investigating that scene all night lodgng. we spoke to two officers. they said that sniper fired at least one round at the rookie from this building that houses mentally ill patients. that sniper is still on the loose. that urgent manhunt under way this morning after a sniper opened fire on this los angeles county sheriff's station shooting a deputy who was walking through the parking lot on the way to his car. >> i have taken shots from the north of the lancaster helipad. i think i am hit in the right shoulder. it might have gone through but from the complex up north. i hea heard two shots go off. >> reporter: that's the rookie deputy calling for help. hundreds forced to shelter in place as police stormed this nearby four-story apartment complex where it's believed the shots originated. >> think about what happened here today. a sniper took out one of our deputies and the only reason that deputy is alive is because

he had his vest on. >> reporter: residents say police are a regular presence at this building. >> they let people live in our common complex with mental illness. it's scary because there's no security. the cops are in there constantly. >> reporter: a suspect yet to be named, no motive given. the wounded deputy identified as 21-year-old rookie angel reynosa. he was rushed to the hospital breathing and conscious. >> he's being treated and we expect he'll be fine. >> reporter: incredibly robin that rookie was just about to take off that vest as he was shot. police believe that vest saved his life. this morning he's recovering with his family. robin? >> full recovery. so thankful he had that vest on, matt. now to that plane crash in california. ten passengers and the pilot lucky to be alive after their jet skidded off the runway,

bursting into flames. the ntsb heading to the scene this morning and adrienne bankert is there on the scene for us, as well, has the latest. good morning, adrienne. >> reporter: good morning to you, too, robin. you can see the wreckage behind us. there are two fascinating pieces to the story. one, robin, you mentioned ten people were able to walk away from the fiery crash. the other is the question the investigators are going to try to answer, just why the pilot decided it was best not to take off. the ntsb is investigating what caused this fiery plane crash at a california airport. the pilot of this private jet with ten people on board suddenly aborts the takeoff. the plane never leaves the ground but slides across the runway crashing and bursting into flames with over 400 gallons of fuel on board. >> affirmative, responding ems, be advised per bcso, the plane is fully engulfed. all occupants out. >> reporter: remarkably everyone on the plane walked away reportedly uninjured even after the multimillion dollar cessna citation caught fire. >> i'm amazed somebody got out

of that alive. it was fully engulfed in flames and just pure black smoke. >> reporter: investigators say it was set to leave from oroville 60 miles outside sacramento for portland, oregon, when that takeoff was aborted. officials want to know what caused that decision but thankful this crash didn't end in tragedy. >> they all got out and they all walked away. so that's the best case. >> reporter: this morning we've confirmed it was the ceo and staff of graphic packages international, a company that works in this area. those were the ten people on board the aircraft who were able to walk away from the fiery crash alive. amy? >> thank you so much, adrienne. no you to severe weather from the midwest to the northeast right here in new york, people running from torrential downpours. that was at the beach. now, 85 million people are in the storm zone from the plains to the east coast again today and ginger is tracking all the latest. good morning, ginger. >> good morning, amy.

their children. >> but let me just tell you, very much i have the children on my mind. it bothers me very greatly. >> reporter: well, about those kids the american psychological association is now responding saying that research shows higher rates of anxiety and depression among kids held in detention. one study says that kids were ten times more likely to develop a psychiatric disorder, george, this one sure to end up in the courts. >> it's going to end up in the courts. but if the administration is successful would be a dramatic change. >> reporter: yeah, it would be a huge one. the government is allowed to hold these kids in detention for 20 days, a rule that's been in place for decades. the change would mean they could stay in detention for months potentially indefinitely. the administration is hoping this is a deterrent for people hoping to come here illegally. george? >> cecelia, thanks very much. also in politics, two new developments in the race for 2020. democratic candidate jay inslee has now dropped out of the race. his defining issue was climate change. he tweeted climate change must continue to be c natialcuio inee is expected to announce

he will seek a third term as governor of washington. and former colorado governor john hickenlooper who also dropped out of the presidential race earlier this month announced he will take on the state's republican senator cory gardner considered the most vulnerable gop incumbent in 2020. hickenlooper also cited climate change, prescription drug prices and bringing change to washington. robin? now to a scary situation involving a hotel employee in california. a marriott cook is now under arrest accused of planning a mass shooting. will carr has the latest from long beach. >> reporter: authorities say they found hundreds of rounds of ammunition, tactical gear and a cache of weapons including an automatic rifle and high capacity magazines both illegal in california inside the home of 37-year-old rodolfo montoya. >> suspect montoya had clear plans, intent and the means to carry out an act of violence that may have resulted in a mass casualty incident. >> reporter: authorities describe montoya as a

disgruntled hotel employee who threatened to kill his co-workers and hotel customers. on monday monoya told a co-worker about his plan. >> he spoke to a fellow employee and talked about his anger towards the employees or fellow employees and he went into somewhat description of what he was going to do. >> reporter: hotel management at the long beach marriott then called police which led to montoya's arrest. authorities now say that phone call may have prevented the country's next mass shooting. >> thank god that employee decided to bring that information forward. >> reporter: it all goes back to that saying we've heard so many times. if you see something, say something. since the attacks in both el paso and dayton there have been at least a half dozen arrests for similar threats across the country. as for the suspect in this cases he has $500,000 bail.

amy? >> thank goodness people are speaking up now. will, thank you. to the growing outrage over newly discovered video showing students appearing to do a nazi salute. a california high school now re-opening its investigation and admitting it fell short in its initial response. gio benitez has that story. >> reporter: this morning, school district officials re-opening their investigation into hate speech at school after a new batch of videos surfaced showing students in a los angeles area school appearing to throw nazi salutes and wrapped in confederate flags sparking outrage. in one video you see a boy carrying a german flag appearing to goose step and do the sieg heil salute. others appearing to make the same salute in unison coming to light after this video of students from pacifica high school also appearing to do a sieg heil salute went viral earlier this week. school officials saying they knew about the video but did not inform parents or teachers. >> i'm not asking for an explanation.

there is no excuse. it's beyond unacceptable. >> we were completely blindsided and feel outraged. >> reporter: school officials apologizing for a lack of transparency and say an initial investigation fell drastically short. >> this new information which continues to unfold minute by minute demands a school-wide call to action to address the severity of these claims to ensure hate speech never happens again. >> reporter: after that first video the school had said the incident occurred in an unsupervised banquet room. the school now says any students engaging in hate speech or activities will face disciplinary action but parents want this investigation to happen. >> it is shocking to see those images. >> it really is. >> thank you, gio. we go overseas to the crisis in the amazon where fires are raging at a record rate, 74,000, in brazil up 84% with the amazon fires posing a devastating

>> reporter: good morning, robin. it was a month kostial was last seen steps away from where brandon theesfeld will appear. in an interview with her friends they were uncomfortable speaking about her complicated relationship with brandon instead focusing on their treasured memories of their late friend. this morning, 22-year-old brandon theesfeld expected in court. the university of mississippi student charged with murdering his college classmate ally kostial whose body was found with multiple gunshot wounds 30 miles from campus. this morning her friends are speaking out exclusively to abc news sharing new video and images of the 21-year-old. >> i definitely miss her personality and her sparkle. >> i miss her smile a lot. i feel like even if she was upset she was always smiling to some degree and it was very genuine and it just made me want to smile too and be happy as well. ally was very adventurous and brought that out in us a lot. >> reporter: as investigators searched for the killer they

released this surveillance video showing her last images leaving a local barng tarer ride share. days later police arrested theesfeld and charged him with her murder. theesfeld remains in police custody. his attorney says his family will speak on his behalf at his hearing today. >> he's been very candid with us about the facts of the case. it's a very, of course, trying situation for him. >> reporter: his father seen visiting him at the county jail last month. >> would you like to say anything about his guilt or innocence, sir? >> read the constitution. >> reporter: her friends telling us they hope the focus stays on their friend with the infectious smile. >> we just hope that people try to remember that it's about ally and the attention needs to be on ally because ally was incredible and she's truly missed. >> reporter: theesfeld's defense attorney tells us he will plead not guilty as he asks a judge for bond. some of ally's closest friends plan to be inside the courtroom today. they'll be wearing pink. robin, that was her favorite color.

>> we continue to think of ally, her friends, her family. thanks so much. kaylee, appreciate it. george? we turn to two new shark attacks, a boy in florida and a woman in hawaii, and will reeve has the details. hey, will. >> reporter: hey, george. more attacks across america. that boy in florida and the woman in hawaii attacked within a day of each other as the number of shark incidents increases at an alarming rate. authorities believe this is the shark that attacked a 26-year-old off the coast of hawaii tuesday. officials say the woman was bitten on her hip and lower back by a six-foot-long shark. the woman telling abc news she was returning to shore after snorkeling near dolphins and was 30 feet out when something bumped her hard on her back. she says adrenaline and her natural instincts took over. she started screaming and made it to shore where bystanders put pressure on her wounds before she was rushed to a hospital. >> when our ambulance arrived on scene she was able to walk to the ambulance on her own.

>> reporter: watch as water rescue personnel help shuttle stranded kayakers stuck in the bay and reel their kayaks back to land. a result of the shark attack earlier that day. in ft. lauderdale wednesday an 11-year-old is recovering after being bitten on the foot in knee-deep water. >> i've been working here 26 years. i have never seen a shark bite. >> reporter: rescue crews treating christian mariani on site before rushing him to a local hospital where he got 17 stitches. >> it was really scary because i knew something bit me but just the fear of not knowing what bit you and what's going to happen to your foot after that is the scariest feeling that i think i have ever experienced. >> reporter: according to the florida museum's international shark attack file, last year in the u.s. there were 32 unprovoked attacks. this year it's already investigating 30 attacks and summer isn't over yet. but that won't keep christian out of the water. >> i'll still go in but i'm gog dinitely okround

>> reporter: george, you heard that number, 30 attacks and we're only in august. the numbers really are increasing. in hawaii all of last year there were three incidents. so far there have been nine, george. >> keep an eye on it, will, thanks very much. amy? now to a frightening close call at a florida amusement park. two men luckily okay after the cable on their slingshot ride shredded just as it was about to launch. abc's stephanie ramos spoke exclusively with them. some frightening moments, stephanie. >> absolutely, amy. this is crazy. this is one of those rides you walk past all the time at an amusement park. those two friends who went to this amusement park in florida say they got the scare of their lives before the ride even too off. >> you're going to be screaming like sissies in ten seconds. >> reporter: it's a ride meant to be scary, but not this scary. watch that bungee cord on the left and just seconds before they were supposed to be flung

into the air. it rips to shreds. the two men now speaking exclusively to abc news. >> i was totally in shock at the moment the cable snapped and i was kind of freaked out while my hands were still stuck in the air not knowing what happened. >> reporter: the ride at cobra adventure park in panama city beach, florida, known as the vertical accelerator is supposed to work like this. two giant bungees catapulting riders 300 feet into the air at 100 miles per hour. >> i was praying right after, thank god it didn't go up. i didn't know what was going to happen if it did went up. >> reporter: amazingly these men avoided injuries. it was a similar close call for a mother and son in wisconsin in 2015. luckily, they were not harmed. but that wasn't the case on this ride in france that same year. incredibly injuries were minor. slingshot-style rides like this are common attractions around the country but amusement park

healthy-looking child and we don't see previously healthy 17-year-olds that sick that quickly. >> reporter: in late july tryston's family sat by his side day by day not knowing what was wrong as he lay in a medically induced coma. >> we were baffled at first. we had no idea what was going on. >> reporter: his parents then learned tryston had been vaping without their knowledge since the eighth grade, sometimes as many as two to three vape pods a week. >> you don't want your child to go through what we went through to get to the point where he came to. >> reporter: this isn't the first teen hospitalized after vaping use. the cdc identified 153 cases of severe lung illness associated with e-cigarette use across 16 states. the cdc continues to investigate and has not identified a particular device or liquid as being associated with those cases. for tryston, he's now hoping to warn other teens. >> it's a big deal. it's not something to look over. >> tryston survived after being

about that age group, let's remember what the vaccination schedule normally is. first dose of the measles vaccine normally given between the ages of 12 and 15 months. that gives 93% protection. the second dose normally given between 4 and 6 years of age, that brings the efficacy up to 97% in on outbreak situation according to the cdc. one dose is enough to stop the outbreak, so, again, it's a reminder how important, how effective and how safe vaccination is. >> what about little babies? is there any protection for them? >> so different recommendations when you talk about infant, george. this is a very vulnerable group because normally the first dose is not given before 12 to 15 months. the cdc responded to this outbreak, put forth kind of emergency recommendations for infants at high risk so those would be babies traveling internationally where there are massive measles outbreaks going

on and infants who may be in an outbreak area geographically, they can get an early dose at 6 months of age all the way up until they turn 1. they will still need two doses then later on but this is, again, speaks to the fact of how seriously the cdc is taking this outbreak. >> yeah, we're all learning how, again, how contagious measles can be so what if you haven't been vaccinated, you find out someone in your kid's school or community has contracted measles. >> well, first of all, the recommendations are not to go to the emergency room because this is such an infectious virus that you don't want to expose other people who may be very, very vulnerable to measles. so call your health care provider but there's something called post-exposure prophylaxis where if you have been exposed you can get a dose of the vaccine within 72 hours. there is some data that suggests it reduces your chances of getting sick, and if you do get
