here on "gma." good morning, america. hope you're doing great this tuesday morning. vmas always an amazing night. last night no exception, taylor swift, billy eilish, some of the big winners. >> missy elliott won the video vanguard award for lifetime achievement. she was always ahead of her time in her music, her videos and last night was a performance that was very hard for anybody to follow. she was amazing. >> that's being called a master class in choreography. she is a rock star. we begin with the latest on tropical storm dorian churning right now in the atlantic. it could become a hurricane before it hits puerto rico. >> here's what we know right now. dorian is hitting the windward islands this morning and puerto rico tomorrow night. cruise ships already changing their itineraries to avoid the storm and airlines are canceling flights and offering waivers. ginger starts us off with the latest track and timing. good morning, ginger. >> good morning, michael. st. lucia is its location right

now. it is moving west and fighting dry air. so we've seen the max sustained winds inside tropical storm dorian drop overnight to 50 miles per hour. that should intensify again when it gets over open water and going into wednesday puerto rico and the dominican republic need to watch for impacts. we're talking up to 6 inches of rain, certainly gusty winds, even if it's just a strong tropical storm, a 70-mile-per-hour wind can easily take down power lines and more. beyond where saturday it's then passing the bahamas. into saturday night and sunday it makes its way to florida. remember, red line to red line. not just the center line. that is a cone of possibility. there's a lot that can go into the driving factors here and where exactly it ends up making u.s. landfall if it would even be called that at that point. that high pressure system will drive it and it's around melbourne by the time we get into sunday into monday. we'll talk about that as we get closer but we've got to go to puerto rico. in san juan we find victor oquendo this morning.

>> reporter: and good morning, ginger, the time to prepare quickly running out. we were on the same street when hurricane maria hit destroying everything in its path. it's been two years and we can still feel the damage. right across the street at that building, those balconies still in need of a lot of work. now they're bracing for another storm. across san juan people stocking up on necessary supplies ahead of dorian. puerto rico's governor declaring a state of emergency saying today they are better prepared than 2017 when maria killed nearly 3,000 people. the governor saying she's been in contact with the white house and the new fema rep on the ground leading response efforts. 2,000 firefighters from miami heading down to the caribbean to assist. tens of thousands still live under those blue tarps that act as roofs. obviously a huge concern there and whenever a storm rolls through, puerto rico's vulnerable power grid always put to the test.

cecelia? >> this could be the last thing they need. thank you, victor. we are going to turn to the bombshell judgment in the opioid crisis. an oklahoma judge ordering johnson & johnson to pay more than half a billion dollars for contributing to that state's drug epidemic. nationwide more than 130 people die after an overdose every day according to the cdc. our tom llamas is here with more. you have new reporting on another high-profile lawsuit, this one involving the sackler family. >> that's right and some new video. cecelia, good morning to you. we are talking about the mass addiction to prescription painkillers. besides that stunning decision involving johnson & johnson accused of aggressively marketing their drugs which led to opioid abuse we're about to show youew video in a separate case of the former head of purdue pharma defend their company and defend the marketing of oxycontin. >> reporter: this morning what could be a landmark decision, an oklahoma judge ordering johnson & johnson to pay his state more than half a billion dollars. the first ever court ruling holding a company responsible for their role in the opioid crisis. >> the opioid crisis is an

imminent danger and menace to oklahomans. >> reporter: this judgment following another surprise decision concerning another drug manufacturer. purdue pharma owned by members of the billionaire sackler family, best known as the developer of the painkiller oxycontin. >> do you know how much the sackler family has made off the sale of oxycontin? >> i don't know. >> but fair to say it's over a billion dollars. >> it would be fair to say that, yes. >> reporter: for the first time we're now seeing and hearing from dr. richard sackler, the former chairman and president of purdue pharma respond to questions under oath. >> do you believe that any of purdue's conduct has led to an increase in people being addicted in the commonwealth of kentucky? >> no. >> reporter: the clips part of a more than eight-hour video deposition from 2015 obtained by the investigative news organization propublica, sackler responding i don't know more than 100 times. >> do you know if it's over $10

billion? >> i don't think so. >> do you know if it's over $5 billion? >> i don't know. >> reporter: sackler questioned about the profiting and alleged aggressive marketing of the drug that's been linked to the u.s. opioid epidemic. >> these tapes represent the first time the public will see a member of the sackler family be questioned about whether or not purdue pharma played a role in spawning the national opioid crisis. >> reporter: on monday, after a 3 1/2-year legal battle brought by stat, which is part of boston globe life sciences media, the kentucky supreme court cleared the way for the release of the court records relating to purdue pharma's marketing of oxycontin. the company was accused of falsely promoting oxycontin, including failing to alert doctors that it was stronger than morphine. >> there is no way that this intended or had the effect of causing physicians to overlook the fact that it was twice as potent.

it was called out in virtually every promotional piece of literature. >> now, that deposition video you just saw was from a court case that purdue pharma settled for more than $20 million. they are facing more than 2,000 other lawsuits. they maintain they are not responsible for fueling the opioid crisis. we actually just heard from dr. sackler's attorney who says oxycontin has carried a black box warning since 2001 and has an abuse deterrent formulation since 2010. as for johnson & johnson and that settlement against one of their companies, they say the company, quote, did not cause the opioid crisis in oklahoma and they will appeal that decision. >> well, there are a lot of other pending lawsuits right now in the opioid cases. thousands of them across the country. this case really could end up setting precedent for them. >> that's right, cecelia. this case in oklahoma, one legal expert told me is the canary in the coal mine. this no doubt will have an impact on thousands of other cases and we're talking about

billions of dollars in damages. but i asked two professors from indiana university, they've been studying and put money behind this issue, one local professor told me they believe johnson & johnson will lose the appeal. the other told me they think they will win. we'll have to wait and see. >> thank you, tom. >> we'll be watching that. to the white house now. president trump back from the g7 summit in france after a closing press conference where he seemed to soften his approach to trade with china and nuclear talks with iran. senior national correspondent terry moran is at the white house. terry, i said seemed because the president has put out so many confusing and contradictory statements over the last several days. >> reporter: he sure has, george. good morning. it was vintage trump this summit in a space of a few da. he made so many contradictory and head-spinning comments. he said the market is working overtime around the world. in that press conference he said that vladimir putin should be invited back to the summit and said without evidence that other world leaders agreed with him. he blamed president obama for putin's invasion of ukraine and he pitched his own golf

in florida as the scene of the next summit. as for china he was all over the map. in a space of a few days he said chinese leader xi jinping was an enemy, then a brilliant leader. president trump says there's a deal ready to be made. the chinese seemed like they are going to wait out president trump, at least through the 2020 election which could really be problems for him. as for iran he said he would meet with the iranian president. that would be a huge move. at first he said he would be willing to do so then he walked that back. the problem is no one can figure out where this president stands or whether what he says one day is what he means the next day. he says that is his negotiating style. no one can figure out the president's stand. that's the way he likes it. right now, however, i think the takeaway, the president is not driving events, he is being driven by them, george. >> terry moran, thanks very much. michael? thank you, george. now to that deadly crash in dayton, ohio, overnight. a sung a police suv

and speeding away slamming into a van killing two children and injuring several others. janai norman is here with the very latest on this tragedy, good morning, janai. >> michael, good morning. police officers were also injured in the midst of all that chaos that started out as a call for a stabbing and left behind two crash scenes and more than a dozen people hurt. >> reporter: overnight authorities say the suspect in a deadly car chase who tried to steal a police car caused a wreck that left two children dead and at least ten others injured. >> we're going to need at least two medics. we have two children. >> i seen just chaos and when i hopped out, there was a woman trying to assist getting a baby out of a car seat that was trapped between a door and a van. got her out of the van and proceeded to try to get the rest of the kids unbuckled and safely removed. >> reporter: it started around 7:00 p.m. when officers responded to a stabbing complaint in the nearby town of riverside, but the suspect had

already fled the scene. >> a short time later riverside police received a 911 call of a car accident at some point. the suspect entered a police cruiser. >> reporter: a witness captured the ensuing moments on camera. watch as the officer tries to get the suspect out of his vehicle. as back up arrives, the suspect throw it is car in reverse and speeds off down the street. >> yes, he is in a dayton cruiser right now. follow him. wherever he goes, you go. >> reporter: ending ten minutes and nearly five miles later when the suspect crashed the stolen cruiser into several vehicles including a van carrying seven children. >> our officers were on scene rather quickly. were able to take the suspect into custody and the suspect was removed. >> we're told some of those taken to the hospital had life-threatening injuries, including some of those children. that suspect is in custody. was also treated for injuries so a lot of people left hurt in the midst of all this. >> so easily unavoidable.

avoidable. more on jeffrey epstein's death. this morning there are now new questions after "the washington post" reported that footage from at least one camera outside his jail cell is unusable. diane macedo is at the federal courthouse here in manhattan with the latest on this. good morning, diane. >> reporter: good morning, cecilia. surveillance video may be critical to this probe into how epstein died while in custody at new york's manhattan correctional center, just beside us, earlier this month. but "the washington post" is now reporting this new setback. a source close to the investigation or sources close to the investigation tell the paper that footage from one of the cameras in the hallway outside epstein's cell is unusable. now, it's not clear why it's unusable or what is visible in the usable footage but this is just another failure uncovered at the prison. it was already reported that the guards were supposed to check on him every 30 minutes, yet no one had been by his cell for hours. he also wasn't supposed to be left alone and yet no cell mate was assigned. the convicted sex offender was

arrested in july on sex trafficking charges for alleged crimes dating back more than a decade. while the criminal case against epstein is over, alleged co-conspirators are still under scrutiny. >> they are, diane. it's a big day in the court behind you. epstein -- the prosecutors are formally going to dismiss their case against epstein in the wake of his death, but mnot before w hear some of his accusers. >> reporter: it is. the judge in the case is allowing accusers to say their piece here today in court and while the criminal case against epstein will be over, the legal battle, cecilia, is not. several accusers have already filed civil cases against jeffrey epstein's estate and several more say they plan to. so expect to hear much more on the case going forward, cecilia. >> still going. diane macedo, thank you. george? the latest from the amazon where thousands of wildfires continue to burn through the lungs of the world. 20% of our oxygen comes from the amazon. the fires have scorched 1.8 million acres. it's now a crisis for the global environment. but overnight brazil rejected

millions of dollars from g7 nations to fight the fires. matt gutman is on the front lines in brazil. good morning, matt. >> reporter: good morning, george. overnight brazilian officials offering no reason for rejecting that offer, only saying that the money might be better served reforesting europe. but having been on the front lines yesterday seeing the terrifying speed and ferocity of those blazes, it seems brazil could use all the help it can get. that fire exploding through those palms roaring towards us. it's shocking how fast we've seen this fire march. it's moved about 200 yards in the past five minutes alone. the heat and the embers whipping by beating us back. we arrive there just minutes earlier seeing that column of smoke rising above this man's farm. the fire all around. he says his name is geronimo and he was worried he'd lose it all. there's nothing that can be done with the fire. it will consume this farm. this is just one of tens of thousands of fires burning in brazil and bolivia right now. the amazon often called the

lungs of the earth producing 20% of the world's oxygen, burning at a record rate. on monday g7 nations collectively pledged $40 million to help save the amazon. but many say it isn't nearly enough. overnight protesters across brazil begging for the world's help. but brazilian officials saying overnight they'll reject the offer. facing international criticism it hasn't done enough, brazil this week began to deploy 44,000 troops and the c-130 water tankers but in so many places more is needed. at that farm that fire whirling closer. we offered geronimo a ride out but he said he would wait for his cattle. the fire pushing us back. wow, that entire farm where we were just minutes ago seems to be gone. at one point it seemed like we were cornered by fire. keep going. geroni geronimo's ranch encased in fire

jonas. that could work. >> why can't they change their name to the strahan brother? >> we'll talk a lot more about thatoming up. the top headlines we're following. tropical storm dorian is on the move heading northwest hitting the windward islands right now and carving a path toward puerto rico. it is expected to hit there tomorrow night and could become a hurricane. take a look at this rock collapse in zion national park. these stones plunging 3,000 feet. a bus right there below. three people were injured and some were temporarily trapped but thankfully everyone did survive. now here's a surprise near the great smoky mountains. take a look at what a family found, yeah, that's a momma bear and her cubs caught on camera breaking into the family's van. the momma bear has no problems opening up that van door right there. the bears feasted on some pop-tarts because why not and some other snacks. the family, though, it was a happy ending. the family says this was the highlight of their vacation. we're glad for them. >> bears always seem to go for

the pop-tarts. >> is that a trend? >> they've done it before. we'll get the latest on the college admissions scandal. lori loughlin and her husband are due in federal court this afternoon. a united front in the face of serious charges that could lead to jail time. abc's eva pilgrim is outside the courthouse in boston. good morning, eva. >> reporter: good morning, george. it could be the point of no return. lori loughlin and her husband insisting they will face these charges together. it's a move that could limit their individual defense options. this morning lori loughlin and her husband heading to court presenting a united front. >> anything to say? >> reporter: the two expected to appear before a judge this afternoon choosing to be represented by the same law firm. the court asking them to formally waive their right to separate counsel acknowledging any potential conflicts of interest before their trial starts so they can't claim they didn't get a fair trial at a later date. loughlin and her husband, fashion designer mossimo

giannulli each facing up to four decades behind bars if convicted of federal fraud and money laundering charges accused of paying half a million dollars in bribes and fees to get their two daughters into usc. >> he may have embellished, lied a bit on our application. >> reporter: a legal source close to the "full house" star telling "people" magazine loughlin is panicking behind closed doors obsessing over every detail of the case. she's not doing anything. she's just reading the files again and again. this is a full-time concern of hers. that source telling "people," the 55-year-old has been in constant communication with her legal team and is keeping track of the other defendants and their deals. she wants to knowho is getting what punishment and how their cases differ from hers. so far 23 of the defendants associated with the scandal have pleaded guilty. including "desperate housewives" actress felicity huffman.

she admitted to conspiracy to commit mail fraud. as part of her plea deal prosecutors are recommending four months behind bars. but loughlin and giannulli declining a deal maintaining they did nothing wrong. a source close to the family telling "people" magazine, lori is ready for this to be over. they all are. at this point it would be better to spend a few months in jail because she's been spending the last several months in her own prison. now, while loughlin and her husband will share some lawyers they will also each have additional separate lawyers on their individual teams. george? >> eva, thanks very much. let's bring in our senior legal correspondent sunny hostin for more on this right now. so talk about this united front strategy and the advantages and disadvantages. >> the only real advantage i think to having separate counsel if you want to cooperate with the government. if you want to take a plea deal -- >> if one is -- >> if one is going to testify against the other. you usually see that when you have married spouses with

little children. one decides to take the fall because i need you to stay at home with the children. that really is -- there's no benefit to doing that here because these are college age kids. no one really needs to be at home with them. i don't think we'll see that here. this united front common defense is actually pretty smart because in front of a jury now you have not one but you have two people saying these are baseless allegations. weidn't do it. for the jury to discount it they have to believe both people are lying. so that's pretty smart strategy. >> one of giannulli's attorneys represented a witness against him. another one of their firms worked for usc in the past. does that matter at all? >> i don't think the fact that the firm represented usc in the past necessarily matters because that case is now closed. normally that would be a conflict of interest. it does trouble me somewhat that one of the witnesses, potential witnesses against the husband, perhaps worked with this lawyer but they have an additional lawyer on their side that can then step in if that lawyer

recuses himself. so they really have covered all of their bases here. they're paying a lot of money for a lot of different lawyers to sort of, you know, have this common defense strategy, this united front strategy, but they really have put up walls that will provide them the ability to do this. >> they're still taking a big risk going to trial. >> they are taking a big, big risk. i mean, if you look at some of the evidence here, they have emails. they have things that are on wiretap. they have other people that will testify against them. they're looking at 20 years in prison each. i think it's going to be the only trial that we may see here. but, again, common defense, united front, they obviously care deeply about each other and it's going to be a pretty good strategy. >> okay, sunny hostin, thanks very much. >> sure. we'll go to baseball great david ortiz who is recovering from being shot and searching for answers. the former red sox slugger hiring boston's former police commissioner to get to the bottom of the case. abc's kaylee hartung is here

we are going to begin with the latest on the potential hurricane churning in the caribbean. tropical storm dorian on the move. let's go back to ginger tracking it all morning. >> just got updates from the national hurricane center. it moved past st. lucia. tropical storm dorian now moving west/northwest so it's going at 13 miles an hour. what it means for puerto rico and the dominican republic, you have 24 hours before you feel the real impacts. the current track has it threading between the islands. the more land it interacts with the more that will kill out the storm. either way you could see sustained winds in the 50 to 70-mile-per-hour range and up to 6 inches of rain. that will take you through saturday. that's when the bahamas have to have interest in this and then eventually the central eastern coast of florida so say melbourne by sunday early morning we could see tropical storm conditions there. we're watching the spaghetti plots like hawks because that high pressure system will kind of drive where it makes impacts with florida.

samantha and david stewart wanted nothing more than to have a family and after trying for years, the couple turned to adoption. >> we met with a director of our agency that we went through, she advised us to create online profiles we could use to put ourselves out there in hope that some birth mothers would come across our profiles. >> reporter: naomi palace broke the story for the bbc. >> it's increasingly common for people to adopt on social media and there's lots of benefits to it but i think it's opening up passages for people to take advantage. >> reporter: so that's what the stewarts did. they set up an instagram account @findingbabystewart and soon after a connection. >> we were ecstatic. >> i called my parents and told them, hey, you're going to be grandparents. >> reporter: but quickly their excitement faded when they realized their connection was too good to be true. >> i would receive nasty messages saying, this isn't going to work. we're going to find somebody else.

work and you want them there. maybe not all of them. most of them. >> i asked you for a secret tip while we were watching the piece, whether destination weddings can be cheaper than a wedding if you have one at home. you say -- >> absolutely. >> particularly when it comes to package deal. >> so package deals, all inclusive resorts that are very expensive like alcohol, wedding planning. i know for mine the alcohol was a huge expense which probably says a lot about my friends but -- >> my wedding, as well. >> also the wedding planners, that all comes included in your package so you don't have to worry about drink for drink or any of those little details. it's actually way more affordable. >> and those all really add up. you have quick tips on decor from flowers to even photos. >> right. okay, so flowers, i worked with many brides. they want to import their favorite flower. you know what, there are so many beautiful tropical flowers. it's less expensive, and also they can withstand the climate.

so when you bring in flowers, sometimes we've seen, yeah, bad things happen so just stick to the tropical ones. >> those flowers are gorgeous there. >> they were. >> really pretty.
