengthy delays this weekend. for riders no service between orinda and walnut creek station but free shuttle buses replace the service. b.a.r.t is replacing tracks, electrical equipment, switches and platforms. the stretch of track is decades old, dating back to the start of service in 1972. now, this is going to be what the first -- the first of what will be six upcoming weekends through october in which a full

shutdown will be in effect. on other weekends trains may single track through the work zone. b.a.r.t.'s board of directors say it is -- saying it is on target to bring train service to san jose for the first time by december 31, and that's if the transit district and the santa clara valley transportation authority work out a number of technical and operational issues. vta is building the extension to the station and it is gradually handing over control of the extension to b.a.r.t in a few months. starting on monday, b.a.r.t will no longer be selling paper tickets inside san francisco's embarcadero station. you will only be able to buy clipper cards at the vending machine. b.a.r.t is trying to get commuters to switch from paper tickets to clipper cards, and it has stopped selling at 19th street and oakland. you can still use a paper ticket to ride b.a.r.t. abc 7 committed a week to covering barrt as part of our

building a better bay area. building a better b.a.r.t is part of building a better bay area. there's growing fall-out over a judge's decision to release a suspect in a violent attack in san francisco. the judge ruled the suspect has to wear an ankle liz kreutz caught up with mayor london breed who says it is not enough. >> regardless of who made the mistake, a mistake was made, allowing someone who is clearly a danger to the public to be released. >> reporter: this is mayor london breed reacting to a bombshell revelation, that the judge that ordered a man released hadn't seen the video of the attack. >> when i saw the video, which i'm disclosing to you today, i was frankly alarmed. >> reporter: in the video you see james austin vincent attacking paneez kosarian in her complex sunday.

cou kosarian says the judge saw the video, but the judge says it is not true. the first time she saw the video was after the arraignment while she was out to dinner. >> i do have public safety concerns now. >> reporter: the judge ordered him to wear an ankle monitor, but to remain free in housing. >> it doesn't make it better he went without anything for a day and a half. this decision should have been the decision she made, and as a judge you don't get a second chance. this was her second chance to make it better. >> reporter: do you think wearing an ankle monitor is enough for this man? >> i don't think so. i think that clearly this is someone who needs help. the fact that he was released without a real plan around how we're going to get him the help that he needs to not do what he did again, that's what i'm concerned about. >> and we should point out the judge and the d.a.'s office says videos are not usually viewed

during arraignments. if you wonder where vincent is now, we asked him public defender and the da's office. are we are told is he is in a program and under supervision, they would not say where and with whom. liz kreutz, "abc 7 news." to a customs computer outage that impacted airports nationwide including here in the bay area. thousands of travelers had to wait in long lines to be processed. "abc 7 news" reporteruz pena has the details. >> the internationals arrival hall is at capacity. >> reporter: this was in airports across the nation. >> the biggest line i have ever seen. >> longer than i have ever seen it anywhere. >> ridiculous. >> ridiculously long. >> reporter: international travelers landing were welcomed with the news a system wide computer outage. the gordon family just landed after an 11-hour flight. >> maybe an hour and there were a bunch of flights getting off at the same time. so it was down the hall. >> reporter: faced with this,

the u.s. customs and border protection agency resorted to alternative procedures. in other wards they had no options but to process the travelers manual. according to the duty manager, the outage lasted four hours. approximately 20 different airlines were affected and around 30 flights landed during the system backup. travelers were coming in from singapore, paris, london, amsterdam and others. at sfo where travelers waited to be processed, families also waited. >> we have to wait for them almost five hours. >> reporter: cbp announced it will continue to monitor the situation and said there is no indication the disruption was malicious in nature at this time. luz pena, "abc 7 news". hundreds of strangers attended the burial for one of the victims of the mass shooting in el paso. yesterday people lined up inside and outside a chapel to hug antonio basco.

his wife, margie, was an employee of the walmart store where 22 people were killed. they had no other family so he asked that the public be invited to the services. >> we didn't know her personally, but she was a fellow el pasoan so we're family. >> the funeral director who is footing the bill says 420 flower arrangements were sent from around the world including japan. attendees came from all over, one woman even flew from los angeles. victims of the tubbs fire that tore through santa rosa in 2017 will get their day in court. a judge has decided their cases against pg&e can go to trial. state investigators announced it was not pg&e but privately owned equipment that led to the fire, but victims lawyers haven't agreed with the result and asked pg&e's bankruptcy judge to okay a trial. some survivors of the north bay wildfire who waited almost

two years to have a place they can call home are finally ready to move in. "abc 7 news" reporter wayne freedman has a story from santa rosa and it is about literally building a better bay area. >> reporter: when does a house become a home? how about when it is going to have your name on it. >> oh, it looks beautiful. >> reporter: for cardenas, it is when moving in puts an end to her personal nightmare, one of hundreds if not thousands that began two years ago when her rental burned in coffey park. >> reporter: how much time did you have to get out? >> ten minutes or less. >> reporter: a nightmare that continued as she and her daughter mia moved through three different places. >> never had a home. she has always had just a room. >> reporter: not anymore. >> i actually prayed for this, to just have my own space again. >> reporter: now both multiply the story by nine. that's the number of small homes habitat f habitat for humanity put up in santa rosa.

fukushima prefecture actress heather locklear has been sentenced to 120 days in jail after she pleaded no contest to battery charges. they stem from two visits to her southern california home last year. deputies and paramedics responded to a domestic disturbance call at her home. she became uncooperative and combative. the 57 year old will only serve the sentence if he shouldn't complete a program. she has been placed on three years probation. a jewelry owner fought off thieves to tried to rob his store in santa monica. the suspect runs into the store, named heist, and smashes the case with a sledge hammer. the owner intervenes, pushes the suspect out of the store, a second suspect hits the owner

with a slenl hammer. police say the pair jumped into a getaway car. the store mag didn't want to be on camera said they didn't take anything. >> they were caught because a guy outside in a tesla who is a customer of ours saw them running up the street. they followed them, called the police the entire time. >> the officers were able to track down the three suspects and arrested them. the fourth suspect police say missed the getaway car were also arrested. all are minors and all face robbery and assault charges. >> as part of our efforts to build a better bay area, we have been focused on both transportation and safety, and with school back in session safe driving is more important than ever. the california office of traffic safety keeps track of crash data. in 2016 in all bay area counties there were nearly 12,000 speed-related crashes involving injury or death. close to 3,400 of those involved a pedestrian. nearly 290 involved a child under 15. now, these were the five

counties with the most speed-related crashes involving injury or death. san francisco's pretty unique in this because all but 14 of the 950 crashes involved pedestrians. so take a closer look. "abc 7 news" reporter cornell barnard asked transportation experts to help us with a real-time experiment on just how long it takes your car to stop when you hit the brakes. >> watch out. kids are headed back to school and drivers need to look out and be safe. but not everyone is. >> you didn't know you were going to be a stunt driver or stunt passenger today. >> no. >> reporter: we asked john knox's wife from the san francisco mta to help us out with a real-time driving test. the cow palace allowed us to use the parking lot to test braking distances in a simulated crosswalk. we measured out a 30-foot braking distance and got to work. our first run was at 20 miles

per hour. ais traffic cone might be ar reporter: stopping not so easy. then we took it up to 25 mph and hit the brakes. >> stop. >> whoa! >> reporter: on both runs the cone wasn't harmed. but then we increased our speed to 30, not a safe speed for any school crosswalk. watch what happens when i try to stop in time. >> stop. >> whoa. i thought i could stop in time. >> yeah. that wasn't even close. >> reporter: our cone wound up under the car and i was a nervous wreck. >> that was scary. 30 miles per hour doesn't seem that fast when you're on the road, but here it felt like i was driving 80 and i couldn't stop in time. >> yes, i was surprised how nervous i felt as we were coming up to the cones. >> wow. >> people don't understand that the difference between 25 miles per hour and 30 miles per hour is big in that you are twice as

here is live doppler 7 where you can see the low clouds and fog finally making an imprint across the bay area, and some of the build throughout the overnight hours allowing to transport the fog across the bay. here is a look out from our vantage point, and you will notice that it looks pretty good here with 58 in san francisco. 6 0, oakland. 61, redwood city. 60, san jose. upper 50s for you in gilroy and half moon bay. we are looking at a cool and comfortable start and plenty of fog right here at the coast today. we will get some partial clearing. 55, santa rosa. it is 57 in napa. mid 50s, petaluma. you get towards the delta and those winds are up to about 32 miles per hour, and the source of our cooling coming from the ocean, that stronger onshore push and that marine layer at about 2,000 feet today, and there will be a system dropping down from the pacific northwest, enhancing the onshore flow. you can see the fog here. it was a full moon last night with the clear sky, but we are into a different pattern throughout the weekend as we

look for a cooling trend. doo t today, the coolest day of the week should be tomorrow and looking at the breezy winds the next couple of days, certainly at the coast, partly cloudy skies there, and heating up inland with a modest warm-up throughout the middle of the week. here is a look at the low clouds going through the next several hours, noticing reaching into our inland valleys and then it does retreat. but notice the coast stays pretty gray throughout the afternoon. look at the push tonight into your saturday night and into sunday morning, we're even talking some mist and drizzle along the shoreline. so with the stronger push, a cooler day arrives for your sunday, but certainly microclimate is allowing for the cool conditions at the coast while tomorrow we see some upper 70s to near 80 inland. certainly a lot cooler for you, but still feeling like summer in antioch, 85 there. 60s around the bay. here is monday where we are sort of in a holding pattern. notice the yellows and the oranges well out into our inland

valleys, but at the coast we have the numbers in the 60s. no changes here with that steady on-shore flow. by tuesday looking at numbers coming into the mid and upper 80s. making for a slightly warmer day inland while we remain pretty much unchange it d at the coast in and around the bay. look for breezy winds with partial clearing along the coast. san francisco will be sunny, 68. 75 in is a mateo. in the north bay, low 80s for in. tonight a big push for low clouds and fog. 61 in fremont. the accuweather seven-day forecast, so much cooler today. temperatures well out in our inland valleys perhaps around 90. otherwise, more 70s and 80 60s at the coast. you can download our accuweather

aaa reported last year it was selling 20% more travel insurance policies, and here in the bay area insuremytrip.com says younger travelers are the predominant buyers from its website. 45% of san francisco buyers are between 21 and 40 years of age. nationwide the number is only about half that. ronnie kanoian is with insure my trip. she says when we buy in the bay area is different too. >> bay area travelers are procrastinators when it comes to buying travel insurance. so we typically see our customer buys travel insurance about 120 days before their day of departure, meaning the day they leave for their trip, but the bay area traveler buys it within a week. >> seven days out? buying late can cost you. jenny east is visiting san francisco from the uk. she says she always buys coverage, and one time needed it. >> how did it work out? >> it was awful. it was really difficult to claim

on, yeah. >> reporter: why? >> in large part because she made the purchase just days before traveling. >> so i was due to fly to sri lanka and i had appendicitis about three days before i was meant to fly and i just renewed my insurance a couple of days before that. when i went to claim they thought i was kind of being fraudulent, which i wasn't, so i had to go through and get all of the medical records, pull everything you have. it took me a good six monthsi think. >> a has will for sure, but more to it than that. buying travel insurance early gives you protection before your departure date and usually doesn't cost you any more. it is like extra coverage for free. if you want cancel for any reason coverage, then both policies require an early purchase. >> we recommend purchasing it as close to when you booked your trip as possible. >> reporter: most buyers say they choose policies for the cancellation coverage, but the out-of-country medical insurance can prove much more valuable if

oakland as well as san jose. low clouds and fog are drifting across the bay. we are anywhere from three to 13 degrees cooler so heat relief on the way over the weekend. in fact, the coolest day will be tomorrow. current winds are pretty breezy, up to 18 miles per hour at the coast, 32 miles per hour through the delta. as we go through your 9:00 hour we have low clouds and fog at the coast. we are sunny throughout midday. here we are at 11:00 with some 70s towards hayward. by the afternoon, 4:00, we have some low to mid 80s inland, still some fog at the coast and a strong push of low clouds and fog overnight tonight. for the coolest day out of the next seven, which will be sunday, and we will talk about the temperature trend in a few minutes. >> thanks, lisa. >> developing news this morning. protests continue in hong kong for the 11th week in a row. this time the crowd includes marching teachers and students. they're carrying signs that read "protect the next generation." other demonstrators are calling for fully democratic elections and the resignation of the

of doing business in the area. the company's two other bakeries also will close. the sunnyvale and palo alto locations will close on the 31st. tech giant google owns 56 separate downtown san jose properties after buying out its own real estate partner. this is according to our media partner, the mercury news. the sales price was 191 million dollars based on recent property records that the paper reviewed. all are near the train station. google has been swallowing up protds in the area in its quest to build its vision of a mixed use transit-oriented community. the bay area's red hot housing market may be cooling off. home values went down in san jose and san francisco according to a report put out yesterday by zillow. san jose's drop was 10.5% compared to july last year. the average price comes in a

little over 1.1 million dollars. san francisco slipped by 1.1%. its average price, $938,000. some bay area youth activists are working on a public art project in honor of children being detained at the u.s./mexico border. it is called the butterfly effect, migration is beautiful. "abc 7 news" was in oakland as kids worked to create butd butterflies, which represent children who are detained. the kids want to raise awareness of family separation. >> it makes me feel really sad and i feel i shouldn't have to do this right now. it makes me scared for them. >> we are hoping adults who actually can make change will make change. >> organizers are hoping young people will organize their friends to create butt your flies from sustainable or recyclable materials and they're hoping for 15,000 butterfly by

october 1. scientists have installed an under water system. it is on the floor of the santa barbara channel and it is supposed to be able to pick up w ray data to m asuo scientists. boats could be alerted to slow down or change their route all together. the system is currently being tested. it is expected to be pressed into service next year. now to a unique mix of two great san francisco foods. a sandwich maker has teamed up with one of the city's most popular doughnut shops. moat the doughnut porchetta sandwich made by a butcher. >> we have a passion fruit, orange sickle, chocolate rose and then we have our onion doughnut. it is an onion and thyme doughnut. we made it especially for the

porchetta sandwich. >> i am a little scared. hand to imagine it together. >> savory doughnuts plus porketta? have to be here. >> there's a lot going on. it really brings out that flavor, that, wow, whoa, whoa, whoa, what is going on here. i am the owner. in switzerland we have a butcher shop and it is our tradition to make a porchetta sandwich every saturday and we have a line in switzerland same as in san francisco. >> oh, man. it is all that. >> porchetta is very italian street food. to make a really good porchetta that has that skin that is beautifully colored, it takes about 4 1/2 hours.

the porchetta to me has the flexibility to do a new style of making the sandwich. we found this doughnut, the ingredients they infuse is very mediterranean. so we're not going too wild. >> i thought it was going to be like a sweet doughnut with a salty porchetta but it was kind of nice it was a more savory doughnut. it was a great combination with a nice contrast of flavors. >> i'm rodrigo gonzales. i am with dynamo doughnuts. i came up with the recipe. it was mainly coming up with the ingredients that paired well with the meat that was being served. we wanted to keep the maept as the star. there's definitely curiosity. oh, a savory doughnut is n someth that'se doi incredible collaboration with dynamo with the savory doughnut so i'm here. >> we have the doughnut and

in sports the giants and the a's are back in action after exciting extra inning victories last night. oakland will try to win their third straight over the astros and gain more ground. the a's trail houston by 7 1/2 games. first pitch at ring central coliseum at 1:05 p.m. one of the giants' top prospects, logan webb, will make his first major league start against the diamondbacks. first pitch at chase field is at 5:10 p.m. last night the a's bullpen dominated in the team's 13-inning victory. abc 7 sports director larry beil has the highlights in this morning's sports. we will get to those updates in a few minutes, but lisa is standing by to let us know what to expect weather wise this weekend. good morning, lisa. >> good morning, kumasi. we are starting with low clouds and fog. in fact, temperatures are pretty comfortable there this morning. you can see from our east bay hills camera there that we certainly have a push of low clouds and fog that will allow for cooling all across the bay

area. in fact, yesterday we saw several triple digit readings, over 100 degrees. today that all changes as we're looking at numbers coming down ito the 80s and 90s. so a big relief out there today, and you can see evidence of it right nowast bay hills camera. so we are looking at low clouds and fog locally, pushing across the bay, allowing for the cooling trend. here is a look from our roof camera. temperatures are in the upper 50s in san francisco. it is 60 in oakland as well as redwood city and san jose. 59 in gilroy. along the coast about four-mile visibility at about 57 degrees. you had plenty of mid and upper 80s on the peninsula. numbers cooler for you as you get down towards the south bay. 55 in santa rosa. 54 in petaluma, kind of chilly. winds gusting to over 30 miles
