news to build a better bay area. this is "abc7 mornings." good morning, everyone. it is saturday,ug7. i'm kumasi aaron. we are starting with a quick look at our forecast with meteorologist lisa argen. good morning, lisa. >> good morning, kumasi. you may have felt the breeze yesterday allowing temperatures to come down in some neighborhoods but hot elsewhere. the fog is back along the coast, and a view of the golden gate, you can see it patchy here but allowing for a much cooler day around the bay. it is 58 in san francisco. 61, san jose. as we look live from our east bay hills camera, you can see the fog out towards the distance here with 54 in santa rosa. we are in the 60s in concord. looking at your 24-hour temperature change, as much as 13 degrees cooler in our inland

valleys. so the cooling trend is spreading across the bay. those winds kind of gusty through the delta right now. 20 miles per hour at the coast. this is walnut creek where temperatures will warm today into the 70s and 80s. by noon time we are still in the mid 70s around the bay. it is a slower warm-up, a slower burn-off and the 60s staying at the beaches. kumasi. >> thank you, lease all. happening right now, a b.a.r.t track construction project is under way in contra costa county. the work between the orinda and walnut creek station could mean lengthy delays for b.a.r.t riders. no train service between orinda and walnut creek station but free shuttle buses will replace trains. for drivers two lanes of east bay highway 24 near the lafayette station are closed from now through monday morning for construction staging. b.a.r.t is replacing tracks, electrical equipment, switches and platforms. the stretch of track is decades old, dating back to the start of

service in 1972. this will be the first of what will be six upcoming weekends through october in which a full shutdown will be in effect. on other weekends the trains may single track through the work zone. b.a.r.t's board of directors say it is on track to bring train service to san jose for the first time by december 31. that's if the transit district and the santa clara valley transportation authority work out a number of technical and operational issues. bta is building an extension to the station and it is gradually handing over control of the extension to b.a.r.t in the coming months. starting on monday b.a.r.t will no longer sell paper tickets inside san francisco's embarcadero station. you will only be able to buy clipper cards at the vending machines. b.a.r.t is trying to get commuters to switch to clipper cards. it has stopped selling paper tickets at the 19th street station in oakland but you can still use a paper ticket if you want to ride b.a.r.t.

"abc 7 news" reporter liz kreutz caught up with mayor london breed who says it is not enough. >> regardless of who made the mistake, a mistake was made that allowed someone who unfortunately is clearly a danger to the public to be released. >> reporter: this is mayor london breed reacting to a bombshell revelation that the judge who ordered a homeless man released hadn't seen this dramatic surveillance video of the attack. >> when i saw the video, which i'm disclosing to you today, i was frankly alarmed. >> reporter: in the video you see james austin vincent attacking paneez kosarian in her

complex sunday. she says the da's office told her the judge had seen the video but the judge, christine van aken, says it is not true. she says first time she saw the video was on tv when she was out at dinner. >> because of the video i have additional concerns now. mentalllness remain free in housing. >> it doesn't make it better he went on without anything for a day and a half. like this decision should have been the decision she made. as a judge, you don't get a second chance. this was her second chance to make it better. >> reporter: do you think wearing an ankle monitor is enough for this man? >> i don't think so. i think that clearly this is someone who needs help. the fact that he was released without a real plan around how we're going to get him the help that he needs to not do what he did again, that's what i'm

concerned about. >> reporter: and we should point pout both the judge and the da's office says videos are not usually viewed during arraignments. if you are wondering where vincent is now, we asked his public defender and the da's office. all we are told is that he is in a p nay o with home. in the studio, liz kreutz, "abc 7 news." now to a customs computer outage that impacted airports nationwide including here in the bay area. thousands of travelers had to wait in long lines to be processed. "abc 7 news" reporter luz pena has the details. >> the international arrivals hall is at capacity. >> this was a complaint at major airports across the nation. >> longer than i have ever seen it anywhere. >> ridiculous. >> yes, ridiculously long. >> reporter: international travelers landing at jfk, l.a.x., here in chicago, sfo and others were welcomed with the news with a system wide outage. the gordon family landed after an 11-hour flight.

>> maybe an hour and a bunch of flights were getting off at the same time. so it was down the hall. >> reporter: faced with this, the u.s. customs and border protection agency reported to alternative procedures. in other words theyel haders ma. according to sfo's on duty manager, the outage lasted more than four hours, approximately 20 different airlines were affected, and around 30 flights landed during the system back up. travelers were coming in from singapore, paris, london, amsterdam and others. at sfo while travelers waited inside to be processed, family members and travel agents at the international terminal waited. >> 11:00 in the morning, 11:30, we were asked to wait almost five hours. >> reporter: cbp announced it will continue to monitor the situation and said there is no indication the disruption was malicious in nature at this time. luz pena, "abc 7 news". hundreds of strangers attended the burial for one of the victims of the mass shooting in el paso.

yesterday people lined up inside and outside a chapel to hug antonio basco. his wife, margie reckard, was an employee of the walmart store where 23 people were killed on august 3rd. basco asked to invite the public to the funeral. >> we didn't know her personal but she was a fellow el pasoan so we're family. >> the funeral director says 420 flower arrangements were sent from around the world. attendees came from all over and one flew in from los angeles. victims of the tubbs fire that tore through santa rosa in 2014 will get their day in court. the judge decided they can go to trial. itwas announced it was not pg&e but privately-owned equipment that led to the fire, but the victims' lawyers have not agreed with that result and asked pg&e's bankruptcy judge to okay

a trial. some survivors of the north bay wildfire who have waited almost two years to have places they can call home are finally ready to move in. "abc 7 news" reporter wayne freedman has the story from santa rosa. it is about literally building a better bay area. >> reporter: when does a house become a home? how about when it is going to have your name on it. >> it looks beautiful. >> reporter: for cardenas, it is when moving in puts an end to her personal nightmare, one of hundreds if not thousands that began almost two years ago when her rental burned in coffey park. >> reporter: how much time did you have to get out? >> ten minutes or less. >> reporter: a nightmare that continued as she and her daughter mia moved through three different places. >> she's never had a home. she has always had just a room. >> reporter: not anymore. >> i actually paid for this, to just have my own space again. >> reporter: now multiply the story by nine. that's the number of small homes that sonoma county's habitat for humanity put up in santa rosa

and celebrated at a formal ribbon cutting. those moving in will begin as renters but may have an opportunity to buy. after habitat for humanity announced the nine homes, they received 285 applications from fire victims. how did they choose? well, they looked at ability to pay, they looked at need, and, most important, where they would make the biggest difference. >> if someone like stephanie and her family, it was her and her daughter living in a friend's bedroom of a two bedroom condo where they had no space. >> welcome to check this place out. >> reporter: derek hugo showed us this home built entirely in his washington state factory. >> look behind the door, you have a washer and dryer back there. >> reporter: it is an $86,000 build meeting all codes and proof of concept. >> it is about bigger but it starts with the fire victims because that's the current issue. >> the vision is to find ways to address the ways to address the housing crisis, both in the aftermath of disaster and the

actress heather locklear has been sentenced to 120 days in jail after she pleaded no contest to battery charges. the charges stem from two visits to her southern california home last year. deputies and paramedics responded to a domestic disturbance call at her ventura home. they say she became uncooperative and physically combative. the 57 year old will only serve

the sentence if she doesn't complete a court ordered treaironically named "heist" and smashes that display with a sledge hammer, but then the owner comese owner with a s. the police say the pair jumped into a getaway car. the store manager didn't want to be on camera but says luckily the thieves didn't get away with anything. >> they were caught because the guy outside in the tesla who is a customer of ours saw them running up the street, so he followed them, followed their car and was on the phone with the police the entire time. >> so officers eventually tracked down these three suspects and arrested them, and then a fourth suspect who police say missed the getaway car was also arrested. now, three were minors and all are facing robbery and assault charges. as part of our efforts to build a better bay area, we've been focused on both transportation and on safety.

with school back in session, safe driving is more important than ever. the california office of traffic data.y keeps track of crash in 2016 in all bay area counties there were nearly 12,000 speed-related crashes involving injury or death. close to 3,400 of those involved a 15. now, these were the five counties with the most speed-related crashes involving injury or death. san francisco's pretty unique in this because all but 14 of the 950 crashes involved pedestrians. take a closer look. "abc 7 news" reporter cornell barnard asked transportation experts to help us with a real-time experiment on just how long it takes your car to stop when you hit the brakes. >> reporter: watch out. kids are headed back to school and drivers need to look out and be safe, but not everyone is. you didn't know you were going to be a stunt driver or stunt passenger today.

so we asked john knox white from the san francisco mta to help us with a real-time driving test. the cow palace allowed us to use its parking lot to test braking distances in a simulated crosswalk. we measured out a 30-foot braking distance, and then got to work. our first run was at 20 miles per hour. this traffic cone might be a person or a bicyclist. >> and stop. >> whoa! that was close. >> reporter: stopping not so easy. then we took it up to 25 mph and hit the brakes. >> stop. >> whoa! >> reporter: on both runs the cone wasn't harmed, but then we increased our speed to 30, not a safe speed for any school crosswalk. watch what happens when i try to stop in time. >> stop. >> oh. whoa. i thought i could stop in time. >> yeah.

early tomorrow but the marine layer is set to mix out and allowing for the coolest day on sunday and then heating up throughout the middle of the week. here is a look at the low cloud deck that will pull back and retreat locally to partial clearing at the coast, but look what happens overnight tonight. looking at not only a stronger push, mist and drizzle, and then with a system off the coast it should mix out the marine layer but we'll continue to see the temperatures come down right on through your sunday. so highs in the 70s. looks like we will be hard pressed to make it into the 80s tomorrow afternoon. 60s and 70s, and that sun, we'll need it at the coast, into monday. pretty much a holding pattern, maybe a few low 80s. that's incredible compared to where we were the last few days out by the delta, fairfield. as we get into tuesday, a little warmer. after the middle of the week the warming trend gets going into the inland valleys. into the middle of the week

records that were reviewed. google has been swallowing properties in the area in its quest to build its vision of a mixed use, transit-oriented community. the bay area's red hot housing market may be cooling off a little bit. home values went down in san jose and san francisco according to a report put out yesterday by zil low. san jose's drop was 10.5% compared to july of last year. the average price comes in a little over $1.1 million. san francisco slipped by 1.1%, its average price $938,000. . some bay area youth activists are working on a public art project in honor of children being detained at the u.s./mexico border. it is called the butterfly effect. migration is beautiful. yesterday "abc 7 news" was in oakland as kids worked to create butterflies to represent children who are detained. the kids want to raise awareness about family separation. >> it makes me feel really sad

and i feel like i shouldn't be -- like i shouldn't have to do this right now, and it makes me feel scared for them. >> we're hoping that adults who actually, like, can make change will make change. >> organizers are hoping young people will organize their friends to create butterflies from sustainable or recyclable materials. they are hoping for 15,000 butter flies by october 1. scientists have installed an under water sound system to try to reduce the number of collisions between whales and ships off the california coast. it is the floor of the santa barbara channel and it is supposed to be able to pick up whale calls from as far away as 30 miles. the device is connected to a buoy that would relay the data to scientists. boats could be alerted to slow down or change their route all together. the system is currently being test evidence. it is expected to be in service next year. now to a unique mix of two great san francisco foods, a

good morning, lisa. >> good morning. low clouds and fog have certainly returned across the bay. and a live look outside, looks pretty nice out there. it will be a very enjoyabe weekend with temperatures coming down significantly today. here is a live look outside where we're looking at that sun coming up and allowing for a nice day in marin county. if you are headed over to the east bay, perhaps the coliseum to see what the a's can do, well, we are looking at a beautiful afternoon with temperatures at 70 degrees at about 1:00. game time right after 1:00, and it will climb just into the lower 70s with a lot of sunshine right through the afternoon. a live look here from the golden gate bridge where you can see some of the patchy fog. it has drifted across the bay, even though you can see that we certainly have some sun and live doppler 7 showing you that the fog has moved all around the bay this morning, even into hayward and oakland. patch o patchy though.

as we look at emeryville, it is a gray start here. 62 in oakland. 61, san jose. upper 50s, gilroy and half moon bay, and another vantage point here from the peninsula where temperatures will be much cooler, about 10 to 12 degrees cooler from menlo park to redwood city and mountain view. out of the 80s for most of you on the peninsula. 59 in napa with 54 in petaluma. certainly cool here with low 60s, and temperatures as much as six to seven degrees cooler this morning around concord, livermore. the delta had a pretty good breeze all night long, and those southerly winds transporting the cooler air and then the deck of low clouds growing taller with mist and drizzle arriving through the overnight hours. here is walnut creek. brilliant sun there. the cooling trend throughout the weekend. more fog, breezier days and heating up inland after wednesday. it looks like it will be hot again by the end of the week but it doesn't look like that heat wave will make it to the shoreline. as we look at santa cruz, gray
