>> reporter: finally got word of what happened. mess on westbound 580 for a while. started when a chp officer in dublin got a bulletin from stockton to be on the lookout for a silver chevy impala driving recklessly. tried to make a traffic stop on that car, driver took off on westbound 580, two officer unit out of castro valley joined the pursuit. driver tried to pass east bay transit vehicle driving between the bus and concrete wall and got stuck. chp unit tried to go in front to block him in with push bumpers and the suspect began ramming the occupied chp car and transit bus to escape. one officer fired at least one shot, no one injured. westbound 580 was closed for four hours and drivers were a

bit confused. >> and they just motioned me saying can i make a u-turn here? >> reporter: chap called in investigative service unit and drone was dispatched to investigate the scene. that woman you saw somehow made it across the barricade, all of traffic was supposed to get diverted on to 24 and 980 for four hours, causing serious delays. reopened 580 at 3:00 after the chevy was finally towed and said in the release that the suspect appeared to be under the influence of a controlled substance. chp is asking for the public's help. if you have any information or witnessed anything about the police pursuit or what happened on 580, would love to hear from you. reporting live, leslie brinkley,

as we told you a few minutes ago, former google engineer anthony levandowski is facing federal charnels, accused of stealing secrets and taking to new employer uber. here to talk about that development, it's one thing, corporate giants battling out over intellectual property. different deal with feds involved with criminal charges. >> absolutely right and also unusual bringing it against a single senior executive. seen companies battle each other, file lawsuits all the time when one executive moves to another company, especially in tech, trying to get competitive advantage can be slim thing and want to get ahead.

but you're right, criminal charges, 33 against a top executive, that's unusual. >> what message does this send to others in silicon valley? people are changing companies constantly. >> right. attorneys for the u.s. government and fbi said today that people do move, go across companies. but they also need to adhere to the law. this comes at time when there's a lot of uncertainty, little bit of fear even of the tech industry. how important it's become to the economy, people a little bit concerned about how some companies do business. government taking a closer look at tech and scrutiny is to be expected. >> one of the things i find interesting here is google and uber settled their case, wrapped it all up. now you have a matter that what's closed that's very hope now with the federal government taking an interest. >> you're right. i don't know if a lot of people know what this is all about, but

he was a google engineer, led their self-driving car efforts which have turned into waymo, name of the group at google. left the company, took a group of engineers with him, started another self-driving truck company, uber bought it for $700 million, then a year later were sued by google over this theft of corporate information and -- it really just shows how high stakes we are in the tech industry. shows the government taking closer scrutiny of tech, also shows that cavalir attitude about i work here, can go someplace else, you walk out the door with 14,000 files, company knows what you're walking out with, might give people pause before they make the jump. >> uber and google, u.s.-based companies but corporate espionage is international problem. do you think we're likely to see more prosecutions like this

inside the u.s.? what about outside the u.s.? >> technology is such an important part of the u.s. and global economy, talking about companies with tremendous power and also have important market might, basically directing our future. i think the level of scrutiny across the board, how they do business, who is doing business with them. who is working for them, all is going to get higher scrutiny, that's the trend last two years as more governments have got involved regulating and taxing the big tech giants. >> you've been following this since steve jobs and palm were trying to come to agreement many years ago. problem that existed and will continue to exist but this is a new wrinkle for sure. >> definitely. and speaks to how high stakes this is. self-driving technology is one of the big techs of the future. it's not going away. fact you have google and uber

arrests and injuries from drivers behind the wheel stoned have increased. dion lim tells us about one bay area company that can narrow down when somebody is too stoned to drive. >> reporter: dui checkpoints across the state, police seeing increase in number of drivers getting behind the wheel stoend. according to california highway patrol arrests have increased 31% and injuries related to people driving under the influence of marijuana has increased 102% since legalized. determining how stoned the driver is has eluded police. can use a breathalyzer for determining drunk, but no device for the cannabis. >> when you can find thc in breath, requires extraordinary
